Northeast British Columbia (BC), Canada, is the site of a fast-growing shale gas industry that is a cornerstone of the current provincial government's economic policy. In this paper, we explore the perspectives of local First Nations (members of Treaty 8) regarding governance of this industry, focusing in particular on the experiences of the Fort Nelson First Nation (FNFN). Based on findings from 15 in-depth interviews with staff from four Treaty 8 First Nations, the Treaty 8 Tribal Association, oil and gas companies, and the Government of BC, we argue that current governance processes fail to adequately protect the environment and treaty rights. We also explore the diverse tactics that the FNFN is using to gain influence over shale gas development within its territories as the Nation seeks to achieve “balanced development” that protects the local ecology and treaty rights while maximising local economic benefits. Through an array of tactics and collaboration with diverse actors, the FNFN has been partially successful in challenging industry's social license to operate and has brought the provincial government back to the table to negotiate new decision-making arrangements on a “government to government” basis. Still, the regulation and management of a fast-paced global industry are a vast burden for a small community to bear. The FNFN's work has also shown the need for further research on how local efforts for equitable and environmentally sustainable approaches to shale gas regulation can be scaled up, institutionalised, and used to create political opportunities in other contexts. 相似文献

A paired watershed study was conducted in western hemlock/western redcedar/Douglas fir forests of southwestern British Columbia to assess the effects of clearcutting and clearcutting plus slash-burning treatments on stream water characteristics. In the case of stream temperatures, both treatments increased summer temperatures as well as summer daily temperature fluctuations. These effects lasted for seven years in the case of the clearcut stream but longer in the case of the clearcut and slashburned stream. Clearcutting increased winter stream temperatures whereas slashburning caused a decrease. These changes lasted less than four years. Clearcutting and slashburning had a greater impact on stream temperatures than did clearcutting alone. 相似文献

This paper examines the actions and potential of green jobs for the disadvantaged, from the perspective of non-governmental organisations and social entrepreneurs. The populations of interest include: low-income, developmentally challenged, those with mental health or addiction issues, women, and First Nations. Findings indicate that green businesses and social entrepreneurs have uniquely engaged in social training and hiring strategies related to green jobs. The major challenges they face include a lack of policies that support the development of green jobs through social training and hiring. As a result of these findings, an argument is made for combining job and life skills for both disadvantaged populations and the agencies that serve them as well as building the capacity of employers to practise social hiring. 相似文献

Using a bioeconomic model that explicitly accounts for inventory and treatment expenditures, we carry out benefit-cost analyses of management strategies for three invasive plants in British Columbia: hawkweed, Scotch broom and Eurasian watermilfoil. For hawkweed, a province-wide biocontrol programme could achieve greater benefits than a conventional control programme, while for Scotch broom a small-scale mechanical treatment programme applied in a transport corridor was not economically viable unless it prevented spread into the surrounding area. Mechanical treatment of Eurasian watermilfoil in regional lakes generates net benefits to society, but inventory should be a key component of a control programme. Based on these analyses, we recommend continued development of successful biological control programmes for hawkweed and other invasive plant species. 相似文献

Academic arguments present a critique of representative democracy and suggest that enhanced participation of communities in the management, governance and regulation of their local environments is required. Similarly, theorists of environmental democracy suggest the possibility and desirability of community involvement. In this paper, we argue that theories of environmental democracy lack the explanatory power to address real-life relations between people and their environment. Drawing on empirical material from recent research in the forested communities of the former coalfields of the South Wales Valleys, we identify significant rigidities, inertia and barriers that stand in the way of community participation in environmental democracy. We do this by constructing a framework for critical analysis that postulates a connection between recent shifts towards post-productivism in British forestry policy and theories of environmental democracy. Our findings point to a dissonance between, on the one hand, post-productivist forestry policy and theoretical discourses of governance, participation and environmental democracy, and, on the other hand, the actual situation of people living in the communities of the Valleys forest in South Wales. In a recent paper, it was suggested that one of the reasons behind the decline in public regard toward British Columbia's
environmental movement was an increasingly negative portrayal of them by the print media. To investigate this suggestion,
we undertook a content analysis of print media reporting of forestry and environmental activities in the province's most widely
read newspaper, the Vancouver Sun, during 1993 and 1997. We hypothesized that if the print media did contribute to the decline in public regard toward the
environmental movement, we would find increasingly negative coverage of the environmental movement over the periods studied.
We also hypothesized that this would be accompanied by a decrease in the frequency of articles dealing with issues consistent
with the agenda of the environmental movement. We were not able to provide support for our initial hypothesis, nor did we
observe a decrease in coverage emphasizing the environmental issues. We did, however, observe an increase in coverage of articles
emphasizing typically proindustry issues with many more articles written with a proforestry slant in 1997 than articles written
in 1993. This suggests that there had been an agenda shift from environmentally oriented concerns in British Columbia to those
associated with the forest industry. As an explanation for the agenda shift, we point to changes in the management and reporting
philosophy at the Vancouver Sun, the emergence of an organized, proindustry counterframing strategy by the BC Forest Alliance, and the implementation of

This paper examines the extent to which 20 municipalities in the Greater Vancouver region of British Columbia have included provisions in their community plans for reducing natural hazard risk and vulnerability. Findings show that the plans are generally lacking in hazard related factual information, goals, and policies, and in mechanisms to promote plan implementation. The plans also do not compare favorably to municipal hazard mitigation plans in the United States. The authors provide recommendations for provincial/state and municipal governments with respect to improving the quality of municipal plans and their capacity to enhance public safety. 相似文献

Balancing recreation and conservation is an important issue in Canada's parks and protected areas. Increased levels of visitation to parks, especially to backcountry areas, create undue pressure on natural resources, resulting in a variety of ecological impacts. This paper illustrates the issue of visitor-induced changes on the chemical composition of soils in Mt Robson Provincial Park, British Columbia. Soil samples were collected from dish wash stations and fire pits (disturbed sites) at seven campgrounds located along two popular backcountry trails, and were compared to samples obtained from adjacent undisturbed control sites. Analysis of soil samples suggest that the lower amounts of aluminum, potassium, magnesium and sodium in many of the 'disturbed' samples can be related to intense leaching in dish wash stations, and can be attributed to frequent disposal of waste water from washing and cooking activities. Soils in wash stations generally had higher phosphorus, copper and zinc contents as compared to controls. Soils in fire pits were elevated in copper, relative to controls. Results of this study support park regulations that waste water disposal and camp fires be restricted to designated areas. Informing the public of scientific studies helps them understand the consequences of their activities; this may help persuade them to observe park rules and regulations. 相似文献

Public policy making in resources management is greatly influenced by the institutional arrangements that arise out of the legal powers, administrative structures, and financial provisions of the decision system. In British Columbia, the institutional arrangements for energy planning in the province have been greatly altered by the passage of the Utilities Commission Act in 1980. This act redefines the policy implementation process for energy in British Columbia and provides for the regulation of the province's power utility, B.C. Hydro. This is the first time that the hitherto autonomous utility has been subject to regulation and the Utilities Commission Act represents a major reform in the institutional arrangements for energy planning in the province. The article evaluates the effectiveness of the 1980 B.C. Utilities Commission Act and assesses the impact of the legislation upon the institutional arrangements for energy planning in the province. Data for the article were derived from written sources and a series of personal interviews with key participants involved with energy planning in B.C.It is shown that the act represented a major departure in the management of energy resources in B.C. Moreover the implementation of the act's provisions, particularly in regard to B.C. Hydro, had a dramatic impact on the development of new energy projects in the province. It is suggested that while the political and economic climate during the period also favored restraint, the major influence on taming the utility was passage of the Utilities Commission Act. The article concludes by exploring the implications of policy changes that have occurred as a consequence of the act's impact on B.C. Hydro. 相似文献

Community engagement (CE) processes are an essential component of modern forest management practices. Required under law and in line with modern business paradigms, CE processes need to produce positive social as well as operational outcomes, a balance that is often complicated and idealistic. This paper identifies pathways to successful CE within operational plantation forestry management. Using narratives to explore the multiple experiences of those involved in engagement processes, the paper highlights the perspectives of both practitioners and other stakeholders. Analysing the multiple goals and interpretations of engagement encounters, approaches for improving CE practices used in plantation management and other settings are identified. 相似文献

ABSTRACT“Community energy” (CE) is argued to be an opportunity to transition to low-carbon energy systems while creating additional benefits for local communities. CE is defined as energy initiatives that place a high degree of emphasis on participation of local community members through ownership and control, where through doing so, benefits are created for the community. The trend has seen considerable growth in many countries over the last decade. Occurring simultaneously is a trend for local communities (e.g. municipalities) to create their own Local Energy Plans (LEPs) – a planning process that articulates energy-related actions (i.e. expected outcomes). While CE and LEPs both address energy activities in a local context, any further connection between these trends remains unclear.This research develops a framework, based on CE and LEP literature, to assess LEPs for their relevance to CE. The research analyses 77 LEPs from across Canada for the ways in which they address the three components that define CE: community participation, community ownership, and community capacity. The main findings are that LEPs have emerged as a process that is both relevant to CE and capable of strategically addressing its components. Despite this, LEPs do not appear to reveal a radically different approach to the “closed and institutional” models of traditional community involvement practices. The investigation suggests that for CE advocates, LEPs may be considered to be an important avenue to pursue CE ambitions. LEPs could increase their relevance to CE by improving the processes and actions related to all three CE components. 相似文献

Abstract It is widely acknowledged that promoting the long-term sustainability of rural areas requires an assessment of their capacity to handle stress from a host of external and internal factors such as resource depletion, global trading agreements, service reductions and changing demographics, to name but some. The sustainability literature includes a number of approaches for conducting capacity evaluations but is sparse regarding effective methods and empirical examples. This article provides one approach for assessing community capacity and gives results from its application to a specific Canadian rural community. The authors use general capacity variables and indicators to focus on a particular stress, namely impacts from climate change, and on one type of capacity, namely the capacity to adapt (to such climatic change). A basic framework and profiling tool (‘amoeba’) for describing the resources underlying community adaptive capacity are offered. The researchers provide a set of indicators reflecting social, human, institutional, natural and economic resources and relate them to climate change adaptation at the community level. Although the indicators cannot be replicated exactly for other rural communities, the essentials of the framework and the profiling tool can. In fact it is hoped that the ideas and example found in this article will encourage researchers to enhance and improve on the methods and results for work on community capacity. 相似文献

The modern environmental management literature stresses the need for community involvement to identify indicators to monitor progress towards sustainable development and environmental management goals. The purpose of this paper is to assess the impact of participatory processes on sustainability indicator identification and environmental management in three disparate case studies. The first is a process of developing partnerships between First Nations communities, environmental groups, and forestry companies to resolve conflicts over forest management in Western Canada. The second describes a situation in Botswana where local pastoral communities worked with development researchers to reduce desertification. The third case study details an on-going government led process of developing sustainability indicators in Guernsey, UK, that was designed to monitor the environmental, social, and economic impacts of changes in the economy. The comparative assessment between case studies allows us to draw three primary conclusions. (1) The identification and collection of sustainability indicators not only provide valuable databases for making management decisions, but the process of engaging people to select indicators also provides an opportunity for community empowerment that conventional development approaches have failed to provide. (2) Multi-stakeholder processes must formally feed into decision-making forums or they risk being viewed as irrelevant by policy-makers and stakeholders. (3) Since ecological boundaries rarely meet up with political jurisdictions, it is necessary to be flexible when choosing the scale at which monitoring and decision-making occurs. This requires an awareness of major environmental pathways that run through landscapes to understand how seemingly remote areas may be connected in ways that are not immediately apparent. 相似文献

ABSTRACT: The spatial distribution and the temporal and spatial variation of the annual, seasonal, and monthly precipitation in two mountainous watersheds in southwestern British Columbia, Canada, have been analyzed using a detailed database for 1971–1990 in the Capilano and Seymour watersheds. The analysis showed that the precipitation increases up to the mid-position of the watersheds, and then either levels off or decreases. Precipitation on mountain slopes and in the valley at the same distance from the beginning of the slope is similar, and the barrier height is identified as the dominant parameter which influences the precipitation distribution. The temporal variation of the precipitation is the smallest at the mid-position of the watersheds. This variability is the least in the fall and winter and largest in the summer. Correlation between the precipitation accumulations at various stations is large, ranging from 0.80 for the wet period of October-March to 0.65 for the dry period of April-September for distances less than 32 km. Comparison with other studies and the analyses of precipitation and runoff data from coastal British Columbia showed that the results of this study are perhaps general and thus transferable to similar areas in the coastal Pacific Northwest. 相似文献

Abstract Participatory GIS (geographic information systems) is designed to use community mapping exercises to produce spatial representations of local knowledge. The ideals of Participatory GIS revolve around the concept of public participation in the use of spatial data leading to increased community involvement in policy-setting and decision-making (Weiner et al., Community participation and geographic information systems, in: Craig et al., Community participation and geographic information systems, London: Taylor & Francis, 2002). This paper reports on findings from two case studies, one relating to assessments of air quality and how Participatory GIS has been used in the UK to improve local government policy, and the second on assessments of noise pollution. It concludes by discussing a caveat on the use of Participatory GIS for environmental governance, which is that, ideally, only issues on which participants are likely to have direct experiential knowledge should be targeted. 相似文献

Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions. 相似文献

Previous studies attempting to explain the factors that determine local participation in conservation initiatives have concluded that socio-political exclusion is the main barrier to being involved in such initiatives. Such studies have not differentiated between different types of conservation initiatives. In this paper, we contribute to the literature analyzing the socio-cultural correlates of participation, by differentiating between participation in three types of conservation schemes: protected areas, payment for environmental services, and community conservation. We use data obtained from six rural communities in Mexico, where different combinations of conservation schemes are found. Through linear regression analysis, we explore the relationship between participation and (1) the community of residence; (2) demographics; and (3) socioeconomic characteristics of individuals. Our results suggest that local participation in conservation strategies depends, to a large extent, on the socio-political context in which they are embedded and that the exclusion of women and young adults is clearly consistent. 相似文献
