Private‐sector financial and legal transactions have long been used to protect terrestrial habitats and working landscapes, but less commonly to address critical threats in marine environments. Transferrable and marketable fishing privileges, including permits and quotas, make it possible to use private‐sector transactions as conservation strategies to address some fishery management issues. Abating the effects of bottom trawling on the seafloor and bycatch and discard associated with the practice has proven challenging. On the Central Coast of California, The Nature Conservancy (TNC), Environmental Defense Fund, local fishers and local, state, and federal authorities worked collaboratively to protect large areas of the seafloor from bottom trawling for groundfish while addressing economic impacts of trawl closures. Contingent on the adoption of trawl‐closure areas by a federal regulatory agency, TNC used private funds to purchase federal groundfish trawl permits and vessels from willing sellers. Trawl‐closure areas were designed collaboratively by combining regional biological diversity and fisheries data with local fishers’ knowledge. The private transactional strategy was designed to remedy some deficiencies in previous federal buyouts, to mitigate economic impacts from trawl closures, and to carefully align with a public regulatory process to protect “essential fish habitat” under the Magnuson‐Stevens Fishery Conservation and Management Act. This collaborative effort protected 1.5 million ha (3.8 million acres) of seafloor, reduced trawl effort in the area by 50%, and set a precedent for collaborative partnerships between conservation and fishing interests. This is the first time a large conservation organization has taken an ownership position in a fishery and demonstrates how nongovernmental organizations can invest in fisheries to improve environmental and economic performance. In the U.S. rare and endangered species protection is a public policy responsibility commonly ascribed to the federal or state governments. We make three related claims: 1) the scale of local and regional land use control and open-space acquisitions matches the range sizes of many rare, endemic species, 2) land acquisition is the most attractive approach to conserving many rare taxa, especially endangered flora, and 3) at least some local governments and non-governmental organizations have the policy capacity necessary to identify, acquire, and manage critical habitats for endangered species. Although local involvement can have conservation payoffs throughout the United States, we focus on California in general and, in particular, use as a case study the biology and political resources of four adjoining counties in the central coast region of the state: San Mateo, Santa Cruz, Santa Clara, and Monterey. We close with a discussion of policy implications for coordinating local, state, and federal conservation efforts. These include 1) brokering land acquisition deals with input from public land managers and private owners, 2) shifting funding priorities for rare, well-known species away from research to habitat acquisition and management, and 3) encouraging biologists to invest more effort in local land use regulations so that they may make more effective use of local land management and conservation opportunities.  相似文献

Abstract:  The Northwest Forest Plan in the Pacific Northwest sought to stabilize local economies, including local employment and income, by stabilizing the flow of wood fiber from public forests. This is also a common forest management objective in other regions and countries. Because this economic strategy ignores basic market adjustments, it is likely to fail and to unnecessarily damage forest ecosystems. Application of basic economic principles on how markets operate significantly changes the apparent efficacy of efforts to manage local economies by managing timber supply. The emphasis on timber supply tends to ignore the dominant role that the demand for wood fiber and wood products, rather than wood-fiber supply, plays in determining levels of harvest and production. Contemporary economics indicates that markets tend to operate to offset reductions in wood-fiber supply. This significantly moderates the economic cost of reducing commercial timber harvest in the pursuit of environmental objectives. In addition, contemporary economic analysis indicates that the economic links between natural forests and local communities are much broader than simply the flow of commercially valuable logs to manufacturing facilities. At least in the United States, the flow of environmental services from natural forests has increasingly become an amenity that has drawn people and economic activity to forested areas. Attractive site-specific qualities, including those supported by natural forests, can potentially support local economic development even in the face of reduced timber harvests. These market-related adjustments partially explain the Northwest Forest Plan's overestimation of the expected regional impacts associated with reduced federal timber supply and the ineffectiveness of the plan's efforts to protect communities by stabilizing federal timber supply.  相似文献

Populations of large carnivores are declining globally, and analysis of public discourse about carnivores is useful for understanding public opinion and influences on management and policy. Portrayal of carnivores in the media affects public perceptions and support for their conservation. We conducted a content analysis of 513 articles about Florida panthers (Puma concolor coryi) published from 2003 to 2006 in newspapers with local circulation in core panther habitat in southwest Florida and papers with statewide circulation to compare the differences in the amount of coverage and portrayals of panther risks to people and property on the basis of proximity of human communities to panthers. Local papers published significantly more news articles and significantly longer news articles primarily about panthers. Articles in local and statewide papers used both episodic frames, which focus on specific occurrences (e.g., a panther sighting or predation) and thematic frames, which focus on general trends (e.g., abundance of panthers over time). Local articles more often emphasized risks that panthers might harm people, pets, or livestock than statewide papers. Our results are consistent with theory that proximity to human-carnivore conflict influences perceptions and salience of risks posed by large carnivores. Most articles mentioned panthers as a secondary topic, which we believe was a result of the relevance an endangered carnivore has in discussions of public land management, development, and regulations in Florida. Claims made by sources quoted in each article had a neutral to positive depiction of panthers, and most quotations were from federal and state agency scientists. We suggest continued use by the media of agency sources provides the opportunity for clear, concordant messages about panther management. Content analysis provides a way to monitor media portrayal of carnivores for consistency with agency outreach goals.  相似文献

As the discipline of conservation biology evolves and practitioners grow increasingly concerned about how to put results into achievable conservation, it is still unclear the extent to which science drives conservation outcomes, especially across rural landscapes. We addressed this issue by examining the role of science in the protection of a biological corridor. Our focus is on a North American endemic mammal reliant on long distance migration as an adaptive strategy, the pronghorn (Antilocapra americana) of the southern Greater Yellowstone Ecosystem. The role of science in realizing policy change, while critical as a first step, was surprisingly small relative to the role of other human dimensions. In a case study, we strategically addressed a variety of conservation needs beyond science, first by building a partnership between government and private interests and then by enhancing interest in migratory phenomena across a landscape with divergent political ideologies and economic bases. By developing awareness and even people's pride in the concept of corridor conservation, we achieved local, state, and federal acceptance for protection of a 70 km long, 2 km wide pathway for the longest terrestrial migrant in the contiguous United States. Key steps included conducting and publishing research that defined the migration corridor; fostering a variety of media coverage at local, regional, and national levels; conducting public outreach through stakeholder workshops, meetings, and presentations; and meeting with and gaining the support of elected officials. All these contributed to the eventual policy change that created the first federally protected migration corridor in the United States, which in turn stimulated additional conservation actions. On the basis of our experience, we believe conservation scientists can and should step beyond traditional research roles to assist with on‐the‐ground conservation by engaging in aspects of conservation that involve local communities and public policy. The expert panel for biological indication and effect research of the state institutes and agencies, pursues the harmonisation and optimisation of methods used for biological indication since 1980. This demonstrated increased significance after the fall of the Berlin Wall and the admission of the new German states, formerly East Germany. The publication of recommendations and the co-operation with other panels of experts (for example the VDI (association of German engineers) build the basis for the expert panel’s effect on the public. As first federal biological indication system, the expert panel, together with the federal institute for the environment, introduced moss-monitoring in the Federal Republic of Germany. For the future, the main point of effort will still lie in the exchange of information between state agencies and the harmonisation of methods. Above this, the expert panel should control the co-ordination of biological indication for a federal environment surveillance, develop evaluation strategies and methods, point out research deficiencies and develop new methods when necessary. Thus, for example, the expert panel has to point out possible connections and co-operations towards the monitoring of genetically manipulated organisms and changes in climate. Existing biological indication methods, including moss-monitoring, are to be screened for actuality and, when necessary, are to undergo further developments. The expert panel will also work on the development of effect-related environmental indicators as tools for an indication of ecological sustainability.  相似文献

Coastal barrier environments are heavily influenced by human activities yet there are few examples of landscape ecological work investigating human dimensions of settlement disturbance patterns and processes. We investigated the impacts of residential development on vegetation cover for a remote roadless coastal barrier in Carova, North Carolina that is subject to policies from the federal to local levels and addressed three research questions: How has the region’s the policy history influenced patterns of residential parcel development? What are the spatial and temporal patterns of parcel development? How has development impacted patterns of barrier vegetation cover? We traced the influences of the federal 1982 Coastal Barrier Resources Act (CBRA) designed to discourage development in risky coastal areas as well as state/local coastal policies and employed remote sensing change detection, NDVI analysis and spatial analysis and regression techniques. Results showed an acceleration of new housing structures since 1990, contrary to the intended effects of CBRA. An estimated vegetation cover loss of 437 m2 was associated with each newly developed parcel. NDVI varied along spatial and temporal gradients with more recent development having lower NDVI than older development. Recently developed parcels were larger in area, closer to the beach, and contained houses with larger footprints compared to older developed parcels. Our approach represents a place-based analytical framework for coastal barrier landscapes. Beyond the Carova case study, adopting such an approach coupling natural and human systems for the entire eastern US barrier system requires defining a comprehensive set of coastal barrier spatial units to enable typological classification and subsequent systematic investigation to inform debates regarding coastal ecosystem services and sustainability.  相似文献

Abstract:  Public preferences are likely to play an important role in prioritizing species at risk for conservation. We conducted a survey of British Columbians (Canada) ( n = 555 , r = 73 % ) to examine how the public ranks a species' attributes (rather than named species) with respect to conservation priority. Endemism, defined as species only or mainly occurring in British Columbia or species occurring in British Columbia and nowhere else in Canada, was considered the most important among the measured attributes. This preference was strongest among men and among respondents who had completed postsecondary education. The preference for endemism is generally consistent with science-based federal listings of British Columbian species. This congruence between listing and public opinion is welcome if such congruence is considered important. We suggest that investigating how much the public values species' attributes, as opposed to named species, provides a more efficient way of incorporating public opinion into policies on species at risk, especially if large numbers of species must be ranked for conservation priority .  相似文献

The concept of the efficiency value of effluent tax revenues is developed. It is defined as the reduction in excess burden resulting from the substitution of these revenues for current or future resource distorting tax revenues, such as those raised from federal corporate and personal income taxes. The annual efficiency value of revenues raised by national effluent taxes on two major air pollutants is estimated to range from $0.63 to $3.05 billion, if substituted for federal personal income tax revenue, and from $1 to $4.87 billion, if substituted for corporate income tax revenue, expressed in 1982 dollars. Thus previous estimates of the efficiency gain from substitution of an effluent tax scheme for current pollution regulation policy have been too low, because the efficiency value of the tax revenues has been excluded.  相似文献

Large, landscape-scale national monuments have long been controversial. It has been claimed that large monuments harm local economies by restricting growth of the grazing, timber, mining, and energy industries. Others have asserted that large monuments aid economic growth by reducing reliance on volatile commodity markets and fostering tourism growth. In this study, we use a synthetic control approach to measure the average causal effect of nine national monument designations on county-level per capita income. We find no evidence that monument designation affected per capita income in any of 20 counties hosting nine large (>50,000 acres) national monuments established under the Antiquities Act (six monuments) or by legislative action (three monuments). The broad economic claims of both advocates and critics of large national monuments have little empirical support. The absence of a designation effect for large national monuments is likely due to the attributes of federal land and the legal constraints under which it is managed.  相似文献

Measuring sustainability is an integral part of decision-making processes in order to promote sustainable development. The present paper focuses on sustainability indicators as these are measured on local level and explores two main issues: firstly, the subjective measurement of indicators focusing especially on social dimensions of sustainability, secondly, the incorporation of local perceptions in sustainability assessments. These two issues are explored in the Asopos River basin in Greece, an area where significant environmental degradation has been observed in the past decades and is also under financial pressure due to the ongoing national recession. A large-scale research study was conducted measuring environmental, economic and social indicators while, at a second stage, a model was developed, estimating new indicators that incorporate local communities’ perceptions on what they considered as important for their area. The results of the study reveal that the most important indicators for the sustainable development of the area, according to locals’ perceptions, are environmental quality as well as quality of life. By contrast, trust in local and central institutions and also local enterprises were not considered as important by locals. These results illustrate the importance of combining global and national scale assessment with locally focused social measurements of sustainability in order to better understand what is important for local communities prior to embarking on public policy planning.  相似文献

Conservation of the Marbled Murrelet under the Northwest Forest Plan   总被引:1,自引:0,他引:1  
Abstract:  The Marbled Murrelet ( Brachyramphus marmoratus ) was listed as threatened in 1992, primarily because of loss of its old-forest nesting habitat. Monitoring conducted over the first 10 years following implementation of the Northwest Forest Plan shows at-sea murrelet populations appear to be stationary, but recruitment is very low and demographic models project a 4–6% annual rate of decline. Monitoring of nesting habitat indicated there were about 1.6 million ha of higher-suitability nesting habitat on all lands at the start of the plan, about half of which occurred on federal lands. Most (88%) of higher-suitability habitat on federal lands was protected within reserves. Over the past 10 years, losses of habitat due primarily to fire have totaled about 2% on federal lands. Losses have been much greater (12%) on nonfederal lands, due primarily to timber harvest. Habitat is expected to accrue within reserves as younger forest matures and attains sufficient diameter to support nesting sites. At-sea estimates of population size are strongly and positively correlated with amounts of adjacent nesting habitat at a broad scale, supporting the idea that amounts of nesting habitat are a primary driver in wide-scale murrelet population distribution. Conditions at sea, however, such as temperature regimes, prey availability, and pollutants, continue to affect murrelet populations. The system of large reserves seems to have achieved the short-term objective of conserving much of the remaining nesting habitat on federal lands. These reserves are also likely to contribute to the long-term objective of creating large, contiguous blocks of nesting habitat. The plan has a primary role in conserving and restoring nesting habitat on federal land but will succeed in this role only if land allocations calling for such protection are in place for many decades.  相似文献

Local rural and indigenous communities have assumed increasing responsibility for conservation within and between areas buffering the impacts of agricultural or resource‐extraction zones and protected areas. Empowering local communities as central partners in conservation and climate‐change mitigation has allowed many people to gain access to land and citizenship rights but has provided limited improvements in access to social services and economic opportunities even as expectation about their role as environmental stewards grows. These expectations, however, are inconsistent with reality. We conducted multiple field studies in Brazil since the mid‐1980s to illustrate the discrepancies between conservation programs and local conditions and expectations. We suggest that public policies and conservation programs should not delegate responsibility for managing protected areas to local and indigenous communities without considering local needs and expectations and locals’ attitudes toward conservation. In other words, behavior that maintains or improves the environment should not be treated as traditional based on the expectations of outsiders. Framing local populations as traditional environmentalists creates contradictions and frustrations for local populations and for conservation professionals and policy makers.  相似文献

Interest in natural resources and the environment has led to the development of new federal monitoring efforts, the expansion of existing federal inventory programmes, and discussions of inter-agency collaboration for natural resource assessment data collection. As federal programmes evolve, knowledge gained from existing long-term survey programmes can provide valuable contributions to statistical and operational aspects of survey efforts. This paper describes the National Resources Inventory (NRI), which has been conducted by the US Department of Agriculture's Natural Resources Conservation Service in cooperation with the Iowa State University Statistical Laboratory for several decades. The current NRI is a longitudinal survey of soil, water, and related environmental resources designed to assess conditions and trends every five years on non-federal US lands. An historical overview is provided highlighting the development of the survey programme. Sample design, data collection, and estimation procedures used in the 1992 NRI are described, and statistical issues related to long-term monitoring are discussed.  相似文献

St. Lucia faces numerous challenges associated with striking a balance between its economic and conservation goals with respect to the Pitons Management Area (PMA) World Heritage Site. Among the various stakeholders, the public sector, which largely constitutes the administrative authorities representing the general public, plays an instrumental role in site management. They are primarily responsible for policy formulation as well as the provision of fiscal incentives and funds to assist in the maintenance of the site. Based on a qualitative inquiry approach, this study explored the perspectives of key persons among pertinent public and non-profit organizations. Semi-structured interviews were conducted among local and national representatives from the public sector. Results revealed that the designation of the PMA as a World Heritage Site has presented both opportunities and challenges to the management of the site. Findings strongly indicate that the integrity and sustainability of the site is at stake due to a lack of commitment, coordination and political will in the public sector.  相似文献

Many taxonomic groups successfully exploit groundwater environments and have adapted to a subterranean (stygobiotic) existence. Among these groups are freshwater gastropods (stygosnails), which represent a widespread and taxonomically diverse component of groundwater ecosystems in North America. However, owing to sampling difficulty and lack of targeted study, stygosnails remain among the most understudied of all subterranean groups. We conducted a literature review to assess the biodiversity and geographic associations of stygosnails, along with the threats, management activities, and policy considerations related to the groundwater systems they inhabit. We identified 39 stygosnail species known to occur in a range of groundwater habitats from karst regions in the United States and Mexico. Most stygosnails exhibit extreme narrow-range endemism, resulting in a high risk of extinction from a single catastrophic event. We found that anthropogenically driven changes to surface environments have led to changes in local hydrology and degradation of groundwater systems inhabited by stygosnails such as increased sedimentation, introduction of invasive species, groundwater extraction, or physical collapse of water-bearing passages. Consequently, 32 of the 39 described stygosnail species in the United States and Mexico have been assessed as imperiled under NatureServe criteria, and 10 species have been assessed as threatened under International Union for Conservation of Nature criteria. Compared with surface species of freshwater snails, stygosnail conservation is uniquely hindered by difficulties associated with accessing subterranean habitats for monitoring and management. Furthermore, only three species were found to have federal protection in either the United States or Mexico, and current laws regulating wildlife and water pollution at the state and federal level may be inadequate for protecting stygosnail habitats. As groundwater systems continue to be manipulated and relied on by humans, groundwater-restricted fauna such as stygosnails should be studied so unique biodiversity can be protected.  相似文献

Abstract: Because habitat loss due to urbanization is a primary threat to biodiversity, and land‐use decisions in urbanizing areas are mainly made at the local level, land‐use planning by municipal planning departments has a potentially important—but largely unrealized—role in conserving biodiversity. To understand planners’ perspectives on the factors that facilitate and impede biodiversity conservation in local planning, we interviewed directors of 17 municipal planning departments in the greater Seattle (Washington, U.S.A.) area and compared responses of planners from similar‐sized jurisdictions that were “high” and “low performing” with respect to incorporation of biodiversity conservation in local planning. Planners from low‐performing jurisdictions regarded mandates from higher governmental levels as the primary drivers of biodiversity conservation, whereas those from high‐performing jurisdictions regarded community values as the main drivers, although they also indicated that mandates were important. Biodiversity conservation was associated with presence of local conservation flagship elements (e.g., salmonids) and human‐centered benefits of biodiversity conservation (e.g., quality of life). Planners from high‐ and low‐performing jurisdictions favored different planning mechanisms for biodiversity conservation, perhaps reflecting differences in funding and staffing. High performers reported more collaborations with other entities on biodiversity issues. Planners’ comments indicated that the term biodiversity may be problematic in the context of local planning. The action most planners recommended to increase biodiversity conservation in local planning was public education. These results suggest that to advance biodiversity conservation in local land‐use planning, conservation biologists should investigate and educate the public about local conservation flagships and human benefits of local biodiversity, work to raise ecological literacy and explain biodiversity more effectively to the public, and promote collaboration on biodiversity conservation among jurisdictions and inclusion of biodiversity specialists in planning departments.  相似文献

Unsightly and environmentally damaging debris is an ever present problem for waterways and beaches around the world. This debris has numerous sources, and is comprised of materials ranging from metal and wood to plastics and paper. the aesthetic, economic, and environmental impacts of debris have been well documented over the past several years. in an effort to control the release of trash and debris into our waters, there are many activities ongoing in the US. One such activity is a coordinated effort between the US Environmental Protection Agency (EPA), other federal Agencies (National Oceanic and Atmospheric Administration (NOAA), United States Coast Guard (USCG), United States Navy (USN), National Park Service (NPS), Department of Interior (DOI)), industry (the Society of the Plastics Industry, INC. (SPI)), environmental, and local groups. This paper describes the results of field assessments, and the other activities undertaken by EPA as part of this coordinated effort to control the release of debris to our nation's waterways.  相似文献
