Environmental, biological, socio-cultural and economic variations in the Himalayas have led to the evolution of diverse and unique traditional agroecosystems, crop species, and livestock, which help the traditional mountain farming societies to sustain themselves. During the recent past, as a result of rapid changes in land use caused by socio-cultural and economic changes and various environmental perturbations, the agrobiodiversity of the Central Himalayan agroecosystems has changed steadily. A recent survey conducted in 150 different villages located along an elevated transect of the Alaknanda catchment of the Central Himalaya revealed that over a period of two decades (1970–74 and 1990–94) the cultivated area under many traditional crops had declined significantly. A micro-level study carried out in 30 villages revealed that a series of changes had occurred in land use practices over a period of 25–30 years.The loss of agrobiodiversity and the changing socio-cultural and economic dimensions and their impacts on the sustainability of Himalayan agroecosystems are emerging as major causes of concern at local/regional/national scale, and appropriate options to meet these challenges are discussed in this paper.  相似文献

South Asia is one of the most densely populated regions of the world, where despite a slow growth, agriculture remains the backbone of rural economy as it employs one half to over 90 percent of the labor force. Both extensive and intensive policy measures for agriculture development to feed the massive population of the region have resulted in land degradation and desertification, water scarcity, pollution from agrochemicals, and loss of agricultural biodiversity. The social and ethical aspects portray even a grimmer picture of the region with growing poverty mainly, amongst small farmers, food scarcity, and overall poor quality of life. This article reviews the historical perspective of agriculture development in the region and gives a panoramic view of the policy initiatives and their environmental as well as social and ethical spin-offs. The aim is to explore the environmental and ethical dimensions of the agricultural development in South Asia and recommend a holistic approach in formulating plans and programs to combat environmental degradation, hunger, and poverty resulting from unsustainable agricultural practices.  相似文献

The environmental degradation caused by industrial agriculture, as well as the resulting social and health consequences, creates an urgency to rethink food production by expanding the moral imagination to include agricultural practices. Agricultural practices presume human use of the earth and acknowledge human dependence on the biotic community, and these relations mean that agriculture presents a separate set of considerations in the broader field of environmental ethics. Many scholars and activists have argued persuasively that we need new stories to rethink agricultural practice, however, the link—the story that does and can shape agricultural practice—has not yet been fully articulated in environmental discourse. My analysis explores how language has shaped existing agricultural models and, more important, the potential of story to influence agricultural practice. To do this, I draw upon cognitive theory to illustrate how metaphoric and narrative language structures thought and influences practice, beginning with my contention that industrial agriculture relies on a discourse of mechanistic relations between humans and a passive earth, language that has naturalized the chemically intensive monocultures prevalent in much of the American Midwest. However, alternative agricultures, including organic agriculture, agro-ecology, and ecological agriculture, emphasize qualities such as interdependence and reciprocity and do so as a deliberate response to the perceived inadequacies of industrial agriculture and its governing narrative. Exploring the different discourses of agricultural systems can help us think through different modalities for human relations with the biotic community and demonstrate story’s potential role in altering practice.  相似文献

Land degradation is a serious problem in tropical mountainous areas. Market prices, technological development, and population growth are often invoked as the prime causes. Using historical agrarian documents, literature sources, and historical population data, we (1) provide quantitative and qualitative evidence that the land degradation present at Sierra de Santa Marta (Los Tuxtlas, Mexico) has involved a historical reduction in the temporal, spatial, and diversity scales, in which individual farmers make management decisions, and has resulted in decreased maize productivity; and (2) analyze how these three scalar changes can be linked to policy, population growth, and agrarian history. We conclude that the historical reduction in the scales of land use decision-making and practices constitutes a present threat to indigenous agricultural heritage. The long-term viability of agriculture requires that initiatives consider incentives for co-responsibility with an initial focus on self-sufficiency.  相似文献

The concepts of sustainable agriculture, organic agriculture, regenerative agriculture, and alternative agriculture are receiving increasing attention in the academic and popular literature on present trends and future directions of agriculture. Whatever the reasons for this interest, there nevertheless remain differences of opinion concerning what counts as a sustainable agriculture. One of the reasons for these differences is that the moral underpinnings of a policy of sustainability are not clear. By understanding the moral obligatoriness of sustainability, we can come to understand precisely what must be sustained, and by implication, how. This article discusses the arguments that can be advanced for sustaining anything and initially concludes that our obligations to future generations entail sustaining more than just sufficient food production or an adequate resource base. Indeed, a tradition of care and community must underlie whatever agricultural and resource strategies we are to develop under the rubric of sustainability. A consideration of the larger social and environmental system in which agriculture operates and the constraints this system places on agriculture forces us to recognize that sustainability has to do with larger institutional issues, including our ability to incorporate our common morality democratically into our institutions, practices, and technologies.  相似文献

The study of the interrelationship between ethnomedicinal knowledge and socio-cultural values needs to be studied mainly for the simple reason that culture is not only the ethical imperative for development, it is also the condition of its sustainability; for their exists a symbiotic relationship between habitats and cultures. The traditional communities around Binsar Wildlife Sanctuary of Uttarakhand state in India have a rich local health care tradition, which has been in practice for the past hundreds of years. The present study documents the Ethnomedicinal uses of 54 medicinal and aromatic plants (MAPs) along with their botanical and vernacular names, family, habit, habitat, threat status, collection season, purpose of collection, quantity, conservation practices, market potential and part(s) used in traditional health care system. The documented species belonging to 38 families have been used to cure more than 47 different kinds of ailments. These MAPs collected from the wild in a particular season and used as per the method prescribed by traditional herbal healers (Vaidyas) that provide effective results. Perception of local people during field trips based on socio-demographic characters showed them to prefer herbal system of treatments and they understood the status of traditional health care systems in the region. The study reveals that approximately 70 % population of the study area depend on herbal systems of treatments and preferred to visit Vaidyas for curing a variety of ailments because the traditional system of medicine is one of the most important prevailing systems in the region where modern health care facilities are rare or in very poor conditions. The organic cultivation practices of selected MAPs were demonstrated to rural inhabitants through capacity building training program and participatory action research framework approaches for sustainability and enhancement of livelihood security. A series of workshops and village level meetings on traditional health care systems were organized and forming/registered a strong association of Vaidyas for making their traditional system of health care more practical and effective. The study emphasizes the potentials of the ethnomedicinal research, conservation practices, socio-cultural and religious ethics for promoting traditional plants based treatments and also the need to document the indigenous knowledge for scientific validation before its industrial application.  相似文献

The environmental impacts of agriculture depend on both the longrun and shortrun production decisions of farmers. In the longrun, technologies and quasi-fixed factors are selected and put in place through investment. In the shortrun, production plans are made and implemented conditionally upon available technologies and quasi-fixed factors. An important implication is that the environmental effects of agricultural activities result from an integration of economic decisions, private good production practices and biophysical processes. Viewed from a system perspective, these processes transform a set of private and environmental inputs into a set of private good and environmental outputs. It follows from this logic that the environmental impacts or performance of agriculture result not only from the nature of available technologies, but also how those technical opportunities are exploited in response to market and public policy incentives and constraints. This paper presents results of an application of such an integrated model of biophysical and economic processes to evaluate the potential responsiveness of water quality impacts of agricultural field crop practices to changes in economic incentives.  相似文献

This paper describes a comparative analysis of alternative methods of constructing composite indicators to measure the sustainability of the agricultural sector. The three methods employed were Principal Component Analysis, the Analytic Hierarchy Process and a Multi-Criteria technique. The comparison focused on the irrigated agriculture of the Duero basin in Spain as a case study, using a dataset of indicators previously calculated for various farm types and policy scenarios. The results enabled us to establish a hierarchy of preferred policy scenarios on the basis of the level of sustainability achieved, and show that the most recent CAP reform is the most sustainable agricultural policy scenario. By analyzing the heterogeneity of different farms types in each scenario, we can also determine the main features of the most sustainable farms in each case. The analysis demonstrates that full-time farmers with small to medium-sized farms and sowing profitable crops are the most sustainable farm types in all the policy scenarios. All of this information is useful for the support of agricultural policy design and its implementation, as we attempt to improve the sustainability of this sector.  相似文献

Investments in agricultural technologies, capacity building and policy harmonization are needed to support sustainable development across Africa. Regional development projects can facilitate the adoption of agricultural technologies and innovations across nation-state borders and generate benefits for shared prosperity. This paper uses panel data from 1,160 smallholder households including beneficiaries and non-beneficiaries from five countries in East Africa - Burundi, Kenya, Rwanda, Tanzania, and Uganda. From a pool of over 90 projects implemented over a span of 15 years, 23 regional projects are included in this study. The major economic benefits to smallholder participants are higher crop productivity and income, access to adaptable technologies, access to markets, higher livestock and milk production, gender equality, enhanced food security, resilience and capacity building for uptake and scaling up of future innovation platforms. For example, the adoption of low-cost tissue culture banana by the beneficiaries increased their incomes by 15% in Rwanda while the adoption of appropriate land and water management technologies increased the potato yields from 2.8 tons (USD 2,840/ha) to over 7.5 tons (USD 7,410/ha) in Kenya. The beneficiaries ensured value added to commodities like bananas (for export) and orange-fleshed sweet potatoes (a nutrition-sensitive intervention for enhancing domestic intake of vitamin A) in Burundi, Kenya, Rwanda and Uganda. Additionally, milk production increased from 6 to 11 L per cow per day in Uganda and from 6 to 8 L per cow per day in Tanzania, with increases in sales generating USD 115 per cow per month above the non-beneficiaries. These results are supported by previous studies on technology adoption, investments in agriculture and well-being outcomes. Our findings with the higher farm income Difference-in-Differences (DiD) estimator for the female beneficiaries compared to male beneficiaries might have important implications for investing in regional development projects that will close the gender gap in agricultural productivity in Africa. Regional projects can also support post-conflict development efforts for food security and peace in fragile contexts such as in Burundi. Our findings might serve as an input to the African Union's Comprehensive Africa Agriculture Development Programme, localization of the United Nations Sustainable Development Goals related to food security and agriculture in Africa and an input to monitoring, evaluation and learning.  相似文献

Agricultural development is currently facing unprecedented challenges. With 800 million people already having insufficient access to food, population growth estimates project an even bleaker situation in the future. The article summarizes the major schools of thought regarding how to face the dilemma, and advocates sustainable intensification of agriculture, relying on integrated use of a wide range of technologies to manage pests, nutrients, soil and water. Local knowledge and adaptive methods are stressed rather than comprehensive packages of externally-supplied technologies. The article shows how regenerative, low-input agriculture, founded on full farmer participation in all stages of development and extension, can be highly productive. It is stressed that policy must not prescribe specific, concretely defined technologies or practices, as this would restrict future farmer options. Farmers and communities should be allowed and encouraged to adapt to changing conditions; what needs to be sustainable are local processes of innovation and adaptation.
The article highlights environmental and economic benefits resulting from sustainable intensification practices, for farmers as well as communities and nations with examples are taken from Africa, Asia and Latin America.
Despite the increasing success of sustainable agriculture, it is clear that the challenge remains to 'scale up' the process from small 'islands of success' to fundamental reform of both policies and policy formulation processes.  相似文献

This paper focuses on impediments to environmentally sound management practices and how these might be overcome, with an emphasis on the role of environmental management systems, supply chains and civil society. It argues that: Farmers are under increased pressure to cut costs and improve production but with little opportunity to increase prices. Commonly short-term economic interest has damaging environmental implications. Current government policy, in Australia and in many other jurisdictions, relies heavily on voluntary arrangements, education and information, as the main policy instruments through which to persuade farmers to adopt better environmental farm management - e.g. the recent push to encourage the use of voluntary environmental management systems. However, there is good evidence to suggest that these can only make a valuable contribution when combined with a range of other policy instruments, including positive and negative incentives, intervention by third parties and in some cases, an underpinning of regulation. Arguably, what is needed is a strategy that builds on the strengths of voluntary environmental management arrangements while compensating for their weaknesses by combining them with other, complementary policy instruments. If so, we must engage with a range of questions that have not so far figured substantially in the policy debate. Although the principal focus has been on the role of government in bringing about on-farm change in management practices, supply chain pressure (at least in respect of agricultural chemicals and practices which threaten food safety) and civil society action are also potentially powerful mechanisms for bringing about change. Government can and should play a role in harnessing such forces in the interests of improved environmental on-farm practices.  相似文献

In Lesotho, climate change adaptation funding is being managed and distributed by the same mechanisms which have traditionally operationalised humanitarian aid and international development assistance in the country. Lessons from the HIV/AIDS disaster, along with insights into the value of participatory approaches foregrounding the expertise of indigenous communities, must be heeded in order to ensure that those most affected by climate change have a say in how adaptation is carried out. This paper proposes that indigenous people have developed and actively maintained resilience strategies, encoded in social practices and farming techniques, designed out of long experience with climatic variability. Through case studies, indigenous resilience strategies are explored, with emphasis on the anarchistic, improvisational nature of traditional ecological knowledge. Future directions for policy-makers and practitioners dealing with climate change adaptation are suggested, namely the need to foreground indigenous knowledge and the experiences of frontlines experts in key policy arenas.  相似文献

The Green Revolution in India which was heralded in the 1960‘s was a mixed blessing. Ambitious use of agro-chemicals boosted food production but also destroyed the agricultural ecosystem. Of late Indian farmers and agricultural scientists have realized this and are anxious to find alternatives – perhaps a non-chemical agriculture – and have even revived their age-old traditional techniques of natural farming. Scientists are working to find economically cheaper and ecologically safer alternatives to agro-chemicals. Blue-Green Algae Biofertilizers, Earthworm Vermicomposts (Vermiculture), biological control of pests and herbal biopesticides are showing promise. Saline agriculture and sewage farming are also being promoted in India to augment food production in the face of water scarcity. There is a move to search for alternative foods, which are more nutritious, cheaper and have shorter harvest cycles. Farm and food policy in India has to change its outlook before there can be a second green revolution. The Netherlands is a small country with many people and much livestock. As a result, animals in nature reservations are often living near cattle farms. Therefore, people from the agricultural practices are afraid that wild animals will infect domestic livestock with diseases like Swine Fever and Foot and Mouth Disease. To protect agriculture (considered as an important economic practice), very strict regulations have been made for minimizing this risk. In this way, the practice of animal farming has been dominating the practices of nature management completely. If, for instance, Foot and Mouth Disease strikes an agricultural area, all wild pigs and cattle living in the nearby nature reservations have to be killed, whether infected or not. This dominant position of one practice over the other has now become problematic. While the morality of the practice of nature management seems to be very different from the morality of agriculture and agriculture has become less important from an economic point of view, the public as well as those involved in nature management no longer seem to accept the dominant position of agriculture. Besides a literature study, we performed a field study with in-depth interviews with experts from both practices to analyze the dynamics of the internal moralities of both practices in the previous century, in order to clarify the contemporary situation. The conclusion was that the traditionally strong position of agriculture is not only weakening; it also appears that the internal values of agriculture are changing. The experts from both sides agreed that, in case of a disease outbreak, it is neither ethically justified nor necessary (because of the estimated low risk of disease transfer) to destroy the animals in nature reservations as a routine preventive measure. Because the agriculture/food sectors appear to be driven by short-term economic and political forces, cheap energy, and agricultural-chemical technologies, waste and environmental/social problems in the agricultural/food sectors are estimated to cost the nation at least $150 billion per year. In public debates, agricultural biotechnology is almost invariably discussed as a potential threat to the environment and to human health. Without downplaying the risks associated with this technology we emphasize that if properly regulated, it can be a forceful tool to solve environmental problems and promote human health. Agricultural biotechnology can reduce environmental problems in at least three ways: it can diminish the need for environmentally damaging agricultural practices such as pesticides, fertilizers, tillage, and irrigation. It can reduce the land area needed for agriculture, thus reducing the CO2 effect of agriculture and improving biodiversity. It can produce energy in a CO2-neutral way (especially if new technologies involving the cultivation of microalgae become successful). Furthermore, agricultural biotechnology can have positive effects on human health by decreasing occupational and dietary exposure to pesticides, improving the nutritional value of food, and producing pharmaceuticals more efficiently. We argue that those who wish to give high priority to environmental goals cannot afford any longer to be mere onlookers while others decide the future directions of agricultural biotechnology.  相似文献

Urban farming – a type of urban agriculture focused on entrepreneurial food production – serves multiple functions in neighbourhoods; yet these are not well delineated. Expectations for urban farming often centre on traditional measures of economic development, potentially overlooking other benefits. Through a qualitative case study conducted in Baltimore, Maryland, we sought to understand community perceptions regarding the ways in which urban farms can benefit cities. Interviews with residents, neighbourhood leaders, and urban farmers in three residential neighbourhoods with urban farms revealed the pathways by which community members view farms as improving neighbourhoods. Benefits stemmed from four primary changes urban farms made to study neighbourhoods: creation of public projects welcoming involvement, physical improvement of degraded space, production of local food, and creation of new businesses. These changes led to multiple perceived benefits including increased social connectedness, a transformed physical landscape, improved neighbourhood reputation, increased access to fresh produce, and educational, youth development, and employment opportunities. Our findings demonstrate the importance of a multifunctional paradigm that accounts for social and educational functions in assessing the value of urban farming and bring empirical evidence to the concept of multifunctional agriculture. Urban farms with strong social aims may appear to contribute little to economic development if measured using traditional indicators of success such as job creation or fiscal impacts, but provide numerous other benefits for community development.  相似文献

Summary Sustainability as a goal is widely accepted and ranked high on the political agenda. Although the operationalization of this concept differs, the range of opinions shows a pseudo-consensus. Sustainable agriculture is defined in this paper as an agriculture that fulfils functions with regard to food production, nature and landscape, and the development of the rural areas now and in the future. This requires a set of ecological criteria for the agricultural sector. Besides the ecological aspects, sustainable agriculture has consequences for the economic, cultural and socio-political aspects of society. This paper concentrates on the socio-political conditions for sustainable agriculture. An important strategy for the realisation of sustainable agriculture is the stimulation of sustainable initiatives of (groups of) farmers, in particular on a regional level. The future perspectives of such a bottom-upwards approach are described by giving some examples of initiatives of Dutch farmers. It will be argued that the national governmental policy has to enlarge the scope for the development of farming practices.Dr Ing L.G. She currently works at this university as a researcher and lecturer in the Department of Environmental Policy Sciences at the University. She is writing her thesis on agricultural policy. Climate change poses a major threat to agricultural production and food security in India, and climate‐smart agriculture (CSA) is crucial in addressing the potential impacts. Using survey data from 1,267 farm households in 25 villages from Bihar and Haryana in the Indo‐Gangetic Plains, this study analyzes the factors that determine the probability and level of adoption of multiple CSA practices, including seeds of stress‐tolerant varieties, minimum tillage, laser land leveling, site‐specific nutrient management and crop diversification. We applied a multivariate probit model for the simultaneous multiple adoption decisions, and ordered probit models for assessing the factors affecting the level of adoption. The adoption of the various CSA practices is interrelated, whereas several factors, including household characteristics, plot characteristics, market access and major climate risks are found to affect the probability and level of CSA adoption. Climate‐smart agriculture (CSA) adoption and its intensity also vary significantly between eastern Bihar, which is relatively poor and densely populated, and north‐western Haryana. Engaging multiple stakeholders such as farmers, agricultural institutions, agricultural service providers and concerned government departments at the local level is crucial for the large‐scale uptake of CSA. The study, therefore, calls for agricultural policy reforms so that most of the issues related to the uptake of CSA can be adequately addressed.  相似文献
