The useful life of consumer electronic devices is relatively short, and decreasing as a result of rapid changes in equipment features and capabilities. This creates a large waste stream of obsolete electronic equipment, electronic waste (e-waste).Even though there are conventional disposal methods for e-waste, these methods have disadvantages from both the economic and environmental viewpoints. As a result, new e-waste management options need to be considered, for example, recycling. But electronic recycling has a short history, so there is not yet a solid infrastructure in place.In this paper, the first half describes trends in the amount of e-waste, existing recycling programs, and collection methods. The second half describes various methods available to recover materials from e-waste. In particular, various recycling technologies for the glass, plastics, and metals found in e-waste are discussed. For glass, glass-to-glass recycling and glass-to-lead recycling technologies are presented. For plastics, chemical (feedstock) recycling, mechanical recycling, and thermal recycling methods are analyzed. Recovery processes for copper, lead, and precious metals such as silver, gold, platinum, and palladium are reviewed. These processes are described and compared on the basis of available technologies, resources, and material input–output systems.  相似文献

This paper addresses the question: How can mining companies assess social investment projects so that projects create value for the company and communities in which they operate? Mining companies are still wrestling with the limits of their responsibility in relation to social development even though they accept the business case for community investment at a general level. Fully aware of the practical hazards involved in taking an active role in facilitating local development, companies increasingly avoid methods that are overly paternalistic or assume the functions of the national or local governments. Gaining senior management's commitment to long-term social projects, which are characterised by uncertainty and complexity, is made easier if projects are shown to benefit the site's strategic goals. Case study research on large global mining companies, including interviews with social investment decision makers, has assisted in developing a Social Investment Decision Analysis Tool (SIDAT), a decision model for evaluating social projects. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking reputational benefits, to how they can meet their business goals and contribute to sustainable development.  相似文献

Sustainability has become an increasingly significant issue, although practical implementation remains difficult. In Italy, promoting sustainability is particularly problematic at the provincial and municipal level, where the lack of resources and expertise, and the effects of uncoordinated policies make it difficult to achieve minimum requirements to make sustainable policies operational. One essential requirement is knowledge of baseline environmental conditions in each municipality. In the province of Reggio Emilia (Northern Italy) Legambiente, an environmental association, launched an initiative called 'Ecopaese' aimed at gathering data on environmental conditions and stimulating local administrations to implement sustainable policies. To this end, the state of the environment in the 45 municipalities within the province has been monitored using 25 indicators. Their values have been used to rank the municipalities by multiple criteria analysis (MCA). The results of this comparative approach provide information about the level of sustainability attained in the province as a whole as well as in the single municipalities. It is hoped that it will provide the basis for direct action plans at the provincial level by identifying areas for remedial action, as recommended by Agenda 21, the declaration adopted by many countries attending the Rio Summit in 1992.  相似文献

Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献

Several alternatives exist for handling of individual waste fractions, including recycling, incineration and landfilling. From an environmental point of view, the latter is commonly considered as the least desirable option. Many studies based on life-cycle assessment (LCA) highlight the environmental benefits offered by incineration and especially by recycling. However, the landfilling option is often approached unjustly in these studies, maybe disregarding the remarkable technological improvements that landfills have undergone in the last decades in many parts of the world.This study, by means of LCA-modelling, aims at comparing the environmental performance of three major management options (landfilling, recycling and incineration or composting) for a number of individual waste fractions. The landfilling option is here approached comprehensively, accounting for all technical and environmental factors involved, including energy generation from landfill gas and storage of biogenic carbon. Leachate and gas emissions associated to each individual waste fraction have been estimated by means of a mathematical modelling. This approach towards landfilling emissions allows for a more precise quantification of the landfill impacts when comparing management options for selected waste fractions.Results from the life-cycle impact assessment (LCIA) show that the environmental performance estimated for landfilling with energy recovery of the fractions “organics” and “recyclable paper” is comparable with composting (for “organics”) and incineration (for “recyclable paper”). This however requires high degree of control over gas and leachate emissions, high gas collection efficiency and extensive gas utilization at the landfill. For the other waste fractions, recycling and incineration are favourable, although specific emissions of a variety of toxic compounds (VOCs, PAHs, NOx, heavy metals, etc.) may significantly worsen their environmental performance.  相似文献

Assessment and management of air quality for an opencast coal mining area   总被引:2,自引:0,他引:2  
A study for the assessment and management of the air quality was carried out at Lakhanpur area of Ib Valley Coalfield in Orissa state in India. The 24-h average concentrations of total suspended particulate (TSP) matter, respirable particulate matter (PM10), sulphur dioxide (SO2) and oxides of nitrogen (NOx) were monitored during 1 year period. Samplings were done at a regular interval through out the year at 13 monitoring stations in the residential areas and four monitoring stations in the mining/industrial areas. The 24-hr average TSP and PM10 concentrations ranged from 338.8 to 799.8 microg m(-3) and 102.5-425.6 microg m(-3) for industrial area, and 72.3-497.1 microg m(-3) and 40.8-171.9 microg m(-3) for residential area, respectively. During the study period 24-hr and annual average TSP and PM10 concentrations exceeded the respective standards set in the national ambient air quality standard (NAAQS) protocol at most residential and industrial areas. However, 24-hr and annual average concentrations of SO2 and NOx were well within the prescribed limit of NAAQS both in the residential and industrial areas. The annual and 24-hr average concentrations varied from 23.3 to 36.8 microg m(-3) and 16.0-55.2 microg m(-3) for SO2 and 23.9-41.9 microg m(-3) and 19.0-58.1 microg m(-3) for NOx, respectively. The temporal variations of TSP and PM10 fitted polynomial trend with an average correlation coefficient (R2) of 0.77 (+/-0.17) for TSP and 0.85 (+/-0.10) for PM10. On average the PM10 in the ambient air of the mining area constituted 31.94 (+/-1.76)% of the TSP. The linear regression correlation coefficient (R2) between TSP with PM10 and NOx with SO2 was 0.86 (+/-0.12) and 0.57 (+/-0.20), respectively. Maximal concentrations of TSP and PM10 occurred within the mining site based on the kriging technique. A management strategy is formulated for effective control of air pollution at source and other mitigative measures recommended including implementation of green belts around the sensitive areas where the concentration of air pollutants exceeded the standard limit.  相似文献

Summary Seven neighborhoods adjacent to hazardous waste were surveyed. The authors found that respondents did not rate their neighborhoods as highly as Americans as a whole, but, like most Americans, they did rate their present neighborhood better, or the same as, their previous one. The adjacent hazardous waste site was mentioned as distressing more often than any other neighborhood characteristic. Yet in four of the seven neighborhoods, dilapidated buildings and streets, odors and smoke from sewage treatment plants and factories, noise from trains and traffic congestion, or another neighborhood characteristic was mentioned as more stressful than the hazardous waste site. It is argued that govemment needs to be more aggressive about understanding community viewpoints before proposing multi-million dollar hazardous waste remediation plans that could be resisted by a community.Professor Michael Greenberg and Dr Dona Schneider are regular contributors to this Journal. A field and two container experiments were conducted to assess uncomposted wool and hair wastes as a nutrient source for crops and to evaluate their potential to improve soil biological and chemical properties. Overall, addition of wool or hair waste to soil increased yields of basil (Ocimum basilicum L. 'Trakia'), thorn apple (Datura innoxia Mill. 'Inka'), peppermint (Mentha x piperita L. 'Black Mitchum'), and garden sage (Salvia officinalis L. 'Desislava'), increased NH(4)-N and NO(3)-N in soil, increased total N (and protein) content in plant tissue, stimulated soil microbial biomass, and decreased mycorrhizae colonization of plant roots of thorn apple but not in basil. Wool and hair waste additions to soil altered slightly the content and composition of plant secondary metabolites (essential oils or alkaloids); however, overall the constituents remained within the "typical" range for the respective crops. Scanning electron microscopy (SEM) and energy dispersive X-ray (EDX) analysis demonstrated that wool and hair wastes decompose slowly under field or greenhouse conditions, and act as a slow release S, N, P, and K fertilizer. These results, along with the measured concentrations of NO(3)-N in soil at harvest, suggest that the addition of wool or hair waste of only 3.3 g kg(-1) of soil may support two to five harvests or crops under greenhouse conditions and two to four field seasons in field production systems, and would improve soil biological and chemical characteristics. Further research is needed to optimize the rate of application of these waste materials to the nutrient requirements of specific crops to avoid nitrate leaching into the ground water. In addition, the effect of wool and hair waste on other environmental end points should also be further investigated before specific recommendations for growers are provided.  相似文献

Water utilities must assess risks and make decisions on safety measures in order to obtain a safe and sustainable drinking water supply. The World Health Organization emphasises preparation of water safety plans, in which risk ranking by means of risk matrices with discretised probability and consequence scales is commonly used. Risk ranking enables prioritisation of risks, but there is currently no common and structured way of performing uncertainty analysis and using risk ranking for evaluating and comparing water safety measures. To enable a proper prioritisation of safety measures and an efficient use of available resources for risk reduction, two alternative models linking risk ranking and multi-criteria decision analysis (MCDA) are presented and evaluated. The two models specifically enable uncertainty modelling in MCDA, and they differ in terms of how uncertainties in risk levels are considered. The need of formal handling of risk and uncertainty in MCDA is emphasised in the literature, and the suggested models provide innovations that are not dependent on the application domain. In the case study application presented here, possible safety measures are evaluated based on the benefit of estimated risk reduction, the cost of implementation and the probability of not achieving an acceptable risk level. Additional criteria such as environmental impact and consumer trust may also be included when applying the models. The case study shows how safety measures can be ranked based on preference scores or cost-effectiveness and how measures not reducing the risk enough can be identified and disqualified. Furthermore, the probability of each safety measure being ranked highest can be calculated. The two models provide a stepwise procedure for prioritising safety measures and enable a formalised handling of uncertainties in input data and results.  相似文献

Accessible and transparent data on the social costs of externalities is crucial to waste management researchers, decision-makers, and managers, if waste management strategies are to be successfully analyzed and implemented. The primary objective of this study, which is based on a thorough review of existing literature and research, was to assist the abovementioned in their decision-making with reliable recent data, by mapping, gathering, analyzing, and comparing different valuation results of external costs associated with various types of pollution and disamenities related to landfilling and incineration of solid waste.The second objective was to assess the suitability and reliability of various valuation methods and techniques that were implemented in the reviewed valuation studies, as well as the transferability of valuations across sites.The paper focuses on studies conducted since 1990, because in dynamic fields such as the waste sector, externalities, and valuation, it is essential to stay current with the most recent information and valuations.We discuss the issues and the limits of the valuation techniques and analyze the estimates of all the studies, presenting the results in the form of intervals and averages of damage costs. In spite of the inconsistencies evident in the variability in the results we reviewed, the outcome of this first comprehensive critical analysis is significant and the valuations obtained in this study provide estimates of orders of magnitude of external costs that can be used by decision makers in the waste sector to address important policy questions associated with social welfare.  相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

A comprehensive list of planning criteria for optimizing compliance in Marine Protected Areas (MPAs) was compiled and used to compare the views of recreational fishers and compliance officers for facilitating voluntary compliance in the Port Stephens - Great Lakes Marine Park (PSGLMP). Expert working groups were tasked separately with: 1) criteria identification and weighting; 2) scoring of no-take zones; 3) prioritizing and determining uncertainty; and 4) analysis of results and sensitivity testing. Multi-Criteria Analysis (MCA) revealed that both groups had similar perspectives and recommendations, despite weighting the individual planning criteria differently. Significantly, "manageability" scores for no-take zones from MCA appeared to correlate well with past numbers of enforcement actions recorded for each zone. This provides empirical evidence that adopting manageability criteria during the planning of MPAs could lead to a marked increase in voluntary compliance. As a result, greater consideration to compliance planning during MPA design and zoning is recommended in order to optimize voluntary compliance. Whilst the majority of no-take zones in the PSGLMP case study were evaluated as being relatively effective in terms of optimizing voluntary compliance, there remains considerable potential to improve design, management and use of the poorer performing zones. Finally, the study highlighted the value of recreational fisher engagement in MPA planning processes to maximize voluntary compliance and manageability.  相似文献

The present study sought to extend recent conceptual frameworks of waste management behaviours by examining personality, individual differences, and socio-demographic antecedents of self-reported waste recycling, reuse, and reduction behaviours. A total of 203 participants from a British community sample completed a questionnaire consisting of measures of their self-reported waste management behaviour, Machiavellianism, political cynicism, the Big Five personality traits, and socio-demographics. The results of structural equation modelling showed that individuals who were less Machiavellian, less politically cynical, older, and more conscientious were more likely to report positive waste management behaviours. In combination, these predictors explained 22.0% of the variance in waste management behaviours. Thus, these variables may improve the predictive validity of existing conceptual models of waste management behaviours. The results are discussed in relation to those models.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

Government agencies are responsible for making complex, high-stake decisions, which require them to balance political, technical, and economic considerations. Pressure from stakeholders and administrative requirements necessitate a traceable and transparent method for decision making. Multi-criteria decision analysis (MCDA) methods are available to decision makers to facilitate systematic treatment of the information and factors necessary to make informed and effective decisions in complex circumstances. A survey of gray and academic literature was conducted to gauge the level of application and awareness of MCDA methods by US government agencies and determine if the tools’ benefits are being realized. Results show an increase in awareness and consideration of MCDA from 2000 to the present, and that agencies are especially considering and using tools to engage with stakeholders. Government agencies would benefit from extending the application of MCDA to strategic planning and congressional engagement, as well as by standardizing MCDA use to better enable inter-agency collaboration and communication.  相似文献

The continually increasing volume of the waste stream has led to numerous calls for strategies to close the loop on material use through industrial symbiosis strategies which direct used material and products (wastes) back to production processes. By use of a survey of recycling, remanufacturing and waste treatment firms in Texas, this paper asks if these firms can operate as a bridge between production and consumption/waste to efficiently increase the flow of used materials and products back to production processes at the local level. The results suggest that while most materials and used products are collected locally, only some can be re(consumed) locally. Moreover, the firms face negative perceptions about their activities from industry and the public at large that likely slow both the rate of entry of new firms into these markets and the expansion possibilities of existing firms. In addition, the types of conventions that characterize the interactions of more successful firms are not well developed in this sector(s). It is unlikely that recycling, remanufacturing and waste treatment firms can become central players in the production, consumption and waste cycle loop until society develops production design, marketing and consumption philosophies that include recycling and remanufacturing at a fundamental level.  相似文献

This paper presents an examination of MSW generation and composition in China, providing an overview of the current state of MSW management, an analysis of existing problems in MSW collection, separation, recycling and disposal, and some suggestions for improving MSW systems in the future. In China, along with urbanization, population growth and industrialization, the quantity of municipal solid waste (MSW) generation has been increasing rapidly. The total MSW amount increased from 31.3 million tonnes in 1980 to 212 million tonnes in 2006, and the waste generation rate increased from 0.50 kg/capita/day in 1980 to 0.98 kg/capita/year in 2006. Currently, waste composition in China is dominated by a high organic and moisture content, since the concentration of kitchen waste in urban solid waste makes up the highest proportion (at approximately 60%) of the waste stream. The total amount of MSW collected and transported was 148 million tonnes in 2006, of which 91.4% was landfilled, 6.4% was incinerated and 2.2% was composted. The overall MSW treatment rate in China was approximately 62% in 2007. In 2007, there were 460 facilities, including 366 landfill sites, 17 composing plants, and 66 incineration plants. This paper also considers the challenges faced and opportunities for MSW management in China, and a number of recommendations are made aimed at improving the MSW management system.  相似文献

The denitrification process and nitrous oxide (N2O) production in the soil profile are poorly documented because most research into denitrification has concentrated on the upper soil layer (0-0.15 m). This study, undertaken during the 1999 and 2000 growing seasons, was designed to examine the effects of water table management (WTM), nitrogen (N) application rate, and depth (0.15, 0.30, and 0.45 m) on soil denitrification end-products (N2O and N2) from a corn (Zea mays L.) field. Water table management treatments were free drainage (FD) with open drains and subirrigation (SI) with a target water table depth of 0.6 m. Fertility treatments (ammonium nitrate) were 120 kg N ha(-1) (N120) and 200 kg N ha(-1) (N200). During both growing seasons greater denitrification rates were measured in SI than in FD, particularly in the surface soil (0-0.15 m) and at the intermediate (0.15-0.30 m) soil depths under N200 treatment. Greater denitrification rates under the SI treatment, however, were not accompanied with greater N2O production. The decrease in N2O production under SI was probably caused by a more complete reduction of N2O to N2, which resulted in lower N2O to (N2O + N2) ratios. Denitrification rate, N2O production and N2O to (N2O + N2) ratios were only minimally affected by N treatments, irrespective of sampling date and soil depth. Overall, half of the denitrification occurred at the 0.15- to 0.30- and 0.30- to 0.45-m soil layers, and under SI, regardless of fertility treatment level. Consequently, sampling of the 0- to 0.15-m soil layer alone may not give an accurate estimation of denitrification losses under SI practice.  相似文献
