This paper shows how prevailing economic development paradigms over the last five decades have favoured an urban-based model of economic development at the expense of environmental considerations in developing countries. How the disjuncture between these competing agendas has been experienced in Egypt forms the focus of the paper. Tension between environmental and development/urbanization policies reflects their political encoding aimed at maintaining regime stability. The state has attempted to mediate between the domestic interests of an urban-based elite and the urban poor, international donor dominance of Egypt's economic and urban development strategies, and the country's limited institutional capacity to manage its developmental aspirations. In a policy configuration that buttresses macro-economic policy with urban development priorities, the unfettered role of market processes has produced vast but unregulated urban expansion with, now, increasingly severe environmental consequences. Despite attempts to reconcile the two agendas in the last decade, the paper concludes that the main issues endemic to the public policy domain in Egypt, and in many developing countries, remain: poor line ministry coordination, weak enforcement of environment law, resistance to participation, limited implementation capacity, conflicts between sectoral and cross-sectoral policy formulation, and dependency on external donors. Central and Eastern Europe (CEE) is a rapidly changing and developing region which is making the transition to a market based economy. Along with economic reforms, the countries of the region are engaged in substantial environmental reforms, including climate change mitigation activities. Mitigation of, and adaptation to, the consequences of climate change are costly processes. It is therefore of great importance that the national and international mechanisms addressing these problems use methods both environmentally sound and economically efficient. Through two case studies that address the Clean Development Mechanism (CDM) in the Former Yugoslav Republic of Macedonia, and the Green Investment Scheme (GIS) in Romania, this paper explores challenges, related tasks and main problems in the establishment of mechanisms of the Kyoto Protocol in Central and Eastern Europe.  相似文献

Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy rates are even higher than for men. The dilemma exists of how a developing country can improve its nutritional and economic situation without giving consideration to social and environmental consequences.  相似文献

The economic policy needs to pay increasingly more attention to the environmental issues, which requires the development of methodologies able to incorporate environmental, as well as macroeconomic, goals in the design of public policies. Starting from this observation, this article proposes a methodology based upon a Simonian satisficing logic made operational with the help of goal programming (GP) models, to address the joint design of macroeconomic and environmental policies. The methodology is applied to the Spanish economy, where a joint policy is elicited, taking into consideration macroeconomic goals (economic growth, inflation, unemployment, public deficit) and environmental goals (CO2, NO x and SO x emissions) within the context of a computable general equilibrium model. The results show how the government can “fine-tune” its policy according to different criteria using GP models. The resulting policies aggregate the environmental and the economic goals in different ways: maximum aggregate performance, maximum balance and a lexicographic hierarchy of the goals.  相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

Based on empirical evidence from developed, transition and developing countries, the article looks at how the introduction of private operators’ interests into the water supply/sanitation and energy sectors may conflict with public interests in socio‐economic, environmental and political dimensions. Case studies are used to illustrate the dynamics of these interactions, covering phenomena such as unsolicited proposals, misrepresentation and corruption; the exploitation of established positions by taking advantage of asymmetry of information and negotiating capacity in relation to public authorities; and exit from contracts or concessions when acceptable profitability cannot be attained. This experience indicates that the introduction of private companies into these sectors creates the permanent possibility of conflict between private and public interests. The services are too vital both socially and economically to rely on corporate self‐regulation, and countries lack effective capacity to regulate such corporations. The authors conclude that policies relying on corporate activity in these sectors are unnecessarily risky, and that policy development should focus on building strong public sector institutions to provide these services.  相似文献

Summary Welfare, or satisfaction of wants, is not only dependent on produced goods but also on the quality of the environment, leisure time, income distribution, working conditions, employment and the safety of the future.The same amount of production and consumption requires more labour with environmental conservation than without. Under current conditions, environmental measures, nevertheless, often lead to a loss of jobs. The paper enunciates in which conditions environmental measures lead to more employment. In the scenario study the necessary environmental measures have been formulated, their effects on the environment have been estimated in physical terms and their costs in money terms. The (negative) consequences for production and the (positive) consequences for employment have been scanned with the aid of an econometric model.In the short term (20 years) the effect on production is less than expected, among others because employment is created for many jobless: part of the measures could be carried out free of charge. In the long term more measures have to be taken and the possibilities for an ever-growing production in the industrialized world will probably diminish.In the paper, it is explained why saving the environment is not only possible, but necessary as well, in order to evade overshoots in the future and to safeguard the living conditions for generations to come. The author sincerely hopes that studies like this will be elaborated for other countries. By then the politicians and the public might become convinced that it is possible and necessary to shift the priority of economic policy to saving the environment.Dr Roefie Hueting is Head of the Department for Environment Statistics, of the Netherlands Central Bureau of Statistics. The statistics paint a shocking picture: Over the past ten years around 7,000 ‘natural’ disasters have occurred, killing more than 300,000 people and resulting in over US$800 billion in economic losses (Munich Re, 2003). Increasing interest in global warming has provoked intense debate on the issue of climate change and its implications for more frequent and intense extreme weather events, placing more people at risk than ever. While all countries may be threatened by natural hazards, experience shows that developing countries are disproportionately affected, with losses sometimes exceeding years of hard‐won and desperately needed economic development. The World Conference on Disaster Reduction,1 to be held in Japan in 2005, aims to address these and other crucial issues that are posing an unprecedented challenge to the international community.  相似文献

Abstract

In recent years there has been increasing interest in the use of so‐called ‘economic instruments’ in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy‐makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non‐economic and, particularly, non‐market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献

In the period of transition from communism, the countries of central and eastern Europe have made considerable efforts to adopt new environmental legislation and to create new institutions. However, the implementation of these powers, particularly at the level of local government, remains problematic. This article reviews the arguments for developing capacity for taking environmental action at the municipal level, and then examines the actual experience of one such country, the Slovak Republic. While Slovakia displays many of the features of policy making familiar to other transitional countries, it has faced some particular political problems. Recent legislation has given formal competencies in the field of environmental protection to local government, but it remains fragmented and relatively poorly resourced. Nevertheless, there is evidence that, through a combination of mutual support through national associations and the establishment of international links, local authorities are adopting a number of innovative approaches and strategies which should be better able to address the changing character of environmental problems.  相似文献

在全球治理和国际秩序加速变革等大变局背景下,全球气候治理体系和秩序正在经历深刻变化。全球气候问题需要全球气候治理的主体去认知与改造,主体在全球气候治理进程中有着关键性影响。当前全球气候治理主体的内涵和外延在持续变化,最值得关注的变化就是全球气候治理主体走向共同体化,并且正在形成一种规范。全球气候治理主体间在利益、责任与命运关系的演化,对更大范围的、更深程度的主体关系提出了新要求。本文基于近年来全球气候治理实践,分析了全球气候治理主体共同体及其关系的发展情况与趋势,同时分析人类命运共同体如何引导全球气候治理主体共同体及其关系,以更好聚焦国际社会应对气候变化的首要因素,开启全球应对气候变化新征程。  相似文献

To deal with the complexity of recycling, a wide variety of models have been developed, each serving a specific purpose. Despite the current trend increasing international trade in recycling-related material flows, the international dimension of physical and economic relationships in recycling is often ignored in current models and analyses. This paper develops a formal model of an international material-product chain (MPC) that represents the mechanism behind international recycling. The attention is focused on the case of a developed and a developing country that exchange material commodities, final products and recyclable waste. Among others, the model demonstrates that taking into account environmental externalities results in higher levels of recycling. Moreover, we show that international recycling is mainly driven by regional differences in the quantity and quality of factor endowments and economic efficiency of recycling. Given that industrialised countries are relatively well endowed with recyclable waste, the recovery rate usually exceeds the utilisation rate. In developing countries, an opposite pattern is observed.  相似文献

‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

As the international community debates long‐term strategies to address global warming, the issue is one of increasing concern for small island developing states. Collectively, these countries account for less than 1% of greenhouse gas emissions, yet their vulnerabilities are particularly high. This paper reviews international efforts including a regional effort on the part of 12 Caribbean countries to address this issue. For many countries and especially countries of the Caribbean and other small island developing states, vulnerabilities already exist and will only be exacerbated by accelerated global warming. Dealing with global environmental change will require good, reliable information to monitor change and assess the physical and economic impact of that change. It also will require an institutional and managerial framework that incorporates dynamic change into individual and collective decision‐making processes. Small island developing states must be active players affecting long‐term solutions to climate change. In the interim, targeted investments to address high priority vulnerabilities are likely to lead to no‐regrets outcomes with high environmental and economic benefits.  相似文献

China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Environmental or ‘ecological’ footprints have been widely used in recent years as indicators of resource consumption and waste absorption on the basis of biologically productive land area required per capita with prevailing technology. Such footprints represent a partial measure of the extent to which the planet, its regions, or nations are moving along a sustainable development pathway. They vary between countries at different stages of economic development and varying geographic characteristics. The determinants of environmental footprints in some 113 countries from around the world have been evaluated. Dimensional analysis techniques from engineering and the physical sciences are employed to determine the relative significance of population density, economic wealth, and intensity of pollutant emission. Variations about the resulting ‘power‐law’ correlation suggest the extent to which individual nations are currently frugal or profligate in terms of their resource use and environmental impacts. The scatter associated with footprints, or closely related parameters, also indicates the uncertainty inherent within the international datasets needed to compute them, as well as differences in local climate and terrain. Nevertheless, national footprints alert humanity to the necessity of living within the regenerative capacity of the biosphere in order to ensure ‘environmental sustainability’.  相似文献
