Energy policies and environmental security: A multi-criteria analysis of energy policies of Pakistan

Access to affordable and efficient energy is a basic human right and an imperative for human development. The energy policies usually ponder technical, economic, environmental, and social aspects for successful procurement of energy and endowment of energy resources. The objectives of this paper are to analyze energy policies in Pakistan and assess their relationship with environmental security and development. An empirical and multi-criteria decision analysis was used to unfold the strong interactions of energy security with development and environment. The energy policies in Pakistan are more equipped with economic and technical aspects, fairly framed with social aspects and poorly pampered with environmental facets. The dearth of environmental aspects will not only results in environmental degradation but also lag the development and achievement of Sustainable Development Goals. 相似文献

Research shows that users and managers have different perceptions of acceptable policies that ration or limit recreational
use on rivers. The acceptability of seven rationing policies was evaluated using Thurstone's method of paired comparisons,
which provided a rank ordering of advance reservation, lottery, first-come/first-served, merit, priority for first time users,
zoning, and price. Chi-squared tests were used to determine if users and managers have significantly different levels of acceptability
for the policies. River users and managers were found to be significantly different according to their evaluation of advance
reservation, zoning, and merit. The results also indicated that river users collectively divide the policies into three categories
corresponding to high, moderate, and low levels of acceptability, while river managers divide the policies into two levels

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. There is a growing awareness of the serious problems associated with the provision of sufficient energy to meet human needs and to fuel economic growth world-wide. This has pointed to the need for energy and material efficiency, which would reduce air, water and thermal pollution, as well as waste production. Increasing energy and material efficiency also have the benefits of increased employment, improved balance of imports and exports, increased security of energy supply and adopting environmentally advantageous energy supply. A large potential exists for energy savings through energy and material efficiency improvements. Technologies are not now, nor will they be, in the foreseeable future, the limiting factors with regard to continuing energy efficiency improvements. There are serious barriers to energy efficiency improvements, including unwillingness to invest, lack of available and accessible information, economic disincentives and organizational barriers. A wide range of policy instruments, as well as innovative approaches have been tried in some countries in order to achieve the desired energy efficiency improvements. These include: regulation and guidelines; economic instruments and incentives; voluntary agreements and actions; information, education and training; and research, development and demonstration. An area that requires particular attention is that of improved international co-operation to develop policy instruments and technologies to meet the needs of developing countries. Material efficiency has not received the attention that it deserves. Consequently, there is a dearth of data on the qualities and quantities of final consumption, thus, making it difficult to formulate policies. Available data, however, suggest that there is a large potential for improved use of many materials in industrialized countries. 相似文献

This case study presents the series of decision-making processes surrounding a current environmental issue—the Portsmouth oil refinery in Virginia. Crude oil must be refined before it can be used as fuel. Additionally, some oil must be desulfurized for use other than as gasoline. In 1977, the nation imported about one million barrels of oil a day. Although the US Department of Energy has emphasized the critical need for greater east coast refinery capability, the east coast is to supply only 25% of its refined oil needs. In the same year, the east coast met its demands for petroleum products from three sources: (a) refinery production, 22.7%, (b) product imports, 28.0%, and (c) products from the Gulf Coast, 49.3%.1
The energy program after the Arab oil embargo has an objective of encouraging the construction of oil refineries and petrochemical plants in the United States rather than abroad. The tariff is higher on imports of refined oil products than of crude oil, and new refineries are allowed to import a large proportion of their requirements tarifffree.The US federal government does not directly regulate the locations for oil refineries or methods of desulfurization. The oil import program, however, does influence decisions concerning location of desulfurization facilities and refineries, and air and water pollution standards affect methods of refining, besides making desulfurization necessary.The opinions expressed in this article are those of the author and do not necessarily reflect those of the United States Department of Defense. 相似文献

The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation. 相似文献

The acceptability, personal outcome expectations, and expected effects of transport pricing policies
Acceptability and personal outcome expectations (i.e., the extent to which one expects to be better or worse off) of transport pricing policies were examined in relation to the expected effects of these policies on one’s own car use, congestion and environmental problems. Car users who commuted frequently by car and experienced congestion on a regular basis evaluated two pricing measures, which were mainly aimed at either decreasing congestion (by tolling at congested areas) or environmental problems (by a differential kilometre charge based on car mass). For the policy mainly aimed to reduce congestion, acceptability was higher and personal outcome expectations were more positive when respondents expected reductions in congestion when the policy was implemented. The policy aimed to reduce environmental problems was more acceptable and respondents expected to be better off in general when they expected reductions in environmental problems after its implementation. Expectations, both about a decrease in congestion and environmental problems were related to respondents’ personal outcome expectations of the policy mainly aimed to decrease environmental problems. We conclude that the acceptability of transport pricing policies are not necessarily low because car users expect negative effects on their car use, but rather because they are not be convinced that transport pricing policies will reduce congestion and environmental problems. 相似文献

This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.

The issue of proportionality is central to climate policy debates about setting targets for the reduction of greenhouse gas emissions and the development of low-carbon energy. In effect, these debates centre on whether the perceived social costs outweigh the benefits of policies and, if not, whether this may lead to over-investment or ‘policy bubbles’. Political attention, agenda setting and policy image are all crucial drivers of ambitious policy formation, as seen in the case of the United Kingdom's (U.K.) Climate Change Act (2008). However, as political salience waned and economic depression dragged on, the cost of long-term climate targets has been reconsidered. Based on documentary analysis and 33 interviews with central political actors, this article presents a detailed account of how economic arguments have been used to reinterpret and challenge policies, using the heuristics of ‘over-investment’ and ‘policy bubbles’. Ultimately, arguments about proportionality hinge on which costs and benefits are considered. In the U.K., economic and technical framings are typically prioritised, but they do not explain contradictory and politically motivated policy decisions. We discuss these dynamics within the context of maturing renewable energy technologies, high energy prices and the U.K.’s cross-party consensus approach to climate politics. 相似文献

The purpose of this study is to outline the theme of saving energy resources and its relationship with the preservation of the environment, as well as the importance of green marketing in achieving sustainability. The model of data collection was a survey conducted by self-administered questionnaire. After collection, the data were statistically analysed and interpreted. Most individuals claim to be concerned about environmental problems, with 68% of these belonging to the ‘Savers’ group. However, even though they may be concerned with environmental problems, the vast majority of individuals do not have any system of renewable energy in their homes, despite claiming that renewable energies are a viable option for protecting the environment. Women display behaviour that is more favourable to the saving of energy resources than do men. Educational levels are not significant for distinguishing the more pro-environmental individuals from the others. 相似文献

A cross-impact simulation computer language, UW-KSIM, is presented as a potentially useful technique for assessing the consequences of resource policies. Cross-impact simulation is used to estimate trends in a set of variables that result from interactions produced from hypothesized relationships among the members of the set. This technique is illustrated with an example that simulates the likely impacts of a 20-year rotation burn policy in southern California's brushland watersheds and that compares the results to a simulated representation of the observed effects of the fire-exclusion policy. Simulated losses under the fire-exclusion policy were up to 300% higher than those produced by the rotation burn policy. Similarly, the simulated average area burned per year was reduced from 5.6% of the study area under the fire-exclusion policy to 2% of the study area under the rotation burn policy. A corresponding reduction in simulated appropriations for fighting wildfires was also demonstrated. 相似文献

The planning process for wind farm projects appears to be a complicated matter in many cases. Despite the positive attitude towards wind power in general, local wind farm projects often face strong opposition. The aim of this study is to shed more light on residents’ perceptions of participation in the planning process of wind farms. This study is based on interview data (N?=?22) and survey data (N?=?291) collected from residents living near two Finnish large-scale onshore wind farms built about 1.5 years before the data were collected. The results indicate that residents’ participation in the planning process was rather passive and the vast majority of the respondents perceived that they did not have an opportunity to participate. Quite interestingly, perceived participation in the planning process resulted in a decrease in acceptability in terms of perceived well-being. Furthermore, the results indicate that the need for participation does not expire after the planning process for a wind farm has concluded. Thus, project developers should be prepared to continue communication with residents after the planning phase. 相似文献

The large scatter in the predictions of wave energy costs, which is caused in part by the simplifications assumed by existing models, is a hindrance for the development of this promising renewable. In this context, the main objective of this paper is to reassess the cost of wave energy taking into account a number of elements that are usually overlooked, or not considered simultaneously. This analysis has been performed in relation to the European context. The direct and indirect costs of a wave farm are examined, and a value for each is presented. The levelized cost (€/MWh) of wave energy is then calculated for different scenarios in order to compare the profitability of wave energy with that of other energy sources. After that, a sensitivity analysis is carried out to identify the main parameters affecting the total cost, considering in particular the effect on the levelized cost of considering: (i) the cost reductions arising from economies of scale and technological effects; (ii) an O&M cost variable throughout the useful life of the farm; and (iii) the externalities. In sum, this work sets the basis for a thorough economic comparison of wave energy with other sources of energy. 相似文献

Landscapes fulfil a multitude of ecological and social functions. Due to the fact that both traditional and everyday landscapes today face many different threats, regulatory measures have been undertaken in many countries to protect and further sustainable landscape development. They include legislation as well as economic incentives. In recent years, however, it has become clear that just to have a few laws and to spend money on subsidies is not enough. Factors other than legislation are also essential to further the sustainable development of landscapes. One of the basic factors affecting the success or failure of landscape conservation measures is public acceptance of these measures. Our project took this as its starting point. The objective was to determine which conditions and factors influence acceptance positively or negatively. To this end 22 Swiss who are directly affected by nature conservation measures, in particular by mire landscape and dry meadow conservation measures, were interviewed using qualitative interview techniques. It is shown that perception, communication, and possibilities to participate are the most decisive driving factors influencing the formation of a long-lasting acceptance. Furthermore, acceptance may be based mainly on economic criteria, on usefulness, on ecological or even aesthetic aspects. It can be shown that not all of these motivations lead to a long-lasting acceptance. Ecologically based acceptance seems the most promising because it is founded on general convictions. Economic incentives--though important--seem to generate only superficial acceptance and do not seem to be as important as is usually assumed. 相似文献

We contribute to the existing research about policy-induced technology adoption in several ways. First, we suggest a new survey design to measure the energy-related policy environment. Second, we simultaneously estimate the policy effects for the adoption propensity and the adoption intensity simultaneously and, third, we compare the policy effects in the three countries, Austria, Germany, and Switzerland. Based on a representative sample of firms for all three countries we find that policies essentially promote the adoption of technologies and they are practically ineffective for the intensity, which poses a great challenge to future policy designs. Voluntary agreements or demand-related factors are among the most important drivers for the adoption propensity of green energy technologies. Given the current institutional framework in the surveyed countries, subsidies are more effective in Austria, taxes are more effective in Germany, and demand-related factors are relatively more effective in Switzerland. 相似文献

However, according to advocates of such a view, our practices of killing animals for food or scientific research may be morally unacceptable. Factors influencing transboundary wildlife management in the North American ‘Crown of the Continent’

Jurisdictional boundaries and borders are rarely coincident with ecological systems. The long-term persistence of viable wildlife populations and habitats, especially for highly mobile and migratory species, is contingent upon effective management that transcends administrative boundaries. Although transboundary natural resource management has emerged as a topic of academic and professional discourse, implementation has been hampered by a host of barriers that include institutional, administrative, financial and contextual factors. The Crown Managers Partnership, a collaborative initiative of public land managers in the transboundary Rocky Mountains of Canada and the United States, is exploring the approaches to overcome these barriers. This paper reports on the results of interviews to identify the factors that influence the management of transboundary wildlife and provides a series of recommendations that are specific to the study area context, but are also transferable to other regions. Formalizing the existing partnership, exploring options for expanding participation in the partnership to include non-government interests, engaging third party facilitation, using non-traditional data sources, applying metapopulation ecology theory, and interdisciplinary problem solving are all elements recommended for improved transboundary management and of wildlife in the Crown of the Continent Ecosystem. 相似文献
