To effectively comply with pressing environmental regulations, Northrop Aircraft Division needed to quickly train 5,000 employees to handle and dispose of hazardous waste properly. To accomplish this environmental cultural change process, Northrop decided to incorporate the principles of another culture change being effected within the company—that of Total Quality Management. The necessary information was delivered to thousands of workers in a limited amount of time through a new Focal Point training program, the effectiveness of which was demonstrated by marked improvement in inspection reports.  相似文献

Summary The need for trained technical personnel to monitor environmental systems is emphasised and detailed. Coincident with this need is a virtual absence of appropriate training schemes. The philosophy behind and development of such a course in Farnborough College of Technology is described. This course is a multidisciplinary Higher Diploma in Environmental Analysis and Monitoring aimed specifically at training technicians to deal with pollution and its effects. The paper details course aims and objectives and outlines the programme structure. As the staff at Farnborough have initiated such a training programme, we propose to act as a resource exchange centre in this sphere. Thus our experience could aid in the curriculum development of other schemes. Gareth Rees is Lecturer in Microbiology at Farnborough College of Technology. He has a first degree in Marine Zoology and an M.Sc. in Biodeterioration of Materials. He has recently completed Ph.D. studies into ecological aspects of marine fungi. The Self‐Employed Women's Association (SEWA) is a trade union founded in 1972 to organize women in the informal sector in the western Indian state of Gujarat for better working conditions and social security provisions. The Gujarat Mahila Housing SEWA Trust (MHT) and the SEWA Bank are independently registered SEWA sister organizations that facilitate self‐employed women's access to housing and financial services, respectively. This paper seeks to document and critically analyze the experiences of MHT and SEWA Bank in partnering with the state, the private sector, funding agencies, urban local bodies and other NGOs in developing and delivering housing, water and sanitation programs for low‐income urban families living in slums. Using MHT as a case study, this paper will shed light upon challenges and opportunities NGOs may face while collaborating with partners with different core philosophies, motivations, working styles, strengths and constraints. The paper also makes recommendations that would enable different actors to play an optimal role in partnerships designed to improve the living and working conditions of the poor.  相似文献

Using a case study approach, this article examines how the gender aspects of policy are implemented. It presents examples of gender policy implemented by different types of organizations, with particular emphasis on the water and sanitation sector. Implementing agencies include a UN agency, developing country governments, bilateral donors, and local and international NGOs. Observations from project implementation in the water and sanitation sector reveal the degree of effectiveness of the gender policies applied. Cases were chosen to provide interesting examples, rather than illustrate lessons that can be generalized. Much more research is needed before that can be done. The article also addresses project implementation strategy considerations, including how policies and implementation address women's needs, whether gender issues are treated separately or mainstreamed, and what factors are linked to successful implementation. Problems of coordination between different project implementation aspects/agents are endemic in the water and sanitation sector. Thus physical installation work is typically completed by engineers, while NGOs mostly deal with social aspects of projects, and the two groups often do not communicate effectively.  相似文献

The spatial relationships between land uses and river-water quality measured with biological, water chemistry, and habitat indicators were analyzed in the Little Miami River watershed, OH, USA. Data obtained from various federal and state agencies were integrated with Geographic Information System spatial analysis functions. After statistically analyzing the spatial patterns of the water quality in receiving rivers and land uses and other point pollution sources in the watershed, the results showed that the water biotic quality did not degrade significantly below wastewater treatment plants. However, significantly lower water quality was found in areas downstream from high human impact areas where urban land was dominated or near point pollution sources. The study exhibits the importance of integrating water-quality management and land-use planning. Planners and policy-makers at different levels should bring stakeholders together, based on the understanding of land-water relationship in a watershed, to prevent pollution from happening and to plan for a sustainable future.  相似文献

This article discusses the environmental problems of Japan from a cultural point of view. The traditional Japanese view of nature differs from that of Western culture. During the 19th century, Japan introduced Western technology to modernize its industries as quickly as possible. Its transition into the modern industrial world was successful but resulted in serious problems. One of these was the rapid destruction of the natural environment; another, the feeling of homelessness that the Japanese people experienced in their newly Westernized surroundings.The Japanese people have now reached the point where they must reevaluate their traditional ideas about nature and their responses to technology. Their solutions to some of the problems that result from industrialization may be useful to Western countries as well.  相似文献

Although the French concern for environmental protection dates back several centuries, a committed movement toward environmental protection did not begin until the second half of the 19th century. The Romantic influence of Rousseau and others led to the formation of various societies aimed at protecting the French landscape.Until the most recent environmental crusades of the 1960s and 1970s, the cause of protecting the natural environment seemed to fall largely on the shoulders of scientists and anglers, who voiced their concern over increasing environmental degradation in pamphlets and recreational journals. Their pressure aided in the passage of legislation on water quality.During the 1960s, environmental organizations proliferated and, in league with student activists, played an important role in raising the environmental consciousness of the French. During the 1970s, these activists began to turn to traditional political mobilization as a way of drawing attention to their platform. Environmental activism reached its peak with the antinuclear rallies of the late 1970s. By the end of the 1970s, many environmental associations had grown up in the French culture, but the future of environmentalism remains questionable owing to a number of economic realities, including the oil crisis, which made nuclear power much more acceptable to the public.  相似文献

The British pride themselves on their long tradition of landscape management rooted in the aristocratic and landowning classes of the 18th and 19th centuries. The British also emphasize that the rise of modern pollution control began in the Victorian industrial era with the emergence of the national Inspectorates and the local Commissioners of Sewers. All these traditions are rooted in British social history, which was heavily influenced by class, power, and the changing shape of industrial and agricultural development. In modern Britain, affected by industrial recession, where concern over jobs and growth appears to dominate public and political attention, as well as public spending cuts that sap the morale and effectiveness of the major regulatory agencies, attitudes toward, and the execution of, environmental protection are undergoing a subtle but profound revolution. It is slowly but agonizingly being recognized that economic growth and social well-being cannot be disconnected from environmental processes and the limits these impose on management and technological intervention. A 21st century Britain will have to integrate conservation with development in order to survive.  相似文献

The traditional culture of Ghana stressed a strong relationship with the environment, and a culturally acceptable environmental management resulted from strictures and taboos related to the land. Following its independence in 1957, Ghana has enacted laws that reflect an enlightened environmental policy. These are especially important because of the difficulties Ghana has had in its economic development using Western technology that has damaged the fragile tropical ecosystem. A key aspect of Ghana's policy is the attempt to marry scientific knowledge and traditional beliefs for environmentally sound management of Ghana's resources.  相似文献

This essay evaluates the historical development and current background of human-environment relationships in Italy. The Italian landscape consists of very varied terrain, and periodically suffers from all kinds of natural hazard, especially earthquakes, landslides, floods, and accelerated soil erosion. Some measure of environmental conservation was achieved by the Etruscans and Romans, but the Classical period also marked the beginning of serious lowland waterlogging, malarial infestation, upland soil erosion, and deforestation, which all increased during the Middle Ages. From the Renaissance to the 18th century, there was a diffusion of planned landscapes and carefully managed estates; but by the 20th century, many rural areas could not support growing populations and much land was in need of improvement. Underdevelopment and latifundium agriculture increased the vulnerability to environmental hazards of the Mezzogiorno (Italian South), while the subsequent disappearance of the peasant culture seems not to have led to greatly improved conservation or land management. Poorly farmed or managed landscapes and poorly maintained historic towns have undergone some virtually irreversible degradation, especially with respect to landslides and earthquake damage. Elsewhere in Italy, unchecked urbanization, weak planning laws, and their inadequate enforcement have helped both to reduce environmental quality, by overdevelopment of valued landscapes, and to increase natural disaster vulnerability, by encouraging occupance of natural hazard zones. Although there are signs that the government is beginning to respond to the cumulative effect of environmental degradation, the measures are insufficient to reverse the overall trend toward decadence that characterizes human-land relationships in Italy.  相似文献

This paper evaluates the processes and mechanisms available for integrating different types of knowledge for environmental management. Following a review of the challenges associated with knowledge integration, we present a series of questions for identifying, engaging, evaluating and applying different knowledges during project design and delivery. These questions are used as a basis to compare three environmental management projects that aimed to integrate knowledge from different sources in the United Kingdom, Solomon Islands and Australia. Comparative results indicate that integrating different types of knowledge is inherently complex – classification of knowledge is arbitrary and knowledge integration perspectives are qualitatively very different. We argue that there is no single optimum approach for integrating local and scientific knowledge and encourage a shift in science from the development of knowledge integration products to the development of problem-focussed, knowledge integration processes. These processes need to be systematic, reflexive and cyclic so that multiple views and multiple methods are considered in relation to an environmental management problem. The results have implications for the way in which researchers and environmental managers undertake and evaluate knowledge integration projects.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. The premise of this article is that prevailing planning theory has emerged primarily from a Newtonian (modernist) social context and is not well integrated conceptually with current developments in sustainability theory as represented by its various contributory disciplines. Approaches in the biophysical sciences, for example, are increasingly based on nonlinear, complexly interrelated conceptions of revolutionary development, whereas planning approaches are typically more compartmentalised, mechanistic and linear in character. To construct more workable linkages for local community/environmental planning, revolutionary theory is employed in this article to deal with the epistemological and methodological differences indicated. The proposed synthesis combines mutually reinforcing conceptions of epistemology, cultural pluralism, community and progress. Implications for practice of local planning are drawn with reference to the long-term goal of socioenvironmental sustainability, defined as a balance of economic, environmental and equity considerations.  相似文献

/ Three large rivers in northern Finland, the Kemijoki, Iijoki, and Oulujoki rivers, were dammed for hydropower generation in the 1940s-1960s. Due to differences in environmental conditions, these impoundments require detailed study to produce guidelines for fisheries management.Water quality, hydrology, vegetation, and geomorphology data of 16 impoundments were gathered. Shoreline land-use data were derived from maps, and fish assemblage data were collected by exploratory fishing and from the annual fishery statistics. The relations among environmental variables were studied, and a classification of the impoundments was developed by hierarchical cluster analysis. Consequently, three impoundment groups with different environmental characteristics were formed. Significant differences among impoundment groups were also detected in fish yield. We conclude that the variation in environmental conditions, together with differences in fish communities in the impoundments were important enough to justify the claim that impoundments of different types require different management strategies.
