This research develops a method to transform the Oregon Benchmarks, a set of internationally recognized quantitative indicators designed to measure a broad array of state-level trends, into indices of social, economic, and environmental sustainability. Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. The three-domain sustainability indices presented here are designed both to understand the current sustainability situation and to create a useful and informative tool for state-level policy makers interested in incorporating sustainability principles into their decision making. 相似文献

In order to achieve improved sustainability, local authorities need to use tools that adequately describe and synthesize environmental information. This article illustrates a methodological approach that organizes a wide suite of environmental indicators into few aggregated indices, making use of correlation, principal component analysis, and fuzzy sets. Furthermore, a weighting system, which includes stakeholders’ priorities and ambitions, is applied. As a case study, the described methodology is applied to the Reggio Emilia Province in Italy, by considering environmental information from 45 municipalities. Principal component analysis is used to condense an initial set of 19 indicators into 6 fundamental dimensions that highlight patterns of environmental conditions at the provincial scale. These dimensions are further aggregated in two indices of environmental performance through fuzzy sets. The simple form of these indices makes them particularly suitable for public communication, as they condensate a wide set of heterogeneous indicators. The main outcomes of the analysis and the potential applications of the method are discussed. 相似文献

The paper introduces the so-called climate change mainstreaming approach, where vulnerability and adaptation measures are
assessed in the context of general development policy objectives. The approach is based on the application of a limited set
of indicators. These indicators are selected as representatives of focal development policy objectives, and a stepwise approach
for addressing climate change impacts, development linkages, and the economic, social and environmental dimensions related
to vulnerability and adaptation are introduced. Within this context it is illustrated using three case studies how development
policy indicators in practice can be used to assess climate change impacts and adaptation measures based on three case studies,
namely a road project in flood prone areas of Mozambique, rainwater harvesting in the agricultural sector in Tanzania and
malaria protection in Tanzania. The conclusions of the paper confirm that climate risks can be reduced at relatively low costs,
but the uncertainty is still remaining about some of the wider development impacts of implementing climate change adaptation

In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed. 相似文献

In evaluating the costs and benefits of water resources development projects, the World Bank examines the economic, social and environmental aspects of the project. Some of these aspects are more easily quantified than others. The paper reviews some aspects that have been quantified by the Bank and describes others which have not. By way of illustrating the difficulty of quantification, the Bank's efforts to quantify the health hazards resulting from the introduction of irrigation projects is examined. ABSTRACTThis article explores the need to recognise and compensate the plurality of environmental justice claims, while paying close attention to the outcomes of the most marginalised groups – cultural and ecological – in political decision-making to avoid vestiges of hegemony. The early history of the Movimiento dos Trabalhadores Rurais sem Terra (MST) serves as a case study in which environmental justice claims clash with indigenous rights claims. In recent decades, the MST has refused settling Amazonian indigenous territories, consistent with the organisation’s Via Campesina platform, which focuses on redistributing the 50% of national territory controlled privately by Brazil’s richest 4%. Yet, in the 1970s and early 1980s, Brazil’s military government pitted landless peasants and indigenous people’s struggles against each other, circumventing land reform potentially disruptive to the country’s de facto colonial fazenda land system. This tactic pressured competing groups – landless peasants and indigenous people – to fight against each other, concluding predictably: the most powerful factions ended up getting their way, conceding less in negotiations than their less-advantageously positioned, marginalised counterparts. When marginalised groups gain concessions in environmental justice struggles, often the goods comprising those concessions come at a cost to marginalised groups with even less political visibility. Hegemonic structures of power remain non-negotiable in the process of alleviating other injustices in perceived zero-sum politics. Such systemic displacement and dispersion of violence in systems built on violence suggests hegemony affects not just to other marginalised groups, but to nonhumans too. 相似文献

Logging has been a much maligned feature of frontier development in the Amazon. Most discussions ignore the fact that logging
can be part of a renewable, environmentally benign, and broadly equitable economic activity in these remote places. We estimate
there to be some 4.5 ± 1.35 billion m3 of commercial timber volume in the Brazilian Amazon today, of which 1.2 billion m3 is currently profitable to harvest, with a total potential stumpage value of $15.4 billion. A successful forest sector in
the Brazilian Amazon will integrate timber harvesting on private lands and on unprotected and unsettled government lands with
timber concessions on public lands. If a legal, productive, timber industry can be established outside of protected areas,
it will deliver environmental benefits in synergy with those provided by the region’s network of protected areas, the latter
of which we estimate to have an opportunity cost from lost timber revenues of $2.3 billion over 30 years. Indeed, on all land
accessible to harvesting, the timber industry could produce an average of more than 16 million m3 per year over a 30-year harvest cycle—entirely outside of current protected areas—providing $4.8 billion in returns to landowners
and generating $1.8 billion in sawnwood sales tax revenue. This level of harvest could be profitably complemented with an
additional 10% from logging concessions on National Forests. This advance, however, should be realized only through widespread

as a subjective judgment Intuition. This paper outlines a new evaluation-framework of environmental sustainability, which
integrates fuzzy logic into MCDM. This evaluation-framework consists of 36 structured and 5 unstructured decision-points,
wherein MCDM is used to handle the former and fuzzy logic serves for the latter, With the integrated evaluation-framework,
the evaluations of environmental sustainability in 146 countries are calculated, ranked and clustered, and the evaluation

Many frameworks have been used to identify environmental flows for sustaining river ecosystems or specific taxa in the face of widespread flow alteration. However, these frameworks largely focus on identifying suitable flows and often ignore the important links between management actions, resulting flows, and valued ecosystem or social responses. Structured decision making (SDM) could assist the comparison of environmental flows by providing a mature framework to link management actions to objectives via environmental flow science. We describe SDM and illustrate its application using a case study focused on comparing environmental flow scenarios for the mainstem Willamette River, Oregon. In a short timeframe, SDM was applied to identify objectives, develop empirical and expert opinion‐based models, and compare flow scenarios while accounting for interannual flow variability and partial controllability. No scenario was clearly preferred based on available knowledge, largely because river flows could only be partially controlled through dam operations. Participants agreed that SDM was useful for comparing alternative dam operations, but that refined predictive models and additional objectives were needed to better inform basinwide flow decisions. In our view, SDM can provide more realistic comparisons of environmental flows by accounting for partial controllability and uncertainty, which may result in greater implementation of available flow management actions. 相似文献

Abstract: Surface water resources in urban areas serve multiple functions ranging from recreation to wildlife habitat. As a result, diverse values influence people’s views about resource protection, potentially leading to conflicting interests. In metropolitan Portland, Oregon, natural resource planning has recently focused on habitat restoration as well as stormwater and pollution mitigation, especially through the protection of riparian areas. Due to opposition over proposed regulations in the study region, this research examines public attitudes about an array of resource management efforts. The primary research question is: what is the extent of positive–negative attitudes about water resource protection, and what theoretical dimensions underlie diverse judgments? After empirical survey results are presented, I outline a conceptual approach for future assessments of environmental attitudes while highlighting important value‐based dimensions of judgments. Although flexible, the framework allows broad comparisons to advance knowledge about the social acceptability of varied water resource management approaches across diverse places and contexts. 相似文献

Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process. 相似文献
