Mussel aquaculture in Thermaikos Gulf is facing a great challenge to tackle both institutional and production planning aspects. Local stakeholders are concerned about the future design of an efficient and equitable legal planning framework for the aquaculture, as well as about the improvement of production planning in order to optimize the total economic outcome of mussel activity in the area. The present paper focuses on the assessment of alternative production planning decisions, under the assumption that an efficient and socially acceptable institutional framework is already established. To this end, a case-specific decision-making tool is designed aiming to combine simulation modelling and multicriteria analysis. The main interactions between the environmental and cultivation conditions and the socio-economic parameters of the local aquaculture are specified according to a previous modelling effort concerning the long-line mussel farms of the study area. These interactions are then incorporated into a multicriteria model, which is formulated to handle the decision-making problem of selecting the best alternative planning decisions. This is actually a problem of evaluating and choosing the most promising policy options in terms of local society preferences. An integrated approach is followed, by means of an analytic hierarchy process, aiming at analysing the preferences of local community by determining the weights for a specific set of (sustainability) criteria. The relative importance of these criteria is determined through a questionnaire survey among the local stakeholders. The results from this application show that future planning policies should focus on production techniques, which are likely to enhance the quality of mussel production and, at the same time, to minimize the economic risk associated with the local occurrence of Harmful Algal Bloom events.  相似文献

为了建立新的水资源管理的法律体制,加强法制建设,就水资源保护及开发利用方面的制度、水污染的控制等进行分析,认为用一个系统的、有强制力的规划来指导,控制和协调各地方、各部门的利益关系是水资源管理的基础和关键。介绍了日本的集中协调与分部门行政的水资源管理体制并以流域水资源管理体制为主的流域管理体制,对这种管理体制下的以流域为基础的日本水管理法规的基本原则、组织结构及立法现状进行了分析,对中日两国的水资源管理及立法的基本异同点进行了对比研究,在比较研究的基础上对我国水资源管理体制立法的结构层次进行了思考,并提出了一些建议,以期对促进中国的水资源管理提供可资借鉴的经验,如:(1)协调原则;(2)环境政策的一体化,建立环境与发展的综合决策机制;(3)制订可行的法律规范;(4)加强学术研究和交流;(5)注重科学的规划等。  相似文献

This paper serves to establish an appropriate framework for prioritizing policy related to sustainable development by combining elements of Maslow’s hierarchy of needs theory with Porter’s value chain theory. An appropriate balance of social sustainability, economic sustainability, and environmental sustainability is defined so that policy makers may be provided some direction in regard to appropriate and socially just resource priorities. The model that forms the basis for this framework is then tested through hierarchal regression analysis using data from 45 developing countries. Using these results, the values chain framework has been refined to consider that self-actualization and sustainable development are one and the same and that the satisfaction of society’s physiological needs through the prioritization of policies related to environmental sustainability is the principle motivator for moving on to the attainment of higher-order needs such as increased levels of sustainable development.  相似文献

在可持续发展和扶贫框架下发展绿色经济与国际可持续发展制度建设及改革是当前世界可持续发展的核心和关键,也是"里约+20"峰会的两个主题。首先,绿色经济是体现经济社会与资源环境相协调和可持续发展的根本途径。绿色经济的核心是以低的自然资源消费、低排放、低污染,达到高的自然资源利用效益,实现高的经济社会发展水平,提供高的生活水平和优良的生活环境。全球绿色经济的发展潮流,将引发社会形态由"工业文明"向"生态文明"转变。虽然经济发展和消除贫困是发展中国家当前首要和压倒一切的优先任务,但也必须探索新型的绿色低碳工业化和现代化道路,在实现工业文明的过程中,努力建设生态文明,实现跨越式发展。同时积极应对全球绿色低碳转型中新的经济、贸易、技术竞争规则和格局的变动,加强先进技术创新,提升自身的低碳竞争力。其次,公平获取可持续发展的理念,应成为国际可持续发展制度建设和改革的基本原则。可持续发展要求既要促进经济社会发展与资源环境相协调,促进"代际公平",又要关注欠发达地区消除贫困,提高生活质量,改善生态环境,实现"国别公平"、"人际公平"。因此,国际可持续发展制度框架的建设和改革,要体现世界各国公平获取可持续发展的理念和原则,全面均衡地反映不同国情和发展阶段国家的利益诉求。主要表现在公平享有全球环境空间、公平获得现代优质能源服务、公平适应全球环境变化、公平承担责任义务及公平的国际制度和机制。中国需要统筹国内外两个大局,走中国特色的绿色低碳发展之路。最后,中国的国情和发展阶段特征,在可持续发展领域又面临比发达国家更多的困难和更严峻的挑战。在全球发展绿色经济,努力实现可持续发展的大背景下,中国要统筹国际国内两个大局,协调推进。在国际上积极参与国际制度的建设和改革,在促进全球经济发展,社会进步和环境保护等方面发挥积极的建设性的作用。在国内加强可持续发展战略的实施,走绿色、低碳和可持续发展的路径。主要战略对策包括加速转变发展方式,强化节能优先,控制能源消费总量和CO2排放总量的过快增长;加强能源结构的低碳化,逐步建立并形成以新能源和可再生能源为主体的可持续能源体系;加强城乡统筹,地区平衡,促进生态城市建设;适应国际可持续发展制度改革的趋势,加强绿色低碳和可持续发展的制度建设;抓住机遇,顺应世界绿色低碳发展潮流,自主实现发展方式的转变,把传统的资源依赖型、粗放扩张的发展方式转变到新型的技术创新型、内涵提高的发展方式上来,基本走上绿色低碳和可持续发展的轨道。  相似文献

随着联合国确立2030全球可持续发展目标和巴黎会议通过应对气候变化的全球协议,循环经济在世界各国的发展得到越来越多的重视,正在与低碳经济一起作为绿色经济的两个支柱,纳入主流的理论研究和政策研究。过去10年来,受到中国发展循环经济的刺激,国外特别是欧洲国家为了占领绿色经济制高点,强化了循环经济的研究与实践,在理论研究、政策创新、企业实践等方面取得了一系列重要成果。这反过来可以对中国未来深化循环经济起到促进和激励作用。本文从三个方面总结和评论最近10年来国外循环经济的进展及其启示。首先,指出循环经济从60年前的思想萌芽,经过过去20年的发展,当前在政府、专门组织以及学术研究等多种力量的推动下,正在进入波澜壮阔的第三波。其次,概括过去10年欧洲国家在循环经济领域取得的进展和成果,指出循环经济的理论与实践出现了整合化、系统化的趋势,重要如EMF提出了循环经济的系统模型;战略思路实现了从治理废弃物向预防和减少废弃物的转变,重要如欧盟提出了发展循环经济的一揽子计划;强调循环经济对于21世纪企业发展和创新具有重大意义,重要如埃森哲咨询公司提出了循环型企业的五种类型,其中产品服务系统和基于互联网平台的分享经济正在成为循环型企业发展的新前沿。最后,在前述研究的基础上,针对中国循环经济发展如何走上新台阶,如何实现经济社会发展与物质流消耗的绝对脱钩,从建构循环经济整体模式以及政府、企业、消费者、研究者等利益相关者合作推动等方面提出了相应的建议。  相似文献

可持续发展目标(SDGs)的提出,开启了人类可持续发展领域最宏大的政策实验,也为开展国际视野的比较公共政策研究提供了难得机遇。执行SDGs及国家可持续发展政策需要处理好中央政府与地方政府间关系,而政策试点是协调这一关系的重要政策工具。已有文献对经济政策试点做了较充分的研究,然而对旨在实现经济、社会与环境协调的可持续发展政策试点,现有研究尚缺乏成型理论。在复杂央地关系格局下,对于需持续投入成本且成果难以界定的可持续发展政策试点,其具有怎样的不同于经济政策试点的机制?此外,众多西方学者将美国作为政策试点研究的制度基础并视其为“民主实验室”。然而,政策试点在以中国为代表的不同体制国家中同样存在,并以多样的机制发挥作用。那么,不同国家体制内的可持续发展政策试点又有哪些异同?政策试点影响下中国既有的央地关系发生了怎样的重构?对此,本文基于最典型案例原则,选取中国与美国响应SDGs分别开展的政策试点进行比较研究。笔者识别了不同体制下试点机制的异同,指出中国基于“竞争申请制”开展的可持续发展政策试点强化了中央部委与地方政府间关系,形成了地方官员的可持续发展激励,保障了政策试点的实施。  相似文献

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

Research into national innovation systems (NISs) has received extensive academic and policy attention, and is especially relevant with latecomer countries seeking to innovate in challenging industrial environments. In playing catch up with their early industrializing counterparts, methods of learning take on increased importance in determining industrial success for latecomers. The wind turbine technology innovation system is one that is highly dependent on both the extent of the national learning processes and the strength of the national social-institutional setting. This research investigates the case of Taiwan, a country which has embarked on a program to build its national innovative capacity in wind turbine technologies with specific emphasis on Taiwan’s social sector. Within this system, the spotlight will be on four types of learning processes that interplay during wind turbine development: learning by searching, learning by doing, learning by using, and learning by interacting. Through a case study of the emergence of Taiwan’s burgeoning large-scale wind power technology initiatives, the paper aims to add to the understanding on how methods of learning impact upon the success of innovation systems. The findings show that the industry’s future prospects are constrained because of the limited learning by interacting processes between turbine component producers, turbine owners, and researchers and because of weaknesses in the institutional framework. In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well.  相似文献

This paper examines quantitatively the patterns of collaboration over geographical boundaries in the emerging field of sustainability science by empirically analyzing the bibliometric data of scientific articles. The results indicate that an increasing number of countries are engaged in research on sustainability, with the proportion of articles published through international collaboration rising as well. The number of countries engaged in international collaboration on sustainability research has been increasing, and the diversity of countries engaged in research collaboration beyond national borders is also increasing. The geographical patterns of collaboration on sustainability show that research collaboration tends to be conducted between countries which are geographically located closely, suggesting that communication and information exchange might be limited within the regional clusters. The focused fields of research activities on sustainability are significantly different between countries, as each country has its focused fields of research related to sustainability. The specialization of research activities is also observed in international collaboration. While these patterns of international collaboration within regional clusters focusing on specific fields could be effective in promoting the creation, transmission, and sharing of knowledge on sustainability utilizing the already existing regional networks, they could pose a serious obstacle to collecting, exchanging, and integrating diverse types of knowledge, especially when it is necessary to deal with problems involving large-scale complex interactions with long-term implications, such as climate change. It would be of critical importance to establish inter-regional linkages by devising appropriate institutional arrangements for global research collaboration on sustainability science.  相似文献

Abstract

Over the past decade, the Chinese government has developed several plans regulations and policy measures related to the development of renewable energy technologies and has implemented a series of pilot projects. Chinese policymakers have spent several years studying how renewable energy policy models that have been used internationally could be implemented in China. Programs are currently underway to implement pilot renewable portfolio standards, or mandatory market shares (MMS) for renewable energy, in several provinces. This paper examines the primary institutions that are involved in promoting renewable policies in China, the structure of the policies that currently are being drafted, and the status of the complementary, national-level renewable energy law being drafted to provide a legal basis for ongoing local and national-level policies. It then examines the legal requirements for promoting renewable energy legislation under the Chinese law-making system. Finally, it provides recommendations for strategies to ensure the smooth implementation of a multi-faceted national renewable energy policy and legal framework.  相似文献

Half of the seafood consumed globally now comes from aquaculture, or farmed seafood. Aquaculture therefore plays an increasingly important role in the global food system, the environment, and human health. Traditionally, aquaculture feed has contained high levels of wild fish, which is unsustainable for ocean ecosystems as demand grows. The aquaculture industry is shifting to crop-based feed ingredients, such as soy, to replace wild fish as a feed source and allow for continued industry growth. This shift fundamentally links seafood production to terrestrial agriculture, and multidisciplinary research is needed to understand the ecological and environmental health implications. We provide basic estimates of the agricultural resource use associated with producing the top five crops used in commercial aquaculture feed. Aquaculture's environmental footprint may now include nutrient and pesticide runoff from industrial crop production, and depending on where and how feed crops are produced, could be indirectly linked to associated negative health outcomes. We summarize key environmental health research on health effects associated with exposure to air, water, and soil contaminated by industrial crop production. Our review also finds that changes in the nutritional content of farmed seafood products due to altered feed composition could impact human nutrition. Based on our literature reviews and estimates of resource use, we present a conceptual framework describing the potential links between increasing use of crop-based ingredients in aquaculture and human health. Additional data and geographic sourcing information for crop-based ingredients are needed to fully assess the environmental health implications of this trend. This is especially critical in the context of a food system that is using both aquatic and terrestrial resources at unsustainable rates.  相似文献

面对全球性的生态问题和经济下行压力,世界各国先后推出了“绿色新政”,旨在通过制度创新来保障绿色增长方式的可根植化问题,以此探索可持续包容发展。国外绿色发展制度建设过程经历了发展理念的两次跃升,即从“可持续发展”到“绿色新政”,因而可概括为:“萌芽”、“发展”和“突破”3个阶段,总体来说是环境问题驱动、价值观引领的螺旋式上升过程,政府和市场的重要性交替显现;与发达国家相比,国内绿色发展制度经历了“自发”、“追赶”、“并跑”到“创新”的4个阶段,带有自上而下的中央集权特征,战略规划起了导向作用。无论是国外还是国内,绿色发展制度的形成实质上都是社会公众绿色意识的不断加强在社会制度上的反映。在梳理国内外绿色发展制度演变的逻辑规律的基础上,提出塑造绿色文化以培育绿色发展制度价值观,以战略规划和市场配置来构建体制观,协调统一绿色法律制度、创设中国特色标准体系以维护法制观,采用样板试点巩固绿色发展制度示范观等若干启示  相似文献

This paper investigates the explanatory power of development, prosperity and regulatory capability as proximate causes of non-indigenous species (NIS) occurrence in different countries, doing this by statistically analysing a global cross-sectional data set. Since the quantification of development is subject to much discussion, two different indicators are tested: gross domestic product (GDP) per capita and the United Nations human development index (HDI). A corruption index is used as an indicator of regulatory capacity. In addition, variables capturing country openness, which facilitates NIS introduction, and habitat conditions, which determine NIS establishment, are included as explanatory variables. The GDP indicator together with the corruption index fits the NIS data best, where the number of NIS is higher in countries with larger incomes. However, countries with relatively high income but low institutional capacity show a larger number of NIS than countries with a similar level of income but with higher institutional capacity. The results also point to the significant contributions of openness and habitat fragmentation to NIS occurrences in the countries.  相似文献

Planning for adaptation to climate change is often regarded to be a local imperative and considered to be more effective if grounded on a solid evidence base and recognisant of relevant climate projections. Research has already documented some of the challenges of making climate information usable in decision-making but has not yet sufficiently reflected on the role of the wider institutional and regulatory context. This article examines the impact of the external institutional context on the use and usability of climate projections in local government through an analysis of 44 planning and climate change (adaptation) documents and 54 semi-structured interviews with planners in England and Germany conducted between July 2013 and May 2014. We show that there is little demand for climate projections in local adaptation planning in either country due to existing policy, legal and regulatory frameworks. Local government in England has not only experienced a decline in use of climate projections, but also the waning of the climate change adaptation agenda more widely, amidst changes in the planning and regulatory framework and severe budget cuts. In Germany, spatial planning makes substantial use of past and present climate data, but the strictly regulated nature of planning prevents the use of climate projections, due to their inherent uncertainties. Findings from the two countries highlight that if we are to better understand the usability of climate projections, we need to be more aware of the institutional context within which planning decisions are made. Otherwise we run the risk of continuing to provide tools and information that are of limited use within their intended context.  相似文献

Global urban development is increasingly becoming an aspect of focus as nations fight sustainability challenges. A review of the current literature on urban sustainability suggests that research on development of cities, in both developed and developing countries, is growing fast, with an emphasis on sustainable development. However, very little of this research contains an integrated framework to systematically identify and examine the various dimensions of urban sustainability and to measure and evaluate them appropriately. Cities are more than the sum of their sectors, and are complex and interdependent systems on whose dynamics the quality of life of millions of human beings and a good part of the economy depend. Environmental, economic, social and governance problems can create formidable barriers to urban sustainability. Governance remains a critically important dimension of urban sustainability, especially when discussing urbanization in developing countries, given rapid population movements and imbalances in socio-economic development. Understanding how cities function is fundamental to resolving these imbalances. The aim of this paper is to provide a review and analysis of the concept of urban sustainability and to propose the development of a holistic framework through integration of environmental, economic, social, and governance dimensions of sustainability. Such a review would make it possible to understand the complex dynamics of the four dimensions and to assess the progress and challenges in moving towards urban sustainability, taking the case of Nairobi, Kenya, as an example. The paper argues that, for urban sustainability in developing countries, more emphasis should be placed on the governance dimension, because this is where the biggest challenge exists, with increasing needs for immediate management of rapid urbanization.  相似文献

《国务院关于解决农民工问题的若干意见》实施1年以来,农民工的状况得到有效的改善。特别是工资收入有了明显的提高,月均工资比2004年增加625元,拖欠问题有所缓解,政府给农民工提供的服务有所加强。但是农民工收入低、处境困难等基本问题还没有得到根本改变,尤其是农民工比较强烈的市民化愿望也远远没有实现。所以必须在进一步落实各项解决农民工问题的政策的同时,还需要进行制度创新,加大相关投入,逐步消除农民工市民化的制度障碍和资金困难,从根本上解决农民工问题。  相似文献

海洋生态问题本质上是制度问题。中国海洋生态保护制度经历了从无到有、从少到多的发展过程,但多种复杂制度之间是否能够形成治理合力,制度缺失、制度无效和制度冲突等问题是否存在,尚有待进一步解答。为此,文章在梳理中国海洋生态保护制度演进逻辑的基础上,基于制度互补视角挖掘现有制度的互补空间,探究查缺补漏、规范修正和协调统筹的制度改革路径,以期推动海洋生态保护制度“从多到优”的有效过渡。中国海洋生态保护制度的演进可分为初步建立、稳步推进和改革转型三个阶段,呈现出从陆海分割到陆海一体化治理、从政府单一主体监管到多元主体协同治理、从标准规范到法律保障的趋势特征。制度需求引致与制度供给滞后、制度成本制约与制度收益驱动之间的联动关系是推动海洋生态保护制度演进的内在动因。海洋生态保护是一项跨区域、跨部门的复杂系统性工程,不同生态保护制度之间的联动耦合至关重要。立足制度互补理论视角,中国海洋生态保护制度在保护主体、保护手段和保护过程三个层面均存在较大的互补需求,其中保护主体单一的问题主要因制度缺失导致,保护手段的低效主要受到制度适应性不足的影响,而保护过程的割裂主要反映了制度不协调、不匹配的矛盾。基于此,未来中国海洋生态保护制度的补充应围绕政府职责梳理和多元主体参与建设,制度的修正重点在于进一步完善市场激励、信息公开等非政府机制,制度的协调则要实现立足事前、事中和事后全过程,推动政策工具的有效衔接配合。  相似文献

Present paper highlights various coastal issues and management strategies in India for effective environmental management for the sustainable development. The priorities for coastal management were selected based on the available date and material related to various international and national conferences. On the basis of secondary data, various strategies are suggested for the prioritized issues. These strategies include institutional strengthening, capacity building, policy plan, management plans for areas highly degraded, education and awareness; all these issues are discussed under the ecosystem-based management framework which gives better direction and is crucial for India??s costal management.  相似文献
