Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency. It has been subjected to the agency's peer and administrative review and approved for publication of an EPA document. The current Mexican environmental law provides the legal basis for comprehensive land-use planning. Under the law, development of natural ecosystems must combine goals, policies, and practices towards the sustainable use of natural resources and the protection of biological diversity. Thus, ecosystem manipulation must be able to counter fragmentation of natural ecosystems and isolation of natural reserves, while providing for human needs. Assessment of the potential of natural ecosystems and management impacts are required. Multiple-resource simulation is an assessment and land-use planning tool that permits managers and decision makers to comply with the law, providing a flexible, user-oriented system that can meet the needs of managers, conservationists, and researchers. A multiple-resource model and an example of how it can be applied to meet planning needs is presented for discussion.  相似文献

The purpose of this research was to elicit and compare the open-space preferences of citizens and openspace experts in Albuquerque, New Mexico, USA. A randomly selected sample of 492 citizens and 35 open-space experts participated in a telephone survey during May 5–18, 1986. The following hypothesis was tested and used as a guideline for the study:HO1: There is no significant difference between respondents' status and preference for open space in Albuquerque, New Mexico.The hypothesis was rejected. Findings confirmed respondents' status affected preference for open space. Of the eight issues on which the citizen and expert groups were compared, five recorded significant differences in response profiles. The open-space expert group was significantly more supportive of using open space to accommodate offroad vehicle facilities, wildlife preserves, a citywide recreational trail, and a trail system along the arroyos and city ditches. The citizen sample was significantly more supportive of using open space to accommodate overnight camping facilities. Both groups equally supported using open space to accommodate an outdoor amphitheater, outdoor education facilities, and rafting, kayaking, and canoeing facilities.The finding indicated that expert preferences did not represent an aggregate of citizen preferences for managing open-space resources. Understanding both expert and citizen positions will facilitate decision-making processes and help resolve environmental disputes.  相似文献

Visitor use surveys and water quality data indicates that high visitor use levels of two rivers in Puerto Rico does not appear to adversely affect several water quality parameters. Optimum visitor use to maximize visitor defined satisfaction is a more constraining limit on visitor use than water quality. Our multiple regression analysis suggests that visitor use of about 150 visitors per day yields the highest level of visitor reported satisfaction, a level that does not appear to affect turbidity of the river. This high level of visitor use may be related to the gregarious nature of Puerto Ricans and their tolerance for crowding on this densely populated island. The daily peak visitation model indicates that regulating the number of parking spaces may be the most effective way to keep visitor use within the social carrying capacity.  相似文献
