This paper examines how the concept of sustainable development is being put into practice by local policy partnership networks. We suggest that due to the highly contested nature of the concept, these networks are facing problems in trying to unravel what sustainable development actually means. Few organisations are grappling with the more fundamental implications of the concept and, as a result, policies for sustainability are being developed cheek by jowl with those of economic growth and competitiveness. Moreover, established local policy networks play a dominant role in defining a vision of sustainable development to the detriment of groups outside the policy process. Mechanisms and institutions need to be established to widen participation and debate on the issue and to draw upon lessons and ideas from organisations outside established networks, such as environmental and campaign groups, third sector organisations, community associations and socially responsible businesses. Este documento examina como el concepto de desarrollo sostenible esta siendo puesto en práctica por redes de sociedades normativas locales. Nosotros sugerimos que debido a la alta naturaleza competitiva del concepto, estas redes estan enfrentando problemas al tratar de desenredar lo que significa realmente desarrollo sostenible. Pocas organizaciones están intentando resolver las implicaciones mas fundamentals del concepto y como resultado las políticas para la sostenibilidad estan siendo desarrolladas lado a lado con esas de crecimiento económico y competitividad. Además, las redes normativas locales establecidas juegan un papel predominante en definir una visión de desarrollo sostenible para el detrimento de grupos por fuera del proceso regulador. Los mecanismos y las instituciones necesitan ser establecidos para ampliar la participación y debatir sobre el asunto y para deducir sobre lecciones e ideas tomadas de organizaciones por fuera de las redes establecidas tales como grupos ambientales y de campaña, organizaciones del tercer sector, asociaciones comunitarias y negocios socialmente responsables.  相似文献

Summary Sustainable development has increasingly come to be seen as a concept which can reconcile the tensions between economic development and environmental protection. However, the concept is a vague one and little work has been undertaken to examine the practical implications of adopting sustainable development as a guiding principle. This paper examines how sustainable development can be defined, and some of the contradictions involved with the concept. The policy implications of sustainable development are examined, with a particular emphasis on industry and employment.His research interests are in sustainable development and local economic development. This paper aims to initiate a debate through which the gap between rhetoric and the local-level implementation of sustainable development might be addressed. It seeks to contribute towards a conceptual as well as a practical basis for the understanding of what contribution sustainable development can make in the context of the post-apartheid reconstruction of South African cities. The analysis draws on an examination of the incorporation of sustainable development in post-apartheid policy as it relates to the urban environment, and its implications for implementation as experienced by formal (local government) and informal (community groups) local-level institutions. In order to ensure that capacity exists for the implementation of sustainable development, it is argued that this rethinking of sustainable development should be informed by the present transformation of formal and informal institutions, whilst the transformation of institutions should occur in a manner that reflects these new conceptual understandings.  相似文献

The recent growth of interest in sustainable development has led to the incorporation of the concept into policy making at a variety of scales. In all cases particular emphasis is placed upon the local scale as the focus for the implementation of policy and initiatives and especially upon local authorities as the major contributor to this process. There has been little assessment, however, of the extent to which local authorities either can, or are, undertaking such initiatives. This paper examines: the potential role that local authorities can play in integrating economic development and the environment; the forms of response and initiatives that are currently in place, drawing upon survey evidence from urban local authorities in England and Wales; and some of the limits to local authority action.  相似文献

The last decade has seen considerable interest in the concept of social capital and there have been a number of publications focused around the concept. A wide range of claims have been made for the analytic potential of social capital leading some to question the concept's continued value. We think that the concept still has considerable value if used in a careful and rigorous way. We further think that the concept has particular value when considering policy for sustainable development. However, just as sustainable development is a multi‐faceted concept, this application requires a multi‐faceted reading of social capital. Having concluded that a clearer typology of social capital is needed, we propose a threefold typology, adding the new category of ‘bracing’ social capital to the more commonly used distinction between ‘bonding’ and ‘bridging’ social capital. We also address the issues of what social capital can do and how it actually works, specifically in the context of policy for sustainable development.  相似文献

National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so‐called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision‐making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade‐long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country‐level efforts at crafting, refining and mainstreaming national strategies for sustainable development.  相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. Just as it is now widely accepted that the planning system has a role to play in achieving sustainable development, so the concept of environmental capacity has achieved increasing prominence as a means of realizing that role. This paper considers the debate on the concept of environmental capacity, reviewing both the mainstream model and Jacobs' more nuanced social constructionist model. In doing so, it raises concerns about the appropriateness of regulatory policy tools and the implications for the distribution of environmental and other impacts. The discussion highlights the potential for using the planning system to promote change rather than resist it. In doing so, it suggests the need to consider a wider range of policy tools to achieve change at the local level and to clarify the dimensions of sustainable development that local planning can contribute to.  相似文献

This paper examines the structure of contemporary vehicle mitigation commitments after lead gasoline phase out in sub-Sahara Africa. First, this paper reviews some of the leading domestic trade policy proposals (emission reduction actions) with regard to their expected technology impacts. Next, it assesses the options based on establishing benchmarks for measuring policy performance in curbing vehicle emissions simultaneously with core sustainable development priorities. Assessing these options identifies the key variables in designing mitigation commitments, offers criteria for evaluating different approaches and discusses the implications of the leading alternatives. This paper argues that a more pronounced dilemma of synergies exists between vehicle emissions reduction and core development concerns as the major players target emissions too narrowly. Finally, this paper sheds more light on strategies that could be employed simultaneously at the regional and domestic levels to enhance sustainable development as trade continues to grow and evolve.  相似文献

Abstract

In recent years there has been increasing interest in the use of so‐called ‘economic instruments’ in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy‐makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non‐economic and, particularly, non‐market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献

This article examines the concept of sustainability (sustainable development, sustainable societies) with a view to providing a means of considering the idea in such a way as to be more useful to concerns of policy. A brief background is given, covering the historical development of the concept, the constituent ecological and social concerns that lie behind it, and some aspects of the sustainability debate in Australia. Some attributes of a sustainable future, as evident from the literature, are listed. The value base of the concept is recognized, and the correct place for sustainability concerns is identified within a simple policy-making model. The complexity of such a model in the real world is explored using a list of thecontexts of sustainability, illustrated with examples from Australian natural resource management. Finally, the more dynamic and flexible nature of patterns of production and consumption in more sustainable societies is recognized and explained, as are two guiding directives to be applied in the search for models which display characteristics of sustainability.  相似文献

ABSTRACT

Bioeconomy is a new political and economic buzzword that frames many proposed pathways to sustainable regional development in Europe, particularly in rural, biomass rich areas. Dissected by research into various strands, visions, shades of “green” and presented by bioeconomy stakeholders through regional examples and self-promoting bio-clusters, the socio-spatial processes of regional assemblages are often ignored in these accounts. Based on a prominent Finnish example, this case study employs the concept of bioassemblage to display the socio-spatial positionalities of regional bioeconomy development in the places of materialisation. Furthermore, it ties the spatial (re-)production of bioassemblages to their role as bioeconomy policy translation loops and consequently provides insights into the processes of bioeconomy policy mobility, translation and mutation. Examining the positionalities in a bioassemblage presents a complex and frequently shifting local environment accompanied by unequal power topologies and means of territorialisation. Shallow policy narratives create problematic mismatches between the “best-practices” employed by policy makers and regional bioeconomy materialisation in the places themselves. While the study makes no assumption on the sustained future of bioeconomy development, it shows that current processes enable the externalisation of risks at industrial sites, restrict wider participation and discredit the important role of institutional actors in development.  相似文献

The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. For almost 50 years, the Council of Europe through a series of documents has been helping to build up a set of rules, principles, and strategies related to culture, environment, ethics, and sustainable development. At the moment, one of the most important aims of the Council of Europe’s agenda deals with the elaboration of the General Principles for the Protection of the Environment and Sustainable Development, as raised in document CO-DBP (2003)2 related to the environmental subject. The intention of the Council of Europe is to encourage national authorities to implement these General Principles into their national environmental policies. These principles should have an important effect, especially in those countries which are new members of the European Union. The primary target of this paper is the study of these principles and the setting of their entailed implications in order to establish a relation between values and policy making. Quite often, the conclusions adopted by the agreements generated within the framework of the European Union are controversial. Therefore, a study aiming to lay the foundations of these principles will make the exchange of ideas easier, providing a wider and more detailed scope in the European environmental policy.  相似文献

In regulatory practice, the principle of precaution is hardly linked to the ideal of sustainable development. In this article, we argue that it should be. We argue that sustainable development is the sense of an ethics of co-responsibility, while precaution is the attitude needed to realize this sense. From this perspective, we comment on some regulatory practices within the European context regarding authorization requests for deliberate releases of genetically modified crops and show some problems that are popping up there, for example, the difficulties in interpreting the meaning of harm” (and of benefit”), the symptomatic gap between regulatory rule and political practice. Finally, we suggest that, in order to respond to such problems, precaution should find an appropriate translation in the fields of both research and innovation policy, of authorization policy and of economic policy.  相似文献
