The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions.  相似文献

Scientific findings confirm that Small Island Developing States (SIDS) in the Caribbean are experiencing droughts and sea level rises that are contributing to saline intrusion of underground aquifers and surface water sources. This paper, using Trinidad as a case study, analyses water governance challenges in meeting Sustainable Development Goal (SDG) 6, which addresses the sustainability of water resources. Interviews were conducted with professionals from multi‐disciplinary backgrounds. Also, data provided by the water agency were analysed to evaluate water governance practices. The main contribution of this paper is the generation of a blend of policies, good practices and tools to confront growing threats to water security and to attain sustainable development in Caribbean SIDS in an era of climate change and increasing non‐climatic stressors. The paper concludes that economic, environmental and human resources, reformed administrative and legislative systems, and technological tools are fundamental to achieving good water governance. Moreover, an array of complementary policies and technologies is needed to resolve water governance issues. However, political will to implement sustainable water resources management is the greatest challenge in attaining SDG 6.  相似文献

In spite of the wide diversity in the economic performance of small island developing states (SIDS), the apparent prosperity of several SIDS has entailed a global misrepresentation of the economic situation of these countries. While their vulnerability to natural disasters is not denied, the general risk of economic marginalization that many SIDS face in the context of globalization may not have received sufficient attention. The paper attempts to highlight what matters most in the consideration of the economic vulnerability of SIDS and in the debate to prevent their marginalization. It examines the main types of external shocks to which SIDS are vulnerable, and discusses the economic handicaps that are fundamental causes of this vulnerability. Economic specialization (with the predominance of international trade in services) is then a central notion in the analysis of island vulnerability: a better specialization, which may involve diversification and always implies greater international competitiveness, can reduce the exposure or vulnerability of SIDS to external shocks, and induce greater economic stability in these countries. Hence the importance of developing policies to circumvent the specific handicaps of islands and facilitate the realization of new trading opportunities through an emulative use of globalization forces.  相似文献

The long‐term threat of sea‐level rise to coral atoll and reef island communities in Kiribati, Tuvalu and other nations has raised the possibility of international migration. Historical resettlements in the Pacific may provide valuable insight into the long‐term effect of future climate change‐related migration on communities. This study evaluates the challenges faced by Gilbertese people resettled from modern‐day Kiribati to Ghizo in the Solomon Islands by the British colonial administration in the mid‐1900s. Drawing upon field interviews (n = 45) conducted in 2011 and the available historical literature, the study examines the circumstances of the initial failed resettlement in the equatorial Phoenix Islands, the subsequent relocation to Ghizo, and the recent concerns of the Gilbertese in Ghizo. Focus is placed on the struggle to recover from the 2007 tsunami that devastated the unprepared community. The analysis reveals that uncertainty about land tenure (raised by 61% of respondents) persists 60 years after resettlement, and is linked to the ability to recover from the tsunami, tensions with the Melanesian population, concerns over political representation, cultural decline, and education and employment opportunities. The Gilbertese experience can serve as a cautionary tale for policymakers considering mechanisms for facilitating climate change‐related migration.  相似文献

Climate change presents a complex environmental health and justice challenge for the field of urban planning. To date, the majority of research focuses on measuring local climate efforts and evaluating the general efficacy of adopted climate action plans (CAPs). Cumulatively, these studies argue that socio-economic and demographic variables (such as the fiscal health of cities, city size, and median household income) are important factors in implementing climate policies. Less studied are issues of environmental justice and the impacts of climate change on population health. Through interviews with urban planners and a document analysis of CAPs, this study assesses how California cities with high levels of pollution and social vulnerability address climate change and public health. The findings of this study show that CAPs in these cities rarely analyse whether greenhouse gas reduction strategies will also yield health co-benefits, such as a reduction in the co-pollutants of climate change (i.e. ozone, particulate matter, and nitrogen oxides). In many instances, the net co-benefits of health are not monetised, quantified, or even identified by local governments. In California's most impacted cities, climate planning activities and work on public health are happening in a parallel manner rather than through an integrated approach. The results suggest a need for increased opportunities for interagency coordination and staff training to conduct health analyses, free and easily accessible tools, methods for prioritising funding streams, and the development of partnerships with community-based organisations for linking climate planning with public health.  相似文献

Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. These would preferably be initiated from a vertical direction.  相似文献

A combination of the urban heat island effect and a rising temperature baseline resulting from global climate change inequitably impacts socially vulnerable populations residing in urban areas. This article examines racial/ethnic and socioeconomic inequities in the spatial distribution of exposure to urban heat in the context of climate justice and residential segregation in the U.S. An urban heat risk index (UHRI) is calculated from measures of land surface temperature, structural density, and vegetation abundance, acquired from summer 2010 remote sensing imagery. Twenty of the largest metropolitan statistical areas (MSAs) in the U.S. are selected and analysed using census tract-level socio-demographic data from the U.S. Census. Multilevel modelling is utilised to examine the statistical associations between urban heat, minority status, socioeconomic disadvantage, and MSA-level segregation of racial/ethnic minority groups. Variables representing socioeconomic status (i.e. household income, home ownership, and education level) are consistently and significantly associated with greater urban heat exposure. Minority status and measures of segregation have a significant but varied relationship with urban heat exposure, indicating that there are inconsistent associations with urban heat due to differing social geographies. Urban heat and social vulnerability present a varying landscape of thermal inequity in different metropolitan areas, associated in many cases with residential segregation.  相似文献

In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

气候变化诉讼在全球范围内的兴起,不仅为国际气候治理带来新曙光,也为我国应对气候变化提供了新思路。具体而言,这一制度关涉到中国“双碳”目标的实现、应对气候变化新路径的探索、全球气候治理话语权的提升及企业抗气候风险能力的增强,在我国已具备现实的发展需求。但从实然层面而言,气候变化诉讼虽已可以在环境公益诉讼中窥见雏形,但囿于实体法与程序法的缺位,加之法院在气候治理中能动性体现不足,司法与行政关系亟待厘清,提起气候变化诉讼仍存有诸多障碍。未来我国应不断完善气候变化诉讼的落实路径,充分发挥法院在司法解释、案例指导等方面对气候变化诉讼的助推作用,并在明晰气候司法与行政关系的基础上,逐步加强公众参与。  相似文献

Because of their economic and environmental vulnerability, small island developing states (SIDS) have peculiar developmental problems that severely affect their ability to implement the measures necessary for attaining sustainable development as recommended in UNCED's Agenda 21. Although this has been recognised by the Commission on Sustainable Development (CSD), and although there has been international acceptance of a SIDS Programme of Action (POA), SIDS have not been the focus of adequate attention by international and donor agencies. As a result, progress toward implementing the POA has been disappointing. This study examines the question of how sustainable management and development of ocean resources can contribute significantly to the achievement of the objectives of the SIDS POA.  相似文献

This study adopted an open-ended exploratory approach to elicit the perspectives of a selection of six Climate Challenge Fund projects. This central idea is that communities' perspective on attempted carbon reduction initiative in their areas has use in other contexts and could enable better design of such interventions in future. The main finding was that emphasising local benefits was conducive to their achieving local involvement in the project. The results of this research should be tested in other contexts. Three broad implications for the design of community carbon reduction initiatives are raised in assuming these outcomes are correct. First, the community hosting such initiatives should be perceived to hold a degree of power over the project. Second, central authorities should not be overly prohibitive about the motivations of those participating in such projects. Finally, the use of non-environmental messaging has value in shifting people to more pro-environmental behaviours.  相似文献

The United Nations Framework Convention on Climate Change (UNFCCC), which was signed by some 153 countries at the Earth Summit in Rio de Janeiro, Brazil in 1992, represented a singular triumph for the geographically dispersed group of island states and low-lying coastal developing countries, located in the Pacific, Atlantic and Indian Oceans, as well as in the Caribbean, South China and Mediterranean Seas, and known as the Alliance of Small Island States (AOSIS). This article focuses on the goals of AOSIS during the negotiations leading up to the adoption of the UNFCCC. For the first time in the history of the United Nations, a group of small states, hitherto relegated to the sidelines, was able to develop a specific negotiating agenda addressing areas which are of overriding concern to them and succeeded in having those concerns incorporated in a legally binding Convention of historic importance. As this article reveals, AOSIS set itself 12 negotiating goals during the negotiating rounds leading up to the UNFCCC, and 10 of these 12 goals were realized. Nevertheless, AOSIS, whose member states are most vulnerable to the possible adverse effects of climate change, was particularly concerned about those provisions of the UNFCCC that were either watered-down significantly, made largely meaningless or excluded altogether. These include: the absence of definite targets or specific timetables for the significant reduction of carbon dioxide by the industrialized countries of the North; the lack of permanent and clear financing arrangements in particular the lack of definitive financial provisions for adaptive response measures to the adverse impacts of climate change such as sea-level rise; and the absence of a specific provision for the implementation of coastal zone management schemes for those countries most vulnerable to sea-level rise. As the UNFCCC moves into the implementation phase, AOSIS should and must build on its past success. To do so, it will need to develop clearly defined initiatives aimed at strengthening the commitments for financing and insurance, and to seek inclusion of a provision to develop and finance coastal zone management schemes for the most vulnerable small states. While the article covers the AOSIS negotiating period up to and including the Earth Summit in June 1992, we nevertheless postulate some possible objectives which the AOSIS group might wish to consider in what is sure to be an intensive post-Earth Summit phase of the UNFCCC, leading up to the first Conference of the Parties of that Convention.  相似文献

Farmers and pastoralists in Africa are remarkably consistent across countries in how they report climate is changing. These changes are still relatively small but, combined with the effects of chronic poverty, disease and environmental degradation, are already having severe human consequences. The changes are consistent with what is expected to occur due to man-made global warming and will increase. Women are especially impacted. Africa is least responsible for greenhouse gas emissions, but will suffer some of the most damaging consequences. Adaptation is essential. This will require finance from international sources. However, there is much African governments can and should do to start. Boosting adaptation to current climatic variability and shocks and tackling poverty will bring benefits today and for the future.  相似文献

ABSTRACT

Climate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. This paper is concerned with the ways in which Danish municipalities seek to mitigate climate change through a range of governance strategies. Through the analysis of ten municipal climate plans using the framework of Mitchell Dean, as well as extensive ethnographic fieldwork in two municipalities, this paper explores how local climate change mitigation is shaped by particular rationalities and technologies of government, and thus seeks to illustrate how the strategies set out in the plans construe climate change mitigation from a certain perspective, thereby rendering some solutions more likely than others and recasting citizens as passive consumers who are to be guided to consume in more climate-friendly ways in the process.  相似文献

This paper explores community perspectives of environmental change and the role development actors in the regional Nepali town of Nepalganj. Understanding these perceptions is crucial for planning future adaptation to climate change and ensuring that these measures are sustainable and in line with community priorities. Firstly, I contend that whilst the local community in Nepalganj may be experiencing the impacts of climate change, they are unfamiliar and disassociated with the concept. Secondly, I identify a number of risks and opportunities around the role of local government, international development organisations and local non-government organisations in future adaptation actions. Participant perceptions of these institutions in their community reinforce a number of established critiques of development around themes such as poor consultation and short project timelines. The long-term success of adaptation actions will be shaped by the ability and willingness of development actors to evolve their practices by listening to local communities.  相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

Climate change-related impacts have the capacity to substantially influence Small Island Developing States (SIDS) in the Caribbean. Currently, many SIDS are engaged in large-scale vulnerability assessments that aim to identify, analyse, and inform solutions to mitigate climate change-related impacts. Many of these assessments, while useful, place little emphasis on the local stakeholders' perceptions of climate change. One such Caribbean community impacted by climate-related change is Providence Island in Colombia. Using a vulnerability assessment framework (Marshall, P.A. et al. 2010. A framework for social adaptation to climate change: sustaining tropical coastal communities and industries. Gland: IUCN Publication Services), researchers interviewed island residents (N = 23) about their perceptions of climate change, impacts on the local environment, and how the island community may adapt. All interviews were transcribed and analysed using a priori and open coding to identify patterns of and relationships between stakeholders' responses. Results indicate that local perceptions of climate change are linked to (1) environmental knowledge, (2) environmental awareness, attitudes, and beliefs, and (3) perceptions of risk. Implications for local adaptive strategies, education, communication, and suggestions for engagement at the local level are discussed.  相似文献

Abstract: Tree rings offer a means to extend observational records of streamflow by hundreds of years, but dendrohydrological techniques are not regularly applied to small tributary and headwaters gages. Here we explore the potential for extending three such gage records on small streams in the Wind River drainage of central Wyoming, United States. Using core samples taken from Douglas fir (Pseudotsuga menziesii), piñon pine (Pinus edulis), and limber pine (Pinus flexilis) at 38 sites, we were able to reconstruct streamflows for the headwaters of the Wind River back to 1672 AD or earlier. The streamflow reconstructions for Bull Lake Creek above Bull Lake; the Little Popo Agie River near Lander, Wyoming; and Wind River near Dubois, Wyoming explained between 40% and 64% of the observed variance, and these extended records performed well in a variety of statistical verification tests. The full reconstructions show pronounced inter‐annual variability in streamflow, and these proxy records also point to the prevalence of severe, sustained droughts in this region. These reconstructions indicate that the 20th Century was relatively wet compared to previous centuries, and actual gage records may capture only a limited subset of potential natural variability in this area. Further analyses reveal how tree‐ring based reconstructions for small tributary and headwaters gages can be strongly influenced by the length and quality of calibration records, but this work also demonstrates how the use of a spatially extensive network of tree‐ring sites can improve the quality of these types of reconstructions.  相似文献
