A sample of 873 residents of Accra, Ghana, and 504 residents of the state of New Jersey, USA, stratified by type of neighbourhood was gathered in order to determine the sources of information residents rely on for accurate information about their neighbourhoods. In both countries residents relied most heavily on personal contacts, television and radio, and much less on community organisations. Residents who rely on many sources for reliable information tend to have lived in their neighbourhood for a long time and to be more engaged in neighbourhood activities than those who reach out to fewer sources. Those who rely on secular community organisations tend to mistrust science, experts and local officials. Those who rely on faith-based organisations are much more trusting of local officials but are even less trusting of science and experts than their counterparts. The implications of these results for building and sustaining community organisations are discussed.  相似文献

This paper explores how residents of Overtown, a low-income neighbourhood in Miami, Florida, view the positive and negative aspects of their neighbourhood “invironment” through photographs taken by residents. The “invironment” [Bell, M., 2004. An invitation to environmental sociology. Thousand Oaks, CA: Pine Forge Press] alludes to the interactions between environment/surroundings and the human body. Residents involved with a community social justice organisation were provided with a photographic workshop and cameras to visually document the positive and negative aspects of their neighbourhood. These participant photographers provided narratives paired with their photographs which were then exhibited at local community events. During the exhibits, community members’ comments on the photographs were recorded. This paper analyses community issues through both photographs and neighbourhood comments inspired by the photographs. The following themes of importance to residents were derived from the photographs and discussion with residents: Housing, Public Space, Neighbourhood Economy, History, Environmental/Invironmental Issues, Human Capital and Power. These themes were all connected by residents’ concerns about inequality in Overtown compared to other neighbourhoods in Miami.  相似文献

It is generally accepted that the current growth in personal car use poses a serious threat to local communities and the environment, and that radical changes in transport policy are needed. In order for local authorities to develop acceptable sustainable transport options, it will be necessary that they have a clear view of the attitudes and perceptions of various groups in their community. This research compared the views of elected members and officers with those of residents and organisations in relation to the local transport situation and the use of car travel reduction measures. It was found that the views of elected members and officers reflect those of residents rather well. The views of local organisations, however, were different. Organisations were, in particular, more negative about policy measures that aim to reduce car use in the town centre. They also attached more importance to the viability of the local economy than the other respondents. However, they did agree with the other groups that the quality of life in the community would improve if there was less traffic. The consequences of these findings for local transport planning are discussed.  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献

ABSTRACT

This study examines a community garden in Copenhagen, Denmark, "The Urban Integration Gardens" that endeavours to strengthen social integration in the local multicultural neighbourhood. The "community" in the gardens is explored, with a focus on how they foster social capital, particularly opportunities for "bridging" social capital. A mixed-methods approach is used, by employing a qualitative analysis of gardeners’ perceptions of "community", diversity and inclusivity, through the lens of "cognitive" social capital, and the meanings the gardeners assign to their experiences, and how they understand their involvement in the gardens. We also examine "structural" dimensions of social capital, involving quantitative data from a questionnaire and data from Statistics Denmark, comparing data concerning socio-demographic backgrounds from gardeners and residents in the local neighbourhood and Copenhagen. Major findings include that the garden generates both bonding and bridging "cognitive" social capital, and the gardeners consistently agreed that the garden has a strong community, and is permeated by diversity and inclusivity. Nonetheless, data from Denmark’s Statistics Office reveal that the garden does not "represent" the diversity in the neighbourhood regarding the distribution of members with a Western/non-Western background, as well as social class. This suggests that endeavours to involve co-citizens with non-Western backgrounds and gardeners with lower social status are restrained by potential structural barriers, which limits the "width" of bridging social capital in the garden.  相似文献

The forestry laws and regulations imposed by the Thai government to solve chronic deforestation have created conflicts between rural communities and government agencies over the use and control of forest resources. Therefore, the research carried out for this article focused on the study of community-based forest management practices in the northern region of Thailand to determine whether community-based forest management can lead to sustainable use and reverse the deteriorating situation and related problem of deforestation.
This study was conducted in a district of Phayao Province in northern Thailand, where a natural watershed has recently been managed jointly among ethnically diverse local communities living in upstream and downstream areas under the promulgation of the National Park Act. Research was based on both secondary and primary sources of data and information. An intensive field survey was also conducted through a standard questionnaire, supplemented by group discussions and informal interviews to understand the historical development of settlements in the study area.
The joint management of the community forest by the community, government and non-governmental organisations (NGOs) was recommended under the decentralised and participatory planning framework in the study area and also in other areas with similar environmental conditions. Equally important in promoting community forest management were the facilitating role of forest officials, the provision of support services, monitoring and enforcement of control mechanisms, and capacity building of local organisations.  相似文献

As the concept of sustainability broadens to include social aspects, sustainability organisations must embrace strategies that allow them to more effectively address community issues and procedural concerns. Biosphere reserves (BRs) and model forests (MFs) advocate strongly for community engagement to achieve place-based sustainability; in practice, however, these organisations have had variable success in effectively engaging community residents and addressing their needs and interests. In this paper, we offer a framework for place-based governance for sustainability that is used to compare strategies used in BRs and MFs operating in the Maritime Provinces of Canada with the operations of Vibrant Communities, an anti-poverty organisation that operates locally in Saint John, New Brunswick. We draw attention to three imperatives: comprehensive understanding, community empowerment, and community-based outcomes, and five procedural drivers: local leadership, strong networks, diverse community engagement, learning together, and information sharing. Based on our results, we provide greater clarity on processes that address the imperatives and mobilise the drivers of effective place-based governance for sustainability. Our results suggest that there is a need for theory and practice to advance beyond current understandings of sustainability governance to enhance the capacity of organisations seeking to implement community-based sustainability strategies.  相似文献

When a mining company selects a site for development, the company begins a dialogue with the local community about receiving the necessary approvals for the mining permits. The dialogue focuses on how well the company can use science and technology to manage risk to the local environment, and on how much economic benefit will be gained by the local community for accepting the risk. A useful approach to better understand how the debate affects the outcome of the permitting effort is to use the method of “discourse communities and analysis”. This paper analyzes two efforts by Kennecott (Rio Tinto) and one by Exxon to develop base metal mine sites in the Upper Midwest of the USA. As the three case studies show, the local pro- and anti-mining discourse community members will not be changing their basic positions as the permitting of a new mine is debated. Accordingly, both communities are trying to convince undecided stakeholders rather than talking to each other. Both sides are using ever more sophisticated media methods to communicate their message to the undecided residents of the community. By winning the support of the majority of the undecided residents, political pressure can be used to sway the decision.  相似文献

Abstract

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the ‘developed’ world.  相似文献

We investigated relationships between adolescents’ perceptions of their neighbourhood, their mental health and independently assessed indicators of conditions in their residential neighbourhood. The Research with East London Adolescents Community Health Survey (RELACHS) provided information for 2370 adolescents on area perceptions (specifically alienation from/attachment to the area and satisfaction/dissatisfaction with local amenities and services), and on individual and family attributes including mental distress (measured by the Strengths and Difficulties Questionnaire). These were combined for this study with independently assessed small area geographical indicators proposed by government to measure local deprivation in England. A Bayesian regression analysis using Gibbs sampling investigated associations between the predictor variables and neighbourhood perception. Alienation from neighbourhood and dissatisfaction with local amenities was greater for girls than for boys and for the older adolescents sampled. Those of ‘Asian’ or ‘Black’ ethnicity, from relatively harmonious families, or with higher levels of social support were less likely to express negative area perceptions. While previously published research found no significant direct association between mental health and small area indicators, this analysis suggests that those with relatively high levels of distress did have worse area perceptions. Also, certain independently assessed area indicators were associated with adolescents’ views of their neighbourhood.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献

One of the more traditional ways to involve citizens in environmental management in the United States is to hold a public meeting. Yet public meetings are also frequently criticized for stereotypical weaknesses, including a concern that citizens who attend public meetings do not accurately represent citizens who do not attend. To examine this concern in the context of local waste management problems, this study investigates whether citizens who attend public meetings differ from citizens who do not attend meetings. In the spring of 1998, residents in two New York communities facing local waste management problems received mailed questionnaires. Those surveyed included citizens who had previously attended state-sponsored public meetings about the waste sites and citizens who lived within one mile of the respective waste sites but had not attended any meetings. A comparison of demographic characteristics showed that, in both communities, citizens who attended meetings tended to report higher incomes and have children living at home. In one community, previous meeting participants tended to perceive greater risks from the waste site. In both communities, participants were less likely to consider certain sources of information about the waste sites, including the state environmental agency, state health agency, and the industries, as credible. Regardless of whether they had previously attended public meetings, respondents who perceived the risks as greater also perceived the sources as less credible. The conclusions suggest some potential challenges to effective communication at public meetings, including overcoming widespread skepticism and heightened concern among audience members.  相似文献

Abstract

Some neighbourhood environments have become dumping grounds for locally unwanted land uses (LULUs) that middle-class Americans do not want near their homes. LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns.  相似文献

Community and park planners have made improvements to the built environment in order to positively influence health outcomes. An important component of improving the built environment includes engaging community members in the planning process. Yet, attempts to include community members have not always been successful, as the case of Latinos living in the U.S. demonstrates (e.g. Rowel, Sheikhattari, Barber, and Evans-Holland. 2012. “Introduction of a Guide to Enhance Risk Communication among Low-income and Minority Populations: A Grassroots Community Engagement Approach.” Health Promotion Practice 13 (1): 124–132; Schulz 2006). The limited engagement among Latinos has been explained by their low-income and ethnic status, which prioritises employment and family matters, respectively. Consequently, the purpose of this study was to examine community engagement among Latinos of Mexican descent. Specifically, the research objective for the study was to identify the specific strategies and tactics utilised by a grassroots nonprofit organisation to engage Latino residents to advocate for more equitable green space in their neighbourhood. In addressing the research question, the study utilised a case-study approach focused on Chicago’s Little Village neighbourhood. Data were collected via individual interviews and the information was gathered through historical and archival documents, websites, and participant observations during community meetings. Findings revealed that community organizing, democratic leadership, and an anti-racist stance were instrumental in engaging residents.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

Abstract

This study evaluates environmental justice issues in St James Parish, Louisiana. This parish is located along an 85-mile stretch of the Mississippi River which hosts over 100 chemical, petrochemical, refining and industrial plants and is often referred to as ‘Cancer Alley’. With the use of geographic information system (GIS) mapping, it was found that polluting industries are located in the sections of the parish that have the highest percentages of African Americans, the lowest average household income and the most residents without a high school diploma. It was also found that the areas of the parish that have the highest percentage of residents who are employed in the manufacturing industry tend to be the wealthiest in the parish, have the least number of African American residents and have the most residents with the highest levels of education. Second, the levels and types of community advocacy that have occurred in response to the pollution and disproportionate environmental impacts in the parish are evaluated to find the most effective course of action. This study concludes that the most successful way that threatened communities can respond to environmental injustices is to take the initiative to solve the problem, connect with larger groups that have expertise, educate the public, and obtain legal representation.  相似文献

ABSTRACT

Community-based initiatives and collective learning practices are key themes in sustainability transition processes. This paper presents the results of a participatory study that investigated a local initiative in the community of Lomba do Pinheiro in south Brazil to examine social learning processes in the context of socio-ecological vulnerability. In this community, a group composed of local residents and members representing the public sector and local educational institutions has promoted several learning-oriented actions aimed at restoring a degraded local watershed and improving residents’ livelihoods. This study used social learning as a lens through which the initiative enacted by this group may be understood, and analysed how local conditions, determined by a context of vulnerability, have influenced local processes. We applied a multi-dimensional analytical framework that included individual, collective, and territorial dimensions. The analysis focused on the leading group, the individuals who comprise it, and their actions in the territory, while considering local constraints. Our findings highlight the importance of (1) shared values, mutual trust, and affective bonds for group cohesion as well as concerted action, equalisation of diverse languages within the group, knowledge integration, and initiative persistence; (2) a practical-reflexive approach based on a sequence of actions that catalyses group learning and facilitates advancement within the wider community; and (3) the role of inter-sectoral articulations and the establishment of partnerships to support actions. This paper raises questions about the limits of an exclusively bottom-up approach to solve complex problems in the context of extremely precarious conditions.  相似文献

Community-level initiatives will play a key role in meeting greenhouse gas reduction targets. This paper examines the experience gained in applying a targeted social marketing approach to foster local-scale community pro-environmental behavioural change in the City of York, UK. This involved determining the neighbourhood carbon footprint, identifying residents that had access to appropriate infrastructure and were receptive to green issues. Six community teams were recruited from the selected neighbourhoods and provided with information, advice and mentoring on how to reduce their carbon footprint over a six-month period. A statistically significant reduction in carbon emissions was achieved. Each participant achieved a mean reduction in their carbon footprint of 2.0 tonnes of CO2e/year. The largest reductions were achieved in the areas of shopping and home energy. In addition, it helped to foster community spirit. Based on the experience gained from implementing this approach, a cost-effective model of community engagement is proposed.  相似文献

We consider the street experiences of a group of urban children living in a large East Midlands town in the UK. Our attention focuses upon an issue that has seldom been examined, neighbourhood bullying. We highlight how some children, through their propinquity within neighbourhood spaces, clash and collide to such an extent that their experiences of a locality become severely blighted. For these unfortunate young people local environments are tyrannical spaces, defined in terms of 'no-go areas', danger and threat. These are not remarkable geographies, however, and we suggest that like many school environments, where bullying has increasingly been recognised and disclosed, within many localities there is a 'hidden' geography of fear waiting to be uncovered. The paper is organised into five parts: first, we briefly examine the concept of bullying, particularly in relation to young people in schools; secondly, we extend these ideas into a neighbourhood context drawing upon recent ideas of 'self', 'other' and microgeographies; thirdly, we outline the research project from which this article emerges; fourthly, we look at some empirical evidence from an urban case study that draws attention to the form and consequences of neighbourhood bullying; lastly, we discuss the relevance of these findings to future policy and practice, particularly in relation to the management of neighbourhood spaces. We propose that systematically applied local strategies to tackle bullying within neighbourhoods are needed, particularly those which engage young people and adults together through a whole community approach.  相似文献
