Abstract

A number of cities around the world are associated with very high levels of private motor car usage, and Auckland provides an example of one of these ‘hyperautomobile’ cities. There are many problems with this system of transportation and dependence on the private car, including environmental, social and city design dimensions. Though there is a clear aspiration to move towards reduced levels of car usage in the city's transport and spatial planning strategies, there are major difficulties in implementation terms. We develop and consider future scenarios to 2041 to reduce these levels of motorization, and subsequent transport CO2 emissions, with a much greater use of public transport, walking and cycling, urban planning, and low emission vehicles. The current implementability of such a ‘sustainable mobility’ future is however questioned in the current political and social context, and critically debated in terms of the available governance mechanisms and the limited attempts to shape the behaviour of the public. We conclude by calling for a reconsideration of the policy measures being considered, including the range and levels of application and investment; with a much wider framing of the transport planning remit, and carried out within a much stronger participatory framework for decision-making.  相似文献

Abstract

European cities have emerged as laboratories for ‘sustainable mobility'. In the last few years, they have supported numerous electric car projects which combine clean engine technologies with offers on public or shared mobility. This paper compares two ongoing public electric car services in Berlin (BeMobility) and Paris (Autolib’). We explain how both projects shape future visions of sustainable mobility and transform regional transport systems in specific ways through their performative impact as local transport policy tools. Focusing on the socio-economic and political processes through which both projects were conceived and put into practice, we explain their differences as they reflect participating actors' interests in a French versus German industrial and transport policy context after the economic crisis in 2008. We find that whereas BeMobility integrates electric cars as one element in Berlin's intermodal transport system, and thus is centred around ‘intermodality' as the central vision of sustainable transport, Autolib’ in Paris essentially reproduces the dominant mode of private passenger car transport through adding a shared electric car fleet.  相似文献

This paper evaluates the planning competences required to enact a managed transition to sustainability at the municipal level for cities facing population, economic and employment decline. Drawing on the ‘shrinking cities’ literature, we argue consolidation of the built environment can become a focal point for sustaining citizen welfare when transitioning cities that are facing decline, especially those previously reliant on resource industries. We evaluate the former coal mining city of Yubari, Japan, which is developing a consolidated urban form with the aim of creating a ‘sustainable’ future city. Findings from interviews and content analysis of Yubari’s planning policy indicate, however, that to translate ‘shrinking’ a city into a managed transition, spatial planning must be accompanied by a wider range of social policy measures and strong cross-sectoral engagement. We also caution that the unique geographical and political context of Yubari mean its model may not be directly replicable in other contexts.  相似文献

Abstract

‘Market transformation’ of the significant urban development industry towards more sustainable practices is not moving at great pace. Design and assessment systems that may promote uptake of more sustainable urban design and development are reviewed briefly followed by a comparison between building and neighbourhood scales. For the latter there is a dearth of design and assessment tools for the residential built environment and of indicators to monitor progress towards sustainable development. Local authorities increasingly require an integrated approach to data collection and inclusion of infrastructure service providers in design, assessment and monitoring of urban development and associated environmental effects. By examining attempts to increase uptake of more sustainable residential development, the potential for tools and indicators at the neighbourhood scale to reduce environmental impact of the built environment is highlighted. It is recommended that built environment initiatives need to be combined with research into behavioural changes to achieve the desired outcome of a sustainable built environment and to increase the dialogue between communities, developers and local authorities.  相似文献

Abstract

Local Agenda 21 (LA21), which has its roots in the UN Conference on Environment and Development held in 1992 in Rio de Janeiro, aims at fostering processes of sustainable development on a local level. In this article, we compare the LA21 processes of two cities, Helsingborg in Sweden and Vienna in Austria, to seek insight into the varying implementation approaches of common international political commitments. Our focus of analysis is on the social organisation of the two processes, the way local residents are integrated into LA21 work, and especially the political images of citizens—which we call ‘imagined citizens’—that different actor groups hold. The results of the study illustrate two almost diametrically opposed organisational forms of local sustainability governance, the Swedish process relying on a more expert-led, technocratic model of implementation and the Austrian process strongly building on deliberative forms of citizen participation.  相似文献

ABSTRACT

Contemporary smart cities have largely mirrored the sustainable development agenda by embracing an ecological modernisation approach to urban development. There is a strong focus on stimulating economic activity and environmental protection with little emphasis on social equity and the human experience. The health and well-being agenda has potential to shift the focus of smart cities to centre on social aims. Through the systematic and widespread application of technologies such as wearable health monitors, the creation of open data platforms for health parameters, and the development of virtual communication between patients and health professionals, the smart city can serve as a means to improve the lives of urban residents. In this article, we present a case study of smart health in Kashiwanoha Smart City in Japan. We explore how the pursuit of greater health and well-being has stretched smart city activities beyond technological innovation to directly impact resident lifestyles and become more socially relevant. Smart health strategies examined include a combination of experiments in monitoring and visualisation, education through information provision, and enticement for behavioural change. Findings suggest that smart cities have great potential to be designed and executed to tackle social problems and realise more sustainable, equitable and liveable cities.  相似文献

Abstract

There are creative, affordable ways to address community development and also achieve goals of environmental sustainability. Approximately thirty case studies, based on interviews and usually also site visits, were completed during 2005. The case studies examined community gardening and urban agriculture, the greening of publicly controlled urban electricity and bus agencies, reuse centers and local business associations in the United States. Policy recommendations for city governments that emerged from the case studies are summarized here. There are many opportunities for financially pressed cities to assist the development of ‘just sustainability’ projects with minimal financial commitments. They can do so by rechannelling the purchasing decisions of public agencies, building partnerships with community organizations and developing the small business sector.  相似文献

ABSTRACT

British cities and residential suburbs were originally developed under a modernist growth logic: separating home from work, with little concern for energy use. But recent political and social priorities such as climate change and energy security have created an imperative to reduce domestic energy use, with many existing dwellings rendered “obsolete” on account of their poor energy efficiency. This precipitated a need to develop domestic retrofit – the modification of building fabrics and systems to improve their energy efficiency – as an urban infrastructure. The UK Government responded in 2011 with policies such as the “Green Deal”, through which coalitions of actors in cities including local authorities, voluntary sector organisations and private businesses were encouraged to experiment with place-based retrofit. This paper examines the challenges and effects of developing a domestic retrofit infrastructure in a North London borough under particularly challenging policy conditions. We develop a hybrid framework for understanding the process and product of this place-based experimentation and through this we ask two questions: 1. How did both local and national conditions enable and limit the development of this infrastructure? 2. Was the emerging urban infrastructure functional and equitable? In Haringey’s case, a strong local political agenda positioned retrofit as a development opportunity and vehicle for reducing inequality, but national priorities around market-making and technological fixes dominated emerging responses. Whilst Haringey’s efforts in a difficult policy context did result in retrofits and improvements to around a thousand properties, the emerging infrastructure of retrofit services was incomplete, inequitable and temporary.  相似文献

Abstract

Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the ‘dark side’, it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability.  相似文献

Abstract

A new institutional architecture is emerging in Wales to govern sustainable development. The National Assembly for Wales (hereafter referred to as the ‘Welsh Assembly’)1 1The National Assembly for Wales is the legal entity and title given to the devolved body in Wales. ‘Welsh Assembly Government’ is the term used by the current administration. has a statutory duty to promote sustainable development in the exercise of all its functions; its response has been to design a set of political and organizational arrangements to manage this policy area, and to prepare a Scheme that sets out how it proposes to discharge this duty. Devolved government in Wales has also been the catalyst for the emergence of collaborative relationships and partnerships between different sectors and interests. The Welsh Assembly and the Welsh Local Government Association have published a Compact jointly committing them to promote sustainable development; national non-governmental organizations such as Oxfam and the World Wide Fund for Nature have set up Welsh agencies; local government sustainable development coordinators have formed a national network; a national Sustainable Development Forum has been created; and the Welsh Assembly has taken the lead in establishing a European network of countries interested in sharing best practice on sustainable development. A new Wales-specific structure and system is materializing and the test now is how far this will be effective in delivering sustainable development policies and solutions at local and national levels. This paper examines the challenges in managing sustainable development, and the potential for success of this new governance system, drawing on recent research undertaken by the author on behalf of the Joseph Rowntree Foundation. The examination is set in the context of different theories of governance, and sustainable development is conceptualized as a ‘wicked issue’—one that cannot be resolved by organizations and agencies acting autonomously, but rather needs concerted focus and action across all sectors.  相似文献

ABSTRACT

The sustainable city of the future is typically envisioned as smart, creative and disruptive, assuming that urban and local sustainability is achieved through new technology and innovation. However, considering that the built environments of our cities and surroundings are highly durable, there is also a need to focus on how resources brought from the past – histories, artefacts and places – may be used for promoting urban sustainability. We label this a “deep city” perspective on urban and local transformation. By looking at Røros, a World Heritage Site in central Norway with a dense and historic wooden urban centre, we investigate how its heritage protection facilitates the maintenance of a compact urban centre. We hold that a shared sense of place – the deepness– may serve as a resource against unsustainable sprawl and mall-oriented development.  相似文献

ABSTRACT

“Waste-to-energy” (WTE) technologies have been presented as one of the avenues to improve the management of solid waste whilst promoting clean and healthy urban environments through the recovery of waste and generation of energy. Research suggests that with the right investment in technologies and institutional changes, waste can potentially become a resource that can contribute to the socio-economic development of cities. It is in this context that this paper presents a review of the literature on WTE technologies and their implications on sustainable waste management in urban areas. The paper particularly contributes to our understanding of WTE technologies and its potential on Municipal Solid Waste Management (MSWM) in Johannesburg, South Africa. It is estimated that the city of Johannesburg’s landfills airspace will be completely depleted by year 2023. This projection becomes a motivation for the identification of suitable WTE alternative avenues to manage waste in the city. The paper argues that WTE technologies can contribute significantly to sustainable waste management, economic growth, ecological and environmental well-being.  相似文献

This paper aims to initiate a debate through which the gap between rhetoric and the local-level implementation of sustainable development might be addressed. It seeks to contribute towards a conceptual as well as a practical basis for the understanding of what contribution sustainable development can make in the context of the post-apartheid reconstruction of South African cities. The analysis draws on an examination of the incorporation of sustainable development in post-apartheid policy as it relates to the urban environment, and its implications for implementation as experienced by formal (local government) and informal (community groups) local-level institutions. In order to ensure that capacity exists for the implementation of sustainable development, it is argued that this rethinking of sustainable development should be informed by the present transformation of formal and informal institutions, whilst the transformation of institutions should occur in a manner that reflects these new conceptual understandings.  相似文献

Abstract

In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present ‘bonding’ social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and ‘bridging’ social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area.  相似文献

ABSTRACT

While local governance is widely acknowledged as an important element in the pursuit of sustainability, local action alone is insufficient to produce lasting change. One recent solution to this quandary has been the production of certification frameworks that encourage sustainable development at the neighbourhood scale by providing local actors with standardised definitions of sustainable practices. While these frameworks facilitate the spread of sustainable development strategies between local communities, there are significant contrasts between their approaches to encouraging local sustainable development that simultaneously fulfils global objectives. This article explores these contrasts through two neighbourhood-scale sustainability certification frameworks: LEED for Neighborhood Development (LEED-ND) and the EcoDistricts Protocol. Analysis of these frameworks in the context of two centrally-located neighbourhoods in Portland, Oregon, reveals substantial contrasts between the two frameworks in terms of the relative flexibility of their sustainability metrics, the time frame over which decisions regarding sustainable development are made, and community involvement in the process of pursuing specific objectives. Furthermore, it suggests that greater flexibility in the application of standards, continuous governance, and greater community involvement lead to more dynamic and holistic forms of sustainability that evolve as both local community needs and broader understandings of sustainability change over time.  相似文献

ABSTRACT

The quest for sustainability signals a departure from industrialist presuppositions about the human capacity to control nature that had hardly been questioned during the modern era. Environmental politics, indeed, entered the public scene with warnings of environmental crisis that disrupted industrialist assumptions and supported a call for a dramatic change in course. As environmental problems became part of an agenda of sustainable development, however, there came a shift from a disruptive politics towards professionalization and a managerial emphasis. A reflexive approach to sustainability needs to reconsider the relevance of politics while also thematizing problems of history and power. The concept of ‘developmental constructs’, which Harold D. Lasswell offered as part of his proposal for a reflexive project of contextual mapping, is advanced here as relevant to that end. Comparing the early interventions of Rachel Carson and Amory Lovins to Lasswell's conception of developmental constructs, the article maintains that such proposals for sustainable futures highlight the importance of a political connection.  相似文献

Abstract

The charge of Local Agenda 21 is to facilitate agency by a wide range of actors in civil society. Student groups, both in schools and universities, have the potential to be important agents. This commentary concerns one example of student agency addressing sustainable development in a highly politicized context where political and social justice are high on the public agenda. On 14 April 2005 three students from the London School of Economics hosted a conference in Jerusalem for Palestinian and Israel students. This was one of the first joint conferences of Palestinians and Israelis since the start of the second Intifada in 2000. The subject of the conference was sustainable development in the Middle Eastern context and the following is an article composed by some of the conference participants. Their views are presented in their own words in order to recognize their ownership of the process. The authors suggest that projects that create a collaborative forum for Palestinians and Israelis regardless of the subject create a setting for track-three diplomacy and an opportunity to deconstruct stereotypes and learn from one another's knowledge. ‘Track-three’ diplomacy is understood in this article as grassroots initiatives implemented by ‘amateurs’ which feed into more official diplomatic relations. Abstract

In the last decade the concept of sustainable development has been widely embraced as the key to environmentally friendly development. However, in many instances the physical sustainability side of the equation stops at a rhetorical level and the ensuing developments fail to respond to ecological imperatives or to protect existing ecological values. Nowhere is this failure more evident than at the urban fringes of Melbourne, Australia, where residential land estate developments relentlessly engulf degraded agricultural lands that often contain the remnants of vegetative and hydrological ecological systems.

This paper postulates that while landscape design practitioners claim the ‘authority of nature’ (and, by extension, the land) for their design inspiration, in reality narrow practice foci and instrumental approaches have meant that the design of estates and subdivisions often make only token reference to ecological underpinnings. It is argued that instrumental influences on design decision-making are embedded in landscape-architectural professional culture and glossed over with an elusive rhetoric of care and concern for the environment. It is further postulated that individual expressions of interest in the land and its systems can make a substantive contribution to sustainable design practice and practical outcomes.  相似文献

ABSTRACT

This article examines systematic assessment practices linked to sustainable development policies. We consider five types of assessment—monitoring, policy evaluation, formal audit, peer review, and specialist reporting—and explore their fate in the policy and electoral politics cycles. In contrast to traditional views of the policy cycle, we note that systematic assessments provide complementary feedback around the entire policy cycle. However, despite this omnipresence, their policy relevance is usually severely limited, inter alia because the policy cycle captures only parts of the political reality. A major concern for politicians (but not necessarily for policy or governance scholars) that goes far beyond the formulation and implementation of policies is the broader cycle of electoral politics that determines the state's political personnel as well as government priorities. Here, we highlight that the findings of systematic assessments are often lost in a cacophony of voices to which politicians are more carefully attuned, such as media responses and opinion polls, implying that scientific evidence is simply ‘overwritten’ with other kinds of evidence representing alternative rationalities and priorities. Despite numerous shortcomings, the true value of systematic assessment practices lies in their potential to furnish ammunition to state and non-state actors interested in securing change.  相似文献
