A study of historical storm-induced changes along the south shore barriers of Long Island (Fire Island Inlet to Southampton), New York, USA, was undertaken in an effort to determine the relative roles of different transport processes in barrier migration. Inlets were found to have a profound effect on the barrier system, largely controlling its landward migration, based upon maps, charts, and aerial photographs from the seventeenth century to the present. Salt marshes became established principally on the broad intertidal bay shoals left by a closed or slowly migrating inlet. Inlets along this microtidal coast are now stabilized by jetties, which may have a negative effect on long-term barrier-island migration. 相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies. 相似文献

The effects of off-road vehicles (ORVs) on the dune system of Fire Island National Seashore, New York, USA, were examined through a detailed, two-year field study. The experimental approach was adopted in order to evaluate the environmental effects of ORVs in this zone. Adjacent control and impact sites were established in two locations. Vehicle impacts were applied at the equivalent rate of one vehicle pass per week. Monitoring of foredune vegetation through sequential quadrat surveys and construction of sea-ward limit maps showed a significant loss of vegetation resulting from ORV impacting. Loss of vegetation resulted in an alteration of the natural foredune profile, which could increase dune erosion during storm wave attack. 相似文献

Groundwater management by watershed agencies: an evaluation of the capacity of Ontario's conservation authorities 总被引:4,自引:0,他引:4
Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices. 相似文献

Long Island Sound is an estuary with two-layered flow at the eastern opening to the ocean and a salinity gradient of about 5 parts per thousand between the eastern and western extremes. Tidal currents, wind-driven circulation, and river inflow and fresh water influx are investigated as factors affecting the net drift. Current measurements in eastern Long Island Sound indicate that the tidal circulation features that predominate there do not normally affect the net drift at the New Haven dump site. Drifter returns and a numerical model indicate that seasonal prevailing winds seem to be the primary cause of the net drift in central Long Island Sound. 相似文献

The Watershed Management Program (WMP) was put into operation in early 1985 on Santiago Island, Cape Verde, with the stated
purpose, “to develop and protect the soil and water resources of the Program-designated watersheds … to stabilize the natural
environment and increase agricultural production potential in the Program area.” The approach to soil and water conservation
in the program has been to build erosion and flood control structures (engineering approach) and plant trees (biological approach)
to decrease rill and gully erosion, trap sediment behind control structures, provide flood protection, increase infiltration,
increase fuelwood and fodder production, and increase water supplies for irrigation. There have been many successes resulting
from specific management activities, but flawed approach or implementation in a few key areas has acted to impede the program's
complete success, including lack of a scientific basis for evaluating its impact on soil and water conservation; poor design,
placement, and maintenance of some major hydraulic structures; inadequate intervention in stabilizing farmlands or education
of farmers and landowners in the need for and benefits of agroforestry; and incomplete integration of engineering and biological

Weirs are low-level dams traditionally used in Louisiana's coastal marshes to improve habitat for ducks and furbearers. Currently,
some workers hope that weirs may reduce marsh loss, whereas others fear that weirs may accelerate marsh loss. Parts of Marsh
Island, Louisiana, have been weir-managed since 1958 to improve duck and furbearer habitat. Using aerial photographs, marsh
loss that occurred between 1957 and 1983 in a 2922-ha weir-managed area was compared to that in a 2365-ha unmanaged area.
Marsh loss was 0.38%/yr in the weir-managed area, and 0.35%/yr in the unmanaged area. Because marsh loss in the two areas
differed less than 0.19%/yr, it was concluded that weirs did not affect marsh loss. The increase in open water between 1957
and 1983 did not result from the expansion of lakes or bayous. Rather, solid marsh converted to broken marsh, and the amount
of vegetation within previously existing broken marsh decreased. Solid marsh farthest from large lakes and bayous, and adjacent
to existing broken marsh, seemed more likely to break up. Marsh Island has few canals; therefore, marsh loss resulted primarily
from natural processes. Weirs may have different effects under different hydrological conditions; additional studies are needed

Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW. 相似文献

The theoretical framework of a risk assessment scheme is applied to air quality assessment in a developing region in Australia, the Hunter Valley in the state of New South Wales. It is found that the application of such a scheme high-lights a number of inadequacies in the air quality management. New modeling methodologies are found to be necessary to assess some air quality impacts, as existing knowledge is inadequate. Water scarcity has become a key issue in water management. There are two contrasting positions regarding scarcity as a source of conflict or cooperation. Accordingly, it is worth exploring what exactly are the conditions that make water scarcity a source of conflict or cooperation. The history of water conflicts has shown that people are more likely to kill around a water hole than when conflicts grow into national or international issues. This suggests that there may be an inverse relationship between the level of violence and the scale at which the water conflict takes place. A common problem in environmental management has been the lack of effective mechanisms to handle conflict. In the majority of these cases, the main shortcoming was an inability of the parties to identify their differences. Therefore, this research explores the idea that understanding the causes of conflict from the outset, followed by an evaluation, at the local scale, of the conditions, is a necessary precondition to finding appropriate and sustainable solutions. With this background in mind, the objective of this paper is to employ a conflict assessment process in order to explore to the extent to which a collaborative dialogue among stakeholders can be an appropriate approach to conflict resolution. A carbon budget was calculated for Tompkins County, NY, a semi-rural upstate county with a population density of 78 pp/km2. The costs and potential for several carbon mitigation options were analyzed in four categories: terrestrial C sequestration, local power generation, transportation, and energy end-use efficiency. This study outlines a methodology for conducting this type of local-scale analysis, including sources and calculations adaptable to different localities. Effective carbon mitigation strategies for this county based on costs/Mg C and maximum potential include reforestation of abandoned agricultural lands, biomass production for residential heating and co-firing in coal power plants, changes in personal behavior related to transportation (e.g., public transportation), installation of residential energy efficient products such as programmable thermostats or compact fluorescent light bulbs, and development of local wind power. The total county emissions are about 340 Gg C/year, with biomass sequestration rates of 121 Gg C/year. The potential for mitigation, assuming full market penetration, amounts to about 234 Gg C/year (69%), with 100 Gg C/year (29%) at no net cost to the consumer. The development of local-scale C mitigation plans based on this sort of model of analysis is feasible and would be useful for guiding investments in climate change prevention. 相似文献

This paper summarizes research evaluating nitrate levels in shallow groundwater of upstate New York, USA. Water from abandoned dug wells in six different land-use categories was analyzed for nitrate. Findings indicate that regardless of overlying land-use, shallow groundwater is susceptible to high levels of nitrate. Over 60 percent of the water samples tested, including at least one sample from each land-use category, had nitrate levels in excess of the United States drinking water standard of 10 mg 1–1. The National Phosphorus Project rainfall simulator was used to quantify overland flow and P transport from nine sites distributed throughout the watershed of a New York City Watershed Agriculture Program collaborating dairy farm. Observed concentrations of total dissolved phosphorus (TDP) were low (0.007-0.12 mg L(-1)) in flow from deciduous forest, extensively managed pasture, and hillside seeps; moderate (0.18-0.64 mg L(-1)) in flow from intensively managed pastures, a hayfield, and a cow path; and extremely high (11.6 mg L(-1)) in flow from a manured barnyard. Concentrations of TDP from sites without fresh manure were strongly correlated with soil test P (TDP [mg L(-1)] = 0.0056 + 0.0180 x Morgan's soil test phosphorus [STP, mg kg(-1)]; R2 = 84%). Observed concentrations of suspended solids were low (16-137 mg L(-1)) in flow from vegetated sites, but were higher (375-615 mg L(-1)) in flow from sites with little ground cover (barnyard, cow path, plowed field). Under dry summer conditions the time to observed overland flow was shorter (<18 min) for nonfield areas (seeps, barnyard, cow path) than for field and forest areas (27-93 min), indicating that hydrologically active nonfield areas of minor spatial extent but with high soil P (e.g., cow paths and barnyards) can play a significant role in summertime P loading. When soils started from field capacity (second-day) time to overland flow was uniformly less than 23 min, indicating that under wet watershed conditions low-P source areas can dilute overland flow from concentrated sources. 相似文献

Levels of polychlorinated biphenyls (PCBs) have been determined in the water, in the soils and sediments, and in the biota of a small upstate New York public water supply system, which is near the heavily polluted section of the Hudson River and a disposal site for PCB-containing waste. The impounded water exhibits a significant and relatively uniform level of Aroclor 1016, whereas the ground and surface waters supplying the reservoir do not. Rainfall, which exhibits a high level of Aroclor 1016, constitutes a small but significant source of PCB input. Soil and sediment samples exhibit significant median levels of both Aroclor 1016 and Aroclor 1254, but the local concentrations vary widely. The biota exhibit much higher PCB levels than the water or sediments, and show a strong preference for Aroclor 1254. The PCB levels in the macroinvertebrates are particularly high, suggesting that these organisms may provide a useful indicator for monitoring PCB contamination in aquatic systems. Risk assessment indicates that the lifetime incremental risk of cancer associated with the drinking water is below 10–6. Management of such low levels of PCB contamination is best achieved by reducing the input of PCBs. 相似文献
