Over the past decades, many Asian economies have achieved striking levels of economic growth. This economic growth has been necessary in order to fulfil the material needs and aspirations of growing populations. However, it has also been accompanied by substantial environmental degradation. While the precise interactions between economic growth, economic development and environmental degradation is subject to controversy and a comprehensive assessment of the Asian environment may be required to fully understand this relationship and the present conditions of the environment, it is argued in this paper that the achievement of sustainable economic development and the harmonizing of economic and environmental objectives will not be possible without deliberate policy interventions. Such policies need to incorporate a regional dimension in the form of institution building, in parallel to the concept of regional economic growth. The article focuses on the current problems of environmental and natural resource degradation in Asia, within a possible conceptual framework of impoverishing or unsustainable economic growth, and suggests a set of policies that need to be adopted in order to solve current difficulties.  相似文献

Partnerships and co-operative environmental management are increasing worldwide as is the call for scientific input in the public process of ecosystem management. In Hawaii, private landowners, non-governmental organizations, and state and federal agencies have formed watershed partnerships to conserve and better manage upland forested watersheds. In this paper, findings of an international workshop convened in Hawaii to explore the strengths of approaches used to assess stakeholder values of environmental resources and foster consensus in the public process of ecosystem management are presented. Authors draw upon field experience in projects throughout Hawaii, Southeast Asia, Africa and the US mainland to derive a set of lessons learned that can be applied to Hawaiian and other watershed partnerships in an effort to promote consensus and sustainable ecosystem management. Interdisciplinary science-based models can serve as effective tools to identify areas of potential consensus in the process of ecosystem management. Effective integration of scientific input in co-operative ecosystem management depends on the role of science, the stakeholders and decision-makers involved, and the common language utilized to compare tradeoffs. Trust is essential to consensus building and the integration of scientific input must be transparent and inclusive of public feedback. Consideration of all relevant stakeholders and the actual benefits and costs of management activities to each stakeholder is essential. Perceptions and intuitive responses of people can be as influential as analytical processes in decision-making and must be addressed. Deliberative, dynamic and iterative decision-making processes all influence the level of stakeholder achievement of consensus. In Hawaii, application of lessons learned can promote more informed and democratic decision processes, quality scientific analysis that is relevant, and legitimacy and public acceptance of ecosystem management.  相似文献

This article provides a brief review of some of the policy issues facing the Asian region with respect to climate change and its economic consequences. The environmental consequences of Asia's economic rise threaten the future growth of the region. Despite recent economic expansion, Asia will be one of the areas of the world most vulnerable to climate change. While Asia currently contributes moderately to greenhouse gas emissions, the potential for increases in emissions is significant. National and regional policy options, including abatement and adaptation, are examined as strategies for tackling the likely effects of climate change. This study recommends that national initiatives that have no 'regrets' properties be a priority area for further research so that they can be implemented as soon as possible. It is envisaged that in the short to medium term, identifiable no regrets policies can be a useful tool for reducing emissions and vulnerability to climate change in developing regions such as Asia.  相似文献

The interactions between humans, animals and the environment have shaped human values and ethics, not only the genes that we are made of. The animal rights movement challenges human beings to reconsider interactions between humans and other animals, and maybe connected to the environmental movement that begs us to recognize the fact that there are symbiotic relationships between humans and all other organisms. The first part of this paper looks at types of bioethics, the implications of autonomy and the value of being alive. Then the level of consciousness of these relationships are explored in survey results from Asia and the Pacific, especially in the 1993 International Bioethics Survey conducted in Australia, Hong Kong, India, Israel, Japan, New Zealand, The Philippines, Russia, Singapore and Thailand. Very few mentioned animal consciousness in the survey, but there were more biocentric comments in Australia and Japan; and more comments with the idea of harmony including humans in Thailand. Comparisons between questions and surveys will also be made, in an attempt to describe what people imagine animal consciousness to be, and whether this relates to human ethics of the relationships. In order to improve the sustainability of the Asian concrete industry, it is important to understand the effect of regional context considering the widely varying socio-economic conditions present in Asia. This research in Mongolia and Singapore was conducted as a continuation of previous studies in Japan, Thailand and South Korea in order to further contribute to understanding regional context, particularly geographic, climate, and economic factors. Geography and climate were found to strongly affect the means by which durability should be assured in each country, as Singapore has a tropical climate whereas Mongolia experiences a large temperature variation with extremely cold winters. The ability to access construction materials and resources was also related to geography, as Singapore, while resource poor, is an international shipping center, whereas Mongolia has abundant resources but few access routes for imports. Quality control issues in Mongolia could be understood in the context of the lower level of economic development, whereas in Singapore the high level of development has lead to an emphasis on green construction, with the government taking the lead in implementing new systems and technologies.  相似文献

Acid rain has been an issue of great concern in North America and Europe during the past several decades. However, due to the passage of a number of recent regulations, most notably the Clean Air Act in the United States in 1990, there is an emerging perception that the problem in these Western nations is nearing solution. The situation in the developing world, particularly in Asia, is much bleaker. Given the policies of many Asian nations to achieve levels of development comparable with the industrialized world—which necessitate a significant expansion of energy consumption (most derived from indigenous coal reserves)—the potential for the formation of, and damage from, acid deposition in these developing countries is very high. This article delineates and assesses the emissions patterns, meteorology, physical geology, and biological and cultural resources present in various Asian nations. Based on this analysis and the risk factors to acidification, it is concluded that a number of areas in Asia are currently vulnerable to acid rain. These regions include Japan, North and South Korea, southern China, and the mountainous portions of Southeast Asia and southwestern India. Furthermore, with accelerated development (and its attendant increase in energy use and production of emissions of acid deposition precursors) in many nations of Asia, it is likely that other regions will also be affected by acidification in the near future. Based on the results of this overview, it is clear that acid deposition has significant potential to impact the Asian region. However, empirical evidence is urgently needed to confirm this and to provide early warning of increases in the magnitude and spread of acid deposition and its effects throughout this part of the world.  相似文献

Simultaneous ground-based measurements of ozone and carbon monoxide were performed at Oki, Japan, from January 2001 to September 2002 in order to investigate the O(3) and CO characteristics and their distributions. The observations revealed that O(3) and CO concentrations were maximum in springtime and minimum in the summer. The monthly averaged concentrations of O(3) and CO were 60 and 234 ppb in spring and 23 and 106 ppb in summer, respectively. Based on direction, 5-day isentropic backward trajectory analysis was carried out to determine the transport path of air masses, preceding their arrival at Oki. Comparison between classified results from present work and results from the year 1994-1996 was carried out. The O(3) and CO concentration results of classified air masses in our analysis show similar concentration trends to previous findings; highest in the WNW/W, lowest in N/NE and medium levels in NW. Moreover, O(3) levels are higher and CO levels are lower in the present study in all categories.  相似文献

Energy transition is the process whereby the volume and proportion of commercial energy increases so as to replace traditional fuels as the main energy source. In South and South-East Asia the extent to which this transition has taken place varies within and between countries. In general, in the urban areas, the process is more advanced than in rural areas. It is also more advanced in the larger towns than the smaller ones and more advanced within higher income groups. In rural areas industry is a large consumer of traditional energy and many rural peoples earn their livelihoods as suppliers of traditional energy to industry. For both economic and social reasons the transition process has been slower in rural households than in urban households. This must change as for much of the rural areas of South and South-East Asia, increasing population and increasing energy demand are creating pressures on the biomass which cannot be sustained.  相似文献

Examining the production and consumption for copper between 1985 and 2003, we see two dramatic changes. The first is the rapid growth of consumption in China and other Asian countries, the second the rapid growth of production in Chile. This paper examines these two important developments, which nicely accommodated each other, allowing the global copper market to remain more or less in balance over this period. A better understanding of the forces responsible for both, it is hoped, will allow us to understand better whether they are likely to continue in the future in a manner that provides a rough balance between global consumption and the available production.  相似文献

Summary Over the past two decades, since initial establishment of Thailand's National Environment Board by the original National Environmental Quality Act of 1975 (NEQA/75), many lessons have been learned on the complex problems of establishing a meaningful national environmental program in the country. Based on these lessons, a new act was promulgated in 1992 (NEQA/92), which furnishes very substantial powers and financing for planning and implementing such a program. The result has been a marked upgrading and acceleration of the program, but with the realization that the principal problem now is scarcity of the many needed technical skills in the government's Ministry of Science, Technology and Environment, which serves as the Working Arm for the National Environment Board. One of the approaches now being explored is how to make effective use of the private sector to supplement and complement the government's resources.Thailand's goal, from the point of view of the Ministry of Science, technology and Environment, is the continuing sustainable development of Thailand. This means planning and implementing economiccum-environmental development projects, where the investment pays good dividends in both financial earnings and in environmental protection. This will not be easy, because the projects must be suited to the political, cultural, and social as well as the economic realities of Thailand. The common mistake in developing countries of trying to emulate practices developed and utilized in the affluent industrialized countries must be avoided. It is realized that pioneering studies and research, to obtain the planning and design guidelines which will fit the current national development situation, must be undertaken here in Thailand.Mr Kasem Snidvongs is Permanent Secretary to the Ministry. The aim of this paper is to assess the conditions that influence foreign direct investment in the mineral industries of China and India. The paper first surveys literature on the determinants of foreign direct investment to identify key conditions, under which host countries attract mining FDI. It then builds an evaluative framework which allows for comparative analysis. The paper then comparatively evaluates the performance of foreign investment regimes that govern mineral industries in China and India. Its findings show that the overall conditions for foreign mining investment in China and India are not favourable and that substantial policy, regulatory and other changes in both countries need to be made if more investment is to flow.  相似文献

Differences between inland and coastal aquacultural production systems in Asia are discussed in terms of market orientation, resource allocation and property rights, and scale of operations. The production of shrimp grown in coastal brackish water ponds has featured prominently in aquacultural development programmes in Asia. Emphasis placed on capital-intensive shrimp production for export, however, has distracted attention from the potential of inland freshwater aquaculture to generate employment opportunities for rural people and food production for domestic consumers. The paper concludes with a discussion of an alternative policy direction for promoting aquacultural development on a socially sound basis, recognizing the need to balance equity and human nutrition with profitability and foreign exchange earnings.  相似文献

This paper presents a review of energy use in 22 selected countries of Asia and estimates the anthropogenic emission of sulphur dioxide (SO2) for the selected countries, both at national and disaggregated sub-country regional levels. The paper also makes a comparative assessment of the Asian countries in terms of SO2emission intensity (i.e. emission per GDP), emission per capita and emission density (i.e. emission per unit area). Total SO2emission in the region was estimated to be about 38 million tons in 1990. Five countries, China, India, South Korea, Japan and Thailand, accounted for over 91% of the regional SO2emission. Coal use had the dominant share (81%) of the total emission from the region. Among the economic sectors, industry contributed the largest share (49%) to the total emissions of the selected countries as a whole, followed by the power sector (30%). These findings suggest the need for mitigation strategies focussed on the industry and power sectors of the major emitting countries in Asia.  相似文献
