The National Ambient Air Quality Monitoring Program is carried out by state and local air pollution control agencies in support of their State Implementation Plans (SIP’s). The current EPA regulations which specify the characteristics of these state monitoring programs are undergoing change as a result of a comprehensive review by an independent work group. These revised regulations, which are described in the paper, are intended to improve the quality, timeliness, and usability of the data generated by the states for all data users. In addition, the revised regulations seek to bring about; (a) national consistency in monitoring site locations through standardized siting procedures; (b) improved network operations by means of a minimum quality assurance program; (c) reduced network inflexibility through an annual network review process; and (d) reduced data reporting through changed data reporting procedures.  相似文献

Land use regulations and air quality standards can be effective tools to control air pollution. Atmospheric transport/chemistry simulation models could be used to develop suitable regulations and standards; however, these models are not as efficient as air quality management models developed from embedding governing equations for atmospheric transport/chemistry into an optimization framework. Formulations of two steady-state air quality management models are presented to facilitate the development or evaluation of land use strategies to protect regional air quality from pollution generated from distributed point or nonpoint sources. Both models are linear programs constructed with equations that describe steady-state atmospheric pollutant fate and transport. The first model determines feasible pollutant loading patterns for multiple land use activities to accommodate the greatest regional population. The second model ascertains patterns of expanded land use which have a minimum impact on air quality. The primary goal of this paper is to explain how air pollution and land use modeling may be coupled to create an effective management tool to aid scientists and engineers with decisions affecting air quality and land use. The secondary goal is to show the types of air quality and regulatory information which could be obtained from these models. This latter goal is attained with general conclusions as consequence of applying ‘duality theory.’  相似文献

Air pollution regulation in the United States has come under repeated attack over the years for a number of reasons. Early in the past decade, prevention of significant deterioration (PSD) legislation, which protects currently clean areas, came into conflict with domestic energy production goals. This paper presents an applied analysis of present and alternative regulations for achievement of PSD air quality goals. A model of the Four Corners region of the Southwest is developed, and several policy alternatives tested in terms of economic efficiency and ability to achieve air quality goals. Alternatives examined include emission fees, marketable emission permits, and technological standards.  相似文献

This paper describes the designs of three recent microenvironmental studies of personal exposure to carbon monoxide (CO) from motor vehicle exhaust. These studies were conducted sequentially, first in four California cities (Los Angeles, Mountain View, Palo Alto, and San Francisco), then in Honolulu, and, most recently, in metropolitan Washington, D.C. Though study purposes differed, each study faced common methodological issues related to personal exposure monitors (PEMs), quality assurance and data collection procedures, and the selection of microenvironments for study.Two major objectives of the California cities study were to determine the CO concentrations typically found in commercial settings and to define and classify microenvironments applicable to such settings: The Honolulu study measured merchant exposure to CO in shopping centers attached to semienclosed parking garages during business hours and commuter exposure to CO in vehicles (passenger cars and buses) on congested roadways during peak periods. The intent of the Washington study was to develop a model of commuter exposure to motor vehicle exhaust using CO as an indicator pollutant.Certain trends are discernible from reviewing the three studies. There are clearly trends in PEM development that have expanded instrument capabilities and automated data collection and storage. There are also trends towards more rigorous quality assurance procedures and more standardized protocols for collecting exposure data. Further, one can see a trend towards more elaborate indicators for identifying microenvironments for study. Finally, there is a trend towards using personal monitors in public policy review and evaluation.  相似文献

We assess the implications which research on endocrine disrupting chemicals (EDCs) has for the regulation of synthetic substances and for the protection of the environment, particularly under the forthcoming European Union (EU) REACH legislation. EDCs present regulatory problems inter alia because they can act additively at concentrations which are individually harmless, and they may have non-classical dose (concentration)-response relationships at low exposure levels. Furthermore, current in vivo testing routines were not specifically designed to assess the endocrine disrupting properties of chemicals, whilst in silico and in vitro methods have only limited applicability and availability for this purpose. We need to ensure that the assessment approaches specified in the draft REACH legislation and Technical Guidance are able to evaluate EDCs efficiently. However, it must also be recognised that environmental monitoring procedures in Europe will need to be improved to detect EDCs that have evaded identification, and where appropriate, control, under REACH.  相似文献

The regulations developed to implement this legislation will encompass new approaches to nonattainment, air toxics, accidental releases, acid rain, permits and enforcement. Because of the impact of this legislation the regulations will be implemented over a ten-year period. The introduction into the Baltic Sea of hazardous substances that are persistent, bioaccumulate, and are toxic is an important environmental and human health problem. Multilateral efforts to address this problem have primarily been taken under the Helsinki Commission (HELCOM). This article examines past HELCOM efforts on hazardous substances, and discusses future challenges regarding their management. The article finds that past actions on hazardous substances have had a positive effect on improving Baltic environmental quality and reducing human health risks, although there are remaining issues and difficulties that need to be addressed. In particular, four related future challenges for HELCOM management of hazardous substances are identified and discussed: i) the need to engender further implementation and building public and private sector capacities; ii) the need to improve data availability, quality and comparability across the region and international fora; iii) the need to strengthen existing regulations and incorporate new issues; and iv) the need to effectively coordinate HELCOM activities with efforts on hazardous substances in other international fora.  相似文献

Determining human exposure to suspended particulate concentrations requires measurements that quantify different particle properties in microenvironments where people live, work, and play. Particle mass, size, and chemical composition are important exposure variables, and these are typically measured with time-integrated samples on filters that are later submitted to laboratory analyses. This requires substantial sample handling, quality assurance, and data reduction. Newer technologies are being developed that allow in-situ, time-resolved measurements for mass, carbon, sulfate, nitrate, particle size, and other variables. These are large measurement systems that are more suitable for fixed monitoring sites than for personal applications. Human exposure studies need to be designed to accomplish specific objectives rather than to serve too many purposes. Resources need to be divided among study design, field sampling, laboratory analysis, quality assurance, data management, and data analysis phases. Many exposure projects allocated too little to the non-measurement activities.  相似文献

Background  Due to the requirements of the EU Water Framework Directive and other legal regulations (e.g., national laws like the German Federal Soil Protection Act), but also due to the implementation of the new EU chemicals management system REACH, environmental monitoring will gain increasing importance for the surveillance of environmental quality as well as for the assessment of chemicals. Against this background, the Work Group on ‘Environmental Monitoring’ of the Division of ‘Environmental Chemistry and Ecotoxicology’ within the German Chemical Society has compiled a position paper on substance-related environmental monitoring. Scope  Core elements of this position paper are the definitions of important terms like monitoring, exposure monitoring, effect monitoring, and integrated monitoring. Moreover, temporal and spatial aspects (monitoring of spatial distributions, trend monitoring, and retrospective monitoring) and their applications are discussed. The main focus of this position paper is the coverage of aspects which have to be observed for the preparation and implementation of a monitoring program. Essential is the clear specification of the targets of the monitoring which determine the development of the monitoring concept and its realization, e.g., if environmental media (compartments) or organisms are most appropriate as samples for the aim of the study. Of course, also the properties of the target substances are important (e.g., lipophilicity/bioaccumulation as pre-requisite for an exposure monitoring with organisms). Finally, the monitoring phases of sample planning, sampling, storage and transport of samples, selection of analytical methods, quality assurance measures as well as reporting are discussed. Perspectives  An important issue for the future is to link the quantification of chemicals in environmental compartments (exposure and pollution monitoring) more closely to the study of biological effects (effect monitoring) than has been the case up to now. Furthermore, by inclusion of a spatial differentiation, a comprehensive evaluation of the state of an ecosystem can be obtained and the relevance of the results improved. Practical examples of monitoring studies which illustrate various aspects covered in this position paper will be presented in a series of publications by members of the Work Group in the following issues of this journal.

Decisions in ecological risk management for chemical substances must be made based on incomplete information due to uncertainties. To protect the ecosystems from the adverse effect of chemicals, a precautionary approach is often taken. The precautionary approach, which is based on conservative assumptions about the risks of chemical substances, can be applied selecting management models and data. This approach can lead to an adequate margin of safety for ecosystems by reducing exposure to harmful substances, either by reducing the use of target chemicals or putting in place strict water quality criteria. However, the reduction of chemical use or effluent concentrations typically entails a financial burden. The cost effectiveness of the precautionary approach may be small. Hence, we need to develop a formulaic methodology in chemical risk management that can sufficiently protect ecosystems in a cost-effective way, even when we do not have sufficient information for chemical management. Information-gap decision theory can provide the formulaic methodology. Information-gap decision theory determines which action is the most robust to uncertainty by guaranteeing an acceptable outcome under the largest degree of uncertainty without requiring information about the extent of parameter uncertainty at the outset. In this paper, we illustrate the application of information-gap decision theory to derive a framework for setting effluent limits of pollutants for point sources under uncertainty. Our application incorporates a cost for reduction in pollutant emission and a cost to wildlife species affected by the pollutant. Our framework enables us to settle upon actions to deal with severe uncertainty in ecological risk management of chemicals.  相似文献

Guidelines for selection and application of fate and exposure models were developed as an instrument for the user to detect the most appropriate model for his/her special problem. Criteria for evaluating the quality and performance of implemented computer programmes and the underlying theory were defined. Many organizations and their consultants are involved in sampling programs to characterize waste streams and materials at industrial facilities. Due to financial limitations, calendar deadlines, or other practical restrictions, a short-term, survey-type sampling plan (“sampling survey”) may need to he implemented. Survey results can he used to determine if the wastes are hazardous or if they are being managed in accordance with applicable regulations. This paper brings together practical experience and diverse information to identify the major concerns in conducting sampling surveys and to suggest methods of approaching these concerns. The paper addresses sampling in time and space, “correct” sampling to minimize bias, selecting equipment to minimize contamination, sample handling, and quality assurance/quality control. Even a quick sampling survey can be a high quality effort with a careful approach to the critical issues.  相似文献

The regulatory agencies and the industries have the responsibility for assessing the environmental impact from the release of air pollutants, and for protecting environment and public health. The simple exemption formula is often used as a criterion for the purpose of screening air pollutants. That is, the exemption formula is used for air quality review and to determine whether a facility applying for and described in a new, modified, or revised air quality plan is exempted from further air quality review. The Bureau of Ocean Energy Management’s (BOEM) air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. If a facility is not exempt after completing the air quality review, a refined air quality modeling will be required to regulate the air pollutants. However, at present, the scientific basis for BOEM’s exemption formula is not available to the author. Therefore, the purpose of this paper is to provide the theoretical framework and justification for the use of BOEM’s exemption formula. In this paper, several exemption formulas have been derived from the Gaussian and non-Gaussian dispersion models; the Gaussian dispersion model is a special case of non-Gaussian dispersion model. The dispersion parameters obtained from the tracer experiments in the Gulf of Mexico are used in the dispersion models. In this paper, the dispersion parameters used in the dispersion models are also derived from the Monin-Obukhov similarity theory. In particular, it has been shown that the total amount of emissions from the facility for each air pollutant calculated using BOEM’s exemption formula is conservative.

Implications:?The operation of offshore oil and gas facilities under BOEM’s jurisdiction is required to comply with the BOEM’s regulations. BOEM’s air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. The exemption formulas have been used by BOEM and other regulatory agencies as a screening tool to regulate air emissions emitted from the oil and gas and other industries. Because of the BOEM’s regulatory responsibility, it is important to establish the scientific basis and provide the justification for the exemption formulas. The methodology developed here could also be adopted and used by other regulatory agencies.  相似文献

Background, aim and scope

Water is a renewable resource and acceptable quality is important for human health, ecological and economic reasons, but human activity can cause great damage to the natural aquatic environment. Managing the water cycle in a sustainable way is the key to protect natural resources and human health. On a global level, the microbiological contamination of water sources is a major problem in connection with poverty and the United Nations Millennium Development Declaration is an important initiative to handle this problem. In terms of environmental health, persistent organic pollutants (POPs) circulate globally; as they travel long distances, they are found in remote areas far from their original source of application and can cause damage wherever they move to. On a global scale, United Nations Environmental Programme (UNEP) issued the Stockholm Convention to reduce POPs; in the European Union (EU), one intention of the Water Framework Directive (WFD) is to reach the good chemical status of waters; beside these regulations, there are other directives in support of these goals. The aim of this paper is to discuss whether the Stockholm Convention and the WFD allows meeting the targets of protection of human and environmental health, which are established in the different directives and how could we approach the targets.

Materials and methods

The aims and scopes of different directives are compiled and compared with the actual quality of water, different approaches of standard settings are compared and potential treatment options are discussed.

Results

Under the Stockholm Convention on POPs, which came into force in May 2004, governments are required to develop a National Implementation Plan (NIP) setting out how they will address their obligations under the convention and how they will take measures to eliminate or reduce the release of POPs into the environment by the use of best available techniques (BAT) and application of best environmental practices (BEP). On a European level, the WFD has been in place as the main European legislation to protect our water resources and the water environment of Europe since 2000. It requires managing river basins so that the quality and quantity of water does not affect the ecological services of any specific water body. Nevertheless, the goals of other directives as for drinking water, bathing water and urban wastewater treatment are not yet harmonised mainly concerning microbiological, priority substances and priority hazardous substances (PS/PHS) contamination. Following the detection of substances, a risk assessment with sound effect data needs to be performed also for regulatory decisions and priorisation of measures to remove emerging contaminants. Beside personal care products and industrial contaminants, faecal pollution of recreational waters is one of the major hazards facing users, although microbial contamination from other sources as well as chemical and physical aspects also affects the suitability of water for recreation. As in arid and semiarid areas, wastewater is considered for irrigation with regulatory needs of hygienic and chemical parameters—health-based targets—to avoid the contamination of crops and food. In surface waters, currently, the relationships between physical and chemical properties and the biological state of surface waters were quite well-understood to enable the management of catchments and rivers to achieve ecological quality.

Discussion

Nevertheless, more work is needed to find out the actual impact of the regulations for single chemicals and complex mixtures, in terms of environmental quality standards to achieve a ‘good chemical status’, on the good biological status. In a next step after the adoption of the list of PS/PHS substances, which also includes the POPs, the Urban Wastewater Treatment Directive (UWWTD) needs to be adjusted and existing or new treatment options (BATs) should comply with the new requirements of the different directives.

Conclusions

Relevant substances threaten human health and the environment by new effects such as CMR, endocrine-disrupting effects or neurotoxicity which are not yet considered in an adequate way by assessment methods and regulatory standards and the application of abatement technologies. The Registration, Evaluation, Authorisation and Restriction of Chemicals helps to control the sources, but WFD, the Stockholm Convention and UWWTD need to be harmonised and a rolling revision process should react on new developments. Finally, to answer the question if the Stockholm Convention and the WFD (2000/60/EC) could reach the target—I would state that they provide a very valuable frame to approach the targets, but there is still way to go to reach them on an EU level and on a global scale, also under the aspects of the Stockholm Convention and the Millennium Development Goals.

Perspectives

The compilation of the goals of different regulations and combined actions will save a lot of administrative efforts and money.

New concerns about biodiversity, ecosystem services and human health triggered several new regulations increasing the need for sound ecotoxicological risk assessment. The PEER network aims to share its view on the research issues that this challenges. PEER scientists call for an improved biologically relevant exposure assessment. They promote comprehensive effect assessment at several biological levels. Biological traits should be used for Environmental risk assessment (ERA) as promising tools to better understand relationships between structure and functioning of ecosystems. The use of modern high throughput methods could also enhance the amount of data for a better risk assessment. Improved models coping with multiple stressors or biological levels are necessary to answer for a more scientifically based risk assessment. Those methods must be embedded within life cycle analysis or economical models for efficient regulations. Joint research programmes involving humanities with ecological sciences should be developed for a sound risk management.  相似文献

The problem of making quantitative assessments of the risks associated with human exposure to toxic contaminants in the environment is a pressing one. This study demonstrates the capability of a new computational technique involving the use of fuzzy logic and neural networks to produce realistic risk assessments. The systematic analysis of human exposure involves the use of measurements and models, the results of which are sometimes used in regulatory decisions or in the drafting of legislation. Because of limited scientific understanding, however, interpretation of models often involves substantial uncertainty. Extensive measurement programs can be very expensive. The high complexity and inherent heterogeneity of exposure analysis is still a major challenge. The approach to this challenge tested here is to use a new model incorporating sophisticated artificial intelligence algorithms. Exposure assessment often requires that a number of factors be evaluated, including exposure concentrations, intake rates, exposure times, and frequencies. These factors are incorporated into a system that can "learn" the relevant relationships based on a known data set. The results can then be applied to new data sets and thus be applied widely without the need for extensive measurements. In this analysis, an example is developed for human health risk through inhalation exposure to benzene from vehicular emissions in the cities of Auckland and Christchurch, New Zealand. Risk factors considered were inhaled contaminant concentration, age, body weight, and activity patterns of humans. Three major variables affecting the inhaled contaminant concentration were emissions (mainly from motor vehicles), meteorology (wind speed, temperature, and atmospheric stability), and site factors (hilly, flat, etc.). The results are preliminary and used principally to demonstrate the technique, but they are very encouraging.  相似文献
