The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era. 相似文献

The role of informal recycling in poverty alleviation and solid waste management in cities in developing countries has been receiving increased attention. This study explores the integration of the informal recycling sector with the Harare City Council's solid waste management system, focusing on the Pomona dumpsite. The extent of this integration was compared with interventions proposed in InteRa, a new way of evaluating the integration of informal recyclers with the waste management systems of cities in developing countries. Our results suggest that the Harare City Council, which had the vision of transforming itself into a world‐class city, failed to fully integrate the informal recycling sector. We suggest to policymakers that complete integration of the informal sector will not necessarily prevent cities from achieving such visions. Rather, addressing the neglected interventions may help in achieving their visions. 相似文献

An assessment of potential biomass resources in Nigeria for the production of methane and power generation is presented in this paper. Nigeria, as an underdeveloped and populous country, needs an uninterrupted source of energy. The country's energy problems have crippled large sectors of the economy. The percentage of people connected to the national grid is 40%. These 40% experience electricity supply failure on average 10–12 hours daily. Energy generation from municipal solid waste (MSW) is an effective MSW management strategy. Yearly waste generation has increased from 6,471 gigagrams (Gg) in 1959 to 26,600 Gg in 2015. This amount is projected to reach 36,250 Gg per year by 2030. Methane emission for 2015 was 491 Gg, and it is projected to reach 669 Gg in 2030. These values translate to 3.48 × 109 kilowatt hours (kWh) of electricity for 2015, with a projected 4.74 × 109 kWh by 2030. The revenue to be derived from the electricity that is generated could have been US$365.04 × 106 for 2015, and it is estimated that it will reach US$473.82 × 106 by 2030. It was found that methane emissions from MSW increased with time, and capturing this gas for energy production will lead to a sustainable waste management. 相似文献

A comparison of the potential risks to human health from municipal solid waste (MSW) incineration and landfill on a generic basis is attempted. For this purpose a 'worst case' approach is adopted and a number of assumptions regarding the size and activities of each waste disposal method are made. The airborne pollutants measured for an incinerator are different from those for a landfill with or without gas collection. However, based on the available information it appears that as far as airborne pollution is concerned, landfill sites without gas collection pose a potentially higher generic risk to human health than MSW incinerators performing to Environmental Agency (UK) standards. This analysis cannot be used to replace specific evaluations for a particular incinerator or a landfill site because local conditions can have a very large impact on the magnitude of risks involved. 相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group. 相似文献

The treatments of municipal solid waste (MSW) and the domestic sewage (DS) are critical issues of the current political and environment discussions. These concerns are due to the lack of dumping areas, the continuous increase of the population, and public health issues. The adequate treatment and management of MSW and DS can produce many benefits such as financial funds, heat and energy production, reduction of emissions and recuperation of water for reuse. Currently in Campinas MSW and DS are deposited in landfills or discharged into rivers and other sites. In the present study two scenarios are evaluated for the treatment of MSW and DS in Campinas: recycling with biological treatment and recycling with thermal treatment. The most suitable treatments for Campinas, based on the data from the present analysis and taking into consideration the local conditions, maximization of energy potential and environmental benefits, are incineration for the MSW and biological treatment for DS, both with energy recuperation. The main gains of this option are substantial environmental benefits, generated energy which can reach 18% of the total electrical energy consumed in Campinas while about 53% recuperation of the total amount of water treated for Campinas in 2010. 相似文献

Waste management has been a problem for Taiwanese society over the past two decades due to rapid economic growth and urbanisation. The building of incinerators, however, has stimulated controversies and social discontent over the impacts of incineration on both environmental and human health. In Beitou, a district in the capital city of Taiwan, not-in-my-backyard activism was launched against the building of an incinerator, but the community later promoted the idea of a ‘zero-waste city’ and played a role in the decision by Taipei's government. Using in-depth qualitative interview methods to interview local community actors, and green society members to understand the dynamics between actors, this research discusses these changes and employs the participatory governance approach to networks among residents of the local community and other actors. This paper also concludes that there has been a power shift in state–citizen relationships at the local level, deepening and consolidating democratic politics in Taiwan. 相似文献

ABSTRACT“Waste-to-energy” (WTE) technologies have been presented as one of the avenues to improve the management of solid waste whilst promoting clean and healthy urban environments through the recovery of waste and generation of energy. Research suggests that with the right investment in technologies and institutional changes, waste can potentially become a resource that can contribute to the socio-economic development of cities. It is in this context that this paper presents a review of the literature on WTE technologies and their implications on sustainable waste management in urban areas. The paper particularly contributes to our understanding of WTE technologies and its potential on Municipal Solid Waste Management (MSWM) in Johannesburg, South Africa. It is estimated that the city of Johannesburg’s landfills airspace will be completely depleted by year 2023. This projection becomes a motivation for the identification of suitable WTE alternative avenues to manage waste in the city. Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

The purpose of this paper is to review the case of a Mexican municipality in this field and highlight and identify critical gaps to be addressed. The paper seeks to explore intersectorial partnerships as a means to achieve sustainable solid waste management systems. Its point of departure is that, the highest level of service and maximum benefit is gained when a municipality sees its solid waste management mandates and handicaps clearly, uses the strengths of the other actors. The four main types of actors considered in this paper are: the municipal government, the formal private (commercial) sector, and the informal sector, which, includes individuals, small entrepreneurs, and micro-enterprises already working with discarded materials or having the potential to do so. Community based organizations (CBOs), either idealistically motivated or working for their own welfare, and non-governmental organizations (NGOs), usually in pursuit of their own idealistic goals are also a part of the informal sector. 相似文献

This paper is based on a review of the methodological approaches associated with solid waste management (SWM) in the context of sub-Saharan African (SSA) cities. Using Kinshasa, the capital of the Democratic Republic of the Congo, as a case study, the paper proposes a new way of looking at solid waste in the bid to come up with alternative methods to improve the plight of SWM. A combination of qualitative research methods and system analysis have been employed to evaluate the causal relationships observed in contemporary SWM systems in Kinshasa. This paper argues that there is an absence of coherent and broad-based approaches to SWM in Kinshasa as is common in other SSA countries. Empirical evidence suggests that contemporary SWM strategies and approaches developed on a global scale which have increasingly been adopted by the Congolese national and local government authorities have proven inadequate to address the SWM realities on a local level. Using system thinking and system dynamics, this paper attempts to develop a feasible methodological framework focusing on the formulation of an appropriate approach to improve SWM in Kinshasa. It is argued that new ways of approaching the complexity that exists in SWM will facilitate the adoption of technologies and innovative ways of thinking and managing solid waste in a more sustainable, socially, and environmentally accepted manner. 相似文献

This paper explores the concept of environmental justice (EJ) in solid waste management (SWM) in Kinshasa, the Democratic Republic of Congo (DRC). It evaluates the extent to which EJ occurs in SWM and discusses the factors accounting for this state of affairs. The paper examines the relevant theoretical framework(s) and mechanisms that would facilitate the attainment of EJ in Kinshasa. It is argued that solid waste (SW) often ends up in the poorest and least powerful communities in the cities of the DRC. A qualitative research methodology, which includes exhaustive critical review of the literature, system analysis, reflections from best practices through case studies and discussion with stakeholders, was used for this study. Findings revealed that SWM in Kinshasa is a duty entrusted to publicly-funded municipal authorities. There are evidences of a clear divide between the rich and poor neighbourhoods in the manner SW is managed. This is an inequality that has only recently begun to be recognised as injustice practices in SWM. It is argued that a politico-cultural mechanism on remedying SWM inequities could enable changes that will address EJ in Kinshasa. The recycling sector in India, which consists of a comprehensive trade and production sector, is rather complex. Nevertheless, it creates important benefits for both the economy and the environment. In order to comprehend the system, a case study has been performed on the recycling sector (paper, plastic, glass and non-ferrous metal) in Bangalore (India), focussing on the market structure, the scale of operation, employment effects, constraints, and recent developments. It was found that this highly competitive and labour-intensive industry is largely dependent on cheap labour and the supply of solid waste from the local trade system. Its mostly informal nature results from the ‘unregisteredness’ of the materials. Consequently, government involvement is avoided as much as possible. With present growth rates, prospects of recycling in Bangalore are advancing. Yet, problems such as lack of supply and loss of quality emerge. A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented. 相似文献

This paper clarifies household income, living and working conditions of dumpsite waste pickers at Bantar Gebang final disposal site for municipal solid waste generated in Jakarta, and investigates the feasibility of integrating the informal sector into formal waste management in Indonesia. The first author did fieldwork for totally 16 months at the site and quantitative field surveys were conducted twice during the period. All respondents in the first round quantitative survey (n = 1390) were categorized as follows: waste pickers, family workers, wage labors, bosses, family of the bosses, housewives, pupils/students, preschoolers, the unemployed, and others. Based on the results of the second round quantitative survey (n = 69 households), their average household income was estimated to be approximately US 216 dollars per month (n = 59 households), which was virtually equivalent to the minimum wage in Jakarta in 2013. Living conditions of scavengers at the site were horrible, and their working conditions were dangerous due to medical waste and other sharp waste. Polluted groundwater was one of the serious environmental problems at the site. Despite the social, health and environmental problems, they were attracted to the freedom of entering the informal recycling system in Bantar Gebang and withdrawing from the system, in which a lot of opportunities were provided for the people having few marketable skills to obtain cash earnings. The freedom of their choice should be guaranteed as a prerequisite before integrating the informal sector into formal waste management. Furthermore, special attentions are required when incomes of scavengers are the same level as minimum wages and the national economy is rapidly growing, because scavengers cannot easily change their jobs due to few marketable skills. Indonesian national waste laws and regulations should be properly applied to facilitate a socialization process at final disposal sites. Measures need to be taken to prevent children from working as informal recycling actors, especially for waste pickers aged 15 or younger. 相似文献

This study investigates the effects of the absence of trust in shaping relationships between officers and managers in Copacabana, Bolivia, particularly regarding the construction of a sanitary landfill for the city. The article builds on an abductive thematic analysis of observation and interview data. The data suggest that prior negative experiences and the absence of shared values are common arguments used by the residents to negotiate the conditions of public programme implementation. The study is inspired by the literature identifying the specific components of trust and the literature on lack of trust and distrust as it highlights the positive effects of scepticism. I conclude that a climate in which trust is absent leads residents to counter the risks involved in accepting the project. These findings can be used to revise and refine the well-established thesis that lack of trust leads to rejection. 相似文献

Management of flame retarded plastics from waste electrical and electronic equipment (WEEE) has been posing a major challenge to waste management experts because of the potential environmental contamination issues especially the formation of polybrominated-dioxins and -furans (PBDD/F) during processing. In Nigeria, large quantities of electronic waste (e-waste) are currently being managed—a significant quantity of which is imported illegally as secondhand electronics. As much as 75% of these illegal imports are never reused but are rather discarded. These waste electronic devices are mostly older equipment that contains brominated flame retardants (BFRs) such as penta-brominated diphenyl ethers (PBDEs), and polybrominated biphenyls (PBBs) which are presently banned in Europe under the EU WEEE and RoHS Directives. Risk assessment studies found both to be persistent, bio-accumulative and toxic. The present management practices for waste plastics from WEEE in Nigeria, such as open burning and disposal at open dumps, creates potential for serious environmental pollution. This paper reviews the options in the environmentally sound management of waste plastics from electronic wastes. Options available include mechanical recycling, reprocessing into chemicals (chemical feedstock recycling) and energy recovery. The Creasolv® and Centrevap® processes, which are the outcome of the extensive research at achieving sound management of waste plastics from WEEE in Europe, are also reviewed. These are solvent-based methods of removing BFRs and they presently offer the best commercial and environmental option in the sound management of waste BFR-containing plastics. Because these developments have not been commercialized, WEEE and WEEE plastics are still being exported to developing countries. The industrial application of these processes and the development of eco-friendlier alternative flame retardants will help assure sound management of WEEE plastics. 相似文献
