In this paper, we focus on the issues related to development densities that emerged from our study of sprawl and development issues in three regions of British Columbia, Canada. We chose to focus on this aspect of the Smart Growth agenda because, while many of its other elements enjoy wide support across social interests, the goal of achieving a higher density urban fabric is highly controversial. We proceeded by collecting data on development densities and 13 indicators of community sustainability in 26 municipalities. The results suggest that the density of communities is associated with efficiencies in infrastructure and with reduced automobile dependence, with the ecological and economic implications which flow from that. However, it does not necessarily correlate with greater affordability of housing or more access to green space. In fact, if anything, we discovered a negative relationship between housing affordability and green space per capita and higher land-use densities. In a second stage of the research, we conducted a qualitative analysis of a subset of six municipalities and identified key policy issues for moving ahead with the Smart Growth agenda. ABSTRACT

Contemporary smart cities have largely mirrored the sustainable development agenda by embracing an ecological modernisation approach to urban development. There is a strong focus on stimulating economic activity and environmental protection with little emphasis on social equity and the human experience. The health and well-being agenda has potential to shift the focus of smart cities to centre on social aims. Through the systematic and widespread application of technologies such as wearable health monitors, the creation of open data platforms for health parameters, and the development of virtual communication between patients and health professionals, the smart city can serve as a means to improve the lives of urban residents. In this article, we present a case study of smart health in Kashiwanoha Smart City in Japan. We explore how the pursuit of greater health and well-being has stretched smart city activities beyond technological innovation to directly impact resident lifestyles and become more socially relevant. Smart health strategies examined include a combination of experiments in monitoring and visualisation, education through information provision, and enticement for behavioural change. Findings suggest that smart cities have great potential to be designed and executed to tackle social problems and realise more sustainable, equitable and liveable cities.  相似文献

Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

ABSTRACT

Smart and eco-cities have become important notions for thinking about urban futures. This article contributes to these ongoing debates about smart and eco-urbanism by focussing on recent urbanisation initiatives in Asia. Our study of India’s Smart Cities Mission launched under the administration of Narendra Modi and China’s All-In-One eco-cities project initiated by Xi Jinpin unfolds in two corresponding narratives. Roy and Ong’s [2011. Worlding Cities: Asian Experiments and the Art of Being Global. Oxford: Wiley-Blackwell] “worlding cities” serves as the theoretical backdrop of our analysis. Based on a careful review of a diverse set of academic literature, policy and other sources we identify five process-dimensions for analysing the respective urban approaches. We show how the specific features of China’s and India’s urban focus, organisation, implementation, governance and embedding manifest both nations’ approaches to smart and eco-urbanism. We argue that India’s Smart City Mission and China’s All-in-One project are firmly anchored in broader agendas of change that are set out to transform the nation and extend into time. The Indian Smart City Mission is part of a broader ambition to transform the nation enabling her “smart incarnation” in modernity. Smart technologies are seen as the key drivers of change. In China the framework of ecological civilisation continues a 5000-year historical tradition of civilisation excellence. By explicitly linking eco-urbanism to the framework, eco-cities become a means to enact ecological civilisation on the (urban) ground.  相似文献

This paper analyses the evolution of urban form in two North American metropolitan regions (Portland and Toronto) and asks how more sustainable regional form might come about in the future in these and other urban areas. In the past, dominant patterns of urban form have emerged in such regions at different historical periods. These morphological phases include mid 19th-century grids, streetcar suburb grids, garden suburbs, automobile suburbs and New Urbanist neighbourhoods (which have only recently made an appearance and may or may not become widespread). Judging by the performance of past types of urban morphology, five design values appear particularly important for more sustainable urban form in the future: compactness, contiguity, connectivity, diversity and ecological integration. Although these principles were not well supported by 20th-century development, contemporary movements such as the New Urbanism and Smart Growth re-emphasise them. The example of these two regions indicates that, in the absence of new technological, economic or geographical forces, public sector institutions and urban social movements represent the most likely means to bring about new, more sustainable types of urban form.  相似文献

ABSTRACT: Increasing awareness about the problems brought on by urban sprawl has led to proactive measures to guide future development. Such efforts have largely been grouped under the term “Smart Growth.” Although not widely recognized as such, the “smart” in Smart Growth implies an optimization of some quantity or objective while undertaking new forms of urban development. In this study, we define Smart Growth as that development plan that leads to the optimal value of a precisely defined measure identified by a stakeholder or stakeholders. To illustrate a formal, quantitative framework for Smart Growth, this study develops definitions of optimal development from the perspectives of four different types of stakeholders: a government planner, a land developer, a hydrologist, and a conservationist subject to certain development constraints. Four different objective functions are posed that are consistent with each of these stakeholders’perspectives. We illustrate the differences in consequences on future development given these different objective functions in a stylized representation for Montgomery County, Maryland. Solutions to Smart Growth from the individual perspectives vary considerably. Tradeoff tables are presented that illustrate the consequences experienced by each stakeholder depending on the viewpoint that has been optimized. Although couched in the context of an illustrative example, this study emphasizes the need to apply rigorous, quantitative tools in a meaningful framework to address Smart Growth. The result is a tool that a range of parties can use to plan future development in ways that are environmentally and fiscally responsible and economically viable.  相似文献

Smart growth policies direct development towards existing communities already served by roads, sewer systems and other infrastructure. The increased development in these communities in turn should enable them to benefit from a stronger tax-base, more efficient use of their schools and other public facilities, and the renewed economic vitality of their urban centres. These goals and objectives appear to complement and support the efforts of urban mayors to attract new property tax rateables and better-paying jobs, but they may conflict with the desires of residents to reduce densities and improve the quality of life. We use a visual GIS-based model to assist five small contiguous older suburbs individually and collectively to evaluate their current redevelopment plans and to understand the implications of their land-use decisions on the quality of life in their communities. By bringing them together as a group, and our raising broader redevelopment and impact issues, they have begun to rethink how these properties could be best used to meet the community's needs and to see them in the context of similar redevelopment plans within their mini-region. One of the changes emerging is a greater role for certain types of residential development and a concurrent reduction in the amount of commercial space being considered. This paper examines the relationship between quality of life indicators and the gross value of minerals production from Australian regions. We used quality of life indicators, aggregated for 71 local government areas containing mining activities, of household income, housing affordability, access to communication services, educational attainment, life expectancy, and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability, communication access, education and employment across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the resource curse as it applies within a single country. We did not find evidence of a resource curse, at the local government level, in Australia’s mining regions. Nevertheless, we note observations by many other researchers of negative social impacts on specific demographic sectors, localities, families of fly-in fly-out mining operations, and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.  相似文献

Agenda 21 has come to be the most significant outcome of the Rio Summit for local government in the UK and Local Agenda 21 is emerging as the main driver for the development of local policies and programmes for sustainable development. In general, the work is being undertaken by those charged with the development of environmental policy in local authorities. Sustainability is seen as a natural extension of environmental policy work, and survey results presented confirm a gradual emergence of LA21 work from an environmental focus to a strategic approach to issues of environment, economic development, social welfare and accessibility. The level of awareness of LA21 and commitment to it in general terms appear high, but survey results suggest that the full implications of the agenda, particularly those relating to new approaches to partnership, participation and democracy, have not yet been addressed by all authorities. The author suggests that problems of corporatisation of LA21 and its relationship with traditional democratic structures remain to be tackled. The potential for the consensual approach in tackling issues of 'hard sustainability' is also discussed.  相似文献

Green space plays an important role in complex urban ecosystems and provides significant ecosystem services with environmental, aesthetic, recreational and economic benefits. Beijing is the capital city of China and has a large population of about 15.81 million. Construction of green spaces is an important part of sustainable development in Beijing. To attain the sustainable development of Beijing as a capital city, an international city, a historical cultural city, and a living amenity city, this article attempts to develop a comprehensive plan of green space development both at the municipal and regional levels. At the municipal level of Beijing, based on the study of green space changes, and taking physical geographic conditions and historical context into account, we propose to establish green barriers in the mountainous area, and plan a comprehensive green space pattern composed of one city, two rings, three networks, eight water areas, nine fields, and several patches in the plain area. At the regional level of the Capital Circle Region, integrating the characteristics and causes of main environmental issues, we design a macroscopic pattern—“barriers by mountains in the northwest,” “seaward open spaces in the southeast,” “grassland-forest-field-coast zones,” and “green-blue symphony”—for ecological restoration and green space construction. Finally, we discuss the principles necessary to implement green space planning considering adaptation to local conditions, composite function exploitation, interregional equity and integrated planning.  相似文献

Ocean acidification has emerged over the last two decades as one of the largest threats to marine organisms and ecosystems. However, most research efforts on ocean acidification have so far neglected management and related policy issues to focus instead on understanding its ecological and biogeochemical implications. This shortfall is addressed here with a systematic, international and critical review of management and policy options. In particular, we investigate the assumption that fighting acidification is mainly, but not only, about reducing CO2 emissions, and explore the leeway that this emerging problem may open in old environmental issues. We review nine types of management responses, initially grouped under four categories: preventing ocean acidification; strengthening ecosystem resilience; adapting human activities; and repairing damages. Connecting and comparing options leads to classifying them, in a qualitative way, according to their potential and feasibility. While reducing CO2 emissions is confirmed as the key action that must be taken against acidification, some of the other options appear to have the potential to buy time, e.g. by relieving the pressure of other stressors, and help marine life face unavoidable acidification. Although the existing legal basis to take action shows few gaps, policy challenges are significant: tackling them will mean succeeding in various areas of environmental management where we failed to a large extent so far.  相似文献

This paper introduces a special issue of Local Environment that has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda.  相似文献

ABSTRACT

The article explores one of the biggest controversies over sustainability in modern Czech history, a protracted conflict over whether the Brno railway station should be re-built in a new location. By examining the language of the interaction between a ‘modernizing discourse’ and a ‘sustainability discourse’, the article highlights reflexivity as analytic enterprise that bares the governance dimension of policy conflicts. The reflexive analysis focuses on how actors justify their positions, how they distinguish themselves from their opponents and how they express trust in their own group. It reveals that both discourses are not only related to the re-location issue per se, but that they entail contested notions of legitimate knowledge and modes of governance. Since such power contest is common in sustainability controversies, the reflexive analysis suggests a novel analytical agenda for addressing policy conflicts in sustainability issues.  相似文献

Max-Neef's theory of human-scale development (HSD) directs attention to an issues-based, locality specific agenda through self-identification of community issues by local people. This paper reports on a two-day HSD workshop run on the Gold Coast where an eclectic group of 20 participants worked through Max-Neef's framework to diagnose their communities' current reality, visualise what their community could be and discuss how to 'build bridges' between the current reality and their Utopian community. ABSTRACT

A growing number of cities are incorporating resilience into their plans and policies to respond to shocks, stresses, and uncertainties. While some scholars advocate for the potential of resilience research and practice, others argue that it promotes an inherently conservative and neoliberal agenda, prevents systemic transformations, and pays insufficient attention to power, politics, and justice. Notably, critics of the urban resilience agenda argue that policies fail to adequately address social equity issues. This study seeks to inform these debates by providing a cross-sectional analysis of how issues of equity are incorporated into urban resilience planning. We develop a tripartite framework of equity that includes distributional, recognitional, and procedural dimensions and use it to analyse the goals, priorities, and strategies of formal resilience plans created by member cities of the Rockefeller Foundation’s 100 Resilient Cities programme. Our analysis reveals considerable variation in the extent to which cities focus on equity, implying that resilience may be more nuanced than some critics suggest. There are, however, clear areas for improvement. Dominant conceptions of equity are generally tied to a distributional orientation, with less focus on the recognitional and procedural dimensions. We hope our conceptual framework and lessons learned from this study can inform more just resilience planning and provide a foundation for future research on the equity implications of resilience.  相似文献

The implementation of large-scale programmes for environment and development presents two main challenges: the tensions between both goals and the disconnect across policy levels. To contribute to overcoming these challenges, we assess a national multi-partnership programme for poverty alleviation and wetland restoration in South Africa: Working for Wetlands. We analyse this innovative polycentric programme at the macro and micro levels. At the national level, we assess the policy development and implementation model. At the local level, we analyse its impact on livelihoods and on opinions about development and the environment at a specific location. We use data from in-depth interviews across scales, household surveys (n = 47) and focus group discussions. The strengths of this programme can inform more effective design of further large-scale environment and development policies. However, critical issues originated at the national scale are likely to hinder the permanence of improvements at the micro level.  相似文献

Whether a city develops into a more compact one with a higher density or a more sprawling one may affect multiple aspects of the urban environment, including ecosystem health, greenhouse gas emissions, and quality of life. Using panel data gathered from China's cities from 2000 to 2010, we take advantage of the significant variation in the temporal change of density across cities to estimate the relationship between gross urban population density and multiple indicators of urban greenness. Fixed‐effects estimates support the widely held belief that density improves air quality and reduces the per capita carbon footprint. Results also suggest that higher density reduces the growth of road infrastructure and vehicle ownership and promotes walking. While density often translates into proximity and accessibility, higher density does reduce a city's per capita urban park and green space. This study strengthens the urban policy and planning literature with much needed longitudinal evidence. Our overall findings support higher density as opposed to lower density urban development in China.  相似文献

Abstract

Local authorities are increasingly faced with demands and pressures to become much more responsive to environmental issues. International agreements and national legislation all put an emphasis on the local level as the most appropriate scale for action and on local authorities as the most appropriate bodies to take such action. One area of local authority competence where environmental issues have made a limited impact to date is in economic development. Yet the concept of sustainable development which forms the basis of national and European legislation and policy necessitates the integration of economic development with the environment. In this paper the main features of European policy with regard to the environment are outlined and the implications for European funding of local authority economic development strategies are examined.  相似文献
