The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible. 相似文献

This paper applies an integrated approach to assessing urban sustainability in Dammam City, Saudi Arabia. The approach, based on geographic information systems (GIS), involves the evaluation of the planning process, the master plan and the land use activities resulting from planning. It concludes that some aspects of sustainability are not addressed by the planning process and the plan document. The planning process and the plan document addressed economic sustainability issues more than social and environmental issues. The result of the GIS-based sustainability assessment of the study area produces similar findings. The paper develops a sustainable planning guidance and makes some recommendations based on the findings. 相似文献

The popularity of sustainability indicators is almost inescapable. From the early pioneers such as the 'Sustainable Seattle' project (Atkisson, 'Developing Indicators of a Sustainable Community: lessons from Sustainable Seattle', in: D. Satterthwaite (Ed), The Earthscan Reader in Sustainable Cities, London, Earthscan, 1996) to the comprehensive European Union benchmarking launched in 2003 (European Commission, European Common Indicators: towards a local sustainability profile, Milan, Ambiente Italia, 2003), it seems that consensus has been reached about the positive impacts that establishing sustainability indicators can bring. This paper uses the case of developing sustainability indicators on the Island of Guernsey over the last three years to show that Agenda 21's call to activate grassroots action is being realised, but in ways that are neither top-down and modernist in approach nor bottom-up and postmodernist as Agenda 21 advocates. Although best practice literature often suggests that community involvement must be engaged prior to designing sustainability indicators, this paper explores the reasons why this is not always possible. Guernsey's case is used to show how it only became possible to generate interest in the indicator process once they were actually up and running. However, it also shows that once interest was secured by a few relevant stakeholders it became possible to further evolve the indicators in a process that has slowly been attracting more and more of the Island's community. 相似文献

We present and test a conceptual and methodological approach for interdisciplinary sustainability assessments of water governance systems based on what we call the sustainability wheel. The approach combines transparent identification of sustainability principles, their regional contextualization through sub-principles (indicators), and the scoring of these indicators through deliberative dialogue within an interdisciplinary team of researchers, taking into account their various qualitative and quantitative research results. The approach was applied to a sustainability assessment of a complex water governance system in the Swiss Alps. We conclude that the applied approach is advantageous for structuring complex and heterogeneous knowledge, gaining a holistic and comprehensive perspective on water sustainability, and communicating this perspective to stakeholders. 相似文献

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms. 相似文献

The purpose of New Zealand's Resource Management Act (1991) is to promote the sustainable management of natural and physical
resources. Coastal sand mining may be consistent with this purpose where: (1) extractions occur from sediment systems open
to inputs of sediment, and the volumes extracted do not limit the natural development, physical characteristics, and ecological
diversity of the coastal environments affected; or (2) extractions from palimpsest or relict sedimentary deposits occur at
a rate where the rate of extraction is insignificant compared with the volume of the resource.
The response of coastal sand mining companies and consent-granting authorities to the requirements of the Resource Management
Act (1991) are examined with respect to recent applications to mine sand from a coastal sand body in the Hauraki Gulf, New
Zealand. The assessments of environmental effects (AEE) submitted in support of these applications do not establish the sustainability
of the sand mining operations. Specifically they do not define the dimensions of the active sediment system, quantify the
volume of the related resource, or state the period within which sustainability is achievable. Further, the AEE do not consider
the cumulative effects of the extractions, either in terms of the total volume of sand mined or the cumulative effects of
different anthropogenic activities.
The test of sustainability demands a quality of information and understanding of coastal systems that is well beyond that
obtained in the past or accepted at present. There is a clear need for New Zealand's resource management legislation to be
supplemented by technical guidelines that help ensure the test of sustainability is rigorously applied. 相似文献

This paper introduces a policy-making support tool called ‘Micro-level Urban-ecosystem Sustainability IndeX (MUSIX)’. The index serves as a sustainability assessment model that monitors six aspects of urban ecosystems – hydrology, ecology, pollution, location, design, and efficiency – based on parcel-scale indicators. This index is applied in a case study investigation in the Gold Coast City, Queensland, Australia. The outcomes reveal that there are major environmental problems caused by increased impervious surfaces from growing urban development in the study area. The findings suggest that increased impervious surfaces are linked to increased surface runoff, car dependency, transport-related pollution, poor public transport accessibility, and unsustainable built environment. This paper presents how the MUSIX outputs can be used to guide policy-making through the evaluation of existing policies. 相似文献

This study aims to contribute to the field of urban planning by applying policy mobilities and transfer theories to a case study of the Capital Regional District and its 13 municipalities in British Columbia, Canada, in order to analyse and understand the dynamics of how sustainability is governed locally, with a special focus on barriers to sustainability policy mobility. The empirical material is primarily based on interviews with key stakeholders who guide policy development and creation in the region to inform an understanding of how sustainable development initiatives are developed and shared. This study finds that while there is interest and demand in sustainability, policy-makers are frustrated with their lack of success in implementing sustainability programmes. While there are some instances of policy sharing and transfer among municipalities in the region, there is a clear desire for more exchanges which would allow municipalities to respond more effectively to the demands placed upon them. Significant barriers to policy mobility are also identified, in particular, an unclear understanding of sustainability, a culture of competition and hostility among municipalities, difficulty with the process of transfer itself, and a lack of time, money and resources. These barriers are in part a result of a broken governance structure which does not provide clear leadership to the municipalities, sets municipalities to be competitive with each other and provides ineffective support for municipalities through an unwieldy regional administrative body which is not well regarded by the municipalities. 相似文献

Measuring agricultural sustainability in terms of efficiency: the case of Dutch sugar beet growers 总被引:3,自引:0,他引:3
Sustainability embraces socio-economic and bio-ecological dimensions or attributes. This paper presents a conceptual framework for quantifying sustainability on the basis of efficiency theory commonly used in economics. The conceptual model is implemented using Data Envelopment Analysis (DEA). Sustainability is measured for a sample of Dutch sugar beet growers. The average technical efficiency was only 50%. A positive correlation was found between technical efficiency and sustainable efficiency. Differences in efficiency among farmers were persistent within and between years. We conclude that there is considerable scope for improving the sustainability of arable farming by better management. 相似文献

Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability. 相似文献

The development of 'indicators' and associated techniques for the appraisal of 'sustainability' requires efforts to systematically define, quantify and aggregate many disparate dimensions of social, environmental and economic performance. This necessarily raises a number of serious theoretical and methodological difficulties, including those relating to the selection and framing of 'problems' and 'options', the treatment of deep uncertainties and the 'impossibility' of aggregating in analysis the divergent social interests and value judgements which govern the prioritisation of the different dimensions of 'sustainability'. After exploring the depth and scope of some of these difficulties, this paper argues that they render futile any attempt to develop an 'analytical fix' for the problems of appraisal. In this light, systematic public participation is recognised not just as an issue of political efficacy and legitimacy, but also as a fundamental matter of analytical rigour. However, it is also concluded that once aspirations to the 'analytical fix' are renounced, there is much that might be contributed by transparent, straightforward quantitative analytical tools and the paper ends with some recommendations and an example in this regard. 相似文献

Some have argued that the meaning of sustainability varies according to context, forcing us to be as explicit as possible when defining our terms. An argument is offered that disputes this conclusion by maintaining that it is not the meaning of sustainability that changes with respect to context, but rather our understanding of the context itself. This is frequently apparent in contradictions that arise when conceiving each context in terms of sustainability. If this argument is correct, then we should be concerned not with the “meaning” of sustainability but rather the implications of sustainability as they affect the status quo. And in order to do this we must be prepared to answer the question: Why is sustainability desirable? Following the United Nations Conference on Environment and Development, the concept of sustainability in general and of urban sustainability in particular has become increasingly significant in the course of the 1990s. Even if the environmental problems of cities are far from being solved, one can interpret this development as a change in the relationship between society and nature on both a discursive and a material level. At the same time the transition from Fordism to post-Fordism has given rise to new forms of urban entrepreneurialism, with an absolute priority to economic competitiveness on the one hand and sharpened social conflicts on the other. Looking at the case of the Hamburg region, the article discusses the interaction of these processes. Contrary to the understanding of sustainability as a broadly accepted policy goal it conceptualizes sustainability as a terrain of conflict. As such, we will argue, the sustainability concept and the underlying change in social relations with nature contribute to containing the contradictions of capitalist societalization, which in the transition to post-Fordism have become more visible again. This study proposes a technical procedure based on a life cycle approach for implementation of the environmental sustainability assessment (ESA) of several waste-to-energy (WtE) plants located in Spain. This methodology uses two main variables: the natural resources sustainability (NRS) and the environmental burdens sustainability (EBS). NRS includes the consumption of energy, materials, and water, whereas EBS considers five burdens to air, five burdens to water, and two burdens to land. To reduce the complexity of ESA, all variables were normalised and weighted using the threshold values proposed in the European Pollutant Release and Transfer Register regulation. The results showed the plants studied had a greater consumption of natural resources than Spain, ranging from 1.1 to 2.0 times higher than the Spanish reference consumption. The comparison of Spain with the BREF reference on waste incineration showed that only in the variable related to materials, did Spain have a lower consumption (1.80 times lower). In terms of EBS, air and land impacts were the highest contributors to global burden. The WtE plants presented higher burdens to air and water than Spain, whereas only one plant exceeded the average burden to land of Spain. Finally, this paper demonstrated the usefulness of the ESA methodology to reduce the complexity of LCA and assist the decision-making process in choosing the best option from an environmental point of view. This procedure can be used to obtain an overview of the environmental performance of WtE plants, as well as to assess individual burdens and thereby determine the main environmental hotspots, thereby improving the critical points of the process. 相似文献

The study focused on Nigeria's polyurethane (PU) production process as a test case. Though it is currently insignificant when viewed from a global perspective, PU production in Nigeria is not eco‐friendly. Traditionally, PU is produced by reacting petro‐based polyol with a poly‐isocyanate, which is made from amines and phosgene and are currently imported into the country. These two materials are detrimental to the human health and environment, indicating that Nigeria's PU industries need to re‐examine their production inputs for environmental compliance. The objective of this study is to review the PU industry for nontoxic reagents that could be sourced locally vis‐à‐vis overcoming sustainable development (greening the economy) challenges in Nigeria. Non‐isocyanate polyurethane (NIPU) is preferred to petro‐polyurethane because, in comparison, NIPU has improved thermal and chemical resistance, porosity and water absorption, and is less toxic. Engaging local resources to produce PU is economically feasible; in addition, NIPU is relatively advantageous to human health and the environment. Aside from being economically feasible, production of NIPU in Nigeria has the propensity to greatly enlarge the growth of the existing PU industry to tremendous heights and contribute to diversifying and improving the overall economy. 相似文献
