This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement, research findings and standards of good practice and includes a combination of analytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, such as local knowledge and values through citizen dialogue and comprehensive EAs. However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision-making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice. 相似文献

Strategic environmental assessment in China: motivations, politics, and effectiveness 总被引:1,自引:0,他引:1
This paper examines how strategic environmental assessment has been practiced at the national level in China through 2005 and why it has been practiced in the manner observed. Based on literature reviews and interviews carried out in 2005 and 2006, we find that bureaucratic politics between environmental and nonenvironmental ministries has limited the legislation and implementation of strategic environmental assessment to environmental assessment (EA) for a set of government plans defined in the 2003 Environmental Impact Assessment Law. Interviewees from environmental and nonenvironmental ministries and key research institutes have reported that few planning EAs have been performed at the sectoral level. Nonenvironmental ministries have either evaded the 2003 Environmental Impact Assessment Law and have not undertaken required planning EA or have organized planning EA on their own without participation by the State Environmental Protection Administration. The rising tension between the environmental and nonenvironmental ministries has limited the role of planning EA as a participatory decision-making tool. In addition to bureaucratic politics, we find that weak public participation and underemphasis on social analysis in planning EA may have further compromised the utility of planning EA. 相似文献

We consider the extent to which the Mackenzie Valley Resource Management Act (MVRMA) provides an opportunity for deliberative democracy to emerge within the context of resource management in Canada's North. The focus is on the extent to which the tenets of deliberative democracy are exercised in the environmental assessment (EA) of the Snap Lake diamonds project. Data collection included semi-structured interviews with assessment participants, and a review of documentation surrounding the EA process, and the case study. Results combined four principles of deliberative democracy: generality, autonomy, power neutrality, and ideal role taking. The EA conducted under the MVRMA can serve as a deliberative process, as illustrated by opportunities for dialogue, access to different perspectives, and learning outcomes. However, many of these positive results occurred through nonmandated technical sessions. The absence of participant funding also limits the deliberative potential of the MVRMA. 相似文献

While strengthening public–private interplay is expected to improve the climate profile of urban planning in terms of mitigation and adaptation, less is known about the practice of such new interactive modes of governing. The paper critically examines the role, benefits and limitations of extended public–private interplay in developing a new housing district in Sweden. The developer dialogue between municipal officials and property developers confirms mutual interests, shared understandings and the added value of interacting. However, the closer the dialogue comes to settling agreements, the more difficult it gets for municipal officials to steer the process and its outcomes in favor of climate proofing. Complications with adapting to the new interactive setting means that municipal officials balance between acting as facilitators and/or regulators and property developers between acting as partners, competitors and/or defenders. Refining steering-strategies for sustaining commitments and securing formal agreements are pertinent for using public–private interplay to climate-proof urban planning. 相似文献

The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized. 相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project. 相似文献

Integration of Environmental Assessment into the Regional Development Planning Process of the Galilee 总被引:2,自引:0,他引:2
/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee 相似文献

The issue of planning for sustainability is becoming more established within Canadian municipal planning. As municipalities begin to align their planning policy to reflect a more sustainable approach, there is an increased interest in how sustainability is being operationalised within municipal documents. This research aims to better understand how principles of sustainability are imbedded within Ontario municipal documents, with a specific focus on the Integrated Sustainability Community Planning approach that has emerged in Canada. Drawing on a nested comparative case study of four mid-sized municipalities, we uncover the language and strategies employed by the municipalities as they relate to the principles of sustainability developed by Gibson [2006a. Sustainability assessment: basic components of a practical approach. Impact Assessment and Project Appraisal, 24 (3), 170–182]. The findings suggest that current policy-based approaches to sustainability are considering more socially oriented strategies focused on promoting community involvement, inclusive decision-making, equity, socio-ecological civility, long-term integrative planning, and responsibility through stewardship. However, there are potential limitations that will require future research to examine policy outcomes associated with sustainability uptake. The ICSP approach must still overcome the issues relating to lack of regulatory authority and the incorporation of policies based on popular trends rather than empirical evidence. 相似文献

The ecological compensation principle was introduced by the Dutch government in 1993. This principle is designed to enhance
the input of nature conservation interests in decision-making on large-scale development projects and to counterbalance the
ecological impacts of such developments when implemented. This article evaluates the application of the Dutch compensation
principle in highway planning. Six current highway projects reveal consistent implementation of this principle, although provincial
policies on compensation and a national method for identifying compensation measures are still under development. As the planning
process has not yet been completed for all the projects, no general conclusions can be drawn on the impact of the compensation
principle on highway decision-making. Nevertheless, several examples show that the principle stimulates project initiators
to develop alternative routes or route sections in order to avoid or reduce ecological impacts and the need for coherent compensation
measures. If the compensation principle is to be properly implemented in the context of highway planning, particular attention
should be paid to the following aspects: (1) sequential assessment of overall project legitimacy and the necessity of intersecting
protected areas and compensation measures, (2) the initiator's attempts to avoid and mitigate ecological impacts in developing
alternative routes prior to compensation for impacts, and (3) the role of uncertain ecological impacts in identifying compensation

Local environmental assessment (EA), mandated by five US states, has introduced complex management issues for practitioners and policy makers. Based on a review of statutes, case law, and prior EA evaluations,this paper outlines three key issue areas for local EA: linking comprehensive planning and EA; making the threshold determination process more certain; and balancing mitigation with public participation. The paper argues that all the issues reflect a central tension in environmentalassessment between procedural consistency and the need for contingent responses to conditions that differ among the projects to be reviewed. 相似文献

This paper describes the study that led to the development of a carbon dioxide emissions matrix for the Oeiras municipality, one of the largest Portuguese municipalities, located in the metropolitan area of Lisbon. This matrix takes into account the greenhouse gases (GHG) emissions, due to an increase of electricity demand in buildings as well as solid and liquid wastes treatment, from the domestic and services sectors.Using emission factors that were calculated from the relationship between the electricity produced and amount of treated wastes, the GHG emissions in the Oeiras municipality, were estimated for a time series of 6 years (1998–2003).The obtained results showed that the electricity sector accounts for about 75% of the municipal emissions in 2003. This study was developed in order to obtain tools to base options and actions to be undertaken by local authorities such as energy planning and also public information. 相似文献

ABSTRACT: The state of Texas passed legislation in 1997 that established a process for developing a 50‐year state water plan through a bottoms‐up approach involving representation from at least 11 recommended special interest groups. Moorhouse Associates Inc. was contracted to develop and implement a Public Participation Plan for the South Central Texas Region. The two goals of the public process were to take planning information out to the public and to provide a format for bringing the public opinion back to the planning group. The overall goal of the project was to provide public input throughout the planning process that will facilitate the development of a water plan that is widely accepted by the public. By using county government to establish focus groups, participation was encouraged from all of the twenty‐one counties in the region. The tools used in the process included an Internet site, surveys, focus groups, public meetings, community group presentations, media communications, and newspaper clippings. The public participation process as implemented, maintained communication throughout the planning process and at key decision points. This ongoing communication helped alleviate an initial uneasiness with the integrated resource planning approach. 相似文献

Studies of two samples of 24 selected local planning authorities (LPAs) in the UK were undertaken to determine the effect of environmental assessment (EA) regulations on planning practice during their first 18 months of operation. EA has been integrated into the UK planning system without significant recourse to the courts and many LPAs regarded EA as a worthwhile and helpful procedure. However, several LPAs did not consider whether to request EA for projects that might be likely to have significant impacts and some LPAs did not follow statutory and recommended consultation procedures. LPAs did not evaluate environmental statements systematically and their quality was often unsatisfactory. However, mitigation of environmental impacts took place in many cases though two‐fifths of the 20 determined applications involving EA were refused. Half the decisions took longer than the 16‐week time limit. While practice is evolving as experience is gained, there is obvious scope for further improvement and suggestions are made to enhance the contribution of EA to the planning system. 相似文献

China's EIA Law came into effect in 2003 and formally requires road transport infrastructure development actions to be subject to Environmental Impact Assessment (EIA). EIAs (including project EIA and plan EIA, or strategic environmental impact assessment, SEA) have been being widely applied in the expressway infrastructure planning field. Among those applications, SEA is applied to provincial level expressway network (PLEI) plans, and project EIA is applied to expressway infrastructure development 'projects' under PLEI plans. Three case studies (one expressway project EIA and two PLEI plan SEAs) were examined to understand currently how EIAs are applied to expressway infrastructure development planning. Through the studies, a number of problems that significantly influence the quality of EIA application in the field were identified. The reasons causing those problems are analyzed and possible solutions are suggested aimed at enhancing EIA practice, helping deliver better decision-making and ultimately improving the environmental performance of expressway infrastructure. 相似文献

Child-Friendly Cities were conceived as a means to integrate children's rights into city decision-making and governance. Participatory research about child-friendly cities consistently finds overarching themes across ages and regions: children desire access to services, nature, and play; freedom from physical danger; and opportunities for inclusion within the city. This article explores a two-year visioning and participatory design process that engaged approximately 225 young people, aged 4–16, in the planning and design of a prominent public space in the City of Boulder. While participatory research with children has received much attention in the academic literature, much less attention has been given to what can be achieved through sustained integration of children into municipal planning processes, particularly in the USA. Although there is a solid body of research on both collaborative decision-making and on processes using models, there is little research on general public attitudes about models and their use in making policy decisions. This project assessed opinions about computer models in general and attitudes about a specific model being used in water planning in the Middle Rio Grande Region of New Mexico, United States. More than 1000 individuals were surveyed about their perceptions of computer-based models in general. Additionally, more than 150 attendees at public meetings related to the Middle Rio Grande planning effort were surveyed about their perceptions of the specific Rio Grande-based model. The results reveal that the majority of respondents are confident in their ability to understand models and most believe that models are appropriate tools for education and for making policy decisions. Responses also reveal that trust in who develops a model is a key issue related to public support. Regarding the specific model highlighted in this project, the public revealed tremendous support for its usefulness as a public engagement tool as well as a tool to assist decision-makers in regional water planning. Although indicating broad support for models, the results do raise questions about the role of trust in using models in contentious decisions. 相似文献

A number of EU institutions and government committees across Europe have expressed interest in developing methods and decision-support
tools to facilitate consideration of the ethical dimensions of biotechnology assessment. As part of the work conducted in
the EC supported project on ethical tools (Ethical Bio-TA Tools), a number of ethical frameworks with the potential to support
the work of public policy decision-makers has been characterized and evaluated. One of these potential tools is the Delphi
method. The Delphi method was originally developed to assess variables that are intangible and/or shrouded in uncertainty
by drawing on the knowledge and abilities of a diverse group of experts through a form of anonymous and iterative consultation.
The method has hitherto been used by a diversity of practitioners to explore issues such as technology assessment, environmental
planning, and public health measures. From the original (classical) Delphi, a family of Delphi-related processes has emerged.
As a result of the evaluation of the various Delphi processes, it is proposed that the classical method can be further developed
and applied as a form of ethical framework to assist policy-makers. Through a series of exercises and trials, an Ethical Delphi
has been developed as a potential approach for characterizing ethical issues raised by the use of novel biotechnologies. Advantages
and disadvantages of the method are discussed. Further work is needed to develop the procedural aspects of the Ethical Delphi
method and to test its use in different cultural contexts. However, utilizing an ethical framework of this type combines the
advantages of a methodical approach to capture ethical aspects with the democratic virtues of transparency and openness to
criticism. Ethical frameworks such as the Ethical Delphi should contribute to better understanding of and decision-making
on issues that involve decisive ethical dimensions. 相似文献

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway
construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address
additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review.
This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental
assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation
obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and
more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture
format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected.
This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced
locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the
planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to
the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project,
or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information
and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format
would be useful for other types of regional planning. 相似文献
