Brownfields developer in a poor urban neighbourhood

This article considers the role that champions play as advocates for socioeconomically disadvantaged community member involvement in environmental management decision-making. Six case studies of brownfields redevelopment projects located in poor urban neighbourhoods are examined. Analysis of these case studies reveals how champion behaviour, which has typically been studied only in the context of technological innovation, is enacted in public participation efforts in the service of environmental justice. The study finds that champions who emerge in these settings lead the development and implementation of non-standard public participation process innovations.  相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city.  相似文献

This article examines the relevance of environmental justice (EJ) and climate change debates as points of articulation and mobilisation among community groups responding to a proposed refinery. It then compares media coverage of the refinery project, a bi-national pipeline and other energy and climate-related news events. The analytical frame joins the EJ paradigm with citizen mobilisation on issues of climate change and energy projects that emit greenhouse gases and that discourage development of renewable sources. Data were collected and analysed from websites, public message boards and media documents. Findings indicate that a community-based anti-refinery campaign combined local EJ struggles with climate activism, while challenging fossil fuel dependencies and calling for renewable regional energy. A climate justice community formed – yet their voices were in their blogs and websites, not in local or national media.  相似文献

This paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested “green” uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme’s explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa.  相似文献

Environmental corporate social responsibility (ECSR) is corporate business sustainability for the future and a noble ethical that fosters social, economic and environmental well‐being (EWB) of the community. Based on environmental protection and management, the Indonesian mining company is obliged to mitigate and conserve the surrounding environmental ecosystem. The mining company invested IDR17.35 billion on ECSR since 2006. This study examines the effects of ECSR on EWB of the community by mediating community resilience. The subjects were family household leaders in 12 villages who were direct and indirect recipients of ECSR. Partial least squares‐based structural equation modelling analysis was used to determine the effects of ECSR on the community EWB. In addition, were analysed mediated effects by community resilience (CR). The findings of this study confirmed that ECSR practices had positive and significant effects on CR and EWB. As a mediator, CR significantly contributed to the sustainable EWB of the community.  相似文献

This paper applies a “justice” lens to the struggle of the people displaced by the Merowe Dam in northern Sudan. Application of distributive, procedural, and representational aspects of justice exposes the dissatisfaction of the affected people with the government’s offer and execution of compensation. Consideration of social justice and the utility of norms in trans-national activism brings into sharp focus the difference in interests, and abilities of the many actors involved, and highlights the government’s tactics to divide the communities, and the social divisions sown. As the struggle develops, justice claims are seen to change towards less material issues, suggesting that an expanded and dynamic conception of justice is more helpful than narrow or time-bound conceptions. The findings are of relevance to communities facing possible displacement from dams planned nearby, not least of all for the insight provided on the effectiveness of different tactics in the struggle.  相似文献

The aim of this study was to quantify inequities in environmental hazard burdening in the 357 towns and 12 city planning analysis areas in the nine-county Philadelphia Metropolitan Statistical Area. Points were assigned to 14 types of hazards, including Superfund sites, hazardous waste facilities, landfills, trash transfer stations, waste tyres, incinerators, power plants, polluting factories, and sewage and sludge treatment facilities. When points were summed, 39 communities were in the 90th percentile for total hazard points. Risk ratios were calculated for community characteristics. The risk of extensive hazard burdening was significantly greater for communities bordering the Delaware River and for communities with more than 3% minority residents, more vacant housing units, and adults without a high school diploma. Risks were significantly lower for the most affluent communities. Results point to the need to reform environmental laws at the state level to prevent the concentration of environmental hazards in vulnerable communities.  相似文献

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

Scarcity of mineral supplies globally means that there is an international effort to examine the potential to extract resources from mine waste. Such sites are often perceived as degraded and of little value. However, many sites are protected for their ecological, geological or historical significance. This article examines the scale of the association between these designations and former mineral extraction sites in England and Wales. Around 69,000 mines (44%) are co-located with some form of designation; ranging from 27% of sand and gravel quarries in Wales to 84% of metal mines in England. Some designations are coincidental to mining and may benefit from resource recovery combined with remediation activities, others exist due to previous mining activities and may be adversely affected. This creates a tension in the long-term management of former mineral extraction, which should be considered when assessing the potential for, and desirability of, resource recovery.  相似文献

Environmental justice is increasingly becoming a subject of academic debate in Germany. However, the realisation that environmental goods and hazards as well as the impacts of environmental policies are unequally distributed among social groups has not had many practical consequences yet. There are scattered initiatives and pilot projects aiming to address issues of environmental justice. Nevertheless, in the design and implementation of environmental policies there is no systematic consideration of their social dimension. In this paper, we outline the perspective of employees in German local environmental agencies on environmental justice. For this purpose, we conducted six qualitative interviews, which focused on the example of low emission zones. We identified three crucial aspects in these interviews: problem perception, motivation to act and perceived scope of action. Our main finding is that environmental justice is hardly an issue for environmental agencies and that this is the case because there is no necessity for them to consider social aspects in their work as this is neither legally required nor demanded in the public debate.  相似文献

This paper presents the results of ethnographic research conducted with several environmental justice (EJ) organisations in Latino communities of Los Angeles, California. Traditional EJ politics revolves around research and advocacy to reduce discriminatory environmental exposures, risks, and impacts. However, I argue that in recent years there has been a qualitative change in EJ politics, characterised by four main elements: (1) a move away from the reaction to urban environmental “bads” (e.g. polluting industries) in the city towards a focus on the production of nature in the city; (2) strategies that are less dependent on the legal, bureaucratic, and technical “regulatory route”; (3) the formation of a distinctive “Latino environmental ethic” that offers a more complex consideration of the place of race in EJ organising; and (4) a spatial organisation of EJ politics that moves away from hyperlocal, vertical organisation towards diversified city-wide networks that include EJ organisations, mainstream environmental groups, nonprofits, foundations, and entrepreneurs. This shift in EJ movement politics is shaped by broader political-economic changes, including the shift from post-Fordist to neoliberal and now green economy models of urban development; the influence of neoliberal multiculturalism in urban politics; and the increasingly prominent role of Latinos in city, state, and national politics. New spaces of Latino EJ also reflect the ambitions of Los Angeles as a global city, with urban growth increasingly framed in an international discourse of sustainability that combines quality of life, environmental, and economic development rationales.  相似文献

This study seeks to understand the factors that influence the variability in distribution of public and private sector investments in green stormwater infrastructure (GSI) projects across the diversity of neighbourhoods in the City of Philadelphia, PA, U.S.A. using indicators of community context and capacity. For this study, context is defined as characteristics of disadvantaged communities and capacity as factors that facilitate individual and collective action. Community context and capacity are deemed integral to the success of the Philadelphia GSI programme as the Philadelphia Water Department is relying upon collaborative approaches to facilitate public investments in neighbourhoods and voluntary implementation of GSI practices on publically and privately owned lands. Private sector investments in GSI mandated by stormwater regulations for new construction and major rehabilitation also are assessed in relation to these two sets of indicators. The geographic information systems and statistical analyses reveal an inequitable distribution of GSI projects, which largely is driven by market forces. The paper concludes with a community capacity-based framework to prioritise public sector investment in disadvantaged communities to achieve more equitable distribution of GSI projects and associated benefits.  相似文献

In the UK for the period 1994-99, a broad range of environmental projects were given financial support through the European Agriculture Guidance and Guarantee Fund under the Objective 1 and Objective 5b programmes. This paper is concerned with the ex-post evaluation of these projects set within a Sustainable Development framework. The aim was to identify project types or characteristics that offered the greatest return on investment. A classification of six broad project types was adopted. The evaluation revealed that there were significant differences between individual projects with respect to the type and scale, and temporal and social distribution of the benefits they delivered. In particular, as well as delivering environmental and economic benefits, many projects made a significant contribution to the development of human and social capital. The paper concludes that it is possible to improve the basis for future project selection in order to maximise the returns on environmental investments in the context of sustainable development.  相似文献

Excessive exploitation of and skewed access to dwindling water resources raise serious water justice concerns. Environmental justice movements and related literature have raised critical questions regarding the unequal distribution of the costs and benefits of a development paradigm that is founded on excessive exploitation and appropriation of natural resources. This paper explores the growing relevance of a water justice framework that addresses both the social and ecological aspects of water use and appropriation, with reference to a four-decade long water conflict over the Chaliyar River in Kerala, South India. It highlights how ecosystem degradation and denial of justice go hand in hand. The paper argues that the framing and articulation of the conflict in a partisan manner led to the glossing over of certain critical features, thus preventing a full view of water injustices. It also failed to inform subsequent policies and practices in this regard.  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

The sharing of environmental cost by residents in various residential areas in the developing world is perceived to be unfair. This study therefore assessed residents’ experiences of environmental justice in Ile-Ife, Nigeria. Three residential areas were identified in the study area and samples were selected using systematic sampling. Using availability and condition of urban infrastructure, severity of environmental problems and residents’ involvement in environmental issues, the study examined environmental justice in the study area. The study established a variation in environmental issues across identified residential areas. The severity of environmental problem measured through an index tagged Severity of Environmental Problem (SEPI) revealed that environmental problems was most severe in the core (SEPI = 4.00), followed by the peripheral area (SEPI = 3.71) and least in the transition area (SEPI = 3.56). On the condition of available environmental infrastructure, the study revealed that the conditions of infrastructure were most improved in the peripheral area (ICI = 3.07), followed by the core (ICI = 2.67) and the least in the transition area (ICI = 2.42). The study concluded that residents’ experiences of environmental justice differ significantly across the different residential zones as reflected by residents’ socio-economic characteristics. Furthermore, it established that age, gender, educational status, and number of years spent in the area can be used to explain the differences in residents’ experience of environmental justice in the study area. To enhance the liveability, the study recommends adequate provision of environmental amenities needed by each category of people in the city.  相似文献
