In this paper, we focus on the issues related to development densities that emerged from our study of sprawl and development issues in three regions of British Columbia, Canada. We chose to focus on this aspect of the Smart Growth agenda because, while many of its other elements enjoy wide support across social interests, the goal of achieving a higher density urban fabric is highly controversial. We proceeded by collecting data on development densities and 13 indicators of community sustainability in 26 municipalities. The results suggest that the density of communities is associated with efficiencies in infrastructure and with reduced automobile dependence, with the ecological and economic implications which flow from that. However, it does not necessarily correlate with greater affordability of housing or more access to green space. In fact, if anything, we discovered a negative relationship between housing affordability and green space per capita and higher land-use densities. In a second stage of the research, we conducted a qualitative analysis of a subset of six municipalities and identified key policy issues for moving ahead with the Smart Growth agenda. The paper concludes with a discussion of the policy issues that emerged from these case studies.  相似文献

As provinces across Canada seek to diversify their domestic electricity supply and cope with the accelerating effects of anthropogenic climate change, new models of sustainability-focused economic development are being pursued. One critically important emerging paradigm involves First Nation (a Canadian term for indigenous) collaboration and leadership in renewable energy projects. In this comparative case study analysis, we consider two different governance approaches pursued in distinct renewable energy project contexts: the clean energy projects of the Ojibway Pic River First Nation band in northwestern Ontario and the NaiKun Offshore Wind Project proposed in the ocean territory of the Haida Nation off the coast of British Columbia (BC). Focusing on themes of participation and multi-level governance, the case studies highlight the importance of authority and control in decision processes, the primacy of ensuring that scale and quality of design are carefully scoped, and the shaping role of inclusiveness in planning for wholly sustainable energy futures. Taken together, these cases illustrate that fluid governance arrangements which exploit the particular capacities of each actor may give rise to trust that ultimately forms the foundation of a co-produced model of renewable energy governance. We argue that while collaboration might aim to be inclusive of all interested actors, it is important to consider the extent to which a project design might sufficiently incorporate a community's long-term vision. We conclude that truly sustainable renewable energy development requires a project design that reflects community values, incorporates community control, and incentivises indigenous ownership.  相似文献

The article explores and examines challenges and lessons learned from the implementation of community based natural resources management (CBNRM) programmes in Ngamiland, northern Botswana. The article, based largely on primary data, with some secondary data sources, draws on the CBNRM framework, which promotes rural socio‐economic development and natural resources management. Among the key factors identified as pivotal to the success of CBNRM is broadening the consultation base during the mobilization phase of the programme to facilitate effective community participation and representation. Preparedness by both the implementing institutions and participating communities is also highlighted as key to effective mobilization. This means moving away from a conventional consultative forum, to a more multi‐faceted approach that will facilitate capturing the views of diverse user groups within the community. The article also suggests that feasibility studies are needed to address socio‐economic, political and cultural characteristics inherent in communities to guide programme implementation. To achieve increased community participation and enhance positive conservation attitudes, the article advocates a mobilization approach and practice that will effectively facilitate the process.  相似文献

With the collapse of the Soviet Bloc and its economic support in 1989, as well as the tightening of the US economic embargo, Cuba has been forced to explore sustainable agriculture as a source of food security. This paper examines Havana's popular gardens, an important feature in Cuba's recent emphasis on self-reliant agriculture. Popular gardens are small plots of state-owned land that have been promoted since 1991 throughout Havana and other Cuban cities in response to recent food shortages. The popular gardens are a unique form of socialist agriculture which offer valuable insight into urban food production during economic crisis. They have emerged in the absence of land markets, with active government support and with widespread community organization and participation. The continued success of the gardens, however, is contingent on underlying political and economic factors.  相似文献

Sustainability requires the integration of social, environmental and economic concerns in international, national and local policy-making. One of the most powerful forces for sustainable development in practice was the Earth Summit of 1992, with its Agenda 21 and Local Agenda 21 (LA21). This latter agenda—the set of policies that aims to create the means to facilitate local sustainability—is particularly important for communities. Community development programmes that also include aspects of sustainable development would seem to embody the spirit of LA21. There are many such diverse schemes and what has emerged is a range of local initiatives that demonstrate parts of the sustainability concept but not a clear picture of sustainable development which covers all of its aspects.

In order to examine this proposition further, an analysis of the community garden movement in the UK was carried out. Community gardens are open spaces managed and operated by members of the local community for a variety of purposes. In the UK many of these are to be found in inner city areas such as in Bradford, Leeds, Bristol and Sandwell. Their growth is marked by their own association—the Federation of City Farms and Community Gardens. The gardens have a variety of purposes: in conjunction with vegetation growing (either as landscape or for consumption), some schemes are experimental permaculture plots, others use organic methods and yet others are concerned with health, education and training issues. All appear to be based in a sense of community, with participation and involvement being particularly strong features.

This sense of community participation and empowerment is what links examples of community gardening. The research reported here collates information gathered from the respondents of a questionnaire and from in-depth interviews, and draws out some of the similarities and themes that community gardens exhibit. From the results, it is suggested that the community garden movement could act as a model for the implementation of social, economic and environmental policies at the local level.  相似文献

Academic arguments present a critique of representative democracy and suggest that enhanced participation of communities in the management, governance and regulation of their local environments is required. Similarly, theorists of environmental democracy suggest the possibility and desirability of community involvement. In this paper, we argue that theories of environmental democracy lack the explanatory power to address real-life relations between people and their environment. Drawing on empirical material from recent research in the forested communities of the former coalfields of the South Wales Valleys, we identify significant rigidities, inertia and barriers that stand in the way of community participation in environmental democracy. We do this by constructing a framework for critical analysis that postulates a connection between recent shifts towards post-productivism in British forestry policy and theories of environmental democracy. Our findings point to a dissonance between, on the one hand, post-productivist forestry policy and theoretical discourses of governance, participation and environmental democracy, and, on the other hand, the actual situation of people living in the communities of the Valleys forest in South Wales. Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

The household-recycling rate in the Borough of Burnley, England in 2001/2002 was only half the national average of 12%. This research employed both quantitative and qualitative surveys in order to ascertain whether householders’ attitudes to recycling were contributory factors to the generally poor recycling performance and to investigate other social, cultural and structural influences. The Borough has a large Asian–British population concentrated in two deprived wards where recycling rates are particularly low, so special attention was given to ascertaining their attitudes towards recycling.The quantitative survey comprised a postal questionnaire sent to a random sample of 360 households drawn from the electoral register. The qualitative survey consisted of group interviews with the Asian–British population at local community centres and focus groups attended by volunteers from the quantitative study.The findings suggest that householders are very willing to participate in recycling, as shown by the almost 80% claiming to recycle paper, but that local recycling services are too unreliable and inconvenient to allow them to do so comprehensively. Asian–British attitudes to recycling were found to be no different to those of the wider population, with their low participation being linked to the higher priorities imposed upon them by economic deprivation. The findings are broadly in line with those of the literature in that recycling participation tends to be higher among more affluent and older people, but lower among less affluent and younger households, probably due in part to the availability of both storage space and time, with the implication that the Borough's preponderance of terraced housing militates against a high recycling rate. Policy recommendations to local authorities include the provision of bespoke recycling services to suit the variety of residential conditions across the UK, and the provision of regular feedback to householders regarding recycling services and performance.Further research is needed to identify non-recyclers and to explore how householders’ underlying psychological, cultural and social attitudes to recycling impinge upon recycling and participation rates.  相似文献

Summary This paper compares two forms of public participation in the assessment of appropriate energy technologies: a centralised top- down approach, and an approach based on grass roots empowerment. The example chosen to demonstrate the former is the Community Based Technology Assessment Program in the United States, and examples of the latter are drawn from efforts at assessing biogas technologies in Korea, Thailand and Papua New Guinea. The analysis includes the assessment of each case study in terms of conditions for public participation derived from the literature. Findings point to the need for empowered technology assessment groups and institutional support for program implementation, or "software", for future efforts at diffusing alternative energy technologies to rural settlements in developing countries. In addition, a role for women in technology assessment is recommended.Mr Subbakrishna has been involved with rural development processes in Nigeria, Kenya and India. With a background in the Earth Sciences from the Indian Institute of Technology, Kharagpur, his current specialisation is in natural resource management and energy policy. This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

It is evident that river basin development in Africa can do much to provide environmental stability to wildly erratic hydrologic and climatic cycles, to produce more food and to contribute to economic growth. The experience to date of river basin development in Africa has not proven as positive as in many developing countries. There are too many examples of ill-conceived and ill-suited schemes that contribute to further environmental degradation, social dislocation and hardship, and weaken already stressed national economies. The experience in Africa suggests that the real challenge for Africans to achieve environmentally self-sustaining water resources development lies in establishing the appropriate social and environmental context for physical development to take place. Attention needs to focus on regional development, multi-objective planning, community participation, environmental resiliency, the institutional arrangements for regional development, and the political and economic conditions within the basin states.  相似文献

Remote or off-grid communities in Canada primarily rely on diesel generators for the provision of their electricity. Often surrounded by potential renewable resources, they are characterised as the low-hanging fruit of greenhouse gas mitigation strategies. While much is said about the promises of community energy projects, as well as technologies and policy mechanisms for addressing the needs of these communities, little attention has been paid to what communities, themselves, might want for their energy projects and what the implications of those desires might be for both technology development and community energy policies. This paper aims to fill this gap by exploring the on-going energy pursuits of a number of remote First Nations communities in British Columbia. It identifies a desire for community self-sufficiency as a primary motivation for engaging with energy projects on the part of the communities and discusses the various meanings and implications of self-sufficiency in the context of community energy projects. These meanings and implications primarily include the two dimensions of material self-sufficiency and political self-determination, the latter of which suggests a view of community energy projects as processes of decolonisation among First Nation communities in British Columbia. It then suggests that the pursuit of this goal is somewhat incongruent with the approach that government and industry have taken in addressing community energy, especially the way in which remote communities are viewed as the low-hanging fruit of various sustainability projects.  相似文献

/ With over 2500 Australian Landcare groups, 65,000 volunteer members, and considerable evidence of program impact, Landcare is an important example of state-sponsored rural development in a developed nation. The agency-community partnership is a fundamental element of Landcare and getting the partnership right is vital to long-term program success. After reviewing the emergence of Landcare in the state of Victoria, the author reports research from a 1995 survey of Victorian Landcare groups. Survey information highlighted the extent of agency-group contact, the important roles agency staff played in many Landcare groups, and the positive impact of agency contact and government funding upon group activity. Large majorities of groups reported they were satisfied with their relationship with agency staff. However, a majority of groups reported money or materials provided to manage land and water degradation was inadequate. Recently proposed changes to the Landcare program will provide government funding of work on private property and may address this concern. A majority of groups also reported support for leadership and management training was inadequate and respondents emphasized the need to revise program guidelines that limit funding for group coordinators. This information highlighted the importance of articulating a practical model of community participation in Australia and adopting a systematic approach to providing agency support for Landcare groups. Reflecting upon the Landcare experience, the author suggests some of the key elements of a practical model of state-sponsored citizen resource management contributing to rural development.KEY WORDS: Landcare; Australia; Community participation; Rural development; Citizen resource management; Sustainable agriculture  相似文献

This study provides statistical evidence that support for community-based management of resources was more effective when initiated through a process known as participatory action plan development (PAPD). Thirty-six sites were studied where community management of fisheries was facilitated by NGOs. All involved community participation and establishing local fisheries management institutions. However, communities were able to take up more conservation-related interventions and faced fewer conflicts in the 18 sites where a PAPD was the basis for collective action and institution development. This indicates the value and effectiveness of adopting good practice in participatory planning, such as PAPD, which helps diverse stakeholders find common problems and solutions for natural resource management.  相似文献

This article describes a template for implementing an integrated community sustainability plan. The template emphasizes community engagement and outlines the components of a basic framework for integrating ecological, social and economic dynamics into a community plan. The framework is a series of steps that support a sustainable community development process. While it reflects the Canadian experience, the tools and techniques have applied value for a range of environmental planning contexts around the world. The research is case study based and draws from a diverse range of communities representing many types of infrastructure, demographics and ecological and geographical contexts. A critical path for moving local governments to sustainable community development is the creation and implementation of integrated planning approaches. To be effective and to be implemented, a requisite shift to sustainability requires active community engagement processes, political will, and a commitment to political and administrative accountability, and measurement.  相似文献
