Mexico City has gained an international reputation for its ground-breaking approach to sustainability as a result of policies implemented during the Marcelo Ebrard administration (2006–2012). In this paper, we examine the development and implementation of the Plan Verde de la Ciudad de México (Green Plan), the 15-year policy aimed to transform Mexico City into the most progressive and sustainable city in Latin America. Key to the plan's success, it was claimed, would be the active participation of stakeholders from all levels of society. Drawing on documentary material and interviews, we argue that whilst the plan did have a significant impact on the environmental sustainability of the megacity, it failed to include effective citizen participation mechanisms. As predicted by several members of the Green Plan Monitoring and Assessment Board, this lack of representation, alongside other failures, appears to have facilitated the premature demise of the plan under the new administration.  相似文献

Some scholars and activists have suggested that discourses of environmental sustainability do not include sufficient attention to social issues or environmental justice. Since social inclusion is a prevalent masterframe among activists and in social policy circles in Canada and elsewhere, our research explored the extent that English-speaking Canadian environmental non-governmental organisations (ENGOs) incorporate discursive aspects of social inclusion into their website communication. Social inclusion includes such issues as multiculturalism, gender inequality, low income and racialisation. We analysed mission statements, programmes and policy analysis presented by a sample of ENGOs drawn from the membership of the Canadian Environmental Network for evidence of a variety of indicators of attention to social inclusion. We conclude that environmental groups remain locked into an “environmentalist” frame that often ignores such issues. This has major implications for partnerships with other Canadian social movements.  相似文献

Consensus-based multi-stakeholder forms of environmental governance involving government, private and civil society actors, have become popular for advancing sustainability, but have been criticized for failing to achieve procedural justice objectives including recognition, participation and strengthening capabilities. Yet, how such models have functioned within non-governmental organizations dedicated to advancing sustainability has been underexplored. This paper assesses the procedural elements of consensus-based multi-stakeholder models used within Canadian biosphere reserves and model forests, two organizations working to address environment and sustainability issues. We draw on strategic documents and semi-structured interviews from five organizations in Canada to analyze their governance structures and processes against a framework for procedural justice. We find the organizational structure reproduces elitism and professionalism associated with stakeholder models more generally and reproduces challenges associated with recognition, participation and building capabilities found in other stakeholder approaches. Meeting broader sustainability challenges requires organizations to address procedural justice issues in addition to their traditional environmental concerns.  相似文献

Critics of my book, Sustainability, have raised many objections which are addressed. In general, I emphasize that the book is an integrative work; it must be long and complex beause it attempts a comprehensive treatment of problems of communication, of evaluation, and of management action in environmental discourse. I explain that I depend upon the pragmatists and on work in the pragmatics of language because the current language of environmental policy discourse is inadequate to allow deliberative processes that can reach consensus and cooperative actions. I revise my account of risk analysis somewhat, and defend my broad approach to the concept of sustainability. Finally, I discuss applications of my book to the current situation in environmental policy discourse.  相似文献

As the concept of sustainability broadens to include social aspects, sustainability organisations must embrace strategies that allow them to more effectively address community issues and procedural concerns. Biosphere reserves (BRs) and model forests (MFs) advocate strongly for community engagement to achieve place-based sustainability; in practice, however, these organisations have had variable success in effectively engaging community residents and addressing their needs and interests. In this paper, we offer a framework for place-based governance for sustainability that is used to compare strategies used in BRs and MFs operating in the Maritime Provinces of Canada with the operations of Vibrant Communities, an anti-poverty organisation that operates locally in Saint John, New Brunswick. We draw attention to three imperatives: comprehensive understanding, community empowerment, and community-based outcomes, and five procedural drivers: local leadership, strong networks, diverse community engagement, learning together, and information sharing. Based on our results, we provide greater clarity on processes that address the imperatives and mobilise the drivers of effective place-based governance for sustainability. Our results suggest that there is a need for theory and practice to advance beyond current understandings of sustainability governance to enhance the capacity of organisations seeking to implement community-based sustainability strategies.  相似文献

ABSTRACT

The article explores one of the biggest controversies over sustainability in modern Czech history, a protracted conflict over whether the Brno railway station should be re-built in a new location. By examining the language of the interaction between a ‘modernizing discourse’ and a ‘sustainability discourse’, the article highlights reflexivity as analytic enterprise that bares the governance dimension of policy conflicts. The reflexive analysis focuses on how actors justify their positions, how they distinguish themselves from their opponents and how they express trust in their own group. It reveals that both discourses are not only related to the re-location issue per se, but that they entail contested notions of legitimate knowledge and modes of governance. Since such power contest is common in sustainability controversies, the reflexive analysis suggests a novel analytical agenda for addressing policy conflicts in sustainability issues.  相似文献

ABSTRACT

In the context of food policy, sustainability functions as a normative principle but also constitutes a highly contested arena. The study presented in this paper establishes how discursive dynamics amongst professionals involved in matters of food distribution, retail, consumption and waste lead to food policy themes being framed as issues of sustainability. Analysing varied UK-based data (trade magazine articles, policy documents and interviews with retail, non-profit and consultancy representatives), three interpretative frames of sustainability are identified: consumer sovereignty, economic rationality and stewardship. Focusing on three themes of food sustainability – organic consumption, protein diversity and waste reduction – it is shown how these interpretative frames constitute the discursive framework relevant to food policy. Based on these findings, it is shown how in the analysed debates environmental concerns are sidelined.  相似文献

The issue of planning for sustainability is becoming more established within Canadian municipal planning. As municipalities begin to align their planning policy to reflect a more sustainable approach, there is an increased interest in how sustainability is being operationalised within municipal documents. This research aims to better understand how principles of sustainability are imbedded within Ontario municipal documents, with a specific focus on the Integrated Sustainability Community Planning approach that has emerged in Canada. Drawing on a nested comparative case study of four mid-sized municipalities, we uncover the language and strategies employed by the municipalities as they relate to the principles of sustainability developed by Gibson [2006a. Sustainability assessment: basic components of a practical approach. Impact Assessment and Project Appraisal, 24 (3), 170–182]. The findings suggest that current policy-based approaches to sustainability are considering more socially oriented strategies focused on promoting community involvement, inclusive decision-making, equity, socio-ecological civility, long-term integrative planning, and responsibility through stewardship. However, there are potential limitations that will require future research to examine policy outcomes associated with sustainability uptake. The ICSP approach must still overcome the issues relating to lack of regulatory authority and the incorporation of policies based on popular trends rather than empirical evidence.  相似文献

Learning is considered as a promising mechanism to cope with rapid environmental change. The implications of learning for natural resource management (NRM) have not been explored in-depth and the evidence on the topic is scattered across multiple sources. We provide a qualitative review of types of learning outcomes and consider their manifestations in NRM across selected empirical literature. We conducted a systematic search of the peer-reviewed literature (N = 1,223) and a qualitative meta-synthesis of included articles, with an explicit focus on learning outcomes and NRM changes (N = 53). Besides social learning, we found several learning concepts used, including policy and transformative learning, and multiple links between learning and NRM reported. We observe that the development of skills, together with a system approach involving multi-level capacities, is decisive for implications of learning for NRM. Future reviews could systematically compare how primary research applies different learning concepts and discusses links between learning and NRM changes.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns.  相似文献

Recently the Vietnamese government has endorsed a long-term policy plan in which it is proposed to restore controlled seasonal flooding in the upper regions of the Vietnamese part of the Mekong delta. Restoring controlled flooding would contrast a period of several decades characterized by a dominant flood prevention approach to enable intensive rice production in the delta. This article investigates a series of long-term policy plans, which have been developed for the Mekong delta since the 1960s, on their take on flood control sensu flood prevention, or the opposite, controlled seasonal flooding. By doing so it is demonstrated how perspectives on flood management have gradually evolved and, in the specific case of suggesting controlled flooding, have been framed in various ways by various actors. Contemporary proposals for controlled seasonal flooding are supported by actors ranging from governmental institutes to environmental NGOs, and connect to on-going debates about environmental challenges and sustainable development of the Mekong delta. We adopt a systems approach to analyze social, environmental and technological dynamics in the Mekong delta, and discuss whether the different interpretations of controlled flooding may contribute to the long-term sustainability of the delta.  相似文献

Norton argues on pragmatic “Deweyan” grounds that we should cease to ask scientists for value neutral definitions of “sustainability,” developed independently of moral and social values, to guide our environmental policy making debates. “Sustainability,” like human “health,” is a normative concept from the start—one that cannot be meaningfully developed by scientists or economists without input by all the stake holders affected. While I endorse Norton’s approach, I question his apparent presumption that concern for sustainability for the future is at odds with and ought to trump concern for enhancement in the present of public opportunities to access the goods nature represents. I argue that the two are not separable in practice. I argue for Passmore’s position that unless we take care to enhance equitable access to the good and services nature represents in the present, we cannot succeed in promoting sustainability for future generations.  相似文献

Community-based organizations (CBOs) today seek improved capacity to address environmental problems in urban neighbourhoods. Many seek access to information technologies such as the Internet and Geographic Information Systems (GIS) to expand information about their neighbourhood's environmental quality to support their planning and service efforts. Experience with the Internet has been bolstered somewhat by programmesto create community networks. This experience and experience with GIS in planning at the municipal and state levels reveals a set of technical, organizational and personal prerequisites that bolster successful and effective adoption of information technologies. This paper reviews these prerequisites as they pertain to CBOs and makes recommendations for transactions that could enhance CBO adoption of the Internet and GIS to address environmental problems in urban neighbourhoods. The paper concludes that a constellation of prerequisite conditions, most predominantly data availability problems, staff skill acquisition and staff retention problems, offer the greatest challenges for CBOs seeking to adopt information technologies to manage environmental problems more effectively.  相似文献

This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with social and biophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained.  相似文献

Abstract

Electric vehicles (EVs) are currently being discussed as a promising means to increase the energy efficiency and sustainability of today's transport systems. While technological progress and cost reduction are certainly crucial topics for their successful diffusion, consumer acceptance is another issue that warrants further analysis. Based on a large online survey (N?=?969), we compared four consumer groups which differ in their likelihood to purchase an EV with regard to their socio-demographic characteristics, their willingness to pay (WTP) and their perceptions of EVs. The findings indicate that early users in Germany are most likely to be middle-aged men living with their families in a multi-vehicle household who have a higher WTP for an EV. Perceived compatibility of an EV with personal needs seems to be the most influential factor on the stated willingness to purchase an EV. With regard to the promotion of EVs, strengthening their environmental advantages and providing financial incentives for purchase are rated as important measures by a majority of the sample, while performance characteristics which are comparable to conventional vehicles seem to be less important for most participants. Based on the data analyses, we provide recommendations for measures regarding the further development and promotion of EVs.  相似文献

Urban sustainability literature calls for new governance relations to support green urban agendas. Privileging non-hierarchical relations, this literature fails to address the means by which organisations create these capacities. The author interviewed public, private and community environmental leaders in metropolitan Chicago regarding their disposition toward creating boundary spanning organisations (BSOs) in addressing the City's Environmental Action Agenda. Their responses reflect engaged efforts to enhance cross-boundary sharing of information, resources, and power. However, they also reflect the decisive role of central authority in initiating this process. These findings suggest the complexity of urban governance in transitions toward sustainability and the opportunities they provide to explore the implications of on-the-ground practice.  相似文献

Partnerships between natural-area managers and the tourism industry have been suggested to contribute to sustainability in protected areas. This article explores how important sustainability outcomes of partnerships are to their members, how well they are realised and the features of partnerships leading to their achievement. In 21 case studies in Australia, interviews (n = 97) and surveys (n = 100) showed that of 14 sustainability outcomes, improved understanding of protected areas values and improved biodiversity conservation were the most important. Other highly ranked outcomes were greater respect for culture, heritage, and/or traditions; improved quality of environmental conditions; social benefits to local communities; and improved economic viability of the protected area. Scores for satisfaction with outcomes were, like those for importance, all high but were less than those for importance for the majority, with improvement in quality of environmental conditions showing the largest gap. The satisfaction score exceeded that for importance only for increased competitiveness of the protected area as a tourist destination. “Brown” aspects of sustainability, i.e., decreased waste or energy use, were among the lowest-scoring outcomes for both importance and satisfaction. The most important factor enabling sustainability outcomes was provision of benefits to partnership members. Others were increased financial support, inclusiveness, supportive organisational and administrative arrangements, direct involvement of decision makers, partnership maturity, creation of new relationships, decreased conflict, and stimulation of innovation. Improving sustainability outcomes, therefore, requires maintaining these partnership attributes and also increasing emphasis on reducing waste and resource use.  相似文献
