During the second half of the 1990s the combination of ecological and economic targets in industrial land‐use planning became an official part of spatial‐economic policy in the Netherlands. A growing number of business locations are now being developed or re‐developed as ‘sustainable business sites’. At the same time, ‘parkmanagement’ came into existence as a new tool for development and control of business sites for industry and services. Parkmanagement is now regarded as one of the obvious instruments to realize sustainable (or ‘careful’) land use on business parks. However, there is now a question about whether it is wrong for local governments (which in the Dutch case are responsible for most land development schemes) to have so much participation in parkmanagement initiatives. There is a threat that local governments are welcoming parkmanagement as a fashionable way to impose new regulations on business establishments, and ignore the evidence from practice. Such evidence shows that parkmanagement is most successful when organized with the involvement of private enterprises. This would also be more in line with the modern interaction‐oriented planning theory (consensus planning). The paper describes the principal dilemmas facing local governments in business site development, the theoretical options for influencing the development process of the sites, and the set of actions that could be part of a parkmanagement strategy. These can be arranged on a ‘ladder’ or range of activities, from rather simple facilities serving individual companies' needs, such as maintenance and security, to more complex co‐operation projects in combined transport or energy supply, and ultimately lead to schemes for connecting material flows of production processes. Leachates are generated as a result of water or other liquid passing through waste at a landfill site. These contaminated liquids originate from a number of sources, including the water produced during the decomposition of the waste as well as rain-fall which penetrates the waste and dissolves the material with which it comes into contact. The penetration of the rain-water depends on the nature of the landfill (e.g. surface characteristics, type and quantity of vegetation, gradient of layers, etc). The uncontrolled infiltration of leachate into the vadose (unsaturated) zone and finally into the saturated zone (groundwater) is considered to be the most serious environmental impact of a landfill. In the present paper the water flow and the pollutant transport characteristics of the Ano Liosia Landfill site in Athens (Greece) were simulated by creating a model of groundwater flows and contaminant transport. A methodology for the model is presented. The model was then integrated into the Ecosim system which is a prototype funded by the EU, (Directorate General XIII: Telematics and Environment). This is an integrated environmental monitoring and modeling system, which supports the management of environmental planning in urban areas. 相似文献

Evaluating the impact of water conservation on fate of outdoor water use: a study in an arid region 总被引:2,自引:0,他引:2
In this research, the impact of several water conservation policies and return flow credits on the fate of water used outdoors in an arid region is evaluated using system dynamics modeling approach. Return flow credits is a strategy where flow credits are obtained for treated wastewater returned to a water body, allowing for the withdrawal of additional water equal to the amount returned as treated wastewater. In the return credit strategy, treated wastewater becomes a resource. This strategy creates a conundrum in which conservation may lead to an apparent decrease in water supply because less wastewater is generated and returned to water body. The water system of the arid Las Vegas Valley in Nevada, USA is used as basis for the dynamic model. The model explores various conservation scenarios to attain the daily per capita demand target of 752 l by 2035: (i) status quo situation where conservation is not implemented, (ii) conserving water only on the outdoor side, (iii) conserving water 67% outdoor and 33% indoor, (iv) conserving equal water both in the indoor and outdoor use (v) conserving water only on the indoor side. The model is validated on data from 1993 to 2008 and future simulations are carried out up to 2035. The results show that a substantial portion of the water used outdoor either evapo-transpires (ET) or infiltrates to shallow groundwater (SGW). Sensitivity analysis indicated that seepage to groundwater is more susceptible to ET compared to any other variable. The all outdoor conservation scenario resulted in the highest return flow credits and the least ET and SGW. A major contribution of this paper is in addressing the water management issues that arise when wastewater is considered as a resource and developing appropriate conservation policies in this backdrop. In 1995 the provincial government of British Columbia, Canada, passed new legislation encouraging regional districts to prepare Regional Growth Strategies. The strategies were to be means of coordinating municipal action on regional issues. They were also meant to facilitate pursuit of sustainability objectives, including reducing urban sprawl, protecting environmentally sensitive areas, providing affordable housing and decreasing pollution. This paper examines the experience so far in one region that chose to prepare a growth strategy: the Capital Regional District (CRD) at the south end of Vancouver Island. Growth-management planning in the CRD has been and remains both critical and difficult. The region expects a substantial population increase over the next couple of decades and has a limited land base for urban expansion. Many citizens recognise that their quality of life is high, but vulnerable and, as a result, public support for effective growth management is stronger in the CRD than in many other provincial growth areas. However, BC does not have a tradition of strong regional governance and the CRD as a regional authority is the creature of sixteen municipalities and electoral areas. Seven years into the process, effective growth management still faces substantial challenges, including the persistent jurisdictional protectionism of CRD municipalities. Nevertheless, there have been positive achievements and an admirable diversity of individuals, organisations and initiatives continue to push municipal and regional officials towards a more sustainable future. 相似文献

Several surveys have investigated the nature of farming under urban fringe conditions but none, until now, have involved the continuous monitoring of criminal and civil law incidents over a period of time. This paper describes the results of such a survey on urban fringe farms between Tyneside and Sunderland in North‐East England. The analysis outlines the nature of offences which occurred, the type of offender, the time incurred by and cost of the incident to the farmer. The cost of the offences should determine how many resources are devoted to remedying the problem, e.g. in modifying local plans. 相似文献

The use and applicability of the guild concept to management is evaluated and questioned. Ecological problems are never as simple as implied in using one or two guild axes. A close examination of bird communities in a ponderosa pine forest reveals little relationship between guilds or guild blocks and the responses exhibited by individual bird species or bird species groups. Response guilds changed from year to year without any obvious changes in vegetation. A three-year composite analysis shows a clearer picture of the responses of ponderosa pine forest birds to the overall interactions between structure, weather, competition, and so on. The six response groups in the composite analysis are species that (1) were absent in 1973 on most or all study plots and showed no preference for any forested site; (2) had their highest densities on the medium cut and light cut plots; (3) were absent in 1973 on most or all study plots and had their highest densities on the medium cut and light cut plots; (4) had their highest densities on the untreated, light cut, and medium cut plots; (5) had their highest densities on the untreated and light cut plots and were either absent or had greatly reduced densities on all other plots; and (6) were present only on the clearcut, except for the Rock Wren which was also on the medium cut and heavy cut plots. The overall correlation between species density and guild density was significantly higher for response guilds ( <0.05) than for any of the structural or functional guilds. The whole concept of guild management needs much more research and development before it can be recommended as a management tool. 相似文献

The real amount of drinking water available per capita is a topic of great interest for human health and the economic and political management of resources. The global market of bottled drinking water, for instance, has shown exponential growth in the last twenty years, mainly due to reductions in production costs and investment in promotion. This paper aims to evaluate how much freshwater is actually consumed when water is drunk in Italy, which can be considered a mature bottled-water market. A Water Footprint (WF) calculation was used to compare the alternatives: bottled and tap water. Six Italian brands of water sold in PET bottles were inventoried, analysed and compared with the public tap water of the city of Siena, as representative of the Italian context. Results showed that more than 3 L of water were needed to provide consumers with 1.50 L of drinking water. In particular, a volume of 1.50 L of PET-bottled water required an extra virtual volume of 1.93 L of water while an extra 2.13 L was necessary to supply the same volume of tap water. These values had very different composition and origin. The WF of tap water was mainly due to losses of water during pipeline distribution and usage, while WF of bottled water was greatly influenced by the production of plastic materials. When the contribution of cooling water was added to the calculation, the WF of bottled water rose from 3.43 to 6.92 L. Different strategies to reduce total water footprint are discussed. 相似文献

The British Ecological Society has suggested that computer‐based techniques could be used in the coordination of policies across different land uses in upland planning. This paper looks briefly at one such technique — a linear programming model — and describes its use at a regional scale for the Sedburgh area in north‐west England. Water allocation systems are challenged by hydrologic droughts, which reduce available water supplies and can adversely affect human and environmental systems. To address this problem, drought management mechanisms have been instituted in jurisdictions around the world. Historically, these mechanisms have involved a crisis management or reactive approach. An important trend during the past decade in places such as the United States has been a shift to a more proactive approach, emphasizing drought preparedness and local involvement. Unfortunately, local capacity for drought planning is highly variable, with some local governments and organizations proving to be more capable than others of taking on new responsibilities. This paper reports on a study of drought planning and water allocation in the State of Minnesota. Factors facilitating and constraining local capacity for drought planning were identified using in-depth key informant interviews with state officials and members of two small Minnesota cities, combined with an analysis of pertinent documentation. A key factor contributing to the effectiveness of Minnesota's system is a water allocation system with explicit priorities during shortages, and provisions for restrictions. At the same time, the requirement that water suppliers create Public Water Supply Emergency Conservation Plans (PWSECP) clarifies the roles and responsibilities of key local actors. Unfortunately, the research revealed that mandated PWSECP are not always implemented, and that awareness of drought and drought planning measures in general may be poor at the local level. From the perspective of the two cities evaluated, factors that contributed to local capacity included sound financial and human resources, and (in some cases) effective vertical and horizontal linkages. This analysis of experiences in Minnesota highlights problems that can occur when senior governments establish policy frameworks that increase responsibilities at the local level without also addressing local capacity. 相似文献

Urban water infrastructure expenditures cause a major financial burden to municipalities. In the opinion of many policy-makers, public funds may alleviate this burden and facilitate environmental policies. However, practice has shown that despite ambitious policies, funding often follows traditional cost-dominated thinking. In Austria, national policy-makers were interested in new guidelines for funding that increase the transparency of the planning, ensure the adequate treatment of ecological problems, and foster stakeholder involvement, but keep the process as simple as possible, and require minimal changes of the current guidelines. An interdisciplinary project team conducted such a study. Its outcome was tested in two pilot projects. Based on these experiences, policy-makers finally implemented the recommended guidelines for the funding of communal urban water infrastructure projects. A general observation about the policy-making process was a conservative attitude of policy-makers. They prefer simple constraints (precautionary principle) and flexible negotiations (delegation) to complex assessment and decision-aid methodologies. 相似文献

This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking. 相似文献

Urban planning involves compromise between the diverse and often contradictory issues supported by the different stakeholders. The literature generally agrees on the need to broaden the participation base to overcome this difficulty. However, participation should not be limited to problem solving, but should also take place in the problem setting phase. This paper proposes a participatory diagnosis process for structuring the problem setting phase. We describe an experiment in a participatory diagnosis conducted with the residents of a Geneva neighborhood. The experiment began by identifying the residents' concerns, which were then reformulated under broader issues. Some 20 spatial indicators were built using GIS tools, and were then applied in a second phase of resident consultations to assess the relative importance of each issue. The ensuing priority issues formed the core of the diagnosis. The approach emphasized comparison between the daily experiences of residents and so-called official information (i.e. census tract, traffic measurement, and so on). The residents were therefore involved in a learning process that allowed them to consolidate or modify their opinions. The process led to the emergence of a clearly defined collective awareness that supplanted individual aspirations. 相似文献

To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level. 相似文献

Summary Sustainability is one of the key concepts that is associated with post-modernism. The old world with its modernist assumptions was based on increasing consumption of fossil fuels and other resources, reducing the natural and the diverse to simple, American-style mass production, with a strong state-based, large-scale approach to providing infrastructure. That old way no longer works but no way forward is obviously apparent. This paper looks at how the uncertainties produced by post-modernism can be put to advantage in providing a more sustainable postmodern city. It is suggested that the key principles are recognizing values, maximizing diversity and crossing boundaries. Comparing contingent valuation and contingent ranking: a case study considering the benefits of urban river water quality improvements 总被引:1,自引:0,他引:1
This paper contrasts applications of both the contingent valuation (CV) and contingent ranking (CR) methods as applied to a common issue, the valuation of improvements to the water quality of an urban river (the River Tame, running through the city of Birmingham, UK). Building upon earlier experimental work, the CV design used ensures that respondents are fully aware of all impending valuation tasks prior to undertaking any one of those tasks. Such an approach is directly comparable to the CR design for which full awareness of all options is a pre-requisite. Findings indicate that the CV responses exhibit strong internal consistency with expected relationships observed between values and theoretically expected parameters. External comparisons show that CR valuations are substantially larger than those elicited through CV (with protest votes excluded), and that the response rate for the CR survey is significantly higher than that for the CV survey. 相似文献

There is no place like England to witness the role of pubs as a social networking hotspot. Social networks lie at the foundations of most of the social and economic interactions of individuals. The aim of this paper is to assess the importance of pubs as natural locations for the development of social networks and how their presence affects the socio-economic activity of a given area or region. The econometric analysis conducted on rural parishes in Cumbria, a peripheral county in Northern England, reveals that village pubs have a positive influence on the socio-economic activity of local communities. 相似文献

conservationists, and researchers. A multiple-resource model and an example of how it can be applied to meet planning needs
