EurepGAP is a pioneering field level food safety protocol called ‘good agricultural practices’ currently exercising influence over the global food quality assurance system. Developed by a consortium of major European retailers, this private standard enforces codes of conduct that address issues of health and safety for producers and consumers, as well as working conditions and environmental management on the farmland. Despite various merits and benefits that the standard is premised to offer, the institutional design gives a financial edge to powerful large farms and exporters while diminishing opportunities for smaller growers and exporters to remain in the profitable agricultural export sector of the Global South. This paper explores the institutional origin and evolution of EurepGAP, discusses entry barriers and risks that EurepGAP imposes on the global value chain stakeholders, as well as the ethical implications from broader theoretical perspectives. Subsequently, it examines the evolving nature of a new trend in the fresh fruit and vegetable sector, i.e., the rise of public GAP standards. Promoted by some governments in the Global South, these GAP standards emphasize support for horizontal partnerships among value chain stakeholders, farmer participation, and less capital-intensive agricultural innovations. The paper argues that, within certain limitations, these GAP standards have the potential to be the major alternative GAP approach by encouraging a much broader inclusion of small-scale producers towards the attainment of various social, economic, and environmental benefits.  相似文献

Increasingly, ethical concerns are being raised regarding bioenergy production. However, the ethical issues often do not stand out very clearly. The aim of the present paper is to improve on this situation by analyzing the bioenergy discussion from the perspective of land use. From this perspective, bioenergy production may give rise to ethical problems because it competes with other forms of land use. This may generate ethical problems mainly for two reasons. First, bioenergy production may compete, directly or indirectly, with food production; and as consequence the food security of poor people may be adversely affected (social aspects arguments). Secondly, the production of bioenergy may directly or indirectly lead to deforestation and other changes of land use that have a negative effect on greenhouse gas emissions (environmental arguments). So from this perspective the main challenge raised by bioenergy production is to secure responsible land use. The purpose of the paper is not to advocate, or promote, a specific ethical position on bioenergy, but to structure the main arguments found. The paper falls in two parts. One part addresses social aspects arguments for using agricultural land for bioenergy—where food insecurity, malnourishment, and significant food poverty are the main concerns. The second part scopes environmental implications—notably greenhouse gas emissions impact, as affected by deforestation and other (indirect) land-use changes. Alongside showing some of the current dilemmas presented by wider land-use changes, arguments are analyzed from two ethical angels: a consequentialist and a deontological.  相似文献

During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

South Asia is one of the most densely populated regions of the world, where despite a slow growth, agriculture remains the backbone of rural economy as it employs one half to over 90 percent of the labor force. Both extensive and intensive policy measures for agriculture development to feed the massive population of the region have resulted in land degradation and desertification, water scarcity, pollution from agrochemicals, and loss of agricultural biodiversity. The social and ethical aspects portray even a grimmer picture of the region with growing poverty mainly, amongst small farmers, food scarcity, and overall poor quality of life. This article reviews the historical perspective of agriculture development in the region and gives a panoramic view of the policy initiatives and their environmental as well as social and ethical spin-offs. The aim is to explore the environmental and ethical dimensions of the agricultural development in South Asia and recommend a holistic approach in formulating plans and programs to combat environmental degradation, hunger, and poverty resulting from unsustainable agricultural practices.  相似文献

Multifunctional rural landscapes are often characterised by contrasting values, land uses and land management practices of rural property owners. It seems these trends are, in part, an expression of rural landholder's identification as farmers. Existing typologies of rural landholders seldom take into account occupational identity. Research discussed in this paper addresses that gap. The objective was to apply the collective occupational identity construct to address the challenges of profiling rural landholders and test its effectiveness at distinguishing between different types of landholders. A 12-item scale was used to explore the extent rural landholders in south-eastern Australia held an agricultural producer identity. Cluster analysis resulted in the creation of four clusters of rural landholders with distinctive characteristics, suggesting the approach can provide researchers with a theoretically sound construct and practitioners with a useful tool as they attempt to better understand and engage rural landholders in sustainable agriculture.  相似文献

In the Mississippi River Basin (MRB), practices that enhance drainage (e.g., channelization, tile drainage) are necessary management tools in order to maintain optimal agricultural production in modern farming systems. However, these practices facilitate, and may speed the delivery of excess nutrients and sediments to downstream water bodies via agricultural streams and ditches. These nonpoint sources contribute to elevated nutrient loading in the Gulf of Mexico, which has been linked to widespread hypoxia and associated ecological and economic problems. Research suggests agricultural drainage ditches are important links between farm fields and downstream ecosystems, and application of new management practices may play an important role in the mitigation of water quality impairments from agricultural watersheds. In this article, we describe how researchers and producers in the MRB are implementing and validating novel best management practices (BMPs) that if used in tandem could provide producers with continued cropping success combined with improved environmental protection. We discuss three BMPs — low‐grade weirs, slotted inlet pipes, and the two‐stage ditch. While these new BMPs have improved the quality of water leaving agricultural landscapes, they have been validated solely in isolation, at opposite ends of the MRB. These BMPs have similar function and would greatly benefit from stacked incorporation across the MRB to the benefit of the basin as a whole.  相似文献

Farmworkers are often overlooked as producers and consumers of food; although farmworkers in California labour in some of the most productive agricultural regions in the world, they are largely food insecure. This paper investigates approaches to relieving farmworker food insecurity in one of the most productive agricultural regions in North America, California's Northern Central Coast. I explore the structural causes for farmworker food insecurity, looking at how farmworker food insecurity is linked to international trade and immigration policies, as well as the systematic exploitation of workers in California agriculture. Investigating the various ways that farmworkers cope with food insecurity, I compare two different approaches, food assistance programmes and farmworker gardens. I discuss the linkages between farmworkers' place in the food system as both producers and consumers, as they simultaneously are exploited for their labour and create their own coping mechanisms utilising their embodied agricultural knowledge.  相似文献

Industrialized agriculture currently substitutes many of the ecological functions of soil micro-organisms, macroinvertebrates, wild plants, and vertebrate animals with high cost inputs of pesticides and fertilizers. Enhanced biological diversity potentially offers agricultural producers a means of reducing the cost of their production. Conservation of biodiversity in agricultural landscapes may be greatly enhanced by the adoption of certain crop management practices, such as reduced pesticide usage or measures to prevent soil erosion. Still, the vast monocultures comprising the crop area in many Canadian agricultural landscapes are often of limited conservation value, thus the inclusion of appropriate wildlife habitat in and around arable lands is a fundamental prerequisite for the integration of wild species within agricultural landscapes. This review of current literature considers the potential for non-crop areas within agricultural landscapes to be reservoirs of agronomically beneficial organisms including plants, invertebrates, and vertebrate species. Non-crop habitats adjacent to crop land have been identified as significant for the maintenance of plant species diversity, for the conservation of beneficial pollinating and predatory insects, and as essential habitat for birds. A key component for enhancement of biodiversity is the reintroduction of landscape heterogeneity by (1) protection and enhancement of key non-crop areas, (2) smaller fields and farms, and (3) a greater mixture of crops, through rotation, intercropping and regional diversification. The benefits of increased biodiversity within arable lands are reviewed for various species groups. In the Canadian context, any serious attempt to derive significant agronomic benefit from increased biodiversity will require considerable changes in the agricultural programs and policies which shape mainstream industrialized agriculture. The problems of crop depredation by vertebrate species, weed and insect competition, which still represent significant impediments to the creation and proper management of wildlife habitat, are also discussed.  相似文献

ABSTRACT: Ground water quality is an environmental issue of national concern. Agricultural activities, because they involve large land areas, often are cited as a major contributor of ground water contaminants. It appears that some degree of ground water contamination from agricultural land use is inevitable, especially where precipitation exceeds evapotranspiration. For this reason, and because agriculture differs significantly from point sources of pollution, farmers, policymakers, and scientists need alternative management strategies by which to protect ground water. Mathematical models coupled to geographic information systems to form expert systems can be important management tools for both policymakers and agricultural producers. An expert system can provide farmers, researchers, and environmental managers with information by which to better manage agricultural production systems to minimize ground water contamination. Significant research is necessary to perfect such a system, necessitating interim ground water management strategies that include not only a strong research program, but educational and public policy components as well.  相似文献

2016年,中国国务院印发《土壤污染防治行动计划》(简称《土十条》),明确提出对农用地土壤实施分类管理,按照污染程度划分为优先保护类、安全利用类和严格管控类;对建设用地要防范新增污染,针对疑似污染地块,开展土壤环境状况调查评估,保障地块安全再利用;以影响农产品质量和人居环境安全的突出环境问题为重点,制定土壤污染治理与修复规划,组织开展治理与修复。实施严格的土壤环境质量保护、污染土壤的风险管控、高风险污染土壤的治理与修复是落实《土十条》的重要任务,也是建设我国土壤环境监管制度的重要内容。土壤环境标准是实施土壤环境管理的重要依据。本文基于《土十条》重要任务以及当前及今后一段时期国家土壤环境管理需求,以土壤环境管理需求为导向,探讨提出了包括土壤环境质量保护标准值、土壤环境风险管控标准值、污染土壤修复标准值的土壤环境标准值体系,可望为国家土壤环境标准体系的建立和标准制修订方法的发展提供技术参考。  相似文献

Conservation of groundwater resources is critical for maintaining the future productivity of irrigated land in the Ogallala Aquifer Region and beyond. This research explores motivations and behavior related to groundwater conservation among agricultural producers in the Colorado portion of the Republican River Basin, which is part of the Ogallala Aquifer. The empirical modeling uses data from a recently conducted survey to analyze how a common set of producer, farm, and resource characteristics influence groundwater values, concern for future groundwater availability, private conservation actions, and support for coordinated conservation efforts. We find two factors, producer age and land owner status, are consistently correlated with the key conservation‐related outcomes we evaluate. More generally, the results suggest considerable similarities in the characteristics that drive private conservation actions and support for coordinated conservation. This knowledge could be used to better target and incentivize future groundwater conservation efforts in the region. Increased concern about potential losses of phosphorus (P) from agricultural fields receiving animal waste has resulted in the implementation of new state and federal regulations related to nutrient management. In response to strengthened nutrient management standards that require consideration of P, North Carolina has developed a site-specific P indexing system called the Phosphorus Loss Assessment Tool (PLAT) to predict relative amounts of potential P loss from agricultural fields. The purpose of this study was to apply the PLAT index on farms throughout North Carolina in an attempt to predict the percentage and types of farms that will be forced to change management practices due to implementation of new regulations. Sites from all 100 counties were sampled, with the number of samples taken from each county depending on the proportion of the state's agricultural land that occurs in that county. Results showed that approximately 8% of producers in the state will be required to apply animal waste or inorganic fertilizer on a P rather than nitrogen basis, with the percentage increasing for farmers who apply animal waste (approximately 27%). The PLAT index predicted the greatest amounts of P loss from sites in the Coastal Plain region of North Carolina and from sites receiving poultry waste. Loss of dissolved P through surface runoff tended to be greater than other loss pathways and presents an area of concern as no best management practices (BMPs) currently exist for the reduction of in-field dissolved P. The PLAT index predicted the areas in the state that are known to be disproportionately vulnerable to P loss due to histories of high P applications, high densities of animal units, or soil type and landscapes that are most susceptible to P loss.  相似文献

Conditions of environmental pollution and degradation in Asia are among the worst in the world. Rapid economic growth and industrialization over the past half century have accelerated the pollution of air, water, and land resources in a region with the world's largest concentration of population. As the economics of Asia recover from financial crisis in the late 1990s, they will face a more serious environmental crisis in the early years of the 21st century. Remediation of soil and water contamination will become a stronger concern in the region, as the human health impacts become more visible and widespread. Although environmental remediation is only beginning to emerge in Asia as a solution to problems of natural resource degradation, the authors show how U.S. firms with experience in quality environmental management and biological remediation technologies will find new opportunities for exports and technology transfer. Environmental technology and services firms interested in Asia must understand both the opportunities for and barriers to operating in Asia.  相似文献

Food sovereignty asserts the right of peoples to define and organize their own agricultural and food systems so as to meet local needs and so as to secure access to land, water and seed. A commitment to gender equity has been embedded in the food sovereignty concept from its earliest articulations. Some might wonder why gender justice should figure so prominently in a food movement. In this paper I review and augment the arguments for making gender equity a central component of food sovereignty. The most common argument is: if women constitute the majority of the world’s food producers, then agricultural policy is a women’s issue. And insofar as patriarchal social relations continue to dominate the globe, then changing agricultural policies will require explicit attention to gender injustice. I suggest that this is a good argument, but that an ecological feminist perspective can provide additional theoretical reasons for maintaining the centrality of gender justice in food sovereignty discourse. Moreover, ecological feminism can provide a robust theoretical framework that coheres a concept and movement with a wide set of concerns. My critique positions food sovereignty’s call to social justice as embedded in a truly radical re-thinking of dominant conceptual frameworks, and re-envisioning of political and ethical relations.  相似文献

Many rural areas in the United States and throughout much of the postindustrial world are undergoing significant ecological, socioeconomic, and political transformations. The migration of urban and suburban dwellers into rural areas has led to the subdivision of large tracts of land into smaller parcels, which can complicate efforts to govern human–environmental problems. Non-point source (NPS) pollution from private rural lands is a particularly pressing human–environmental challenge that may be aggravated by changing land tenure. In this article, I report on a study of the governance and management of sediment (a common NPS pollutant) in the North Coastal basin of California, a region undergoing a transition from traditional extractive and agricultural land uses to rural residential and other alternative land uses. I focus on the differences in the governance and management across private timber, ranch, residential, vacation, and other lands in the region. I find that (1) the stringency and strength of sediment regulations differ by land use, (2) nonregulatory programs tend to target working landscapes, and (3) rural residential landowners have less knowledge of sediment control and report using fewer sediment-control techniques than landowners using their land for timber production or ranching. I conclude with an exploration of the consequences of these differences on an evolving rural landscape.  相似文献

Summary The impact of environmental regulations on the welfare of Malaysian palm oil growers, producers, and refiners are evaluated in an open-economy model. More than 200 years ago, Adam Smith, the founder of modern economics, wrote in the Wealth of Nations that “…consumption is the sole end and purpose of all production; and the interest of the producer ought to be attention to…that of the consumer.” In recent years, the rapid growth of the world economy has given Adam Smith's maxim new meaning. The age-old desire for consumption grows unabated and increasing numbers of consumers around the world are attaching new value to the environmental quality of goods and services and expressing concern over the environmental impacts of industrialization. That concern is growing because more than 70 percent of the world's urban population live in areas where the air is seriously polluted and as many as 750,000 people—the majority in developing countries—die each year of ailments caused by air pollution.1 Over the past 25 years, corporations throughout the world have made dramatic changes in the way they do business as more people come to understand how the ecological system works and how polluted air and water endanger human health. The key to increasing industry's participation in the drive for higher standards of air quality is the growing realization that effective environmental management, technological development, and technology dissemination are cost-effective and profitable business strategies. Global competition is making firms around the world more customer-conscious and, to the extent that consumers demand products that minimize environmental degradation and enhance the quality of their lives, businesses in every industry must respond in order to survive.2 This article examines how changes in business practices, driven by a better understanding of how natural environments function, are converging to provide new opportunities for environmental management that go beyond regulatory compliance to reduce air pollution. Although sound and well-enforced environmental regulations are an essential foundation for improving air quality, command-and-control systems alone are unlikely to achieve the lower levels of pollution that will be necessary to achieve sustainable development in the 21st century. In cooperation with government, businesses in every industry can play crucial roles in achieving higher standards of air quality while at the same time maintaining acceptable levels of economic growth. We explore three ways in which corporations can contribute to environmentally sustainable development: (1) by adopting proactive environmental management systems that focus on air pollution prevention; (2) by developing new technologies for air pollution control and reduction; and (3) by transferring air pollution control and prevention technologies through international trade and investment.  相似文献

The objective of this paper is to compare the carbon emissions produced as a result of product consumption by the residents of an Irish city-region, that is Limerick City and its environs. The resulting carbon footprints are used to compare imports of food items, manufactured products and construction materials with domestic production as well as changes between 1996 and 2002. The total ecological footprints (EF) associated with product consumption are also calculated by aggregating the theoretical land required to sequester carbon emissions and the terrestrial land area appropriated for agricultural production and industrial activity. It is suggested that this approach be used to allocate producer or consumer responsibility for environmental impacts from trade.  相似文献

The productivity of tropical agricultural commodities is affected by the health of the ecosystem. Shade tolerant crops such as coffee and cocoa benefit from environmental services provided by forested landscapes, enabling landscape design that meets biodiversity conservation and economic needs. What can motivate farmers to apply and maintain such landscape approaches? Rather than rely on a proliferation of externally funded projects new opportunities are emerging through the international market that buys these commodities. As part of their growing commitment to sustainable supply chains, major companies are supporting agroforestry approaches and requiring producers and traders to demonstrate that the source of their commodities complies with a set of principles that conserves forested landscapes and improves local livelihoods. The paper presents examples of international companies that are moving in this direction, analyzes why and how they are doing it and discusses the impact that has been measured in coffee and cocoa communities in Latin America and Africa. It particularly considers the role of standards and certification systems as a driver of this commitment to promote profitable operations, environmental conservation and social responsibility throughout the coffee and cocoa value chains. Such approaches are already being taken to scale and are no longer operating only in small niches of the market but the paper also considers the limitations to growth in this market-based approach.  相似文献
