Many planning agencies and stakeholder groups experimented with innovative forms of public involvement in the 1990s. British Columbia is one such jurisdiction which embraced the concept of public involvement in a broad range of land and resource management planning scales - to the degree of collaborative planning with communities, using consensus. The purpose of this paper is to present lessons for planners, supported by literature and by research in British Columbia, Canada from 1995-97, on these public involvement processes. Building on earlier 'typologies' for public involvement in planning, it proposes a strategic approach for identifying and analysing stakeholders, for setting objectives and for subsequently choosing the most appropriate level of public involvement. 相似文献

This paper examines the rationale underlying the ‘strategic approach’ to the prevention and reclamation of derelict land proposed in research recently published by the Department of the Environment. It outlines the main features and the processes involved in this approach and indicates the form and content of the documentation which might accompany its adoption. The paper focuses upon the tasks involved in the preparation of strategies for derelict land but the principles it examines will have wider application in other policy fields. It concludes with an examination of the practical problems which the adoption of a strategic approach may entail and the ways in which it would enhance the activities of the recently announced Urban Regeneration Agency for England. 相似文献

The recognition of complexity and uncertainty in natural resource management has lead to the development of a wealth of conceptual frameworks aimed at integrated assessment and complex systems monitoring. Relatively less attention has however been given to methodological approaches that might facilitate learning as part of the monitoring process. This paper reviews the monitoring literature relevant to adaptive co-management, with a focus on the synergies between existing monitoring frameworks, collaborative monitoring approaches and social learning. The paper discusses the role of monitoring in environmental management in general, and the challenges posed by scale and complexity when monitoring in adaptive co-management. Existing conceptual frameworks for monitoring relevant to adaptive co-management are reviewed, as are lessons from experiences with collaborative monitoring. The paper concludes by offering a methodological approach to monitoring that actively seeks to engender reflexive learning as a means to deal with uncertainty in natural resource management. 相似文献

As businesses strive to reduce costs and become more competitive, environmental costs and potential future liability issues continue to raise overhead expenses. The decision process is further challenged by the various interpretations of existing laws and the uncertainty of future applicable regulations and their interpretation. To make more informed business decisions and bridge the gap between the environmental and business perspective, organizations need to be able to see the overall environmental picture and how it affects the current and future business operation. This article presents a systematic approach to developing an organization's integrated baseline “environmental portfolio” with various business risk levels and expected costs. Utilizing computer simulation, sensitivity iterations are performed to show the results of different scenarios. These scenarios can include various probabilities of cost levels, permitting strategies, and litigation, as well as the success of new technologies. Management can then focus attention on the main driving factors and avoid spending too much attention on lesser items. An additional benefit to this process is that communication between the various segments of an organization are enhanced since their perspectives are clearly articulated as part of the analysis. Sensitivity analysis also provides the framework for a sanity check of the process and results. Are projected levels of success reasonable? What levels would be required to change the decision, and how likely are they to occur? What level of overall business risk associated with environmental issues is prudent? In addition this article shows how computer modeling and simulation can bring a valuable perspective to the decision-making process. 相似文献

Patterns of sewage sludge disposal will undergo dramatic changes in the next decade because of recent EC legislation; land utilization is likely to increase as a result. The legislation as applied in the UK is discussed and the current situation in Scotland is outlined. A rule‐based risk assessment classification has been formulated and by applying it to the Scottish National Soils Inventory database, national and regional estimates of land availability for sludge utilization have been obtained. The relationship of these area estimates with the projected sludge volumes and the long‐term implications are discussed. In addition, the impact of potential policy changes are described. The need for incorporating objective strategic analyses of this type into the restructuring of the Scottish water industry is advocated. 相似文献

There is a growing concern regarding the ‘true’ GNP. The claim is that the cost of environmental degradation should be taken into account when calculating welfare measures for society which can be derived from the system of national accounts (SNA). However, the reason that it has not been done is the difficulty of calculating the true ‘price of the environment’. The literature recognizes two types of measurements. One is based on indirect measures (e.g. hedonic methods) while the second is based on direct methods (e.g. contingent valuation methods). There is an alternative approach which is suggested in this paper. The new method relies on the assumption that what we see in reality is the outcome of a maximization process of some social welfare function which includes not only GNP but other elements of which environmental quality is one. By observing the reality, we can get some information on the implicit governmental weights and hence on the trade‐off between the GNP and the environment. This is a positive approach rather than a normative one, so future decisions can rely on this measurement as a guide for controversial decisions regarding development versus preservation. The theoretical model is then applied to the Israeli economy as an example in order to have some estimate on the price derived by this method. 相似文献

Informed management of urban parks can provide optimal conditions for tree establishment and growth and thus maximize the ecological and aesthetic benefits that trees provide. This study assesses the structure, and its implications for function, of the urban forest in Allan Gardens, a 6.1 ha downtown park in the City of Toronto, Canada, using the Street Tree Resource Analysis Tool for Urban Forest Managers (STRATUM). Our goal is to present a framework for collection and analysis of baseline data that can inform a management strategy that would serve to protect and enhance this significant natural asset. We found that Allan Garden’s tree population, while species rich (43), is dominated by maple ( Acer spp.) (48% of all park trees), making it reliant on very few species for the majority of its ecological and aesthetic benefits and raising disease and pest-related concerns. Age profiles (using size as a proxy) showed a dominance of older trees with an inadequate number of individuals in the young to early middle age cohort necessary for short- to medium-term replacement. Because leaf area represents the single-most important contributor to urban tree benefits modelling, we calculated it separately for every park tree, using hemispheric photography, to document current canopy condition. These empirical measurements were lower than estimates produced by STRATUM, especially when trees were in decline and lacked full canopies, highlighting the importance of individual tree condition in determining leaf area and hence overall forest benefits. Stewardship of natural spaces within cities demands access to accurate and timely resource-specific data. Our work provides an uncomplicated approach to the acquisition and interpretation of these data in the context of a forested urban park. 相似文献

The USA is becoming increasingly dependent on key strategic metals (such as chrome, cobalt, manganese and platinum-group metals) from politically unstable regions of the world. This dependence is the result of an inconsistent and fragmented US non-fuel minerals policy. Neglect of the US minerals industry has led to a decline in US mineral production and processing capabilities. Options for a comprehensive US non-fuel minerals policy include increased domestic production; increased substitution and recycling; a domestic stockpiling programme; and diversification of, and ensured access to, foreign sources of supply. These four options are examined and recommendations are made for increased mineral surveys of public lands, a regulatory review, domestic production of strategic minerals, tax incentives, conservation, stockpiling, and a foreign policy that will ensure security of supply. 相似文献

With a view to suggesting ways in which we might arrive at a more socially acceptable waste management facility siting process, this paper considers the effectiveness of a more innovative approach to risk communication for a planned municipal waste-to-energy incinerator in Portsmouth, Hampshire, UK. The risk communication programme involved a contact group process designed to enable key members of the local community to participate in structured and informed discussions about the proposal before it was submitted as a planning application to the competent authority. The paper concludes that the communication model was dominated by the findings of technical assessments and that it provided only limited opportunities for interested stakeholders to participate fairly and competently in the development process. 相似文献

Geographically‐related information is needed for several elements of an integrated ground water quality management programme, including ground water monitoring planning, prioritization of pollution sources, usage of permits and inspections for source control, and planning and completion of remedial actions. Geographic Information Systems (GISs) can be used to support these elements along with delineating wellhead protection areas (WHPAs), prioritizing existing contaminant sources and evaluating proposed changes in land usage in such areas. Eight case studies of the use of GISs in wellhead protection programmes are summarized, including examples from Rhode Island, Mississippi, New Jersey, New York, Pennsylvania, Kansas, Massachusetts and Texas. Six additional examples are mentioned relative to the use of GISs for evaluating ground water pollution potential, facilitating data analysis for environmental restoration of a large area with numerous waste sites, evaluating trends in ground water nitrate contamination, establishing a national database for ground water vulnerability to agricultural chemicals, simulating water table altitudes from stream and drainage basin locations, and selecting radioactive waste dump sites. The applicability of GISs and their associated advantages in wellhead protection and other ground water management studies are demonstrated via the case studies. The GIS technology provides a unique opportunity for analysing and visualizing spatial data. Contaminant and source prioritization within WHPAs is needed for both extant conditions and in the evaluation of proposed land use changes. The coupling of a GIS with contaminant/source prioritization would provide a strategic tool which could be used to plan targeted ground water monitoring programmes, to identify appropriate management or mitigation measures, minimize introduction of contaminants from existing sources into the subsurface environment, and to evaluate the potential of proposed land use activities for causing ground water contamination. The widespread interest in the concept of sustainable environment and development has been accompanied by the need to develop useful systems of measurement. We discuss the use of indicators which might be used to assess such conditions. Sustainability is increasingly viewed as a desired goal of development and environmental management. This term has been used in numerous disciplines and in a variety of contexts, ranging from the concept of maximum sustainable yield in forestry and fisheries management to the vision of a sustainable society with a steady-state economy. The meaning of the term is strongly dependent on the context in which it is applied and on whether its use is based on a social, economic, or ecological perspective, Sustainability may be defined broadly or narrowly, but a useful definition must specify explicitly the context as well as the temporal and spatial scales being considered. Although societies differ in their conceptualizations of sustainability, indefinite human survival on a global scale requires certain basic support systems, which can be maintained only with a healthy environment and a stable human population. A clearer understanding of global sustainability and the development of appropriate indicators of the status of basic support systems would provide a useful framework for policy making. 相似文献

Risks and futures methods have complementary strengths as tools for managing strategic decisions under uncertainty. When combined, these tools increase organisational competency to evaluate and manage long-term risks, improving the flexibility and agility of the organisation to deal with gross uncertainties. Here, we set out a framework to guide the assessment of strategic risks for long-term business planning, based on its application at Portugal’s largest water utility, Empresa Portuguesa das Águas Livres. Our approach extends strategic risk assessment by incorporating scenario planning—a futures approach used to help the utility move beyond single point forecast of risks to focus on critical dimensions of uncertainty that are fundamental to the resilience of corporate objectives and their vulnerability to external pressures. We demonstrate how we combine two complementary approaches—risk and futures—and use them to assess (i) how a set of baseline strategic risks for a water utility evolves under alternative futures, (ii) the aggregate corporate-level risk exposure, and (iii) the process and responses needed to manage multiple, interdependent strategic risks. The framework offers a corporate approach to evolving strategic risks and improves a utility’s (i) knowledge of uncertainties, (ii) ability to assess the impacts of external developments over long time horizons and the consequences of actions and (iii) degree of flexibility to adapt to possible future challenges. The framework supports risk managers in their long-term strategic planning, through the appraisal and management of multiple, interdependent long-term strategic risks and can be replicated in other organisational contexts to bridge operational and corporate perspectives of enterprise risk. 相似文献

As a response to stakeholders’ interest in sustainable products and services, an organization may change its approach to sustainability issues, from isolated social and environmental projects to corporate sustainability strategies and practices that are part of their core business. However, many of the efforts associated with these sustainability strategies cannot be directly exerted by focal organizations. We consider the situation in which a focal organization (sustainability buyer) outsources sustainability efforts to another organization (sustainability seller). While buyers cannot directly exert sustainability efforts, they can provide economic or technical support to their sellers in order to incentivize these efforts. We investigate how the effort and support decisions change according to characteristics of stakeholders, buyers, and sellers. Additionally, the presence of sustainability-minded stakeholders may lead to buyers’ competition on the sustainability effort exerted by their sellers. Therefore, we extend our analysis of sustainability efforts and incentives to the case of two competing buyers, and we determine conditions under which sharing a seller is preferred by the buyers to having a separate seller for each buyer. 相似文献

For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most
stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within
this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental
issues in particular.
Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's
environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate
actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks,
it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some
of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further,
the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena

This paper offers a field tested community environmental policing model to address the pressing environmental management challenges of reducing e-waste burning in informal e-waste hubs, and enforcement against informal polluting industries more broadly. This is based on our intervention to reduce e-waste burning in a substantial informal e-waste hub in the West Bank, Palestine, a 45 km2 region in which an estimated 5–10 metric tonnes of cables are burnt daily, causing serious environmental and public health consequences. In analogous e-waste hubs in the global South, environmental management solutions have focused on economically attractive alternatives to replace cable burning or policies that integrate informal recyclers with formal e-waste management systems—achieving little success. Our paper describes a two-pronged intervention in Palestine’s e-waste hub, which reduced e-waste burning by 80% through a combination of economically competitive cable grinding services and an “active” community environmental policing initiative that lowered barriers to and successfully advocated for governmental policing of e-waste burning. Our discussion of this intervention addresses the community environmental policing literature, which has documented few successes stories of real improvements to the enforcement of environmental violations. We argue that existing strategies have relied on “passive” approaches comprised of monitoring and reporting environmental violations to advocate for change. Our strategy offers a template to improve outcomes through a more “active” approach, moving from monitoring environmental violations through understanding the rationale and dynamics of violators, identifying environmental policing barriers, and implementing a feasible and persuasive strategy to overcome them. 相似文献
