In 1995 the Progressive Conservative Party (PC) defeated the New Democratic Party (NDP) to form the government in the province of Ontario, Canada. These parties represent different positions regarding the management, regulation and control of environmental affairs. The effects of provincial legislation on the environment are typically felt at the local level and hence we argue that this study has relevance for those interested in local environments. One policy paper regarding the environment for each party is analysed using a formal discourse analysis technique called textual analysis computing tools (TACT). The rationale for using TACT is included, as is a brief commentary on previous studies that have used discourse analysis to examine environmental issues. The results of the analysis indicate the different ways that the NDP and the PC express their philosophical positions as applied to environmental policy making in Ontario. The shift in 1995 from the social democratic and interventionist stance of the NDP with respect to environmental policy making toward the more corporate, free-market privatisation regime of the PC is demonstrated. Close attention is paid in the discourse analysis to the use of words like 'cost', 'economy' and 'environment' in the two documents analysed. Los efectos de la legislación provincial en el ambiente son sentidos típicamente a nivel local y por lo tanto nosotros argumentamos que este estudio tiene relevancia para los interesados en ambientes locales. Un documento de cada partido de politicas concernientes al medio ambiente es analizado usando una técnica de análisis de discurso formal llamada TACT. La razón para usar TACT es incluida yá que es un leve comentario sobre estudios previos que han usado análisis de discurso para examinar temas ambientales. Los resultados del análisis indican las diferentes formas que el NDP y el PC expresan su posiciones filósoficas como aplicación a la creación de politicas ambientales en Ontario. El cambio en 1995 de la actitud intervencionista y social-democrata del NDP con respecto a la creación de politicas ambientales hacia una postura mas corporativa de regimen de privatización de mercado libre del PC es demostrado. En los dos documentos analizados se presta una detenida atención en el análisis de discurso al uso de palabras como 'costo', 'economía', y 'ambiente'. In selecting six keywords from the environmental discourse the authors argue that language's 'double motivation' reveals a dialectical structure through which it simultaneously expresses both a utopian narrative and an ideologically driven myth of totality and consensus. The ambiguity of these keywords is of critical significance to all those involved in the environmental discourse, for without agreement on the meaning of commonly used concepts effective policy development is potentially disabled. The keywords we explore are 'community', 'sustainability', 'globalisation', 'diversity', 'democracy' and 'environment' itself.  相似文献

This paper addresses public participation in sustainability initiatives and in the development of sustainable communities. In particular, it examines two models of public participation in environmental policy, referred to as 'information deficit models', and 'deliberative and inclusionary processes and procedures' (DIPS). The difference between the two models will be examined through the framework of the US discourse of 'civic environmentalism'. Using both examples and an analysis of recent literature, a distinction between 'narrow focus' and 'broad focus' civic environmentalism will be presented. It is argued that 'information deficit models' of public participation usually associated with 'narrow focus' civic environmentalism can successfully contribute to the 'environmental' aspects of sustainable communities. The paper concludes that DIPS and the greater sharing of control by citizens, non-governmental organizations and local governments offered by 'broad focus' civic environmentalism, are far more likely to result in a greater social capital, and a holistic appreciation of the inextricable links between environmental, social and economic characteristics of sustainable communities.  相似文献

The Brundtland report and Agenda 21 focus on the global environment and development problems. Though Norway is usually considered a pioneer with respect to sustainable development, analyses have shown that this has not been the case with respect to Local Agenda 21. Still, Norwegian municipalities have strengthened their institutional capacity on environmental policy, and have thereby strengthened their ability to follow up the recommendations in Agenda 21. Through the high-profile government-financed reform programme, Environment in the Municipalities, which ran from 1988 to 1996, a great majority of the municipalities have employed their own environmental officers, and environmental considerations have gradually obtained a footing in municipal planning. So far, however, it is the local environmental problems that have received most attention rather than global environmental and development problems. By the start of the 21st century a crucial question is, therefore, whether the growing number of Local Agenda 21 initiatives in Norway will in fact adopt the global perspectives outlined by the Brundtland report and Agenda 21, or just keep on with a 'business as usual' environmental policy approach. So far national environmental policy in Norway seems to be reluctant to face the global problems, leaving the municipalities with the great challenge of being the 'engine' in steaming up Norwegian environmental politics.  相似文献

In this paper the authors explore data on environmental meanings, and the contextualisation of environmental concerns, that were obtained from a qualitative study of risks to health from air pollution. In-depth interviews were undertaken with 49 people living in two conurbations in north-east England. The findings highlight the importance of the local context (local history, experience, local knowledges and everyday existence) as an arena in which environmental meanings and concerns are constructed and negotiated, and how global environmental issues are also contextualised, and made sense of, within an explicitly local framework. These findings are used as a basis upon which to critically reflect upon the emphasis on globalisation within theoretical debates on 'risk society'.  相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements—in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice.  相似文献

ABSTRACT

Climate change is expected to contribute to global inequality, and exacerbate ecological risk for the world's poor. Despite recent trends within waste management academic discourse, which has begun to engage with inequality, and its underlying socio-economic and socio-political causes, discussions of inequality have so far remained absent from our investigations on climate change's impacts on waste management systems and practices. The purpose of the discussion is to call for a centring of inequality within our waste and climate discourse. I identify two main pathways for scholarly investigation, specifically, developing alternative waste management solutions for contexts in which waste management systems fail, which do not just perpetuate existing inequalities, and addressing the growing inequality in waste management technology and practice between the Global North and the Global South.  相似文献

Critics of my book, Sustainability, have raised many objections which are addressed. In general, I emphasize that the book is an integrative work; it must be long and complex beause it attempts a comprehensive treatment of problems of communication, of evaluation, and of management action in environmental discourse. I explain that I depend upon the pragmatists and on work in the pragmatics of language because the current language of environmental policy discourse is inadequate to allow deliberative processes that can reach consensus and cooperative actions. I revise my account of risk analysis somewhat, and defend my broad approach to the concept of sustainability. Finally, I discuss applications of my book to the current situation in environmental policy discourse.  相似文献

From an environmental perspective, the media have raised the level of environmental awareness and, rightly or wrongly, focused the attention of citizens on specific environmental issues. Public reaction to environmental news can filter back into the media and highlight specific policy issues. The importance of the media in this respect has gained strength, particularly in developing countries, where environmental problems have become legitimate concerns, and where access to 'official' information has been historically difficult. In general, newspapers have been found to be one of the most predominant sources of environmental information available to the public, particularly in developing countries. In this paper, we summarise, briefly analyse and compare the newspaper coverage of environmental issues in Argentina, Chile, Mexico and the Philippines. Among numerous other results, it appears that the coverage of environmental issues fell considerably over the period 1990-94 despite an increase in world-wide environmental awareness. Most news reports actions by the environmental agencies (warnings and rewards, etc.). In the Philippines, however, most environmental news reports investments in pollution abatement activities by the private sector. While citizens' complaints represent a small percentage of the coverage of environmental issues, closer examination reveals that such complaints, in the vast majority of cases, trigger governmental actions (warnings) and ultimately an improvement of firms' environmental performance (investment).  相似文献

The impacts of government environmental policies are often distributed inequitably, and can therefore be viewed as a form of social injustice. This is particularly the case with protected conservation sites, which are often concentrated in remote areas. While this policy allows environmental 'goods' to accrue to society as a whole, it often has negative impacts on local users, who have limited opportunities to influence policy. This paper reports on research undertaken in northern Scotland, where the extensive use of protective designations to conserve an internationally important 'wilderness' area led to serious conflict during the 1980s. The findings, based on semi-structured interviews, indicate that local stakeholders often felt powerless in the face of remote decision making, and environmental publicity aimed at an urban market. The problems of environmentalism that is not linked to social justice are discussed in this context, and the role which sustainability and participative conservation efforts can play in the development of social and environmental justice is evaluated. ‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

Survey techniques such as contingent valuation and opinion polls are used to develop an understanding of consumer preferences for the environment in the context of environmental decision-making. However, the exposure of weaknesses in such methods has led researchers to look to other information-gathering approaches which might enhance, complement or replace survey-based approaches. One such approach is that of the citizens' jury. A citizens' jury consists of a small group of people, selected to represent the general public rather than any interest-group or sector, which meets to deliberate upon a policy question. The paper critically evaluates the role that the citizens' jury might play in aiding environmental decision-making. Two case studies are reported where the citizens' jury process is used: first, to make recommendations on rural environmental projects in the Borders Region of Scotland; and, secondly, on meeting air quality targets in Edinburgh, Scotland. The paper concludes with recommendations on how the citizens' jury might complement other methods of environmental decision support and indicates the role that citizens' juries may play in future environmental and rural decision-making.  相似文献

The development of the aquaculture industry in Canada has triggered a conflict of a scope never seen before. As stated in Young and Matthews’ The Aquaculture Controversy, this debate has “mushroomed over the past several decades to become one of the most bitter and stubborn face-offs over industrial development ever witnessed in Canada” (Young and Matthews in The aquaculture controversy in Canada. Activism, policy and contested science. UBC Press, Vancouver, p 3, 2010). It opposes a wide variety of actors: from industrial investors, scientists, politicians and environmentalists to Native associations and communities, citizens groups and local stakeholders. The opposition is fierce between those in favor of a flourishing and modern aquaculture of industrial nature and those who fear the dreadful consequences of such an industry. In particular, the possible implementation of biotechnology innovations, such as a genetically modified salmon, has made this debate coextensive with the GMO debate, thus multiplying the opposition’s spectrum of arguments against the industry. Throughout the debate, Canadian environmental NGOs like the Suzuki Foundation and Greenpeace Canada have assumed leadership over the opposition to aquaculture development with certain success. Their participation in the debate features numerous ethical concerns related to environmental health, a respect for wilderness and local human communities. Such a position can be associated overall with a form of ecocentric ethics or concern. Nevertheless, a careful examination of the technical solutions proposed by these NGOs reveals their embeddedness in biocentrism. Through the example taken from the Canadian debate on aquaculture development, this paper aims to highlight the conceptual difficulty of enacting ecocentric ethical positions beyond formal arguments. Because ecocentrism implies a true paradigm shift, not only in mentality, but also in the way we conceive our technical interventions in nature, biocentrism remains an important practical method to enact ethical positions related to environmental concerns in public debates.  相似文献

A qualitative analysis of in-depth interviews with 92 farmers and 42 policy managers in Wuxi County, the Three Gorges Reservoir Region, was conducted to identify stakeholder preferences for alternative best management practices (BMPs) and to determine the factors that affect their acceptance. Policy manager support for most of the practices was relatively stronger than support by farmers, except for the grade stabilization structure (GSS), hillside ditch (HD) and constructed wetland alternative, owing to their perceptions of soil benefits, economic advantages and environmental advantages. Farmers opposed those practices that occupied cultivated lands or changed the conventional planting methods, such as field border, conservation tillage (CT) and contour buffer strips. They tended to accept the BMPs with off-farm pollution reduction, such as GSS, riparian forest buffer and HD, and the BMPs associated with soil benefits, such as nutrient management and Terrace. The result that almost all respondents did not accept CT differed from reports in the existing literature. There is a significant correlation between the acceptance of some BMPs and the townships where the farmers lived (P ≤ 0.05). The environmental conditions and social factors would affect farmer support for BMPs, including local soil conditions, farming methods, economic income, education level and age. The economic advantages of the BMPs were the main motivation for farmers to accept the practices. Furthermore, intensive education efforts, financial incentives or economic subsidies may promote the adoption of the BMPs in our study area.  相似文献

This paper uses a critical realist framework to analyse environmental risk in a local space. It argues that urban risk needs to be understood in terms of the causal mechanisms that shape risk events and the contingent conditions that provide the context within which they occur. It uses a case study of an informal settlement in Hout Bay, South Africa, to explore these ideas. It is an approach that challenges the dominant technical and scientific discourse that usually determines the understanding of risk. The research suggests that the key causal mechanisms that shape risk events in informal settlements are globalisation and urbanisation, poverty and vulnerability, the social construction of environmental problems, gender relations, the rise of civil society organisations, political governance and the spatial distribution of risk. The environmental characteristics of the site, as well as the development of the settlement during the political transformation in South Africa, are the key contingent conditions determining the nature of risk.  相似文献

Abstract

In this paper we examine the relationship between identification with the environmental movement and support for First Nations' land claims in order to determine the potential for an environmental justice movement in British Columbia. The findings are based on survey data collected from members of a wilderness preservation movement organization based on Vancouver Island. The findings demonstrate that the stronger an individual identifies with the environmental movement, the more s/he supports linking First Nations' land claims to conservation campaigns. We conclude by proposing that the wilderness preservation movement could increase its mobilization potential and widen the scope of the movement by including First Nations' issues in their campaigns. It could do this by expanding its frame to include issues of environmental justice, thereby connecting environmental protection and fair access to resources.  相似文献

Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved.  相似文献

We consider the street experiences of a group of urban children living in a large East Midlands town in the UK. Our attention focuses upon an issue that has seldom been examined, neighbourhood bullying. We highlight how some children, through their propinquity within neighbourhood spaces, clash and collide to such an extent that their experiences of a locality become severely blighted. For these unfortunate young people local environments are tyrannical spaces, defined in terms of 'no-go areas', danger and threat. These are not remarkable geographies, however, and we suggest that like many school environments, where bullying has increasingly been recognised and disclosed, within many localities there is a 'hidden' geography of fear waiting to be uncovered. The paper is organised into five parts: first, we briefly examine the concept of bullying, particularly in relation to young people in schools; secondly, we extend these ideas into a neighbourhood context drawing upon recent ideas of 'self', 'other' and microgeographies; thirdly, we outline the research project from which this article emerges; fourthly, we look at some empirical evidence from an urban case study that draws attention to the form and consequences of neighbourhood bullying; lastly, we discuss the relevance of these findings to future policy and practice, particularly in relation to the management of neighbourhood spaces. We propose that systematically applied local strategies to tackle bullying within neighbourhoods are needed, particularly those which engage young people and adults together through a whole community approach.  相似文献
