Urban areas worldwide are challenged by climate change and urban flooding. Within the academic literature, adaptive measures that can be integrated into other issues such as recreation, nature reserves, and social issues are considered the way forward. Adaptation has recently become a mandatory planning theme for Danish municipalities, which in the absence of established practices are struggling to find the best institutional set-up to address adaptation as an integrated issue. Based on a case study of an integrated project organised as a partnership, this article identifies and discusses governance challenges that must be addressed if municipalities are to benefit from synergies through integrated projects. The municipality in question has established a partnership with housing organisations, foundations, and a utility company as well as facilitated a dialogue with citizens and institutions to address flooding threats and social issues at the neighbourhood scale. Because of strong political and leadership support, funding from partners, and good project facilitation both partners and politicians are enthusiastic about the project and its potential. Several challenges, however, needed to be addressed, particularly in relation to clashing norms from different governance paradigms. This is an issue requiring more attention both in research and practice.  相似文献

Over the past fifty years, economists have developed methods for estimating the public benefits of green spaces, allowing such information to be incorporated into land use planning. But the extent to which it is ever used is unclear. This paper reviews the literature on public values for lands on urban outskirts, not just to survey their methods or empirical findings, but to evaluate the role they have played – or have the potential to play – in actual US land use plans.Based on interviews with authors and representatives of land trusts and governments, it appears that academic work has had a mixed reception in the policy world. Reasons include a lack of interest in making academic work accessible to policy makers, emphasizing revealed preference methods which ignore important non-use values, and emphasizing average values over distributions of values. Nevertheless, some success stories illustrate how such information can play a role in the design of conservation policies.  相似文献

After an initial burst of enthusiasm in the 1990s, community-based forest management (CBFM) is increasingly being viewed with a critical eye. Evidence suggests that many programs have failed to promote their stated objectives of sustainability, efficiency, equity, democratic participation and poverty reduction. A large volume of academic literature now exists on CBFM, examining both the success and failure of such initiatives in a wide variety of countries. Through analysis of key themes, concepts and issues in CBFM, this article provides a review of CBFM initiatives in tropical developing countries for policymakers, practitioners and planners wishing to gain an understanding of this wide-ranging, interdisciplinary academic literature. The article identifies key institutions and incentives that appear to significantly affect the success or failure of CBFM initiatives. In particular, it reports that consideration of institutional and socioeconomic factors along with personal characteristics of key stakeholders such as beliefs, attitudes, financial resources and skills are important determinants of CBFM outcomes. However, local incentive structures also appear to be important. There is increasing recognition in the literature of the need to consider the conditions under which local politicians entrusted with carrying out CBFM initiatives will deem it worthwhile to invest their scarce time and resources on environmental governance.  相似文献

ABSTRACT

A transdisciplinary review of the current academic knowledge of Indigenous traditional fire management is presented for the Mt Lofty Ranges in South Australia. For a long time, the roles of Indigenous management of the landscape have either been overlooked or discounted within environmental studies. That situation is beginning to change in many parts of Australia. However, this review of knowledge of traditional Indigenous burning practices specifically for the Mt Lofty Ranges suggests that there is very little formalised, academic knowledge available that could be utilised to inform prescribed burning practices in the region. Perhaps Indigenous peoples’ use of fire was strongly governed by individual choices, or perhaps established regimes demarcated roles across groups; perhaps some areas were burnt regularly and others were left unaltered – there is still no clear evidence from the academic literature to provide even limited understandings of such elements of pre-colonial fire regimes. That gap in knowledge will become increasingly problematic as the need for appropriate, sophisticated burning practices to respond to risk in peri-urban Adelaide increases with a changing climate. To learn from traditional Indigenous land management: (a) formal knowledge needs to be generated on past regional burning practices; and (b) understanding needs to be developed as to whether past burning practices could lead to effective hazard management and biodiversity outcomes within contemporary landscapes. Such an integration of Indigenous knowledge for effective environmental management will only be possible if the injustices of past exclusions of the importance of Indigenous biocultural practices are recognised.  相似文献

Women are globally underrepresented in the energy industry. This paper reviews existing academic and practitioner literature on women's employment in renewable energy in industrialized nations, emerging economies and developing countries. It highlights similarities and differences in occupational patterns in women's employment in renewables in different parts of the world, and makes recommendations for optimizing women's participation. Findings reveal the need for broader socially‐progressive policies and shifts in societal attitudes about gender roles, in order for women to benefit optimally from employment in renewables. In some industrialized countries, restructuring paid employment in innovative ways while unlinking social protection from employment status has been suggested as a way to balance gender equity with economic security and environmental protection. However, without more transformative social changes in gender relations, such strategies may simply reinforce rather than subvert existing gender inequities both in paid employment and in unpaid domestic labor. Grounded interventions to promote gender equality in renewable energy employment – especially within the context of increasing access to energy services for underserved communities – are more prevalent and better‐established in some non‐OECD (Organisation for Economic Co‐operation and Development) countries. OECD countries might be well‐advised to try to implement certain programs and policies that are already in place in some emerging economies.  相似文献

This paper focuses on the embeddedness of energy poverty – understood as the inability to secure a socially and materially necessitated level of energy services in the home – in the socio-technical legacies inherited from past development trajectories, as well as broader economic and institutional landscapes. Using Hungary as an example, we explore the recent expansion of energy poverty across different demographic and income groups. While much of the mainstream literature focuses on cases where energy poverty affects distinct social groups and issues, our analyses examine the systemic implications of a form of deprivation that involves a much wider range of social and spatial strata. We develop a framework that highlights the different ways in which inadequate access to energy services has resulted in the emergence of new political reconfigurations among a variety of actors, while prompting the articulation of household strategies with far-reaching structural consequences.  相似文献

水资源时空分布不均造成的水资源短缺问题已成为阻碍区域发展的重要因素。为了应对区域间的水资源短缺问题,跨流域调水工程作为不同流域水资源优化配置的一种手段,被广泛用于解决水资源分配不均和区域需水不平衡问题。调水工程虽然短期内缓解了水资源压力,平衡了区域间用水需求,但其建设和运营过程对工程所涉区域的地方经济、地理环境、人文环境以及生态环境也造成不同程度的压力。本文通过对当前世界范围内跨流域调水工程的文献回顾,围绕跨流域调水工程所引发的社会公平正义层面的争议,借助环境正义理论的分析方法,通过对国内外调水案例的实践分析,追踪相关环境不公的现象和争议,剖析当前社会—生态冲突的产生机制。最后从我国水生态文明建设实际出发,提出以建立健全水权交易市场,构建"赋权—认同—合作"参与机制和树立"人类命运共同体"理念的解决对策,以期降低调水工程对环境和社会所造成的负面影响,推进水生态正义体系的建设。  相似文献

In 2004 New Zealand's (NZ) Labour-led government launched the Communities for Climate Protection – NZ (CCP-NZ) programme. Following a shift in Government leadership in 2008, from Clark's Labour-led to Key's National-led government, the CCP-NZ programme was discontinued. Through the narratives of managers charged with the implementation and delivery of the CCP-NZ programme, this paper explores the structural challenges that contributed to the initiative's decline in NZ local government. This research contributes to the academic literature by shedding light on the outworking of a local government carbon management strategy. Additionally, this study provides policy makers and managers seeking to embark on organisational carbon mitigation the opportunity to glean insight from the experience of public sector managers responsible for the CCP-NZ programme.  相似文献

This paper introduces a special issue of Local Environment that has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda.  相似文献

Many intentional communities worldwide, such as ecovillages and co-housing communities, have explicit goals of living in an environmentally sustainable manner, and are taking conscious steps towards these goals in response to the widely discussed unsustainability of the global sociotechnical system. There are numerous claims from researchers and community members, in the academic and grey literature, that intentional communities are making significant improvements towards sustainability goals, particularly in terms of environmental impact. However, actual measures of progress, with evidence supporting these claims, are relatively scarce. This paper presents the findings of a systematic review of quantitative studies of the environmental impact of intentional communities, including comparisons with relevant “mainstream” communities. The review focused on the two indicators that are most commonly reported in studies of the impact of intentional communities – the ecological footprint and the carbon footprint. This review was undertaken as there is a lack of literature reviews that comprehensively compile existing quantitative studies about intentional communities. In total, the review identified 16 separate studies covering 23 communities and 30 footprint measurements, with publication dates ranging from 2000 to 2014. This is a greater number of studies than in any other literature review of this topic. Taken as a whole, these compiled studies provide strong support for claims of greater environmental sustainability within these communities, and reinforce the need for greater research and exploration of the role sustainability-oriented intentional communities can play in the transition to more sustainable sociotechnical systems.  相似文献

Focus groups have achieved a profile in the analysis of public values unparalleled since the emergence of national opinion polls. While they have been used in a variety of public policy, academic and political settings it is their employment within the field of environmental policy, specifically the land-use planning system, that is the focus of this paper. Using evidence from empirical research it is argued that the research-policy interface of environmental focus groups and planning is currently both undertheorised and underpractised. Undertheorised in that much of the literature on focus groups concentrates on their conduct rather than how they can inform policy. Underpractised because focus group data are failing to have much impact on policy. This paper concentrates on the second of these propositions by showing that while some of the problems with quantitative public environmental values surveys can be overcome by focus groups, the nature and content of the data they produce are not easily assimilated by existing planning structures. In an era when the role of the public, in all its diversity, is being emphasised in policy circles, and collaborative projects between academia and policy communities on environmental issues are becoming increasingly commonplace, early warning signs of tensions between research findings and policy development need to be heeded. A failure to acknowledge these problems may well lead to impoverished environmental policy in planning, a further marginalisation of publics from policy processes and an unjust devaluation of the focus-group method.  相似文献

A growing body of literature examines how human bonds with place influence engagement with climate change and other environmental issues. Yet, studies in this vein derive from a number of disconnected literatures with a variety of place concepts employed. We set out to assess the current state of knowledge in this field and provide a framework for analysing dimensions of relations to place and their links with environmental engagement. We systematically analysed the characteristics of 66 studies identified for: focus of research, location, methods, and findings, particularly whether relationships to place aided in environmental engagement. We also categorised the studies according to our dimensions of place relations framework, cultural and environmental contexts, and intensity of climate impacts experienced. The answer to our guiding research question – whether place attachment was an effective way to communicate with people about climate change and get them actively engaged with it – was yes (74.2%), but with considerable variation according to these characteristics and dimensions. Based on this analysis, we identify gaps in current research and suggest critical paths for future research, especially in terms of geography and demography because of their implications for justice and equity in the processes of climate change mitigation and adaptation. Needed future research includes studies of place relations in regards to climate change specifically, studies in the Global South, of minority populations, beyond rural areas, and qualitative or mixed-method studies able to draw out the complexities of relations to place.  相似文献

The number of MPAs has increased sharply, from just 118 in 1970 to well over 6,300 today. This growth in numbers has also been accompanied by a voluminous growth in the academic literature on the theme, with writers employing ecologic, economic and governance lenses (or a combination thereof) to both support the case for MPA creation, and to evaluate just how successfully (or not) existing MPAs match up to their promises. Research suggests effective management of such protected areas is vital if desired outcomes are to be achieved within the allotted time period. This Special Feature on MPAs therefore seeks to address two key questions derived from the management effectiveness framework of Hockings and others (2000), namely: ‘How appropriate are the management systems and processes in place?’ and ‘Were the desired Objectives achieved—and if so, why?’ Fourteen articles, drawing on different disciplinary perspectives relating to MPA experiences from across the globe, offers insights into these questions by considering, inter alia, how: are MPA sites selected?; is ‘buy-in’ to the process from the various stakeholders achieved?; are these stakeholder’s views reflected in the management systems that evolve?, and what monitoring and evaluation mechanisms are in place? Bringing these perspectives and approaches together through the medium of this Special Feature is thus intended to further our understanding of the different issues that may confront both planners and managers of Marine Protected Areas.  相似文献

This article seeks to explain how and why church congregations mobilise on environmental issues and what – if anything – is distinctive about that mobilisation. Building on and adapting Resource Mobilisation Theory (RMT), we develop the idea of “spiritual resources” to help explain how a collection of spiritual identities, values, symbols and narratives can facilitate distinctive collective action on environmental issues. Our analysis draws on data derived from an in-depth case study of climate active groups in Scotland. It includes content analysis of websites, news stories as well as ethnographic observation of selected church and secular groups engaged in climate activity. We find church groups do enjoy a distinct set of resources – comprising tradition, rituals and symbols shaped by theology and doctrine – which are not wholly captured by other explanations of climate mobilisation. While these spiritual resources do not directly translate into specific environmental or climate action they can, especially when combined with other resources, lead to environmental activities distinctly motivated, and distinctly practised at the individual and community level.  相似文献

ABSTRACT

Addressing urban sustainability challenges requires changes in the way systems of provision and services are designed, organised and delivered. In this context, two promising phenomena have gained interest from the academia, the public sector and the media: “smart cities” and “urban sharing”. Smart cities rely on the extensive use of information and communications technology (ICT) to increase efficiencies in urban areas, while urban sharing builds on the collaborative use of idling resources enabled by ICT in densely populated cities. The concepts have many similar features and share common goals, yet cities with smart city agendas often fail to take a stance on urban sharing. Thus, its potentials are going largely unnoticed by local governments. This article addresses this issue by exploring cases of London and Berlin – two ICT-dense cities with clearly articulated smart city agendas and an abundance of sharing platforms. Drawing on urban governance literature, we develop a conceptual framework that specifies the roles that cities assume when governing urban sharing: city as regulator, city as provider, city as enabler and city as consumer. We find that both cities indirectly support urban sharing through smart agenda programmes, which aim to facilitate ICT-enabled technical innovation and emergence of start-ups. However, programmes, strategies, support schemes and regulations aimed directly at urban sharing initiatives are few. We also find that Berlin is sceptical towards urban sharing organisations, while London took more of a collaborative approach. Implications for policy-makers are discussed in the end.  相似文献

Media and academic debates about the environment have increasingly made reference to the so-called 'eco-preneur' ('green entrepreneur' or 'environmental entrepreneur'). These discussions encourage us to see the potential of such figures to act as drivers of environmental innovation. Their combination of entrepreneurial zeal and green motivations is seen as providing them with the ability to transcend the usual tensions between business and the environment. In academic circles a new literature is beginning to emerge around this perspective, 'eco-preneurship'. In this paper we investigate the usefulness of eco-preneurship for understanding environmental innovation. In particular we ask where this literature, supported by popular images in the media, fixes our gaze when we think about environmental innovation in society. And, crucially, what might we be missing by concentrating our attention on these eco-preneurs? The paper concludes by suggesting that environmental innovation is better understood as an inherently messy and complex institutional process, which cannot be reduced to the psychology of entrepreneurial personalities.  相似文献

ABSTRACT: When faced with practical forest land management issues such as the impacts of logging or forest conversion to other land uses, planners ideally require a comprehensive understanding of within drainage basin hydrological processes to determine the most vulnerable areas to increased storm runoff and erosion. Land managers in particular need to know the source areas and magnitude of inputs to the storm hydrograph, in terms of water quantity, sediment and solute transport; and the routing of such hydrographs from headwater to larger drainage basins. The latter includes an overall assessment at various scales of the impacts of forest disturbance and conversion on the water balance. This paper will focus on runoff generation in terms of identifying the various pathways and source areas. Such aspects will be linked with the need for a more comprehensive effort towards the field testing of so-called ‘physically based’ models of runoff generation. Some of the controversial issues arising from the difficulties in reconciling results from hydrochemical investigations with complementary hydrometric studies will be highlighted. Subsequently, attention will be given to topographic-wetness models, which have promising applications in forestland management. In addition, alternative simple models for application at the catchment scale will be assessed. The latter is in recognition that at smaller scales, heterogeneity both in time and space of soil hydraulic properties demand a greater number of parameters in modelling. Such considerations can even prove an obstacle in terms of the confident application of ‘physically based’ models.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献
