ABSTRACT: Municipal water utilities, when faced with drought conditions, typically impose a temporary water use restrictions program to achieve conservation goals. If water is sufficiently price-elastic, however, at least some of the problems associated with restrictions can be avoided by imposing a drought surcharge and allowing users to adjust voluntarily. This paper develops two sources of evidence on price elasticity in Honolulu, Hawaii, with the evidence suggesting that a drought surcharge will induce much of the desired conservation, especially when used with educational publicity. 相似文献

DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory. 相似文献

ABSTRACT: The development of effective solutions for addressing nonpoint source pollution on a watershed basis often involves watershed stakeholders. However, success in engaging stakeholders in collaborative decision making processes varies, as watershed managers are faced with the challenges inherent to finding the right process for the decisions needed and in successfully engaging stakeholders in that process. Two characteristics that may provide guidance for determining the appropriateness of applying a collaborative process to a watershed problem are the need to collaborate and the willingness of stakeholders to engage in a collaborative decision making process. By examining seven attributes of the issues confronted by stakeholders in a collaborative process, the consequences of these attributes on the need for collaboration and stakeholders' willingness to engage can be estimated. The issue attributes include: level of uncertainty, balance of information, risk, time horizon of effects, urgency of decision, distribution of effects, and clarity of problem. The issue attribute model was applied to two collaborative decision making processes conducted by the same watershed stakeholder group in a North Carolina coastal watershed. Need and willingness to engage did not coincide for either issue; that is, stakeholders were more willing to engage on the issue that required less need for their involvement. 相似文献

Abstract: Conserving the watershed can help to preserve ground water recharge. Preventing overuse of available water through pricing reforms can also substantially increase the value of an aquifer. Inasmuch as users are accustomed to low prices, efficiency pricing may be politically infeasible, and watershed conservation may be considered as an alternative. We estimate and compare welfare gains from pricing reform and watershed conservation for a water management district in Oahu that obtains its water supply from the Pearl Harbor aquifer. We find that pricing reform is welfare superior to watershed conservation unless the latter is able to prevent very large recharge losses. Watershed conservation that yields net gains in combination with pricing reform may cause net losses without the pricing reform. If adoption of watershed conservation delays the implementation of pricing reform, the benefits of the latter are significantly reduced. 相似文献

Participatory planning applied to water resources has sparked significant interest and debate during the last decade. Recognition that models play a significant role in the formulation and implementation of design and management strategies has encouraged the profession to consider how such models can be best implemented. Shared Vision Planning (SVP) is a disciplined planning approach that combines traditional water resources planning methodologies with innovations such as structured public participation and the use of collaborative modeling, resulting in a more complete understanding and an integrative decision support tool. This study reviews these three basic components of SVP and explains how they are incorporated into a unified planning approach. The successful application of SVP is explored in three studies involving planning challenges: the National Drought Study, the Lake Ontario‐St. Lawrence River Study, and the Apalachicola‐Chattahoochee‐Flint/Alabama‐Coosa‐Tallapoosa River Basin Study. The article concludes by summarizing the advantages and limitations of this planning approach. 相似文献

ABSTRACT: This study examines water consumption characteristics in Casablanca and analyzes approaches for sustainable water demand management. Research procedures involve the development and estimation of water demand models for the residential/commercial, industrial, and institutional sectors; forecasts of water demand to 2010; and simulation of the effects of a complex of water conservation methods on the forecasted demands. The results indicate that residential/commercial water demand is weakly responsive to price changes (elasticity =?0.448) while institutional water demand is slightly more responsive (elasticity =?0.648). The conservation approaches used in the simulations included public education, plumbing code revisions to require use of water conservation devices, leak detection and repair, pricing policy, metering, and pressure reduction. The results indicate that considerable saving in water use can be attained through a comprehensive water demand management program. 相似文献

Obligations to bordering states, endangered species protection, and long‐term resource sustainability objectives have created a need for most western states to reduce the consumption of irrigation water. In Nebraska specifically, the Nebraska Department of Natural Resources (NDNR) and local Natural Resource Districts (NRDs) are meeting a large part of this need by using a regulatory approach, commonly called groundwater allocation. The cost of allocation, which occurs in the form of reduced economic returns to irrigation, could be greatly reduced by using an integrated cap and trade approach. Much like environmental cap and trade programs which are used to reduce the cost of limiting environmental pollution, the trading of capped groundwater allocations can reduce the cost of limiting water use. In an analysis of a typical case in the Nebraska Republican Basin, we found that the impact of a water market to trade groundwater allocations depended on the size of the allocation and on the characteristics of the land and irrigation systems involved in the trade. Potential economic benefits from trade ranged from US$0 to US$120 per 1,000 cubic meters traded, from US$25 to US$250 per 1,000 cubic meters of reduction in consumptive use, and from US$16 to US$50 per hectare of irrigated land in the region. The highest benefits occurred at relatively high allocations, which capped withdrawals at 65‐75% of the expected unrestricted pumping level. ABSTRACT: Scarcity combined with differences in values, beliefs, and attitudes can lead to behavior differences and conflicts over water. This paper develops an index for measuring potential conflict using survey information about water attitudes and beliefs of individuals in three groups in a Florida case study. The index helps in assessing the current capability of the institution to reduce conflict. The results suggest that the current institution is effective, but changes may help to streamline the consumptive-use permitting process, to improve educational programs, and to seek improved institutional arrangements to reduce future conflict over economic uses of water. 相似文献

Abstract: Rapidly growing regions such as the western United States face difficult challenges in mobilizing new water supplies to meet new demands. Environmental concerns have curtailed the scope for large new surface storage projects, and widespread basin overdraft has limited ground water’s potential as a source of expansion. Drawing on the California experience, this article explores modern water planning approaches, which focus on a portfolio of options including nontraditional sources (recycling, desalination, underground storage) and more efficient use of existing supplies (conservation and water marketing). Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts. 相似文献

Abstract: Water in the West Bank of Palestine is a key issue due to its limited availability. Water is used from own sources for domestic, industrial, and agricultural purposes. Moreover, water is consumed in its virtual form through consumption of imported goods, such as crops and livestock, the production of which used water in the country of production. In addition, wastewater in many parts of the West Bank is disposed off without treatment into the wadis, deteriorating the quality of the water resources in the area and, therefore, further reducing the quantity of good quality water available. This paper calculates the water footprint for the West Bank. The consumption component of the water footprint of the West Bank was found to be 2,791 million m3/year. Approximately 52% of this is virtual water consumed through imported goods. The West Bank per capita consumption component of the water footprint was found to be 1,116 m3/cap/year, while the global average is 1,243 m3/cap/year. Out of this number 50 m3/cap/year was withdrawn from water resources available in the area. Only 16 m3/cap/year (1.4%) was used for domestic purposes. This number is extremely low and only 28% of the global average and 21% of the Israeli domestic water use. The contamination component of the water footprint was not quantified but was believed to be many times larger than the consumption component. According to the official definition of water scarcity, the West Bank is suffering from a severe water scarcity. Therefore, there is a need for a completely new approach towards water management in the West Bank, whereby return flows are viewed as a resource and that is geared towards a conservation oriented approach of “use, treat, and reuse.” 相似文献

At an early stage of the rising fracking controversy in Germany, ExxonMobil initiated a rather large and costly company dialogue to defuse public concerns over fracking. To shed light on the public implications of private participation, this study analyses how this so-called InfoDialog attempted to reach this goal, and what the consequences were. For this purpose, an interpretive analytical perspective that employs concepts of conflict and participation analysis is adopted. Following this perspective, several design features of the InfoDialog and their implications for the framing of the fracking issue are reconstructed. This provides the ground for analysing the roles that the InfoDialog could play in coping with the fracking controversy. Finally, the dialogue's embeddedness in the context of the emerging fracking debate in Germany is examined. The analysis suggests that the InfoDialog could not defuse the public controversy over fracking by scientization. However, as a forerunner in the emerging politics of expertise, it has supported a particular framing of the public controversy. These insights provoke further critical questions about the implications of privately organized participation arrangements regarding public controversies. 相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty. 相似文献

ABSTRACT: The solution of a water resource allocation problem by an alternative social arrangement is presented. Classical Austrian economic theory and the “new resources economics” provide both theoretical and practical evidence to support the development of well-defined, private property rights to the water resource in question. A conflict analysis demonstrates that management of the Manayunk Canal by a firm would reconcile existing confrontations through compromise use of the water resource. While it is true that tourism is one of the main driving forces behind economic growth in several world regions, it is also true that tourism can have serious negative environmental impacts, especially with regard to water resources. The tourist water demand can generate big problems of sustainability, mainly in those regions where water is scarce, as occurs in most coastal and small island destinations where a large part of world tourism is concentrated. Given the shortage of literature on the subject, further research into the tourist water demand is required, with particular attention to the hotel sector, since hotels are the most popular option for tourists, displaying higher levels of water consumption. The main purpose of this study is to develop a model to analyse hotel water consumption at a mature sun and sand destination with a strong seasonal pattern and scarcity of water; characteristics shared by some of the world's main tourist destinations. Our model includes a set of different hotel variables associated with physical, seasonal and management-related factors and it improves on the capacity to explain water consumption at such destinations. Following a hierarchical regression methodology, the model is empirically tested through a survey distributed to managers of a representative sample of hotels on the island of Mallorca. From the obtained results, interesting recommendations can be made for both hotel managers and policy makers. Among these, it should be highlighted that the strategic move contemplated by many mature destinations towards a higher quality, low-season model could have significant negative effects in terms of the sustainability of water resources. Our results also conclude that managerial decisions, like the system of accommodation that is offered (i.e. the proliferation of the "all-inclusive" formula, both at mature and new destinations), could give rise to the same negative effect. Development of water saving initiatives (usually introduced in response to demand-based factors), also reveals significant effects over water consumption. Finally, other key factor in explaining hotel water consumption is the management system under which the hotel is run. 相似文献

Abstract: Managing drought in agriculture has taken on growing importance as population growth and environmental concerns place increasing pressures on agricultural water use. One alternative for agricultural water resource management in areas of recurrent drought is allocation through market mechanisms. While past research has aimed to explain why farmers are reluctant to participate in already established water markets, this research seeks to identify the appropriate market mechanism given farmers’ preexisting attitudes toward water markets. Statistical analysis of survey data from 166 farmer interviews in the Rio Grande Basin indicate that farmers are significantly more likely to participate in short‐term water mechanisms, such as spot water markets and water banks than in permanent transfer mechanisms, particularly those that fully separate water rights from land. In sharp contrast to expectations, the choice of market mechanism did not differ significantly between farmers based on their a priori intention to buy, sell or both buy and sell in these markets. Choice of market mechanism also did not differ among farmer types although small, lifestyle or hobby farmers clearly preferred spot water markets to other types of short‐term mechanisms. Evaluating these attitudes a priori may help to design more suitable water market mechanisms for the basin. 相似文献

This study assesses the water availability and the water scarcity based on the hydrologic behavior under different weather conditions and crop coverages in an irrigated agricultural area of Rincon Valley in New Mexico using the SWAT (Soil and Water Assessment Tool) model. Two spatial crop coverages included normal (2008) and dry (2011) years with 14 different crop sets for each year. The SWAT was applied to generate the five essential indicators (surface flow, evapotranspiration, soil water, groundwater recharge, and irrigation water) to evaluate the integrated water availability based on hydrologic response units (HRUs) along with the Arrey Canal to supply irrigation water in the crop areas. The water availability index scores (0–1 range with 1 being the most available and 0 the least available) of alfalfa, corn, cotton, and pecans were 0.21, 0.56, 0.91, and 0.20, respectively, in the normal year and 0.16, 0.78, 0.88, and 0.24, respectively, in the dry year. In the dry year, water scarcity values were high in mostly alfalfa areas, whereas cotton areas have mostly no stress with good water availability. The major water users of crops, ranked in order, were alfalfa, pecans, cotton, and corn. During the dry year, water availability showed to be balanced in terms of water supply and demand by controlling crop patterns from reducing alfalfa acreage by 12% and increasing cotton acreage by 13%. 相似文献

Water scarcity is a highly contested concept. The dominant narratives of water scarcity in policy debates have been criticised for prioritising purely quantitative metrics and eliding questions of inequality and power. While much scholarship on water scarcity examines contexts in the global South where potable water infrastructures do not reach most residents, this article examines conflict over commercial water extraction in a Northern setting where access to potable tap water is nearly universal, yet local water supplies are increasingly constrained. It addresses three main questions: (1) How are narratives or discourses of water scarcity mobilised by a range of actors in local conflicts over groundwater extraction for water bottling?; (2) To what extent do these discourses invoke biophysical versus socially produced scarcity, current versus future scarcity, and local versus regional or global scales of scarcity?; and (3) What are the implications of the findings for efforts by environmental advocates and communities to protect local water supplies? We explore these questions by analysing a local case study of conflict over groundwater extraction by the leading bottled water firm, Nestlé Waters, in southwestern Ontario, Canada. We find that the scarcity narratives deployed by local residents, activists, public officials, and bottling industry representatives illustrate the use of several forms of figurative conflation involving geographic and temporal scales of water scarcity, and economic and volumetric forms of scarcity. We argue that this conflation illuminates deeper issues of economic and social justice at the heart of the conflict, which transcend reductionist hydrological assessments of scarcity or abundance. 相似文献

In recent decades, public and private environmental entities have been purchasing or leasing water rights across the Western United States (U.S.) in efforts to restore river flows and aquatic ecosystems. The need to pay for flow restoration arises from the fact that state governments did not begin to reserve water for instream purposes until the 1970s, long after water rights had become over‐appropriated and flows were substantially depleted in most rivers. As a consequence, flow depletion has become the leading cause of fish endangerment in the U.S., including the imperilment of two‐thirds of all native fish species in the Colorado River system. This paper takes stock of the progress made in buying water for the environment, specifically by reviewing and analyzing more than 50 transactions executed by public and private entities and the sources of funding underpinning these transactions. We conclude that nongovernmental actors — such as environmental organizations and state water trusts — are integral to regional efforts to restore river flows; these nongovernmental actors executed more than two‐thirds of the transactions we documented. However, we also conclude that the long‐term success of these nongovernmental actors depends upon the availability of sustained public funding that enables them to build capacity and engage in the large number of transactions needed to restore flows across each state. 相似文献

The commercial fishing fleet in New Bedford, Massachusetts, USA, harvests seafood on George’s Bank, home of one of the nation’s
most productive fisheries. We calculated the energy return on investment (EROI) and carbon intensity of protein harvest in
the New Bedford fisheries from 1968 to 1988. EROI is the ratio of the energy content of the edible fish protein harvested
to the quantity of fossil fuel energy used directly in the harvesting process. Carbon intensity is the quantity of carbon
dioxide (CO2) released (from the burning of fossil fuels) per calorie of edible fish protein harvested. The results show that the EROI
of protein harvest declined from 0.18 to 0.028 from 1968 to 1988, indicating that the energy used to harvest seafood increased
from about 6 to 36 kcal of fuel for each kilocalorie of protein harvested. The quantity of CO2 released per calorie of edible fish protein is a linear function of energy use and therefore increased in a similar manner.
During this period there was a large increase in fishing effort (caused by the increase in the real price of seafood products,
favorable tax treatment for new vessel construction, and low interest loans from the government), and a decline in several
important species of fish. The results suggest that fishing pressure could be managed effectively by the regulation of fuel
use by the fleet. Despite the increase in the price of many seafood products, fishermen absorbed many of the costs of increasing
scarcity in the form of longer working hours and fewer men per vessel. 相似文献
