This paper offers a field tested community environmental policing model to address the pressing environmental management challenges of reducing e-waste burning in informal e-waste hubs, and enforcement against informal polluting industries more broadly. This is based on our intervention to reduce e-waste burning in a substantial informal e-waste hub in the West Bank, Palestine, a 45 km2 region in which an estimated 5–10 metric tonnes of cables are burnt daily, causing serious environmental and public health consequences. In analogous e-waste hubs in the global South, environmental management solutions have focused on economically attractive alternatives to replace cable burning or policies that integrate informal recyclers with formal e-waste management systems—achieving little success. Our paper describes a two-pronged intervention in Palestine’s e-waste hub, which reduced e-waste burning by 80% through a combination of economically competitive cable grinding services and an “active” community environmental policing initiative that lowered barriers to and successfully advocated for governmental policing of e-waste burning. Our discussion of this intervention addresses the community environmental policing literature, which has documented few successes stories of real improvements to the enforcement of environmental violations. We argue that existing strategies have relied on “passive” approaches comprised of monitoring and reporting environmental violations to advocate for change. Our strategy offers a template to improve outcomes through a more “active” approach, moving from monitoring environmental violations through understanding the rationale and dynamics of violators, identifying environmental policing barriers, and implementing a feasible and persuasive strategy to overcome them.  相似文献

Social capital helps communities respond positively to change. Research in agricultural businesses and into managing change through learning in communities has highlighted the importance of relationships between people and the formal and informal infrastructure of communities to the quality of outcomes experienced by communities, businesses and individuals. Communities can be geographic communities—the data drawn on in this paper are from an island community, for example—or communities-of-common-purpose, such as agricultural organisations. This paper reviews research into managing change through learning and social capital, presents a model of the simultaneous building and use of social capital and explores the ways in which learning as part of an agricultural community can be used to bring benefits to geographic communities such as islands. The model presented in this paper stems from studies of the informal learning process that builds resilient communities. It conceptualises the way in which social capital is used and built in interactions between individuals. There are two stages to the model. The first stage depicts social capital at the micro level of one-on-one interactions where it is built and used. The second stage of the model is about the interrelationship of micro-level social capital processes with the community and societal-level social capital resources.  相似文献

Madhupur National Park is renowned for severe resource ownership conflicts between ethnic communities and government authorities in Bangladesh. In this study, we applied the Institutional Analysis and Development framework to identify: (i) past and present informal institutional structures within the ethnic Garo community for land resource management; (ii) the origin of the land ownership dispute; (iii) interaction mechanisms between formal and informal institutions; and (iv) change in land management authority and informal governance structures. We identify that the informal institutions of the traditional community have undergone radical change due to government interventions with implications for the regulation of land use, informal institutional functions, and joint-decision-making. Importantly, the government’s persistent denial of the role of existing informal institutions is widening the gap between government and community actors, and driving land ownership conflicts in a cyclic way with associated natural resource degradation.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献

Cross-city analysis in environmental regulation within non-democratic political systems is a neglected area. Taking policy convergence and styles of regulation as the focus, this paper has taken an initial step to compare the environmental impact assessment (EIA) regulation in Hong Kong and Shanghai. In this comparative exercise, it is identified that policy convergence occurs more explicitly in policy ideology and policy consequences, whereas divergence takes place in policy content, regulatory process and public consultation. Convergence, however, is only superficial whereas divergence is substantial. Indeed EIA systems of these two jurisdictions have displayed contrasting styles of regulation. The formal EIA system in Shanghai is dominated by the environmental agency, which regulates informal politics in the EIA process within a legal format. The informal EIA system in Hong Kong is co-ordinated by the environmental agency, which seeks active co-operation with the clients in a consultative EIA process in an informal and discretionary manner. What makes the Hong Kong system superior to the Shanghai system is the existence of institutional channels for public consultation. Within a non-democratic political setting, the EIA process in Hong Kong is more transparent and the EIA system is more accountable to the public, whereas the EIA process in Shanghai is lacking in transparency and the EIA system is under tight bureaucratic control.  相似文献

Informal settlements are an integral part of the urban environment in South Africa. People living in these settlements exist at a close interface with the environment, constantly having to adjust to environmental changes. Urban managers and planners need to find ways of developing informal settlements that enhance residents' quality of life while reducing the settlement's impact on the environment. Central to addressing these issues is the adoption of a participatory planning approach, which recognises and acts upon knowledge of community values, perceptions and needs. This paper reports the results of a case study of informal settlers' perceptions of environmental quality. Fifteen residents of an informal settlement were interviewed regarding their perceptions of their living environment, with the aim of alerting planners to ways in which environmental quality might be improved. Four major themes were identified: aspects of the natural environment; services and facilities; personal and community security; and employment opportunities. The need to unite the community to work together to achieve its own goals was a common thread in all these aspects. The findings indicate that informal settlers have a developed appreciation of local environmental quality which should be investigated and incorporated in the planning and development process.  相似文献

This paper aims to initiate a debate through which the gap between rhetoric and the local-level implementation of sustainable development might be addressed. It seeks to contribute towards a conceptual as well as a practical basis for the understanding of what contribution sustainable development can make in the context of the post-apartheid reconstruction of South African cities. The analysis draws on an examination of the incorporation of sustainable development in post-apartheid policy as it relates to the urban environment, and its implications for implementation as experienced by formal (local government) and informal (community groups) local-level institutions. In order to ensure that capacity exists for the implementation of sustainable development, it is argued that this rethinking of sustainable development should be informed by the present transformation of formal and informal institutions, whilst the transformation of institutions should occur in a manner that reflects these new conceptual understandings.  相似文献

Immigrant integration models in rural communities are limited because they do not acknowledge the context of illegality that exists within communities that have a high concentration of unauthorised immigrants. In this in-depth case study of Postville, Iowa (the site of an infamous US immigration raid), I examine current rural immigrant community integration strategies under a shadow context of illegality and unauthorised immigrant labour. I find that underground and informal relationships within the towns' employers, immigrants, civic leaders, and native townspeople sustain a shadow context of exploitation and community instability. My research demonstrates that communities with large unauthorised immigrant populations rely on both formal and informal immigrant integration strategies to create “welcoming” immigrant communities. The formal strategies are multicultural approaches that rely on “diversity champions” to instil a climate of inclusion but do not tackle structural issues that place unauthorised communities at risk. The informal strategies rely on tacit understandings of community behaviour that just perpetuate the structural conditions of exploitation present in rural towns. These two forms of immigrant integration strategies support a shadow context that breeds vulnerability and risk for unauthorised immigrants, even in an immigrant “welcoming” environment.  相似文献

We present the first systematic research on green fairs in the USA. We provide a summary analysis of the frequency, trends, goals, structure, and operations of green fairs being held in the USA. We also present an initial assessment of their potential contributions to civic engagement through a study of the intentions and behaviour of fair organisers and fair goers. This assessment is premised on previous research in civic engagement and similar local events with environmental themes, such as farmers' markets. Green fairs are recent, yet now common, events in the USA. Although brief and informal experiences for attendees, green fairs are rich with opportunities to engage people in their community on sustainability and other environmental issues. They are important venues for civic engagement that are distinct from both farmers' markets and from more formal settings for engagement.  相似文献

In this paper we describe a new incentive-based pollution control program in China, in which the environmental performance of firms is rated from best to worst using five colors--green, blue, yellow, red and black--and the ratings are disseminated to the public through the media. We focus on the first two municipal disclosure programs, which have been implemented at very different levels of economic and institutional development. In both cases, the increases in compliance with pollution regulations have been similar to increases produced by public disclosure programs in Indonesia, the Philippines, and Vietnam. The results suggest that incentives created by public disclosure may significantly reduce pollution in China, even though environmental NGO's play little role and there is no formal channel for public participation in environmental regulation.  相似文献

This paper makes a proposition that Epworth's current housing management policies, regulations and practices do not promote easy access to formal standard housing and secure tenure in peri-urban and urban areas for low-income groups. In constructing this paper, both qualitative and quantitative methodologies were used. The qualitative methods adopted include key informant interviews, observations of the environmental aspects of the study area and documentary analysis of secondary data housed in the local board (Epworth Local Board) offices. The major findings demonstrate the reasons for high levels of squatting in Epworth, the local board's housing and development control policy, the relationship between poverty and informal settlements, the informal settlers' capacity to meet the costs of planned and serviced stands and policy options for both the central government and the local board which can be adopted to alleviate poverty in informal settlements. Evidence on the ground points to the fact that perpetuated animosity among groups in a settlement hinders the growth and development of that place. Epworth is a victim of disharmony of the groups residing there. It is the group dynamics that are very influential in making or breaking development in a place. The government official position on Epworth in this study stands unconvincing regarding the jeopardy of bad stewardship by the so-called responsible authority.  相似文献

The benefits of strategic environmental considerations in the process of siting a repository for low- and intermediate-level radioactive waste (LILW) are presented. The benefits have been explored by analyzing differences between the two site selection processes. One is a so-called official site selection process, which is implemented by the Agency for radwaste management (ARAO); the other is an optimization process suggested by experts working in the area of environmental impact assessment (EIA) and land-use (spatial) planning. The criteria on which the comparison of the results of the two site selection processes has been based are spatial organization, environmental impact, safety in terms of potential exposure of the population to radioactivity released from the repository, and feasibility of the repository from the technical, financial/economic and social point of view (the latter relates to consent by the local community for siting the repository). The site selection processes have been compared with the support of the decision expert system named DEX. The results of the comparison indicate that the sites selected by ARAO meet fewer suitability criteria than those identified by applying strategic environmental considerations in the framework of the optimization process. This result stands when taking into account spatial, environmental, safety and technical feasibility points of view. Acceptability of a site by a local community could not have been tested, since the formal site selection process has not yet been concluded; this remains as an uncertain and open point of the comparison.  相似文献

This article investigates structural and informal institutional design variables to account for civil society actors’ views on the political representation of local environmental interests in the national polity. It does so by linking literature on institutional design and place-based environmental advocacy to a case of large scale infrastructure development in the national interest. The case study concerns the proposal for a national high speed rail network (“HS2”) in the United Kingdom, which is heavily opposed locally based on its expected adverse impacts. Through fieldwork research on protest against HS2 in an area of high landscape value, it has been found that local actors perceived specific institutions to structurally under-represent interests associated with environmental conservation, compounded further by an informal style of doing politics. The paper recommends that the environmental management and planning literature turns to institutional explanations to make insightful the dynamics of defending the local interest in the national sphere.  相似文献

The integration of environmental concerns into agricultural policies - through agri-environment measures (AEM) - has seen a fast development across Europe. This paper conceives AEM as an evolving instrument, a product that takes shape, gets diffused and taken up in, by and through networks of relations. Success then depends on the mobilisation or active participation of all those who may support and develop it. Using the examples of the Flanders' and Walloon regions of Belgium, the paper sets out to examine the mechanisms by which mobilisation for agri-environmental management develops, and by doing so, to gain a better understanding of mobilisation capacity as a concept to be used for evaluating policy implementation in this area. The study follows AEM along the various trajectories of implementation (design, distribution, application). The findings reveal how mobilisation capacity is gradually built-up by the interplay between AEM and the networks it connects to. The case illustrates well how such interactions occur all the way from administration offices to farmers' fields, and that their nature can be very different (e.g., formal and informal, durable and short-lived, expected and unexpected). It is concluded that in evaluating actor-networks, one should look at them in an open and fluid manner, that is, not to privilege any particular configuration or form of attachment over the other, not take intentions and objectives as a starting point but instead address the opportunities for synergies, and be aware that any network built around the instrument may change its content and the way it functions.  相似文献

Environmental planners and managers face unique challenges understanding and documenting the effectiveness of programs that rely on voluntary actions by private landowners. Programs, such as those aimed at reducing nonpoint source pollution or improving habitat, intend to reach those goals by persuading landowners to adopt behaviors and management practices consistent with environmental restoration and protection. Our purpose with this paper is to identify barriers for improving voluntary environmental management programs and ways to overcome them. We first draw upon insights regarding data, learning, and adaptation from the adaptive management and performance management literatures, describing three key issues: overcoming information constraints, structural limitations, and organizational culture. Although these lessons are applicable to a variety of voluntary environmental management programs, we then present the issues in the context of on-going research for nonpoint source water quality pollution. We end the discussion by highlighting important elements for advancing voluntary program efforts.  相似文献

For many centuries, emeralds have bejeweled the rich and famous all over the world. Emeralds have also made many millionaires overnight, sometimes by chance, as in some of the cases reported in this study. On the other hand, even though emerald mining has brought some economic benefits, many of these have remained at the top of the production chain. In many cases mining activities have caused a number of negative social and environmental impacts locally. Working conditions in small mines are very poor in general: with bad ventilation, high temperatures, long working hours, lack of safety, informal working contracts and no health or life insurance. Environmental impacts can be significant, such as widespread deforestation, erosion of abandoned mines, and soil and water pollution in streams. The economic and social public benefits can be minimal. Even when taxes on gem mining are relatively low, much of the mining local activity is informal and the high value-added formal activities take place outside the mining regions. This study aims to understand the dynamics of emerald mining and its impact on local development using the concept of clusters. The research analyzes three case studies in Brazil: Campos Verdes/Santa Terezinha (Goias state), Nova Era/Itabira (Minas Gerais state) and Carnaiba/Campo Formoso (Bahia state). Emerald mining regions attract many migrants, increasing the demand for public services (infrastructure, health, education, etc.), but local governments are unable to provide for them because the activity produces little tax revenue. In the end, there is a growing mismatch between demand and supply of public services, leading to a series of social and environmental problems. However, working with the concept of cluster can help to shed light on policies to improve the local benefits of gem mining, by organizing the miners and their supporting organizations to allow investments that bring long term benefits locally.  相似文献
