Planning for the future is uncertain, and scenario analysis is a method of coping with the uncertainties of future plans. This paper addresses how to deal with future uncertainties by using scenario analysis as a possible approach for conducting a strategic environmental assessment (SEA). Although scenario-based approaches have been linked to strategic planning and SEA, this paper for the first time proposes how a combined approach may be implemented using specific tools and methodologies and, further on, it also implements the first three stages of the six stages proposed for the ‘scenario-based strategic planning’ approach. This work is an attempt to standardize SEA and scenario analysis as a combined approach. The three stages are tested within the Tourism Development Plan of the Iranian province of Gilan, which has been selected as a case study.  相似文献

The UK government has identified the land‐use planning system, and development plans in particular, as potentially powerful instruments for integrating national sustainability objectives into strategic decision making at local levels. One method for achieving this is through the use of so‐called ‘sustainability appraisals’, which are an extension of the established system of environmental appraisal used by planners since the early 1990s. A national framework is outlined in Planning Policy Guidance Note 12. Local authorities are now expected to conduct an environmental appraisal of their development plans which covers sustainable development issues. However, little research has been conducted on the effectiveness of current guidance in meeting this aim. By evaluating the implementation of sustainability appraisals nationally, this paper suggests that while government advice to appraise is generally being applied, the actual use of key sustainability principles in practice is rather variable. It then discusses these findings in relation to the changing context of appraisals in the UK and other national planning systems.  相似文献

The paper examines how the concept of ‘excessive costs’ has been interpreted in the implementation of industrial pollution control in the UK. Since 1984, industrial air pollution regulation in the EU has been guided by the framework concept of Best Available Technology Not Entailing Excessive Costs (BATNEEC). With the introduction of the Integrated Pollution Prevention and Control (IPPC) Directive in 1996, this has been replaced by the concept of Best Available Techniques (BAT). Despite the absence of the NEEC qualification, IPPC BAT includes excessive costs in its definition of ‘available’. Both concepts require interpretation and both devolve potentially controversial decisions to the level of the individual site regulator. A central issue in interpreting ‘excessive costs’ is the relative importance of environmental cost–benefit analysis versus the ability of a sector to ‘afford’ environmental improvements. Also important is how such concepts can be operationalized by regulators who lack resources and depend upon industry for information. The paper provides a historical account of how these issues have been dealt with in the UK and argues that the key difficulties are far from being resolved. The idea of personalized nutrition (PN) is to give tailored dietary advice based on personal health-related data, i.e. phenotoype, genotype, or lifestyle. PN may be seen as part of a general trend towards personalised health care and currently various types of business models are already offering such services in the market. This paper explores ethical issues of PN by examining how PN services within the contextual environment of four future scenarios about health and nutrition in Europe might affect aspects of social justice according to Martha Nussbaum’s capability approach. The scenarios have been created by a mixed group of stakeholders and experts in three consecutive workshops. This resulted in the definition of four future scenarios within a scenario space consisting of two variables: the ‘logic of health care systems’ and ‘conception of health’. Within each scenario, PN is likely to play a more or less important role in improving health by influencing food consumption patterns in society. Nussbaum’s capability approach implies a concept of social justice as a function of a minimum standard of human dignity. This denotes an account for equality in terms of a minimum of entitlements. However, also the ability of achieving individual objectives is essential for social justice. Personalisation advice in health and food consumption patterns, as aimed for by PN, is therefore acceptable provided a minimum of entitlements is guaranteed to all members of a society, and at the same time freedom concerning personal preferences is respected. Potential variation of how different people might benefit from PN should therefore be consistent with the minimum required as defined by the list of capabilities.  相似文献

The Resource Management Act, passed in 1991, has significantly revised the practice of Environmental Impact Assessment (EIA) in New Zealand. In contrast to a previous emphasis on environmental impact reports of major projects, the new requirements call for environmental impact assessment of all resource consent applications and of all regional, district and city policies and plans. This signals a change directed at incorporating environmental considerations into day‐to‐day planning decisions, with the purpose of achieving sustainable management. The paper identifies and discusses some key issues which are critical for successful integration of EIA within a planning framework.  相似文献

Rights & Nature     
Due to the significant and often careless human impact on the natural environment, there are serious problems facing the people of today and of future generations. To date, ethical, aesthetic, religious, and economic arguments for the conservation and protection of the natural environment have made relatively little headway. Another approach, one capable of garnering attention and motivating action, would be welcome. There is another approach, one that I will call a rights approach. Speaking generally, this approach is an attempt to address environmental issues via the language and theory of legal and moral rights. Ultimately, it is our duties to our fellow humans that explain why we have duties regarding the natural environment. There are three main contenders among theories that can be called rights approaches to environmental issues. The first identifies the (alleged) human right to a healthful environment as the source of our obligations to conserve and protect nature. The second approach has it that our duties to nature arise from the rights of the constituents of nature themselves, its flora and fauna. The third approach to addressing environmental problems via rights is, I argue, the best path to environmental conservation and protection. This approach—which grounds duties toward nature on the human right to health—has the benefits of being a straightforward, uncontroversial, and simple approach to issues and problems that desperately need to be resolved.  相似文献

Wild game management for hunting in Western society has become increasingly complex as stakeholders have multiplied and as ‘sustainability’ influences the contemporary debate. This paper questions whether the current legal framework for game management, which has evolved from early European civilisations to focus on ‘hunting rights’, is relevant to regulate the contemporary environmental, social and economic dimensions of wild game and their management. Employing a narrative analysis to focus on deer, the study identifies key legislative tenets and highlights the pertinence of historical laws to contemporary conflicts. The analysis suggests that current legislation is increasingly divergent from contemporary trends and has created inertia with respect to sustainable deer management. The paper offers four options to redress this: state intervention; voluntary collaboration; financial incentives; and establishing a legal responsibility for management. It is concluded that significant innovation is required in one or more of these four areas to facilitate the contemporary sustainable management of wild deer in Britain.  相似文献

As a follow-up to our first paper in this journal, this paper discusses projects involving intensive and multiple use of space recently completed or still being developed around railway stations in London (Broadgate and Canary Wharf), Paris (Seine Rive Gauche and La Défense) and Amsterdam (Zuidas and Bijlmer). The cases were compared on the basis of spatial, functional and environmental indicators, as treated in our first paper. The environmental performance of each of the cases was determined through comparison with a theoretic reference project for an equal number of users, yet with average West-European urban values for spatial, functional and environmental properties. The case studies revealed that a high floor space index is easily achievable in urban plans, implying efficient use of land and preservation of green area outside the city. For a mono-functional office area it is easier to achieve a high FSI than for a functionally diverse area with, e.g. apartments and shops. Therefore, with respect to a reference functionally equal to the cases, the predominant office character of Canary Wharf, Broadgate and La Défense results in good environmental performance. However, on the basis of a functionally diverse reference, for which monofunctional cases were enlarged with additional area for housing and amenities, the varied areas of Zuidas and Seine Rive Gauche perform best. With respect to average urban plans, the cases achieved environmental improvement of factor 1.5. This performance is restricted by the energy consumption of buildings, which has by far the most influence on the end result. The impact of stacking on the use of building materials and energy consumption of buildings is limited, and specific sustainability measures on the building scale were not involved in the calculations. The environmental benefits of intensive and multiple use of space are mainly demonstrated by the great improvement factors for the green area preserved and transport fuel consumption. The environmental costs used for these parameters were however relatively low, leading to a limited influence on the end results. Additional effective improvements to the environmental performance of dense and functionally diverse urban plans are sustainable building design and an integrated approach to urban utilities based on sustainable technologies.  相似文献

Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations.

This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory.

As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management.  相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

Recent years have witnessed a wave of interest in the concept of green infrastructure (GI) as a means of applying an ecosystem approach to spatial planning practice; however, more limited attention has been paid to decision-making processes or tools to enhance GI within spatial plans and guidance. We address this deficit by reporting on the development and application of an interactive group-based methodology to enhance GI ‘thinking’ and interdisciplinary collaboration, drawing on the literature on the sociology of interactions. Our findings suggest that a game-based approach to GI problem-solving was successful in breaking down professional barriers by creating an informal learning arena, providing an enabling opportunity for participants to solve problems in an iterative, non-linear style to develop principles for action with transferability to ongoing plan formation. This style of problem-solving was characterised by shifting norms and routines of interaction, leading to problem re-framing and a search for alternative solutions.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

Integration and integrated approaches are increasingly presented as new and superior ways to consider the environment in policy- and decision-making. If used in an uncritical way, this assertion could become a hindrance to good practice and could undermine efforts to defend or improve environmental quality. The aim of this paper is to provide the missing critical perspective through an investigation of the meanings of integration found in recent literature on assessment. This literature represents a broad survey of European (particularly UK) and US critiques of assessment practices, and proposals for better and usually ‘more integrated’ approaches. These critiques and proposals relate to a range of assessment contexts, from relatively technical issues of data handling, to questions of the design, choice and implementation of policy options. This paper also surveys, and contributes to, literature that questions the central goals and assumptions informing assessment practice and environmental governance more widely. Fourteen meanings of ‘integration’ are presented, with a discussion of the potential synergies and conflicts among them, and with environmental objectives. Integration is argued to be a matter of value judgements concerning assessment design in specific historical and social contexts. Far from providing a panacea, integration would appear to create as many challenges as it might resolve in seeking to achieve more sustainable development. The operational dilemmas and challenges associated with the practice of community-based environmental planning (CBEP) are examined. The paper examines the frequently invoked ‘bottom-up’ versus ‘top-down’ dichotomy and argues that environmental governance is more complex, dynamic and multi-scalar than this simple dichotomy implies. The paper identifies six key problems with the CBEP approach: (i) the conceptualization of ‘community’ which poorly accounts for difference; (ii) problems of inequality; (iii) the organizational capacity and efficacy of community groups; (iv) the scale of CBEP; (v) the types of knowledge utilized by communities in environmental management; and (vi) the potential for parochial concerns to dominate the priorities and agenda of community organizations. The paper analyses each of these issues, identifies planning principles that may aid resolution, and suggests possible remedies.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

Rapid changes in the environment are far from being a new phenomenon, especially for vulnerable zones like the Sundarbans, India. In the era of climate change, when these islands are witnessing a lot of initiatives to combat the increasing negative impacts of various environmental changes, this article showcases why it is imperative to study the everyday phenomenological experiences of the islanders to be able to go beyond the climate-affected narratives and generate a deeper understanding of the phenomenon itself—‘environmental change’. This article provides the islanders’ phenomenological accounts of environmental change and borrowing from Heidegger’s concept of ‘Being-in-the-world’ explicates the reason behind the disparity in acknowledging environmental change across individuals. Making this interpretive phenomenological account of environmental change as the ground, this article offers a rubric of community-based ethic which perhaps can prove to be effective in addressing any place-specific environmental change, over and above the prevalent approach of place-based ethic.  相似文献

ABSTRACT

What would it mean to conceptualize some environmental relationships as bundles of rights, rather than as a good as generally defined by liberalism? Environmental rights are a category of human rights necessarily central to both democracy and global environmental protection and governance (ecological democracy). The world of democratic politics and governance since mid-twentieth century has been transformed by a rights revolution in which recognized rights have come to constitute a ‘global normative order.’ There are several policy spaces in which persuasive environmental rights discourses have been emerging from existing or foreseeable congruences of elite and popular environmental norms, including (1) rights involving access to information and decision-making processes; (2) rights ensuring access to food and water; and (3) rights providing environmental security to all. We analyze these three rights discourses and assess their current and necessary future trajectories. We identify next steps in achieving better understanding and more meaningful establishment of environmental rights and their integration into our thinking about human rights, with attention to how they can be reconciled with the social and cultural diversity of democratic environmental governance in coming turbulent times.  相似文献

环境权作为一项新兴权利,各科学者都投入大量的实证分析研究,然而环境权内涵模糊使得该权利难以正式列入民法典“权利家族”中。究其原因,主要是环境权相关理论阙如,而以往的代际公平理论、环境正义理论、公共信托理论、可持续发展理论过于宏观而难以解决权利私人化的困境,而人权理论对于环境权的法定化作用有限。因此,亟须新的理论为环境权入法提供相关支撑。霍菲尔德法律关系理论中对于“权利”一词的特殊解读和对权利、义务、责任、特权、权力等概念间的基本法律关系进行的严密论证可以为环境权的间接入法提供有益作用。本文认为,应该将环境权解释为一项具体对人权,而将人身权解释为一项宽泛意义上的对人权,以形式逻辑论证将其纳入其中,同时从法律概念间的相关关系、相反关系,从义务、责任、特权等路径论证环境权间接入法的可行性,从而实现环境权的早日入法。  相似文献
