Agenda 21, the Habitat Agenda and the United Nations Convention on the Rights of the Child have brought new relevance to Growing Up in Cities, a project of participatory action-research for urban children and youth. The origins of the project in the 1970s under the leadership of the urban planner Kevin Lynch are described, along with a brief history of the project's revival. The results of the project's recent implementation in eight countries are summarised with an emphasis on children's perspectives on environmental quality, as well as lessons learned regarding how children can be most effectively integrated into LA21 processes.  相似文献

Abstract

The popularity of sustainability indicators is almost inescapable. From the early pioneers such as the ‘Sustainable Seattle’ project (Atkisson, ‘Developing Indicators of a Sustainable Community: lessons from Sustainable Seattle’, in: D. Satterthwaite (Ed), The Earthscan Reader in Sustainable Cities, London, Earthscan, 1996) to the comprehensive European Union benchmarking launched in 2003 (European Commission, European Common Indicators: towards a local sustainability profile, Milan, Ambiente Italia, 2003), it seems that consensus has been reached about the positive impacts that establishing sustainability indicators can bring. This paper uses the case of developing sustainability indicators on the Island of Guernsey over the last three years to show that Agenda 21's call to activate grassroots action is being realised, but in ways that are neither top-down and modernist in approach nor bottom-up and postmodernist as Agenda 21 advocates. Although best practice literature often suggests that community involvement must be engaged prior to designing sustainability indicators, this paper explores the reasons why this is not always possible. Guernsey's case is used to show how it only became possible to generate interest in the indicator process once they were actually up and running. However, it also shows that once interest was secured by a few relevant stakeholders it became possible to further evolve the indicators in a process that has slowly been attracting more and more of the Island's community.  相似文献

The Brundtland report and Agenda 21 focus on the global environment and development problems. Though Norway is usually considered a pioneer with respect to sustainable development, analyses have shown that this has not been the case with respect to Local Agenda 21. Still, Norwegian municipalities have strengthened their institutional capacity on environmental policy, and have thereby strengthened their ability to follow up the recommendations in Agenda 21. Through the high-profile government-financed reform programme, Environment in the Municipalities, which ran from 1988 to 1996, a great majority of the municipalities have employed their own environmental officers, and environmental considerations have gradually obtained a footing in municipal planning. So far, however, it is the local environmental problems that have received most attention rather than global environmental and development problems. By the start of the 21st century a crucial question is, therefore, whether the growing number of Local Agenda 21 initiatives in Norway will in fact adopt the global perspectives outlined by the Brundtland report and Agenda 21, or just keep on with a 'business as usual' environmental policy approach. So far national environmental policy in Norway seems to be reluctant to face the global problems, leaving the municipalities with the great challenge of being the 'engine' in steaming up Norwegian environmental politics.  相似文献

The concluding document of the Rio conference in 1992, Agenda 21 for sustainable development, is implemented mainly at the local level in Germany. 'Sustainable development' is a model for the socially fair, economically competitive and ecologically viable development of the world. Local Agenda 21 (LA21) is a new municipal urban development process in which cities and their inhabitants orientate themselves to the model of sustainable development. Analysis of the LA21 process in Germany, and in particular that of the city of Osnabrück, shows deficits between the requirement of achieving sustainability and its practical realisation. Only a marginal development in the direction of sustainability has taken place. Concepts are lacking and the LA21 process is insufficiently integrated into conventional urban planning. Suggestions for the improvement of the LA21 process include the development of a concrete concept, together with the continuation of practical examples, the integration of four main areas (the environment, the social, the economy and the less developed world) and the strengthening of the popular themes in the LA21 process (such as climate protection and less developed countries' politics). "Desarrollo Sostenible" es una modelo para el desarrollo del mundo socialmente justo, ecónomicamente competitivo y ecológicamente viable. La "Agenda Local 21" es un nuevo proceso de desarrollo urbano municipal, en el cual las ciudades y sus habitantes se orientan hacia el modelo de desarrollo sostenible. El análisis del proceso de la Agenda Local 21 en Alemania y en particular el de la ciudad de Osnabrück muestra deficits entre el requerimiento de logro de sostenibilidad y su realización práctica. Solo un desarrollo marginal en la dirección de sostenibilidad ha sido llevado a cabo. Hay carencia de conceptos y el proceso de la Agenda Local 21 es insuficientemente integrado en la planeacio´n urbana convencional. A city farm concept called the Nature Corner project, which involves both animals and plants, was initiated in Ghim Moh housing estate, Singapore, in 1997. The objectives of the community project were to introduce nature to residents and to encourage social interaction. The paper analyses the project's set-up, assesses the funding, maintenance and other issues involved and discusses the findings of a 1998 sample survey of users and non-users of the project. It was found from the survey that the project has been quite successful in introducing nature to users but less successful in encouraging social interaction among them.  相似文献

Abstract

Chapter 28 of the UNCED agreement ‘Agenda 21’ asks for implementing sustainable development at the local level of government. Sweden is amongst the fore‐running nations in having responded quickly to these demands. Virtually all of Sweden's 288 municipalities have decided to embark on the Local Agenda 21 process. In this article, the progress so far and how LA21 has been interpreted at the local level are examined. The motives behind the process, the tensions between national and local policy making, and the role of municipal networks and NGOs are analysed. Four case studies of pioneer municipalities are used to illustrate how LA21 has sometimes inspired more far‐reaching goals at the local than at the national level, and the combination of economic development and marketing with environmental policy. It remains to be seen whether the most recent national government investment programme towards local projects for sustainable development will resolve the present conflicts between national goals and local priorities.  相似文献

The Agenda 21 treaty adopted at the 1992 United Nations Conference on Environment and Development set out new goals for the provision and management of information in a sustainable society. New information and communications technologies (ICTs) have the potential to be used as tools for managing information and consequently have a role in sustainable development. This paper considers the use of ICTs to manage local information areas and the extent to which these new technologies are compatible with the broader goals of Agenda 21 such as social inclusion and public participation in decision making. The use of the World Wide Web by local authorities in the UK to manage local information and promote Agenda 21 is explored through a critique of website contents. It is concluded that, although the use of ICTs is not incompatible with the broader aims of Agenda 21, and has many possible positive applications, current use of the World Wide Web by local government in the UK does not yet fulfil this potential.  相似文献

Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved.  相似文献

Abstract

The charge of Local Agenda 21 is to facilitate agency by a wide range of actors in civil society. Student groups, both in schools and universities, have the potential to be important agents. This commentary concerns one example of student agency addressing sustainable development in a highly politicized context where political and social justice are high on the public agenda. On 14 April 2005 three students from the London School of Economics hosted a conference in Jerusalem for Palestinian and Israel students. This was one of the first joint conferences of Palestinians and Israelis since the start of the second Intifada in 2000. The subject of the conference was sustainable development in the Middle Eastern context and the following is an article composed by some of the conference participants. Their views are presented in their own words in order to recognize their ownership of the process. The authors suggest that projects that create a collaborative forum for Palestinians and Israelis regardless of the subject create a setting for track-three diplomacy and an opportunity to deconstruct stereotypes and learn from one another's knowledge. ‘Track-three’ diplomacy is understood in this article as grassroots initiatives implemented by ‘amateurs’ which feed into more official diplomatic relations. Local Agenda 21 (LA 21) may be regarded as one of the most enduring and possibly most effective outcomes of the 1992 Rio de Janeiro ‘Earth Summit’. In Europe alone, approximately 4000 cities, municipalities at regional and local level, and regional authorities are now engaged in a LA 21 process of some kind. This paper reports on the main findings of the recent Local Authorities' Self-Assessment of Local Agenda 21 (LASALA) project, which conducted a Europe-wide research programme into the European LA 21 initiative. The research demonstrates the significant levels of commit ment to the LA 21 process amongst European local government, and some notable achievements in sustainable development policies within a very short space of time. Although there is still a long way to go, the LASALA research indicates that LA 21 is an effective policy vehicle for encouraging and supporting sustainable development initiatives at the local level in Europe.  相似文献

Air quality management (AQM) is a process of environmental control that must be embedded within a wide range of policy areas, from local-scale initiatives to international treaties, if it is to be successful. Because of the integrative aspects of AQM, it is imperative that joint working is undertaken within local authorities and other involved parties. Environmental health departments have taken the lead role in AQM as they have traditionally had responsibilities for some other aspects of pollution control. However, AQM requires input from a variety of professionals such as transport planners, land-use planners, economic development officers and Local Agenda 21 (LA21) officers, as well as environmental health professionals. This paper examines the involvement of these professions within the AQM process. Results are presented from a widespread questionnaire survey of urban local authorities in England. In the case of air quality, it is concluded that co-operation between the necessary professions is still at an early stage. Transport planners are more fully engaged with the process than are land-use planners or economic development officers. In order that the joint working process develops appropriately, it is suggested that LA21 officers have an important role in facilitating inter-professional working to support the AQM process.  相似文献

We consider the street experiences of a group of urban children living in a large East Midlands town in the UK. Our attention focuses upon an issue that has seldom been examined, neighbourhood bullying. We highlight how some children, through their propinquity within neighbourhood spaces, clash and collide to such an extent that their experiences of a locality become severely blighted. For these unfortunate young people local environments are tyrannical spaces, defined in terms of 'no-go areas', danger and threat. These are not remarkable geographies, however, and we suggest that like many school environments, where bullying has increasingly been recognised and disclosed, within many localities there is a 'hidden' geography of fear waiting to be uncovered. The paper is organised into five parts: first, we briefly examine the concept of bullying, particularly in relation to young people in schools; secondly, we extend these ideas into a neighbourhood context drawing upon recent ideas of 'self', 'other' and microgeographies; thirdly, we outline the research project from which this article emerges; fourthly, we look at some empirical evidence from an urban case study that draws attention to the form and consequences of neighbourhood bullying; lastly, we discuss the relevance of these findings to future policy and practice, particularly in relation to the management of neighbourhood spaces. We propose that systematically applied local strategies to tackle bullying within neighbourhoods are needed, particularly those which engage young people and adults together through a whole community approach.  相似文献

The concern for sustainable development which has been accentuated by the United Nations Conference on Environment and Development (UNCED), is now being reflected at national and local government levels. In particular, Agenda 21, which was endorsed at the conference, has led to the implementation of a Local Agenda 21 programme. In Britain, extensive guidance and support on the interpretation of sustainable development has been provided by the Local Government Management Board and others. This paper reviews the general response to Local Agenda 21 in Britain and describes one local authority's approach.  相似文献

Abstract

Sustainability projects initiated by community groups can be significant in their contribution to the overall process of Local Agenda 21 planning and in their substantive contribution to sustainable communities. Community gardens differ from public gardens in that they are managed by community members rather than by local governments, although they may be located on council land. Community gardens vary in type from collections of individual plots to large‐scale collaborative projects for the benefit of the wider community. Their roles include the production of fresh organic food; the creation of community places; and the use and dissemination of community science and innovative technologies. This paper reviews the types and roles of community gardens, and provides a case study of a community garden in Western Australia. It analyses the lessons learned from this particular case and the potential contribution of community gardens to Local Agenda 21 planning and to physical, ecological, sociocultural and economic sustainability.  相似文献

Abstract

This article examines results from in-depth interviews conducted with parents of children with asthma living in an urban environment. We examine themes from the in-depth interviews related to participants' perceptions of the influence of their physical environment on their mental and physical health, and the actions that they take in an effort to protect their health within this context. The findings from this study suggest several implications for understanding the interface between the physical environment of urban communities and residents' health, as well as for the policy and practice of risk assessment strategies.  相似文献

ABSTRACT: The national and regional economic impact of the Bureau of Reclamation's Uncompahgre Project which was authorized in 1903 is assessed. Benefit-cost ratios for the project are calculated for a range of production cost estimates and discount rates. An economic base approach is used to estimate the project's regional economic impact. Although the project has been marginal in terms of an economic efficiency rationale it has been an important impetus to regional economic growth in the Uncompahgre Region over time.  相似文献

Abstract

Local Agenda 21 (LA21) has emerged as the principal means of addressing sustainable development practice at the local government level. In the UK, progressive local authorities have emphasised the need for participatory processes and innovative policy options. This requires commitment and active involvement from a variety of individuals and organisations. Participants in LA21 have been interviewed to determine their motivations and perceptions, and their responses are represented in terms of the storylines of various constituencies of interest. The key themes seem to be those of actively promoting widespread participation, gaining competence in innovative techniques, taking a holistic approach to quality of life concerns, and claiming the legitimacy of local government as a key player in sustainable development.  相似文献

Abstract

This paper presents the results of a national project investigating Australian local government (LG) attempts to deliver beneficial environmental outcomes. It briefly describes the extensive environmental planning, management and protection roles played by Australian LGs. It notes that these roles are poorly documented within the academic literature, and makes a case for fundamental research to better understand LGs and their work from the inside. It describes this project's use of grounded theory methods in gathering and analysing 34 case studies of Australian LG environmental initiatives. The inside perspectives represented by the papers show that Australian LG environmental work:
  • extends beyond its statutory requirements;

  • is novel and creative;

  • endures by balancing ecological, social and economic values;

  • demonstrates different patterns depending on its planning, management or protection focus; and

  • usually involves environmental strategists with long-term, passionate commitments to local environmental values.

This article presents an assessment of Russia's energy sector, its current state and planned future direction. The analysis of Russia's energy trends is based on a set of indicators for sustainable energy development (ISED), developed under the leadership of the International Atomic Energy Agency (IAEA). The article discusses Russia's Energy Strategy to 2020, and outlines major developments and challenges of the country's energy system. Russia's energy priorities, captured in the Strategy to 2020, emphasize securing a stable and uninterrupted energy supply; reducing energy intensity and improving energy efficiency; developing the domestic energy resource base; reducing negative environmental impacts; and ensuring affordable energy for the poorer segments of the population. Energy needs and challenges are discussed in relation to the three aspects of sustainability as defined in Agenda 21: economic, social and environmental. Concerns are expressed regarding environmental repercussions of energy development, in particular since Russia's 1998 economic rebound. There are also concerns, despite the economic recovery, that anticipated increases in energy tariffs may exceed the affordability of poorer segments of the population.  相似文献

Abstract

The delivery of many of the most pressing environmental issues will rely on changes in environmental attitudes and behaviour at community level. At a UN Special Session in 1997, the British Government highlighted its initiatives on Local Agenda 21 (LA21) and Going for Green (GFG) as significant advances. This paper adds a new perspective, drawing on the range of experiences of some of the research teams that have been working with local authorities on pilot Sustainable Community Projects (SCPs) in England and Scotland. It sheds light on three substantive themes: the tensions inherent in the implementation of internationally and nationally agreed goals through local action; the ambiguity of local agencies acting as facilitators of community ownership of processes, and the requirements for successful partnership between local authorities and higher education.  相似文献
