Issues surrounding the impact and management of discarded or waste electronic and electrical equipment (WEEE) have received increasing attention in recent years. This attention stems from the growing quantity and diversity of electronic and electrical equipment (EEE) used by modern society, the increasingly rapid turnover of EEE with the accompanying burden on the waste stream, and the occurrence of toxic chemicals in many EEE components that can pose a risk to human and environmental health if improperly managed. In addition, public awareness of the WEEE or "e-waste" dilemma has grown in light of popular press features on events such as the transition to digital television and the exportation of WEEE from the United States and other developed countries to Africa, China, and India, where WEEE has often not been managed in a safe manner (e.g., processed with proper safety precautions, disposed of in a sanitary landfill, combusted with proper air quality procedures). This paper critically reviews current published information on the subject of WEEE. The definition, magnitude, and characteristics of this waste stream are summarized, including a detailed review of the chemicals of concern associated with different components and how this has changed and continues to evolve over time. Current and evolving management practices are described (e.g., reuse, recycling, incineration, landfilling). This review discusses the role of regulation and policies developed by governments, institutions, and product manufacturers and how these initiatives are shaping current and future management practices.  相似文献

Although regionalization policies have been proven as good strategies for municipal solid waste (MSW) management in previous studies, the optimal allocation of the waste stream is significantly affected by several influential factors, thus further investigation of the impacts of these factors on regional MSW management strategies is necessary. This study demonstrated the impacts of waste-to-electricity transformation coefficient (WETC) of incinerators and the fluctuation of unit tipping fees on the regional MSW flow/allocation of the Taipei metropolitan area from practical and economic perspectives. Real-world data and linear programming were used to obtain the least-cost alternatives under different scenarios. Analytical results indicated some treatment facilities had geographic superiority and their priorities changed when actual WETCs of incinerators were considered. Treatment facilities located at weighted centers were identified. The allocation of MSW among incinerators and landfills is affected by fluctuation of unit tipping fees within a certain range. Treatment facilities sensitive to the changes in unit tipping fees were also identified. Regression equations were also established that can estimate the cost items of MSW management scenarios with different unit tipping fees. The results of this study are very useful for daily basis regulation of MSW administration.  相似文献

The purpose of this investigation is to evaluate the current status and to identify the problems of municipal solid waste (MSW) management in China to determine appropriate remedial strategies. This is the second of two papers proposed on this topic. Major problems or difficulties identified in MSW management in China include MSW land, air, and water pollution, commingled collection, poor administration, shortage of funds, lack of facilities, and problems of training and public awareness. In order to solve these problems and to improve MSW management in China, remedial strategies in three areas are recommended: institutional reform, technology development, and legislation and administrative improvement. The primary principle involved in institutional reform is unifying legislative responsibilities into one body and developing a market mechanism for handling MSW. Composting, landfills, and incineration should be equally developed in accordance with China's needs. The feasibility of developing technology to handle MSW in China is discussed. Also recommended is the establishment of sound regulatory systems, including a service fee system, a source separation system, and a training program. China is presently undergoing economic and institutional reform at the national and local levels. Results of this study will provide useful information on MSW management in China.  相似文献

Two scenarios for future pig meat production were constructed. The first was a "business as usual" scenario, where the pig feed was based on domestic grain and imported soy-meal, and no efforts were made to reduce pesticide use. The second scenario had a strong environmental focus, and both peas and rapeseed were grown at pig-farm level to produce grain and protein feed. Preventive measures, such as a more diverse crop rotation and mechanical weed control, were combined to reduce pesticide use. The two scenarios were environmentally assessed by Life Cycle Assessment (LCA) and a pesticide risk indicator model (PRI-Farm). The results showed environmentally sound possibilities to reduce pesticide dependency and risks by using altered plant protection strategies in pig-feed production. Organizing on-farm feed production so that protein feed crops are integrated with grain crops contributes to a more diverse crop rotation.  相似文献

Climate change is forecast to adversely affect air quality through perturbations in meteorological conditions, photochemical reactions, and precursor emissions. To protect the environment and human health from air pollution, there is an increasing recognition of the necessity of developing effective air quality management strategies under the impacts of climate change. This paper presents a framework for developing risk-based air quality management strategies that can help policy makers improve their decision-making processes in response to current and future climate change about 30-50 years from now. Development of air quality management strategies under the impacts of climate change is fundamentally a risk assessment and risk management process involving four steps: (1) assessment of the impacts of climate change and associated uncertainties; (2) determination of air quality targets; (3) selections of potential air quality management options; and (4) identification of preferred air quality management strategies that minimize control costs, maximize benefits, or limit the adverse effects of climate change on air quality when considering the scarcity of resources. The main challenge relates to the level of uncertainties associated with climate change forecasts and advancements in future control measures, since they will significantly affect the risk assessment results and development of effective air quality management plans. The concept presented in this paper can help decision makers make appropriate responses to climate change, since it provides an integrated approach for climate risk assessment and management when developing air quality management strategies. Implications: Development of climate-responsive air quality management strategies is fundamentally a risk assessment and risk management process. The risk assessment process includes quantification of climate change impacts on air quality and associated uncertainties. Risk management for air quality under the impacts of climate change includes determination of air quality targets, selections of potential management options, and identification of effective air quality management strategies through decision-making models. The risk-based decision-making framework can also be applied to develop climate-responsive management strategies for the other environmental dimensions and assess costs and benefits of future environmental management policies.  相似文献

The effort toward restoring lost mangroves in the Philippines has been commendably immense, specifically during the past two decades. In light of such, it is important to evaluate outcomes and, where appropriate, apply the lessons learned to the current strategies in mangrove forest management. This article synthesizes the results from several research projects assessing the performance of planted mangroves across the country. Overall, there is a widespread tendency to plant mangroves in areas that are not the natural habitat of mangroves, converting mudflats, sandflats, and seagrass meadows into often monospecific Rhizophora mangrove forests. In these nonmangrove areas, the Rhizophora seedlings experienced high mortality. Of the few that survived (often through persistent and redundant replanting), the young Rhizophora individuals planted in these nonmangrove and often low intertidal zones had dismally stunted growth relative to the corresponding growth performance of individuals thriving at the high intertidal position and natural mangrove sites. From this evidence, this article argues that a more rational focus of the restoration effort should be the replanting of mangroves in the brackish-water aquaculture pond environments, the original habitat of mangroves. For such, a number of management options can be explored, the implementation of which will ultimately depend on the political will of local and national governments.  相似文献

配合江苏省“碧海计划”和盐城市海洋经济绿色农业的发展,探讨了现阶段农业环境污染控制的直接政策管理、经济手段和人工生态工程处理三种方案,其中政策管理,如减少化肥农药的施用规定能减少污染,直接经济投入少,但是执行管理成本高,且政策见效慢;经济手段能减少污染,但环境目标达标不确定,且需要完善的市场环境,目前来说,本地区市场机制不完善,会出现“市场失灵”现象;人工湿地生态工程,前期投入大,但管理成本低,环境目标确定,但不能快速削减污染负荷。三种方案各有所长,在实际操作中,应针对不同区域的农业产业状况、方案时间迟度组合使用。  相似文献

Municipal solid waste (MSW) management is a major concern for highly urbanized societies. Among proposed MSW management systems, regionalization programs generally have received considerable attention. This study analyzes real-world operational data to assess different MSW management policies, especially regionalization strategies, and their impact on MSW management systems in the Taipei metropolitan area. Linear programming is also used to identify the minimum costs sustained by each policy. The linear programming results show that regionalization programs are more economical and also improve incinerator operation efficiency. Sensitivity analysis indicates that the minimum treatment requirement of incinerators is a very sensitive influence on the MSW flows distributed through the entire region. The MSW of several "sensitive" administrative districts will be allocated to different treatment facilities according to different management strategies. A list of preferential sequences of MSW treatment and disposal facilities can also be identified by the model presented in this study. The results of this study may provide a useful tool for aiding decision-making related to real-world MSW management problems.  相似文献

This study presents the results of a dioxin abatement programme undertaken in the municipal waste incineration plant of Montcada i Reixac (Barcelona, Spain) after the replacement of an obsolete air cleaning device by a new flue gas treatment system. A number of sampling campaigns were conducted with the aim of characterising stack gas emission levels of polychlorinated dibenzo-p-dioxins (PCDDs)/polychlorinated dibenzofurans (PCDFs) and to evaluate initial specifications of dioxin stack gas emission values below 0.1 ng I-TEQ/Nm(3). Preliminary results revealed levels between 44 and 111 ng I-TEQ/Nm(3) when the gas-cleaning system consisted only of an old electrostatic precipitator (ESP). Decreased levels around 15 ng I-TEQ/Nm(3) were observed when the semi-dry scrubber began to operate and the ESP was switched off. Again, remarkable dioxin removal was observed after the installation of the fabric filter and levels around 0.3-0.4 ng I-TEQ/Nm(3) were soon achieved. Nevertheless, the limit of 0.1 ng I-TEQ/Nm(3) was reached by additional injection of activated carbon which helped to lower PCDD/PCDF levels to around 0.036 ng I-TEQ/Nm(3). The results also demonstrated a significant change in the dioxin distribution present in combustion-derived materials (stack gas emission, bottom ash and solid waste from gas treatment). The major dioxin fraction was found in gaseous matrices before the flue gas control system was upgraded. After this step, the major dioxin fraction content was observed in solid waste from gas treatment.  相似文献

A pollution source may release residuals to any of several environmental media, depending on the process design and control strategies. These residuals then are subject to transfer, transport, and transformation within the interconnected compartments of the environmental system. The exposure and susceptibility of people and other receptors to pollutants are different in these various media, and so that risks imposed will vary according to the fate of the pollutants in the system. Because of interactions between compartments in the system, a single-medium approach to environmental management that mitigates problems in one environmental medium at a time independently of risk through other media may not minimize the aggregate risk a receptor receives from all pathways. Alternatively, a multimedia approach advocates focusing on the full environmental system providing pathways for exposure and selecting risk management strategies based on minimization of the aggregate and cumulative risk from all pathways and all compounds. This study combines multimedia risk analysis and an optimization framework to examine a methodology for selecting waste treatment/disposal and pollution control measures, applies the methodology to a sludge management decision problem, and considers the implications for continued use of single-medium analyses.  相似文献

Baltic Sea populations of the northern pike (Esox lucius) have declined since the 1990s, and they face additional challenges due to ongoing climate change. Pike in the Baltic Sea spawn either in coastal bays or in freshwater streams and wetlands. Pike recruited in freshwater have been found to make up about 50 % of coastal pike stocks and to show natal homing, thus limiting gene flow among closely located spawning sites. Due to natal homing, sub-populations appear to be locally adapted to their freshwater recruitment environments. Management actions should therefore not involve mixing of individuals originating from different sub-populations. We offer two suggestions complying with this advice: (i) productivity of extant freshwater spawning populations can be boosted by modifying wetlands such that they promote spawning and recruitment; and (ii) new sub-populations that spawn in brackish water can potentially be created by transferring fry and imprinting them on seemingly suitable spawning environments.  相似文献

Currently, more than half of the biosolids produced within the USA are land applied. Land application of biosolids introduces organic contaminants into the environment. There are potential ecological and human health risks associated with land application of biosolids. Biosolids may be used as a renewable energy source. Nutrients may be recovered from biosolids used for energy generation for use as fertilizer. The by-products of biosolids energy generation may be used beneficially in construction materials. It is recommended that energy generation replace land application as the leading biosolids management strategy.  相似文献
