The paper shows how sustainability questions relate to the local space. The local place is not a static entity, but a dynamic one, undergoing constant changes, and it is the rapid social and material processes within the given local situation that is a challenge for the Chinese villages and their integrity. The following article considers the cohesion between the dwellers' emotional co-ownership of their local space and the sustainability process as a driving force in social, economic and ecological development. We bring together the classification of the seven fields of encounter, which were developed out of the empirical data of the Chinese case study villages, and sustainability oriented management considerations for all levels of this concept. We do not pretend to know the solutions, but describe a set of interrelated fields that can be anchor points for placing the solutions and show in which fields action and intervention is possible. In our concept of sustainability, every spatial field has its special meaning, needs special measures and policies and has different connotations to concepts like responsibility, family values or communication systems. We see the social sustainability process as a support for the empowerment of the local dwellers, and the SUCCESS research has encouraged the villages to find suitable sustainability oriented solutions for their natural and societal situation. Before entering the discussion about the chances and potential of a sustainability approach for the Chinese villages, it is first necessary to accept the fact that rural villages play a primordial role in Chinese society and that their potential can strengthen future pathways for China.  相似文献

Community action has an increasingly prominent role in the debates surrounding transitions to sustainability. Initiatives such as community energy projects, community gardens, local food networks and car sharing clubs provide new spaces for sustainable consumption, and combinations of technological and social innovations. These initiatives, which are often driven by social good rather than by pure monetary motives, have been conceptualised as grassroots innovations. Previous research in grassroots innovations has largely focused on conceptualising such initiatives and analysing their potential for replication and diffusion; there has been less research in the politics involved in these initiatives. We examine grassroots innovations as forms of political engagement that is different from the 1970s’ alternative technology movements. Through an analysis of community-run Energy Cafés in the United Kingdom, we argue that while present-day grassroots innovations appear less explicitly political than their predecessors, they can still represent a form of political participation. Through the analytical lens of material politics, we investigate how Energy Cafés engage in diverse – explicit and implicit, more or less conscious – forms of political engagement. In particular, their work to “demystify” clients’ energy bills can unravel into various forms of advocacy and engagement with energy technologies and practices in the home. Some Energy Café practices also make space for a needs-driven approach that acknowledges the embeddedness of energy in the household and wider society.  相似文献

The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

The contribution of the informal community sector to the development of collective response strategies to socioecological change is not well researched. In this article, we examine the role of community opinion leaders in developing and mobilising stocks of adaptive capacity. In so doing, we reveal a largely unexplored mechanism for building on latent social capital and associated networks that have the potential to transcend local-scale efforts – an enduring question in climate change adaptation and other cross-scalar sustainability issues. Participants drawn from diverse spheres of community activity in the Sunshine Coast, Australia, were interviewed about their strategies for influencing their community objectives and the degree to which they have engaged with responding to climate change. The results show community opinion leaders to be politically engaged through rich bridging connections with other community organisations, and vertically with policy-makers at local, state, national and international levels. Despite this latent potential, the majority of community opinion leaders interviewed were not strategically engaged with responding to climate change. This finding suggests that more work is needed to connect networks knowledgeable about projected climate change impacts with local networks of community opinion leaders. Attention to the type of community-based strategies considered effective and appropriate by community opinion leaders and their organisations also suggests avenues for policy-makers to facilitate community engagement in responding to climate change across sectors likely to be affected by its impacts. Opportunities to extend understanding of adaptive capacity within the community sector through further research are also suggested.  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

SUCCESS was a scientific, multi-disciplinary case study of seven selected villages in China, coordinated by the Viennese research institute Oikodrom in which I have been a team member for 6 years. We assembled an international team of researchers to work together with local team leaders with the aim of involving village dwellers in a sustainability negotiation process. The project had a strong bottom-up approach, combined with top-down elements. Using participatory research methods, village teams discussed and developed ideas for concrete sustainability-oriented projects in their villages. By the end of the 3-year study of SUCCESS, equipped with the seeds of a multiple-scenario building process and the appropriate funding, each of the seven case study villages had generated ideas for local sustainability-oriented projects and put them into practice. The outcome of this participatory process is manifold. One major impact of the implementation of local projects was their visibility which was crucial for the village dwellers' confidence and their motivation to become engaged in a decision making process. The experience of their successful participation in a decision making process empowered them for self-organisation processes or a civil society process. The small projects offered interesting theoretical insights into how local contexts impact upon village dweller's decision on appropriate sustainability interventions. How they are as well in line with characteristics of different types of villages that were carried out within the study will be shown in this article.  相似文献

Urban agriculture (UA) has the potential to expand beyond the grassroots level to meet the social, cultural, economic and food needs of urban dwellers. At its core, UA represents an alternative use of urban space that occurs with or without government support or approval. The experiences of community gardeners and their views of, and engagement in, community gardens as a form of UA, or local “alternative food networks”, is a focal point of this paper. Relying on Australian city case studies, this paper explores community gardens, using critical urban approaches concerning “rights to the city” and diverse economies. Findings from this study reveal how community gardeners understand and participate in diverse economies and extended local food networks. They also identify respondents’ views of local councils as barriers to the emergence of community gardens, and other forms of UA, as a local response to growing concerns over impacts of the global food chain on food security. In contrast to other Western cities, effective city–community relations for community garden growth have yet to emerge in Australian cities, as key policy areas for urban sustainability and social cohesion.  相似文献

Local Environment has established a bit of a niche in local sustainability indicator studies. In 1997 it published the important debate between Jeb Brugman and Graham Pinfield, which highlighted that sustainability indicators and their role are contested issues (Vol. 2, Nos 1-3). In 1999 it produce a first special issue on the topic (Vol. 4, No. 2). As the editors identified, this special issue probed ‘deeper into aspects of indicator selection, methodology, theory and practice’. The papers presented there began to discuss a theme that is developed further in this special issue, that of the relationship between the objective and the subjective in indicator development and use. Our special issue brings together three full papers and a commentary presenting research and information from the USA, Sweden, France and Austria. In this editorial we are going to review the growth of interest in sustainability indicators and the changing way in which they are viewed and briefly comment on some recent indicator projects that we have been involved in.  相似文献

ABSTRACT

The sustainable city of the future is typically envisioned as smart, creative and disruptive, assuming that urban and local sustainability is achieved through new technology and innovation. However, considering that the built environments of our cities and surroundings are highly durable, there is also a need to focus on how resources brought from the past – histories, artefacts and places – may be used for promoting urban sustainability. We label this a “deep city” perspective on urban and local transformation. By looking at Røros, a World Heritage Site in central Norway with a dense and historic wooden urban centre, we investigate how its heritage protection facilitates the maintenance of a compact urban centre. We hold that a shared sense of place – the deepness– may serve as a resource against unsustainable sprawl and mall-oriented development.  相似文献

This paper reflects on two controversial resource projects – the Bellanaboy gas refinery (Ireland) and the Barvas Moor wind farm (Scotland) – and critical arguments made by key local actors. Although risk, health, environment and development dominated the official decision-making processes, these actors articulated views which cut across or existed beyond such orthodox ideas and framings. Focusing on these, I show that the Gaelic concepts of dùthchas and deoraíocht, summarised as place and exile, help to explain why some residents decided to protest. This paper illustrates the role that history, culture and language can play in conflicts, emphasises the need for greater sensitivity to these and suggests that place and exile can inform alternative visions of sustainability.  相似文献

Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献

The roles of the citizen and of formal government are changing such that the implementation of sustainability praxis at the local level requires that citizens and governments reconsider both the meaning and techniques of governance. Indeed, how we are governed, participate in governing processes and internalise and accept the need for change will affect how local communities make constant and lasting a dynamic praxis of sustainability. Actors in local governments and communities may be crucial in this task—especially as facilitators, enablers, leaders and partners. In this paper we focus on the Huon Valley Council and some members of one of its communities. We examine how they are experimenting with partnerships as a form of governance to unify, control, mobilise and regulate the conduct of various actors, and how such partnerships may foster sustainability praxis in the Valley's diverse communities of place and interest.  相似文献

ABSTRACT: There is increasing interest in using watershed councils to provide information to public natural resource managers, particularly in the western states. Watershed councils are composed of interested governmental and nongovernmental stakeholders that form to collaboratively manage water and other natural resources at the scale of a watershed. This research is the first step in a multi-step policy analysis designed to answer the question of whether watershed councils are an improvement over traditional methods of public involvement in natural resource management. This paper outlines why watershed councils form and discusses their structure and operation. There is considerable variability in terms of watershed councils' goals, their effectiveness, stakeholder composition, their involvement in the “real” decision-making process, types of participation that are allowed, leadership, financing, decision-making procedures, efficiency, and temporal scale. These structural components are presented as a framework that can be used by researchers to develop criteria to evaluate watershed councils.  相似文献

Why, despite a recent surge in the UK in “sustainable communities” policy discourse, do so many community-led sustainability initiatives remain fragmented, marginal and disconnected from local government strategies? How can community- and government-led sustainability initiatives be better integrated such that they add significantly to a denser matrix and cluster of sustainable places? These questions, we argue, lie at the heart of current sustainable place-making debates. With particular reference to two spatial scales of analysis and action, the small town of Stroud, England and the city of Cardiff, Wales, we explore the twin processes of disconnection and connection between community sustainability activists and local state actors. We conclude that whilst there will always remain a need for community groups to protect the freedom which comes from acting independently, for community activists and policy-makers alike, there are nevertheless a series of mutual benefits to be had from co-production. However, in setting out these benefits we also emphasise the dual need for local government to play a much more nuanced, integrative and facilitatory role, in addition to, but separate from, its more traditional regulatory role.  相似文献

Local food is a popular subject among consumers, as well as food producers, distributors, policymakers and researchers in many countries. Previous research has identified that the definition of local food varies by context, and from country to country. The literature also suggested that environmental sustainability is one of the goals for many of the local food movements. While there is a substantial body of literature on local food internationally, limited research has been undertaken in New Zealand. This paper aims to understand how consumers define local food, what attributes they associate with local food, and the extent to which life cycle-based environmental aspects are represented in these attributes. Primary research employed quantitative methodology. This study identified that a majority of the respondents considered that local food may be defined as food that was produced in New Zealand and that support for community was the most important attribute associated with local food. Reduced GHG emission, conserving the landscape, and organic production were the life cycle-based environmental attributes that were associated with local food. This study provides a basis for further research into understandings of local food in New Zealand and how to improve communication among different social actors with respect to demand and supply of local food.  相似文献

This paper reports on the results of a study of the relationship between the nonprofit sector and the pursuit of sustainability in 13 moderate sized US cities with populations between 400,000 and 600,000. Dividing the cities into two groups – those that have been more serious and less serious about adopting and implementing sustainability policies, analysis of a survey of local public officials examines differences in the nonprofit landscape. Analysis shows that the cities that are more serious about sustainability have local public officials who interact more with nonprofit organisations, and are more likely to report the presence of at least one nonprofit group that supports city sustainability policies. Additionally, these reported groups are more likely to be “local”, or homegrown, and to be explicitly dedicated to the environment or sustainability. While far from definitive, the results provide evidence that the nonprofit sector is different in cities with sustainability policies, and suggest that the role of these nonprofit groups in the governance decisions of city leaders warrants more in-depth study.  相似文献

We report a survey of the state of local authority archaeological services in Scotland following local government reorganization. Several service provision models are in place, including a new model of joint provision by councils of the former Strathclyde Region. Several councils which lacked a service before reorganization now buy it in from neighbouring councils. Some gaps in cover however persist. There are good reasons for the variety of models, and it would not be appropriate to seek to impose a single model. Planning guidance issued in 1994 has shifted the balance of service provision towards development control and away from other functions, as resources are squeezed. Climate change has become a permanent feature on the global media scene and in the decision-making of policy makers. The voices of academics, scientists, politicians and commentators dominate the climate change debate, yet local knowledges and beliefs, local realities, as well as local voices and actions are essential elements of navigating the way forward. Drawing on Paton's postgraduate research, this paper broadens the current dialogue by providing a platform for grassroots Tuvaluan voices to enter the climate change debate. It explores their local realities, knowledges and beliefs, and captures what Tuvaluans hold dear – factors which must play a central role in decision-making processes. To ensure the local population is fully mobilised, it will be argued that processes for engaging local voices must build on existing forums for engagement.  相似文献

This paper explores whether ambitions to open up the traditional Swedish model of top-down conservation methods to local influences are indicative of an actual transition in governance of Swedish national park policy (NPP), and examines whether such a shift entails an increase in local influence over local interests and needs. Methodologically, we analyse a combination of governance types and incorporate theoretical definitions of power and accountability. The establishment of new governance arrangements – where power is shared, interactions promoted and accountability is directed downwards – indicates that Sweden's NPP is undergoing a change in its mode of governance. This change also seems to include ceding some influence to local interests, and the possibility of combining conservation with the utilisation of certain natural resources. The results of our research also provide valuable insights into when the establishment of shared-governance arrangements are likely to succeed; in short, this seems more likely when there are established sectors sited in a robust legal framework and where strong international commitments potentially play a role. In conclusion, we contend that when seeking diversified governance arrangements it is not enough simply to take local practices and customs into consideration – they have to be strengthened.  相似文献
