From an environmental perspective, the media have raised the level of environmental awareness and, rightly or wrongly, focused the attention of citizens on specific environmental issues. Public reaction to environmental news can filter back into the media and highlight specific policy issues. The importance of the media in this respect has gained strength, particularly in developing countries, where environmental problems have become legitimate concerns, and where access to 'official' information has been historically difficult. In general, newspapers have been found to be one of the most predominant sources of environmental information available to the public, particularly in developing countries. In this paper, we summarise, briefly analyse and compare the newspaper coverage of environmental issues in Argentina, Chile, Mexico and the Philippines. Among numerous other results, it appears that the coverage of environmental issues fell considerably over the period 1990-94 despite an increase in world-wide environmental awareness. Most news reports actions by the environmental agencies (warnings and rewards, etc.). In the Philippines, however, most environmental news reports investments in pollution abatement activities by the private sector. While citizens' complaints represent a small percentage of the coverage of environmental issues, closer examination reveals that such complaints, in the vast majority of cases, trigger governmental actions (warnings) and ultimately an improvement of firms' environmental performance (investment).  相似文献

This paper is concerned with developing a model for group decision making under multiple criteria. The multiple criteria group decision making (MCGDM)problem involves a set of feasible land use patterns that are evaluated on the basis of multiple, conflicting and noncommensurate criteria by a group of individuals. The model integrates the Analytic Hierarchy Process (AHP) and an integer mathematical programming method. The former provides a tool for structuring the decision problem and determining land suitability for different socio-economicactivities (the uses of land), the latter is used to identify the land use pattern that maximizes consensus among interest groups. The model is used to analyze environmental conflict over land resource allocation in the Cape Region of Mexico.  相似文献

In recent years, animal welfare has become an important element of sustainable production that has evolved along with the transformation of animal production systems. Consumer attitudes towards farm animal welfare are changing around the world, especially at emerging markets of Asia, Africa and Latin America. Survey-based research on consumer attitudes towards farm animal welfare has increased. However, the geographical coverage of studies on consumer attitudes and perceptions about farm animal welfare has mostly been limited to Europe, and North America. Until now, Latin American consumers’ attitudes towards animal welfare have not been well studied. Despite the fact that Mexico, Chile and Brazil belong to the same region (according to international organizations), there are marked differences between these countries in terms of their economical and geographical characteristics among other factors. Those differences potentially have an impact on consumer attitudes towards animal welfare and livestock production systems in general. Given the evidence from the literature review, it seems advisable that Latin American producers and food industry who engage in animal welfare-enhancing practices should clearly label their products with information on the type of husbandry system to reach those consumers who want to make an informed choice. Therefore, there are some aspects that need to be studied and cannot be worked separately in order to promote and understand consumer attitudes towards dairy and beef systems, such as geography, economic development, and politics.  相似文献

This article begins by summarizing the importance of the forestry sector in the Philippine economy It provides an overview of the multiplicity of Philippine governmental institutions involved in forestry in 1982 Then it discusses forestry laws in the country and concludes by examining fifteen critical forest policy issues: sustained yield management; area-specific logging bans; increased use of wood wastes; revision of forest charges; unprocessed log export ban; rationalization of the forest industry, acceleration of reforestation; protection of watersheds; recognition of the social dimensions of slash- and-burn agriculture; fuelwood supply; public land classification for forestry and agriculture, development of plantations for dendrothermal electricity; multiple-use management; preservation of mangrove areas, and improvements in administration and implementation.Research for this paper was supported by the East-West Center Environment and Policy Institute. There are several environmental processes occurring under aquifer overexploitation conditions. These processes include groundwater table decline, subsidence, attenuation and drying of springs, decrease of river flow, and increased pollution vulnerability, among others processes. Some of these effects have been observed on the Upper Basin of the Lerma River. The Lerma River begins in the SE of the Valley of Toluca at 2,600 m asl, in the wetland known as Lagoons of Almoloya del Río. This wetland is made up of a group of lagoons, which are an important aquatic system from an environmental point of view. The water inflow of this wetland is a discharge of springs, which occur between the fractured volcanic material of the mountain range and granular volcanic–continental deposits of the Valley of Toluca aquifer. The intensive exploitation of the Valley of Toluca aquifer to supply urban and industrial water to Mexico City and Toluca began in 1950 and is responsible for a steady decline of piezometric levels of 1–3.5 m/yr. Other effects of this exploitation—the drying of the wetland, the decrease of river flow and the land subsidence—caused serious ecological and social impacts. The authorities declared this aquifer as overexploited in order to reduce the exploitation and preserve the availability of water resources in this important region.  相似文献

Marine Protected Areas (MPAs) have been hailed worldwide as vehicles toward sustainable development (SD) in coastal zones. The prominent model by which MPAs operate is through a comanagement approach, a shift from traditional top-down management. This paradigm shift must be reviewed continuously to evaluate its social and ecological impacts, thereby allowing adaptive management. We evaluated the perceived impacts of the Cogtong Bay Mangrove Rehabilitation Project (CBMRP; Philippines) by using 12 perception indicators categorized into 3 comanagement impact criteria (equity, efficiency, and sustainability). We also collected 16 contextual attributes of each respondent to determine the correlates of perceived impacts. Our results showed that there were significant improvements in all indicators under the efficiency criterion but mixed impacts in the equity and sustainability criteria. Access to resource and household income (equity) and fisheries abundance (sustainability) were perceived to have decreased during the last 15 years and were not expected to improve in the future. Stepwise multiple regression analysis showed that the asymmetries of the perceived impacts of the CBMRP were principally caused by disparities in perceptions by gender and by location (Candijay and Mabini). This highlighted the importance of cross-scale institutional linkages between Cogtong Bay municipalities to systematically address baywide management issues. Our results further demonstrated the necessity of integrating gender issues into the evaluation of MPA impacts to ensure a robust evaluation. Finally, we recommend that a rigorous evaluation of MPAs using a common set of impact indicators should be encouraged to allow comparison of studies both spatially and temporally.  相似文献

Abandoned mines are an important global concern and continue to pose real or potential threats to human safety and health including environmental damage/s. Very few countries had government mine regulation and reclamation policies until the latter part of the century where legal, financial and technical procedures were required for existing mining operations. Major reasons for mine closure may be mainly due to poor economies of the commodity making mining unprofitable, technical difficulties and national security. If the mine is abandoned, more often than not it is the government that shoulders the burden of clean-up, monitoring and remediation. The topic of abandoned mines is complex because of the associated financial and legal liability implications. Abandoned mercury mines have been identified as one of the major concerns because of their significant long-term environmental problems. Primary mercury production is still ongoing in Spain, Kyrgzystan, China, Algeria, Russia and Slovakia while world production declined substantially in the late 1980s. In the Philippines, the mercury mine located southeast of Manila was in operation from 1955 to 1976, before ceasing operation because of the decline in world market price for the commodity. During this time, annual production of mercury was estimated to be about 140,000 kg of mercury yearly. Approximately 2,000,000 t of mine-waste calcines (retorted ore) were produced during mining and roughly 1,000,000 t of these calcines were dumped into nearby Honda Bay to construct a jetty to facilitate mine operations where about 2000 people reside in the nearby three barangays. In October, 1994 the Department of Health received a request from the Provincial Health Office for technical assistance relative to the investigation of increasing complaints of unusual symptoms (e.g. miscarriages, tooth loss, muscle weakness, paralysis, anemia, tremors, etc.) among residents of three barangays. Initial health reports revealed significant elevation of blood mercury levels exceeding the then recommended exposure level of 20ppb in 12 out of the 43 (27.9%) residents examined. The majority of the volunteers were former mine workers. In this study the abnormal findings included gingivitis, mercury lines, gum bleeding and pterydium. The most common neurologic complaints were numbness, weakness, tremors and incoordination. Anemia and elevated liver function tests were also seen in a majority of those examined. The assessment also revealed a probable association between blood mercury level and eosinophilia. The same association was also seen between high mercury levels and the presence of tremors and working in the mercury mine. To date, there are very limited environmental and health studies on the impact of both total and methylmercury that have been undertaken in the Philippines. Thus, this area of study was selected primarily because of its importance as an emerging issue in the country, especially regarding the combined effects of total and methylmercury low-dose and continuous uptake from environmental sources. At present the effects of total mercury exposure combined with MeHg consumption remain an important issue, especially those of low-dose and continuous uptake. Results of the study showed that four (4) species of fish, namely ibis, tabas, lapu-lapu and torsillo, had exceeded the recommended total mercury and methylmercury levels in fish (NV>0.5 microg/gf.w., NV>0.3 microg/gf.w., respectively). Saging and kanuping also exceeded the permissible levels for methylmercury. Total and methylmercury in canned fish, and total mercury in rice, ambient air and drinking water were within the recommended levels, however, additional mercury load from these sources may contribute to the over-all body burden of mercury among residents in the area. Surface water quality at the mining area, Honda Bay and during some monitoring periods at Palawan Bay exceeded total mercury standards (NV>0.002 ng/mL). Soil samples in two sites, namely Tagburos and Honda Bay, exceeded the EPA Region 9 Primary Remediation Goal recommended values for total mercury for residential purposes (NV>23 mg/kg). The hand to mouth activity among infants and children is another significant route for mercury exposure. Statistically significant results were obtained for infants when comparing the results after one year of monitoring for methylmercury levels in hair for both exposed and control sub-groups. Likewise, comparing the initial and final hair methylmercury levels among pregnant women/mothers in the exposed group showed statistically significant (p<0.05) results. Comparing the exposed and control sub-groups' mercury hair levels per sub-group showed statistically significant results among the following: (a) initial and final total mercury hair levels among children, (b) initial and final methylmercury hair levels among children, (c) final total mercury hair levels among pregnant women, (d) initial and final total mercury hair levels among mothers, and (e) initial and final methyl hair levels among mothers.  相似文献

/ Freshwater inflow is one of the most influential landscape processes affecting community structure and function in lagoons, estuaries, and deltas of the world; nevertheless there are few reviews of coastal impacts associated with altered freshwater inputs. A conceptual model of the possible influences of freshwater inflows on biogeochemical and trophic interactions was used to structure this review, evaluate dominant effects, and discuss tools for coastal management. Studies in the Gulf of Mexico were used to exemplify problems commonly encountered by coastal zone managers and scientists around the world. Landscape alteration, impacting the timing and volume of freshwater inflow, was found to be the most common stress on estuarine systems. Poorly planned upstream landscape alterations can impact wetland and open-water salinity patterns, nutrients, sediment fertility, bottom topography, dissolved oxygen, and concentrations of xenobiotics. These, in turn, influence productivity, structure, and behavior of coastal plant and animal populations. Common biogeochemical impacts include excessive stratification, eutrophication, sediment deprivation, hypoxia, and contamination. Common biological impacts include reduction in livable habitats, promotion of "exotic" species, and decreased diversity. New multiobjective statistical models and dynamic landscape simulations, used to conduct policy-relevant experiments and integrate a wide variety of coastal data for freshwater inflow management, assume that optimum estuarine productivity and diversity is found somewhere between the stress associated with altered freshwater flow and the subsidy associated with natural flow. These models attempt to maximize the area of spatial overlap where favorable dynamic substrates, such as salinity, coincide with favorable fixed substrates, such as bottom topography. Based upon this principle of spatial overlap, a statistical performance model demonstrates how population vitality measurements (growth, survival, and reproduction) can be used to define sediment, freshwater, and nutrient loading limits. Similarly, a spatially articulate landscape simulation model demonstrates how cumulative impacts and ecosystem processes can be predicted as a function of changes in freshwater, sediment, and nutrient inflows.KEY WORDS: Resource management; Landscape impacts; Freshwater discharge; Coastal, ecosystem models; Coastal wetlands  相似文献

Depletion of vegetation by overgrazing in arid environments has long-lasting effects on the environmental quality over extended geographic areas. An adequate inspection of habitat changes requires scaled up procedures that would allow assessing end-points of environmental status in broad areas that would be based on processes occurring at the plant canopy level. Our purpose was to find indicators of land degradation–conservation status for use in land monitoring programs and in planning management practices that would be amenable to further up-scaling for use with remotely sensed imagery. In several sites of the Patagonian Monte differing in the impact of grazing management, we evaluated vegetation attributes at three spatial scales. At the population scale, we found that the severity of grazing impact was characterized by the reduction of the palatable grass, P. ligularis, outside and inside shrub canopies. At the vegetation patch scale, we found that land degradation by domestic herbivore impact was characterized by changes in attributes of patch shape (radius, height, internal canopy cover) and patch abundance. At the plant community scale, we found that the structure of the plant canopy as described using Fourier analysis of cover data changed after long-term grazing impact consistently with the modifications in plant population and patch structures. We present a conceptual multiscale scenario of structural changes triggered by domestic herbivore impact, and quantitative indicators of plant structure and processes useful to develop management strategies of the Patagonian-Monte that would conserve its natural habitats. The developed end-points are also amenable for use in land conservation assessment through remotely sensed imagery.  相似文献

Land-use change is the main component of regional environmental change, while protected areas represent a direct land use policy to prevent its potentially negative effects on biodiversity and environmental services. We combined an analysis of trends in land use and human demography with trends in creation of protected areas during the last three decades in northwestern Argentina, a subtropical region including a wide range of environments. The eighty nine administrative analysis units of the region were classified into four ecological groups based on their percentage of cover by the six eco-regions of the study area: (1) "Dry valleys"; dominated by Middle-elevation deserts; (2) "Highlands", dominated by High-elevation alpine zones and plateaus; (3) "Humid ecosystems", dominated by Foggy grasslands and Humid forests, and (4) "Dry forests". Between 1970 and 2002, human population became concentrated in urban areas and land use trends varied greatly among the four ecological groups. Agricultural area decreased in the Highlands and increased in the other regions, particularly in the Dry forests. Domestic animals decreased in Humid ecosystems, Highlands and the Dry valleys; and remained constant in the Dry forests. Several protected areas were created, but most of them were established in regions undergoing a decreasing intensity of land use. Overall, the analysis shows that agricultural production is becoming concentrated in the areas more suitable for modern agriculture while marginal agriculture areas and, particularly, extensive grazing are decreasing. The creation of protected areas reflects the decreasing opportunity costs of marginal areas and is failing to protect the eco-regions most threatened by current land-use trends.  相似文献

This paper analyses the Vancouver Sun's coverage of the Working Forest Initiative, which the provincial government of British Columbia (BC), Canada, introduced in 2002. The Working Forest originally defined forestry as the primary use of all forested Crown land in BC that was not within protected areas. By 2003, this policy initiative was transformed into a largely symbolic recognition of the importance of the forest industry. Through the Sun, the debate over the Working Forest is simplified into a conflict between a discourse of 'certainty and stability' for the forest industry and an oppositional discourse that challenges the conflation of the interests of forestry corporations with a reified 'general interest'. In the Sun, debate over the Working Forest is dominated by sources from government, environmental organizations and the forest industry. Other important news sources are rendered silent, including First Nations and forestry labour voices.  相似文献

Accurate procedures that measure hydrologic variability would have great value for evaluating ecosystem impacts of upstream water use in the Colorado River Basin. Many local extractive income-based stakeholders rely directly or indirectly on ecosystem health and are adversely affected when the river does not flow. This study focuses on the impact of little or no Colorado River flow on the Mexican shrimp industry. Although there have been complaints that U.S. diversions of Colorado River flow have greatly impaired the shrimp fishery, this research demonstrates that freshwater rarely reaches the Gulf even during times of flooding, and that other factors such as overfishing may influence the instability of shrimp populations. Advanced very-high-resolution radiometer (AVHRR) satellite imagery was used to assess water volumes diverted away from the channel of the Colorado River and ultimately the Gulf of California during flooding periods. Analysis of data demonstrated that little freshwater actually reaches the Gulf even during floods because of its diversion into a large dry lake bed basin known as Laguna Salada. Fuller use of the Colorado River throughout its entire course to the sea is possible and could benefit a large cohort of users without catastrophic habitat destruction in delta ecosystems. Reconstruction of a natural earthen berm, as proposed by Ducks Unlimited, would maximize the use of floodwaters for ecosystem benefits. These findings have profound implications for local economic activities dependent on hydrologic resources in the Colorado River Delta and Upper Gulf.  相似文献

In recent years, as part of its neoliberal development paradigm, the Government of the Philippines has engaged in efforts to encourage extraction of the nation's mineral resources. The Philippines is also a country where decentralization has devolved substantial powers to local governments. Concern over potentially adverse environmental effects has led to opposition to mining by some local governments in the Philippines. This opposition has led to the withholding of consent to mining projects by local governments and, in some cases, the implementation of moratoriums banning mining. Central to this opposition have been the activities of civil society groups, and their collaboration with local governments. This collaboration has involved the drafting of legislation prohibiting mining and support of candidates for office who are opposed to mining. Collectively, Filipino local governments and civil society groups are examples of the concept of governance, a dispersed process wherein society manages itself for the betterment of all its members. For mining companies seeking to implement projects, it is no longer sufficient to have the consent of the national Government — that of local governance forces must also be considered.  相似文献

The coastal zone is a place of intense activity where resources, users, and resource-use practices interact. This case study of small-scale fisheries in Honda Bay, Palawan, Philippines shows that resources, space, and gender are intertwined. The study was conducted between June 1997 and July 1998. The data were gathered using free listing, pile sort, ranking, resource mapping, and key informant interviews. The results showed that women's knowledge about fishery resources and their fishing activities are associated with the intertidal zone whereas men's knowledge is associated with coral reefs. In classifying fishery resources, appearance is the main consideration for women whereas a combination of appearance, habitat, and type of fishing gear is the consideration used by men. Market price is very important because of its dependence on the demand of the export market as well as the local market. Women dominate the buying of fishery products. Many women market their husband's catch, process fish, or gather shells and sea cucumber for sale. Among the fishing households, type of fishing gear provides an indication of socioeconomic standing. This paper concludes that access to resources is shaped by gender and age. The differences in resource knowledge possessed by men and women lead to differential access to fishery resources. In addition, the differences in socioeconomic status also influence resource access. The socialization of children into fishing reinforces the gender division of labor and space in the coastal zone.  相似文献

The Patagonian coast is considered a relatively pristine environment. However, studies conducted along coastal Patagonia have showed hydrocarbon pollution mostly concentrated at ports that have fishing, oil loading, general merchant, and/or tourist activities. A high value of total aliphatic hydrocarbons (TAH) was found at the Rawson fishing port (741 μg/g dw). In other ports with and without petroleum-related activities, hydrocarbon values were approximately 100 μg/g dw. The highest values for TAH and total aromatic hydrocarbons (TArH) were found in Faro Aristizábal, north of San Jorge gulf (1304 and 737 μg/g dw, respectively). This is very likely the result of petroleum-related activities at the Comodoro Rivadavia, Caleta Cordova, and Caleta Olivia ports located within this gulf. In other coastal areas away from potential anthropogenic sources, hydrocarbon values were less than 2 and 3 μg/g dw for TAH and TArH, respectively. This review of published and unpublished information suggests that ports are important oil pollution sources in the Patagonian coast. More detailed studies are needed to evaluate the area affected by port activities, to understand the mechanisms of hydrocarbon distribution in surrounding environments, and to assess bioaccumulation in marine organisms. Despite that some regulations exist to control oil pollution derived from port and docked vessel activities, new and stricter management guidelines should be implemented.  相似文献
