In this paper, the policy of nature conservation in Norway is analysed, with a particular focus on policy development during the last decade moving in the direction of multi-level governance. It is argued that the logic of policy making has shifted from what can be described as 'the politics of expertise' to a process of 'politicisation'. A process of politicisation can be observed both in terms of the nature of arguments being used, and in terms of who the dominant actors are. The subjects of analysis are issues taken up by the political parties in the Parliament, and the paper focuses on two controversial questions. One is about the localisation of conservation areas on private land and the state's liability for compensation. The other is the question of whether the management of conservation areas, and in particular national parks, should be under the control of local government or the state environmental bureaucracy. The analysis documents a process moving in the direction of more complex governance structure involving more actors and broader local participation challenging the role of the professional bureaucracy.  相似文献

Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. This article analyzes four aspects of federal soil conservation goals and programs: the evolution of the constellation of soil conservation goals, the problems with goal implementation, implementation effectiveness, and the appropriateness of the implementation and administration of federal goals.  相似文献

This study evaluates four policy options to secure the water supply needed for wetland conservation in Qixinghe--a national wetland nature reserve in China--using four criteria: cost effectiveness, probability of success in achieving the water-saving goal, political feasibility, and farmer acceptance. This multi-criteria analysis framework reveals the ecological, economic, and socio-political trade-offs for policymakers when choosing among the four policy options. Results suggest that upgrading irrigation infrastructure in the area surrounding the wetland (Option I) is the most politically feasible option, but it is the second best option in terms of cost effectiveness. Constructing a dam to store and control floodwater (Option II) is the most reliable for achieving the water-saving goal. It is also the farmers' most favored strategy. But this option is the least cost effective and receives little support from local governments. Promoting farmers' adoption of water-saving practices (Option III) is the most cost effective, but it is less reliable for achieving the water-saving goal than Options I or II. Converting paddy crops to dry-land crops (Option IV) is politically infeasible and least reliable for achieving the water-saving goal. The overall ranking of the four options is determined using the policymakers' revealed weights on the four criteria. Option I is ranked first, followed by Options II, III, and IV.  相似文献

Landscapes fulfil a multitude of ecological and social functions. Due to the fact that both traditional and everyday landscapes today face many different threats, regulatory measures have been undertaken in many countries to protect and further sustainable landscape development. They include legislation as well as economic incentives. In recent years, however, it has become clear that just to have a few laws and to spend money on subsidies is not enough. Factors other than legislation are also essential to further the sustainable development of landscapes. One of the basic factors affecting the success or failure of landscape conservation measures is public acceptance of these measures. Our project took this as its starting point. The objective was to determine which conditions and factors influence acceptance positively or negatively. To this end 22 Swiss who are directly affected by nature conservation measures, in particular by mire landscape and dry meadow conservation measures, were interviewed using qualitative interview techniques. It is shown that perception, communication, and possibilities to participate are the most decisive driving factors influencing the formation of a long-lasting acceptance. Furthermore, acceptance may be based mainly on economic criteria, on usefulness, on ecological or even aesthetic aspects. It can be shown that not all of these motivations lead to a long-lasting acceptance. Ecologically based acceptance seems the most promising because it is founded on general convictions. Economic incentives--though important--seem to generate only superficial acceptance and do not seem to be as important as is usually assumed.  相似文献

Current planning policy places increased emphasis on the protection of the natural environment. The negotiation of planning agreements between local authorities and developers has emerged as one route through which the private sector has sought to compensate for the loss of environmental resources arising from development. We argue that the utilization of conservation gain mirrors the valuation procedures for public goods found within cost — benefit techniques, which may be inappropriate for the treatment of natural environmental systems. The paper examines the negotiation of these gains from the perspective of different actors in the land development process. Both quantitative and interview material from four local planning authorities are used. The paper concludes by considering the scope for a broader use of conservation gain.  相似文献

Many counties in England have systems of non‐statutory sites of importance for nature conservation in addition to the statutory National Nature Reserves, Sites of Special Scientific Interest and Local Nature Reserves. The paper describes the evolution of such a system over the past 20 years in the metropolitan county of the West Midlands. The system has been recognized by the local planning authorities who have included appropriate policies for the conservation of these sites in statutory development plans. The authority of such a system derives from the use of published criteria for the selection of sites, consensus over the application of these criteria, and consultation with the owners and occupiers of the sites.  相似文献

This paper considers the use of economic analysis in nature conservation within the Nature Conservancy Council (NCC). The development of official nature conservation in Britain and the relationship to land use changes is described, and the focus on site safeguard illustrated by declines in distributions and viability of populations of some species. A restatement of nature conservation objectives is proposed and the role of economic analysis in developing policies to secure these described. The use of economics by the NCC and the lessons learned from this are outlined. The implication of the commitment to sustainability is then discussed and concerns over how environmental valuation is used in light of this described. The paper concludes that economic analysis is a powerful tool for integrating nature conservation into wider rural policies and for the development of measures to secure contributions by other interests to meeting nature conservation objectives.  相似文献

Summary The State Council of China has adopted Agenda 21for China and biodiversity conservation is one plank of its agenda for China's sustainable development. This paper offers a brief discussion of China's White Paper on Agenda 21 and examines, as a case study, the problem of sustaining biological diversity in Xishuangbanna Dai Autonomous Prefecture in Yunnan. This area is rated as one of megadiversity, and therefore, as one deserving a high priority for conservation purposes. After discussing the general socio-economic obstacles to biodiversity conservation in Xishuangbanna, the article outlines the types of strategies adopted in China for reducing pressures of local communities on biodiversity and nature conservation. China's preferred strategy for easing pressures on biodiversity conservation in nature reserves is to improve economic opportunities outside of the reserves and raise the income levels of people living in the neighbourhood of the reserves. This approach has been adopted in Xishuangbanna and there are plans to extend it. Community development projects such as agroforestry, joint ventures in tourism and so on are being encouraged. Mechanisms for selecting suitable community development projectse.g. using rapid rural appraisal (RRA), are considered. In Norway, traditional nature conservation by government declaration is still the dominant way of protecting nature areas of national and international interest. This article presents some results from a case study of one exceptional case of private-public partnership in nature conservation. Strong opposition among local actors resulted in conservation by legal contracts between public and private actors. Discussing some possible explanations, the authors argue that a rather special network among the local community and central government and a rather creative combination of environmental and agricultural policy instruments were essential for this particular outcome.  相似文献

The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called 'boxes of influence' that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms.  相似文献

The Japanese are traditionally regarded as nature-loving people, living in “harmony” with nature. However, this assumption is difficult to accept when observing the environmental problems in Japan. How can one explain the incongruities? Has the Japanese people's attitude toward nature changed as Japan has modernized? Is the concept of the nature-loving Japanese merely a myth? Is there another reason to explain this contradiction? This study shows political and economic origins of the paradox. The origin of the Japanese traditional idea of nature is fear and reverence of nature based on a primitive religion that developed in a rural subsistence living situation. Aesthetic and spiritual values of nature for cultural, educational, and intellectual entertainment were developed by the ruling class in the seventh century. Japan's first nature conservation movement, imported from the West, developed among the intellectual community and was advocated and promoted by the elite in the Meiji period (1868–1911). However, because deep commitment was lacking, the movement was abused by the military government before World War II. In the early 1970s the nature conservation movement seemed to be on the ascendancy, mainly because it was combined with the antipollution movement claiming the basic rights of survival. The Japanese nature conservation movement is still in the embryonic stage; in the future, the blending of some traditional resource management with the scientific philosophy of nature conservation may help promote the new wave of nature conservation in Japan.  相似文献

This article develops a methodology aimed at generating a systematic social diagnosis of social and natural landscapes. The analytical process is divided into six easily replicable and causatively connected steps. The goal is two-fold: first, to present the inextricable connections between physical landscapes and the communities that occupy them. And second, to provide a fundamental tool to public policy designers that should simultaneously improve social acceptability of conservation policies and policy efficiency and effectiveness. Finally, this methodology is consciously heterogeneous from a theoretical perspective. This article puts together, in fruitful dialogue, contributions from varying places on the social theory spectrum: from political economy to poststructural theory.  相似文献

Drawing on a growing literature on the integration of environmental discourses into urban development schemes, this paper charts the urban development of LeBreton Flats, in Ottawa, Ontario, Canada. An industrial neighbourhood expropriated as part of a post-war urban renewal project, LeBreton Flats is being redeveloped in line with green, mixed-use urban planning principles. The paper investigates how national narratives are intertwined within urban development practices and argues that historically and geographically embedded expressions of national nature first used to justify post-war expropriation are being adapted as part of urban neo-liberal naturalised practices of central-city redevelopment.  相似文献

From 2004 until 2006, reform of US agricultural subsidy programmes seemed a likely result of pressure from the World Trade Organization. Many groups saw this pressure as an opportunity to ‘green’ farm policy by crafting environmental service payments that could replace crop subsidies. Yet the 2008 US farm bill fell short of such drastic changes. This paper uses discourse analysis to trace the decline of prospects for reform of the farm bill, and a shift to incremental policy making between 2006 and 2008. It finds that, in addition to political and situational factors, striking discursive shifts altered policy debates and outcomes to create particular conservation impacts. It thus argues for broader use of rhetoric theory and discourse analysis to assess environmental policy. Implications for land conservation are presented in the context of interest group tactics.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

Policies designed to conserve sites of nature conservation importance are an important aspect of city planning in the UK. London has led the way in putting in place a spatial hierarchy of sites of nature conservation importance designed to protect wildlife habitats from development. Some wasteland habitats associated with derelict and vacant land receive protection in this way but development pressure on these so-called 'brownfield sites' is high and is likely to continue. This paper examines how conservation professionals in the private, public and voluntary sectors are responding to the threats of biodiversity loss and opportunities for habitat creation posed by re-development of brownfield sites. The study draws on in-depth interviews conducted with conservation professionals and the practices employed by ecological advisers employed by developers seeking to re-develop wasteland sites. It finds that practitioners are negotiating their role in the re-development process in different ways. Key issues relate to the role of ecological science in codifying wasteland habitats, uncertainties about how best to evaluate the conservation importance of such sites and the strategies and tactics employed by different practitioners as they seek to mobilise a range of knowledges and practices to secure ecologically sensitive proposals. Scientific knowledge about wasteland habitats has not stabilised in ways that can consistently inform conservation policy and practice. As a result biodiversity issues of wasteland sites are often discounted in the re-development process. Investment in studies of the basic ecology of urban wastelands could provide a firmer scientific foundation on which conservation policies could build. At the same time, many conservation professionals involved in urban re-development are struggling to promote a pro-active approach to secure environmentally sensitive development. The knowledge and co-operation networks being mobilised to support this approach are fluid and unstable, and favourable development outcomes as yet are few. Formalising these networks to achieve more effective engagements with developers and the construction industry could consolidate ecological practices designed to conserve and re-create the biodiversity of wasteland habitats.  相似文献
