The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development. The concept of ecosystem services is entering the agenda of land-use planning and scientists optimistically expect it to inform planners and decision-makers about the benefits that ecosystems provide. While tools and methods have been developed for mapping and valuing ecosystem services, only little attention has been paid to the practical application of the approach or its institutional preconditions and implications. We empirically analysed two urban planning processes for building residential areas in the outskirts of growing population centres in Finland. Our analysis of documents and interviews with planners focused on the benefits provided by ecosystems as well as the associated rights and responsibilities. We found that the concept ‘ecosystem service’ was not used, yet various benefits were identified. The rights of different stakeholders to ecosystem services were not explicitly identified, but many ecosystem services were perceived as public goods and particularly access to recreation was highlighted as an important justification for green areas. The results show that while the ecosystem services approach introduces new insights to land-use planning, it is still not embedded in the current practices or institutions. Operationalizing ecosystem services requires institutional adaptation, case-specific tailoring of methods, and deliberation among practitioners and stakeholders.  相似文献

Toronto is among the fastest-growing urban regions in North America. Regional efforts to preserve rural landscapes and remnant habitat have had variable success. In the 1990s, significant conflict emerged over proposals to build large housing developments on portions of the Oak Ridges Moraine, a 160-km stretch of environmentally sensitive land along the city’s northern edge. After years of planning conflict, Ontario’s provincial government created the Oak Ridges Moraine Conservation Plan, an Act of the Ontario Legislature. The Plan represents a dramatic change in Ontario’s approach to conservation planning. We examine the development and implementation of the Conservation Plan as an example of environmental planning policy in a complex urban setting. Data from interviews with policy actors, planning agency documents, and geospatial sources are used to construct an analysis and discussion of the Plan and its implementation. From a policy research perspective, the evolution and implementation of the Plan require analysis and monitoring to better understand how such approaches can best be implemented. The Conservation Plan marks a change in policy in Ontario, and the implementation process highlights challenges in putting conservation plans into practice.  相似文献

强化空间管理是规划环境影响评价优化空间开发、促进"多规合一"的新要求。同时,探索生态空间管控体系是国土空间规划的重点任务之一。本文以长春新区发展规划为例,提出前端空间引导、后端影响调控的生态空间管理体系。前端通过生态系统评价和生态空间识别,提出生态保护红线划定建议方案,确定开发"底线"。后端通过InVEST生境质量评价技术,对生境退化度及生境质量进行空间评价,识别生境威胁源影响区域,提出优化空间布局的规划调控建议。研究表明:耕地是新区发生变化幅度最为显著的用地类型,纳入生态空间管控的用地约占16.2%。其中,15.8%的用地建议纳入生态保护红线进行管理。未来城市开发对生境有一定影响,整体生境质量平均值由0.401下降至0.328。  相似文献

编制生态环境保护规划是我国省、市、县三级政府环境保护部门的一项经常性环境管理工作。本文针对目前规划编制中存在现状定性描述较多、规划框架不确定、对策措施关联性较差等情况,提出将SWOT分析作为一种规范化的编制方法的建议,并以全国首批生态文明先行示范区之一的上海市闵行区为例进行了探讨。以该区"十三五"生态文明建设和环境保护规划为例,采用SWOT分析方法,综合分析了闵行区生态环境保护与发展的优势(S)、劣势(W)、机遇(O)和挑战(T)4项要素,通过SWOT要素交叉分析,给出适合的规划措施建议。结果表明,SWOT分析具有较强的科学性和可行性,可以作为一种规范化的生态环境保护规划编制方法。  相似文献

A consequence of expanding residential development into rural areas is the potential alteration of ecological communities. Certain novel land-use policies seek practical solutions by accommodating social needs for housing while conserving biodiversity. This study investigates whether regulations designed to protect the aesthetic characteristics of a river corridor simultaneously mitigate negative effects of development on avian biodiversity, despite the absence of explicit conservation objectives. Using housing data from the US Census (1990 and 2000) and the Audubon Christmas Bird Count (1987–2000), we examined changes in housing density, avian communities, and the relationship between these two variables in a location that has adopted aesthetic landscape planning, the Lower Wisconsin State Riverway. We found that overall species diversity increased in the Riverway, but remained constant in reference areas, although the relative increase in housing density in the two areas did not differ. We also found that omnivore populations decreased in the Riverway and increased in reference sites. On the whole, our study provides preliminary evidence that aesthetic landscape planning, such as employed in the Lower Wisconsin State Riverway, might constitute a politically viable approach to conserve ecological resources.  相似文献

The literature guides environmental planning and, specifically, how to use ecological rehabilitation projects to achieve long-term planning goals and landscape-scale environmental sustainability. There is, however, a perceived gap between principles in the literature and the use of them by practitioners involved in smaller-scale ecological rehabilitation projects. Using interviews with practitioners involved in 11 projects within the Regional Municipality of Waterloo, Ontario, Canada, we tested whether practitioners used five principles for effective planning and implementation of ecological rehabilitation that we derived from the literature. These five principles were: establishing political and ecological context, using ecologically appropriate objectives and practices, using comparative multidisciplinary and cross-scale approaches, using adaptive planning and implementation, and establishing good communication within and external to projects. Few projects followed all five principles, and practitioners indicated that they used three more project-specific principles: obtaining political/social support, promoting projects and changing attitudes about projects, and securing sufficient and persistent funding to maintain a project's life. While the literature emphasizes that ecological rehabilitation is only effective if projects are coordinated on a watershed basis, most practitioners focused solely on the goals of their specific project. The gap between literature and practice may arise because most practitioners are new to the field of ecological rehabilitation and still are focused on the methods involved. Time pressures force practitioners to obviate the literature and get projects started quickly, lest support evaporate. Complicating these difficulties is decreased support from federal and provincial governments for large-scale environmental planning. It is unclear whether ecological rehabilitation projects in Waterloo Region (at least) will ever become effective at promoting landscape-scale ecological goals or remain smaller-scale stop-gaps.  相似文献
