Concern about the agricultural soil resource in England has led to the introduction of a range of measures, which potentially challenge farmers' knowledge about the soil and its management. Our understanding however of how well-equipped farmers are with regard to effectively carrying out more complex and knowledge intensive sustainable soil management practices is limited. Specifically, by drawing on the concept of scientific and tacit forms of knowledge, this paper examines the knowledge of soils held by farmers through analysis of data collected from semi-structured interviews with farmers and agricultural advisors and supplemented with data from an extensive postal questionnaire survey of advisors. The data indicate that, while farmers are technically well informed, they can often lack the in-depth scientific knowledge required to implement more complex practices such as using the nutrient value of manures. They also reveal that, while most farmers have good knowledge of their own soils, their tacit knowledge of soil management can be weak, notably in relation to cultivation. The paper concludes that although farmers' knowledge about soil and its sustainable management appears in general to be well developed there are some areas, which need to be significantly enhanced and as such require both a policy response and further research effort.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

Climate change affects the productivity of agricultural ecosystems. Farmers cope with climate change based on their perceptions of changing climate patterns. Using a case study from the Middle Yarlung Zangbo River Valley, we present a new research framework that uses questionnaire and interview methods to compare local farmers’ perceptions of climate change with the adaptive farming strategies they adopt. Most farmers in the valley believed that temperatures had increased in the last 30 years but did not note any changes in precipitation. Most farmers also reported sowing and harvesting hulless barley 10–15 days earlier than they were 20 years ago. In addition, farmers observed that plants were flowering and river ice was melting earlier in the season, but they did not perceive changes in plant germination, herbaceous vegetation growth, or other spring seasonal events. Most farmers noticed an extended fall season signified by delays in the freezing of rivers and an extended growing season for grassland vegetation. The study results showed that agricultural practices in the study area are still traditional; that is, local farmers’ perceptions of climate change and their strategies to mitigate its impacts were based on indigenous knowledge and their own experiences. Adaptive strategies included adjusting planting and harvesting dates, changing crop species, and improving irrigation infrastructure. However, the farmers’ decisions could not be fully attributed to their concerns about climate change. Local farming systems exhibit high adaptability to climate variability. Additionally, off-farm income has reduced the dependence of the farmers on agriculture, and an agricultural subsidy from the Chinese Central Government has mitigated the farmers’ vulnerability. Nevertheless, it remains necessary for local farmers to build a system of adaptive climate change strategies that combines traditional experience and indigenous knowledge with scientific research and government polices as key factors.  相似文献

This study was undertaken to assess farmers’ attitudes toward sustainable agriculture and the environment. The majority of Ontario farmers in this 1991 survey supported the need for government policies which promote sustainable agriculture but there were major differences in the government policies which farmers thought would be sustainable or desirable. Most farmers felt the Government should promote diversified rural economic development, sponsor appropriate research and provide conservation grants to farmers willing to change to more sensitive environmental methods. Those least interested in forms of government intervention designed to enhance agricultural sustainability operated the largest farms. Conversely, those most likely to be receptive to government regulations and interventions designed to enhance rural equity, stability, productivity and sustainability were the smaller operation farmers who most often had off-farm employment.  相似文献

Small-holder farmers in Ethiopia are facing several climate related hazards, in particular highly variable rainfall with severe droughts which can have devastating effects on their livelihoods. Projected changes in climate are expected to aggravate the existing challenges. This study examines farmer perceptions on current climate variability and long-term changes, current adaptive strategies, and potential barriers for successful further adaptation in two case study regions—the Central Rift Valley (CRV) and Kobo Valley. The study was based on a household questionnaire, interviews with key stakeholders, and focus group discussions. The result revealed that about 99 % of the respondents at the CRV and 96 % at the Kobo Valley perceived an increase in temperature and 94 % at CRV and 91 % at the Kobo Valley perceived a decrease in rainfall over the last 20–30 years. Inter-annual and intraseasonal rainfall variability also has increased according to the farmers. The observed climate data (1977–2009) also showed an increasing trend in temperature and high inter-annual and intra-seasonal rainfall variability. In contrast to farmers’ perceptions of a decrease in rainfall totals, observed rainfall data showed no statistically significant decline. The interaction among various bio-physical and socio-economic factors, changes in rainfall intensity and reduced water available to crops due to increased hot spells, may have influenced the perception of farmers with respect to rainfall trends. In recent decades, farmers in both the CRV and Kobo have changed farming practices to adapt to perceived climate change and variability, for example, through crop and variety choice, adjustment of cropping calendar, and in situ moisture conservation. These relatively low-cost changes in farm practices were within the limited adaptation capacity of farmers, which may be insufficient to deal with the impacts of future climate change. Anticipated climate change is expected to impose new risks outside the range of current experiences. To enable farmers to adapt to these impacts critical technological, institutional, and market-access constraints need to be removed. Inconsistencies between farmers’ perceptions and observed climate trends (e.g., decrease in annual rainfall) could lead to sub-optimal or counterproductive adaptations, and therefore must be removed by better communication and capacity building, for example through Climate Field Schools. Enabling strategies, which are among others targeted at agricultural inputs, credit supply, market access, and strengthening of local knowledge and information services need to become integral part of government policies to assist farmers to adapt to the impacts of current and future climate change.  相似文献

We analyzed the relationship between the conservation behavior of farmers and their environmental attitude and knowledge, whilst controlling for exogenous socio-economic factors. We employed the structural equation model with cross-sectional data from 442 farmers from the Guanzhong Plain of China. Results showed that local farmers generally possessed a positive environmental attitude and undertook considerable conservation action. Conservation behavior was directly affected by environmental attitude and indirectly by environmental knowledge (via attitude). Social networks, farm size, land rights, age and incentives were significant exogenous explanatory variables. Thus, understanding the importance of socio-behavioral characteristics, including the environmental attitude and knowledge of farmers, is important for the development of farmland conservation policies. Specifically, farmers in this area were found to significantly depend on each other for information on farmland conservation practices. Thus, role model farmer discussions, dissemination of environmentally friendly techniques via social networks and the rewarding of environmentally friendly behavior among farmers should be used to encourage ongoing restoration endeavors, and thereby help mitigate environmental degradation.  相似文献

Farmers have been characterized as people whose ties to the land have given them a deep awareness of natural cycles, appreciation for natural beauty and sense of responsibility as stewards. At the same time, their relationship to the land has been characterized as more utilitarian than that of others who are less directly dependent on its bounty. This paper explores this tension by comparing the attitudes and beliefs of a group of conventional farmers to those of a group of organic farmers. It was found that while both groups reject the idea that a farmer’s role is to conquer nature, organic farmers were significantly more supportive of the notion that humans should live in harmony with nature. Organic farmers also reported a greater awareness of and appreciation for nature in their relationship with the land. Both groups view independence as a main benefit of farming and a lack of financial reward as its main drawback. Overall, conventional farmers report more stress in their lives although they also view themselves in a caretaker role for the land more than do the organic farmers. In contrast, organic farmers report more satisfaction with their lives, a greater concern for living ethically, and a stronger perception of community. Finally, both groups are willing to have their rights limited (organic farmers somewhat more so) but they do not trust the government to do so.  相似文献

在海外开展石油工程建设时,健康安全环保(HSE)管理人员往往按照原有国内经验或者HSE体系要求进行管理,而忽视了当地法规要求。在哈萨克斯坦共和国(以下简称哈国),中方HSE管理人员将面临着较大考验,因为哈国本身法规体系比较健全,政府执法也相对严格,如果不熟悉当地法律法规而发生违规行为,可能会被当地政府巨额罚款或者提起诉讼,从而严重干扰正常生产经营活动。文章就哈国HSE法规体系做一些探讨,对安全生产法规、消防法规、环境保护法规、健康管理法规进行介绍,并提出了有关对策和措施,希望能对后来者有所借鉴。  相似文献

This paper offers a new perspective on the environmental laws in Asian nations affecting the exploration, mining, and reclamation activities of the mineral resource industry: the perspective of the senior government officials in those countries, whose job is to enforce these new environmental laws. The article presents the results of a 1998 survey of national environmental officials in Asia conducted by the Colorado School of Mines and the Metal Mining Agency of Japan. Officials in 10 diverse countries—Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Mongolia, Philippines, Thailand and Vietnam—responded to a detailed questionnaire covering applicable laws, agencies, protected areas, covered mineral activities, financial assurance, environmental impact assessment, public involvement, environmental standards, permit and reclamation requirements.
The survey confirms that Asian nations are part of the global trend towards national government regulatory structures that balance mineral development objectives with environmental considerations. The survey also shows developing regulatory systems (some embryonic, some more mature) utilizing a combination of mining and environmental acts, and often an 'insider' perspective of the national officials administering the laws. While that perspective is not without its biases (not least the rigor of enforcement), it may nevertheless be of use in company planning. The emerging regulatory picture contradicts the conventional notion that it is the 'lower' level of regulation in Asia that is attracting foreign direct investment in mining.  相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK.  相似文献

As a concept, agroecology emphasises the interweaving of scientific and traditional ecological knowledge and is evolving in conjunction with farmer-led social movements from around the world addressing the health, equity and ecological sustainability of food systems. In Canada, many new agroecological farmers come from non-farming backgrounds and are finding limited training opportunities and support structures. While there is a growing literature on the evolution of agroecology, there is limited research on the existence and impact of training programmes on the subject-formation of new farmers. In this paper, we consider the subject-formation of new agroecological farmers through a case study of the Everdale Community Learning Centre, one of Canada’s only agroecological farm schools. In particular, we explore how the knowledge, practice, and relational identities of participating graduates are informed by and build on the science, practice, and movement of agroecology. Drawing on a survey and interviews with past participants, we found that Everdale’s education programme contributes to an agroecological subject-formation by promoting the co-creation of place-based agricultural knowledge; teaching the complexities of agroecology practice through both experiential and theoretical training; and, building a supportive community of peers. We conclude with reflections on ways to encourage a greater diversity of new farmer entrants and opportunities to support training programme graduates in establishing successful farms. These findings provide insight into developing new agroecological farmers and supporting the growing agroecological movement in Canada.  相似文献

ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance.  相似文献

Scientific insights into what it means to manage on-farm trees by local farmers, is an essential step towards documenting local ecological knowledge for sustainable landscape management. A study was therefore conducted in the Kumawu Forest District in the Ashanti Region of Ghana to assess how farmers conceptualise on-farm tree management and develop local knowledge for it. Using a case study approach, data were collected through informal interviews and focus group discussions with 120 farmers drawn from 15 communities who were involved in the management of three cropping systems; cocoa, maize and cassava-cocoyam-plantain mix. It was observed that the farmers regard on-farm tree management as a continuous process which occurs in three phases of the farming cycle; land preparation, crop cultivation and fallow management. For each of the three phases, farmers are guided by specific principles that ensure enough light penetration in-between tree crowns in the land preparation phase, suitable spacing between trees and crops in the crop cultivation phase and adequate tree regeneration in the fallow phase. The decisions made during the selection of tree species, spacing of trees adjudged suitable for any particular cropping system and recruitment of saplings prior to the fallow phase of farming constitute tree management. Farmers develop tree management knowledge by studying the physical characteristics of species, matching them to ecological functions they could perform and how they are likely to respond to treatments meant to control or enhance their development. This study assesses the impact of farmer field schools (FFS) on the productivity of vegetable farming in vegetable‐producing areas of East Java and Bali, Indonesia. The FFS have equipped over 3,000 vegetable farmers with integrated crop management knowledge applicable to chilies and tomatoes. The FFS are expected to enhance farmers’ capacity such that they can increase production. This study employs a difference‐in‐differences (DiD) method to overcome selection bias. A survey of 250 FFS‐graduated farmers and 250 non‐FFS farmers were purposively randomly selected from the overall community of farmers. Focus group discussion was used to support the survey. The results indicate that FFS were successful for enhancing farmers’ capability in vegetable farming. Farmers who participated in FFS have higher productivity than those who did not. Farmers also could adapt and adopt the knowledge gained from FFS as they underwent a process of learning by doing. The impacts of the increase in farmers’ capacity can be more evident if weaknesses during the FFS preparation and implementation can be overcome, to ensure more participation, flexibility to fit different conditions/needs and continuous learning.  相似文献

Irrigation activities in Kenya range from large-scale government-owned schemes involving thousands of acres on which farmers work for wages to small individually owned and irrigated plots of three or four acres. This paper examines the institutions and operational workings of the government schemes as well as the privately owned plots. In general the most successful irrigation schemes are those which are organized and run by individuals or by private groups with government agencies and NGOs providing technical support.  相似文献

/ This study examines similarities and differences between organic and conventional farmers. We explore the factors that underlie farmers' conservation attitudes and behaviors, including demographic and farm characteristics, awareness of and concern for environmental problems associated with agriculture, economic orientation toward farming, and self-reported conservation practices. A series of intensive personal interviews was conducted with 25 farmers in Washtenaw County, Michigan, USA, using both qualitative and quantitative survey methods. The findings indicate that both groups of farmers share a concern for the economic risks associated with farming, although the organic farmers reported a significantly greater concern for long-term sustainability and a greater willingness to incur present risk to gain future benefits. Organic farmers expressed a greater awareness of and concern for environmental problems associated with agriculture. Organic farmers also scored significantly higher on a multifaceted measure of conservation practices, although both groups had a fairly high adoption rate. Implications of these findings are discussed, relative to economic risks of farming, implications for new farmers, effectiveness of conservation education and government programs, and impact of farm size and crop diversity.KEY WORDS: Environmental attitudes; Conservation behaviors; Organic farming; Agricultural sustainability  相似文献
