Citizen or community participation is a guiding principle for environmental decision-making, but in practice it is often compromised and contradictory. Two themes in participation can be defined. One is in the 'product' or outcome of decision-making, and aims for more effective and appropriate evaluations and decisions. The other is participation in the 'process', where devolved decision-making itself can serve wider social and economic goals. Although both strands are crucial for the practice of 'integrated assessment' in environmental governance, a clearer view is needed of the scope and limits of such participation. This paper explores such scope and limits by applying a conceptual 'integrated assessment' framework. This is drawn from a major case study on sustainable development for a city-region in the north of the UK. Such a framework helps to identify the many roles of citizen participation from a complex systems perspective. Selected examples of current practice highlight the problems and opportunities for citizen participation in environmental governance.  相似文献

Many site investigations require additional study, negotiations and/or actions for arsenic detected in soil samples, in many cases where no process related sources are identified and no other chemicals of concern are identified. Regulatory agencies develop guidance to standardize approaches to risk-based site investigations that focus on achieving “safe” concentrations. For arsenic, the action level is frequently in the “gray region”, a U.S. Environmental Protection Agency (USEPA) term associated with a region of high uncertainty for risk management decisions in the “decision performance curve” associated with the data quality objective (DQO) process. Recognizing the conservative nature of the risk-based screening value for arsenic, approaches to enforce this level (or proof of comparability to natural background) may have numerous consequences including ineffective use of resources, stigmas on properties or actions at industrial or hazardous sites that are inconsistent with their regional setting. Florida has developed regulations and guidance on investigation of brownfield sites and has supported a study by the University of Florida (UF) to evaluate natural background concentrations in Florida soils. This paper discusses the sources of uncertainty near the soil cleanup target levels (SCTLs) in the Florida decision-making framework.  相似文献

Preventing food wastage is a key element of sustainable resource management. But as food waste is still generated at high volumes, priority is placed on its proper management as a resource, maximising sustainability benefits. This study, by integrating a multi-criteria decision analysis with a sustainability assessment approach, develops a screening and decision support framework for comparing the sustainability performance of food waste management options. A structured process for selecting criteria based on the consideration of environmental, economic and social aspects related to region-specific food waste system planning, policy and management has been developed. Two food waste management options, namely the use of food waste disposal units, which grind food waste at the household’s kitchen sink and discharge it to the sewer, and the anaerobic co-digestion of separately collected food waste with sewage sludge, were selected for comparison due to their potential to create synergies between local authorities, waste and water companies, with local circumstances determining which of the two options to adopt. A simplified process used for assessing and comparing the two food waste management options in the Anglian region in the UK, indicated that there are benefits in using the framework as a screening tool for identifying which option may be the most sustainable. To support decision-making, a detailed analysis that incorporates stakeholders’ perspectives is required. An additional use of the framework can be in providing recommendations for optimising food waste management options in a specific region, maximising their sustainability performance.  相似文献

The paper discusses key aspects of the European Union (EU) regulatory policy for persistence of agricultural pesticide active substances (a.s.) in soil, which is examined in the context of the EU Authorisations Directive (91/414/EEC). For agricultural pesticide regulation within EU Member States (MS), the Authorisations Directive will gradually replace existing national systems. Discussion is concentrated on this directive, looking in particular at the Uniform Principles therein and the possible ways that these decision-making guidelines could be developed into a regulatory framework. The aim in this process of negotiated development is to identify any questions or data requirements that will be needed for persistent pesticides, over and above those generally required for all compounds. The present European regulatory position on soil non-extractable or bound residues is discussed. Finally, a brief mention of pesticide persistence in water and sediment is made.  相似文献

This study analyses whether hedging activities of oil and gas firms have a significant effect on the performance of the companies. The performance of companies is proxied by Tobin’s Q and panel regression models are built to estimate the coefficients for firm value and derivative use. The speculative use of derivatives is eliminated in models by the regulations under IFRS and GAAP. The results give critical information regarding asymmetric information and signalling effect. Since the coefficient of derivatives use is negative, it shows the critical meaning of disclosures on the financial healthiness. If companies are publishing high level of hedging activities, it might be a warning for investors to avoid investing at that company. This study also seeks for explanation behind firms’ hedging decisions. To our knowledge, it is among the first studies with a wide range of region and data.

The ongoing oil spill from the blown-out well by the name of Macondo, drilled by the ill-fated rig Deepwater Horizon, has many features in common with another blowout in the Mexican Gulf that happened three decades ago. Then the oil gushed out from the Ixtoc I well drilled by the Sedco 135-F semi-submersible rig. In the years between these catastrophes, the source and nature of oil spills have undergone large changes. Huge spills from tankers that ran aground or collided used to be what caught the headlines and caused large ecological damage. The number and size of such accidental spills have decreased significantly. Instead, spills from ageing, ill-maintained or sabotaged pipelines have increased, and places like Arctic Russia, the Niger Delta, and the northwestern Amazon have become sites of reoccurring oil pollution. As for blowouts, there is no clear trend with regard to the number of incidences or amounts of spilled oil, but deepwater blowouts are much harder to cap and thus tend to go on longer and result in the release of larger quantities of oil. Also, oil exploration and extraction is moving into ever-deeper water and into stormier and icier seas, increasing potential risks. The risk for reoccurring spills like the two huge Mexican Gulf ones is eminent and must be reduced.  相似文献

The release of toxic organic compounds into the environment in an event of oil spillage is a global menace due to the potential impacts on the ecosystem. Several approaches have been employed for oil spills clean-up, with adsorption technique proven to be more promising for the total reclamation of a polluted site. Of the several adsorbents so far reported, adsorbent-based porous materials have gained attention for the reduction/total removal of different compounds in environmental remediation applications. The superior potential of mesoporous materials based on metal–organic frameworks (MOFs) against conventional adsorbents is due to their intriguing and enhanced properties. Therefore, this review presents recent development in MOF composites; methods of preparation; and their practical applications towards remediating oil spill, organic pollutants, and toxic gases in different environmental media, as well as potential materials in the possible deployment in reclaiming the polluted Niger Delta due to unabated oil spillage and gas flaring.

The study examines the history of strategic decision-making concerning water protection in Helsinki, 1850-2000. We identified five major strategic decisions that occurred during the study period. The results indicate that strategic decision-making evolves in long-term policy cycles that last on average 20-30 years. New policy cycles are caused by paradigm shifts. Paradigms are shared and predominant ways of understanding reality that help when groups must act to solve common and complex environmental problems. However the internal structure and external dynamics of paradigms are contradictory. Although paradigms serve initially as means to redefine problems and find creative solutions, as time goes by each paradigm seems to become also a barrier that restricts the introduction of new ways of thinking and acting. The power of paradigms lies in the fact that they can be defined as scientific but also social, political, or cultural agreements depending on the context.  相似文献

The spatial and seasonal changes in the distribution, composition, and concentrations of aliphatic hydrocarbons were investigated in sediment cores of Ubeji, Ifie, and Egbokodo Creeks in the Niger Delta, Nigeria. A total of 222 sediment core samples were collected during the wet season (August 2010) and the dry season (January 2011). The samples were dried, soxhlet extracted, fractionated and analyzed for aliphatic hydrocarbons by using a gas chromatograph with flame ionization detector (GC-FID). The concentrations of aliphatic hydrocarbons ranged from 37 to 286,894 μg/kg (wet season) and from 30 to 11,773 μg/kg (dry season). The concentrations of n-alkanes for a number of stations in this study are comparable to sites with high anthropogenic activities in the Niger Delta. The carbon preference index (CPI) and the pristane/phytane ratios showed that the major source of hydrocarbon pollution in the sediment core was from petrogenic origin.  相似文献

Despite the widespread application of photochemical air quality models (AQMs) in U.S. state implementation planning (SIP) for attainment of the ambient ozone standard, documentation for the reliability of projections has remained highly subjective. An “idealized” evaluation framework is proposed that provides a means for assessing reliability. Applied to 18 cases of regulatory modeling in the early 1990s in North America, a comparative review of these applications is reported. The intercomparisons suggest that more than two thirds of these AQM applications suffered from having inadequate air quality and meteorological databases. Emissions representations often were unreliable; uncertainties were too high. More than two thirds of the performance evaluation efforts were judged to be substandard compared with idealized goals. Meteorological conditions chosen according regulatory guidelines were limited to one or two cases and tended to be similar, thus limiting the extent to which public policy makers could be confident that the emission controls adopted would yield attainment for a broad range of adverse atmospheric conditions. More than half of the studies reviewed did not give sufficient attention to addressing the potential for compensating errors. Corroborative analyses were conducted in only one of the 18 studies reviewed. Insufficient attention was given to the estimation of model and/or input database errors, uncertainties, or variability in all of the cases examined. However, recent SIP and policy‐related regional modeling provides evidence of substantial improvements in the underlying science and available modeling systems used for regulatory decision making. Nevertheless, the availability of suitable databases to support increasingly sophisticated modeling continues to be a concern for many locations. Thus, AQM results may still be subject to significant uncertainties. The evaluative process used here provides a framework for modelers and public policy makers to assess the adequacy of contemporary and future modeling work.  相似文献

Improved measurement of environmental performance should be part of the regular business activities of any organisation. However, it requires a set of environmental performance indicators (EPIs) that can be applied to the particular organisation's unique functions and culture. This paper presents the development of EPIs within an information technology systems and services organisation, ICL plc. (International Computers Ltd; now Fujitsu Services Ltd). EPIs have been developed, based on the company's environmental policy and targets, and a framework for their measurement outlined. ISO 14001 certification requires that certified companies demonstrate continuous improvement in their environmental performance, and EPIs have been developed in order that the company can demonstrate such improvements year on year. The results show that a simple and logical methodology can be applied to identify EPIs that are compatible with ISO 14031. Finally, a risk assessment methodology is applied to demonstrate the effects of business constraints in the decision-making process regarding environmental programmes.  相似文献

This paper seeks to critically study the perceived impacts of the exploration of hydrocarbons in selected coastal communities in the Western region, the oil and gas industry benefits to local communities, and to determine whether hydrocarbon development is a means for sustainable development. The study uses both quantitative and qualitative approaches using a questionnaire survey, key informant interview, and focus group discussion tools to understand the impact of oil and gas exploration and production in selected affected communities along the coast of Ghana. The activities of oil production and exploration impact negatively on communities; it also leads to a sharp increase in food prices thereby increasing their costs of living. The activity has also caused a decline in fish catch levels which happens to be the main economic activity as a result of exclusion zones created by oil companies which limited the extent fishermen can go fishing. In terms of infrastructure, the three communities are lacking, 77% of respondents from Princess Town hold the view that there is no motorable road linking their community in the next town and 60% from Aketakyi also hold the same view. Infrastructure such as roads, schools, water provision, and clinics are woefully provided in these communities.

This article analyzes interviews with natural resource managers in South East Queensland (SEQ), Australia. The objectives of the research are (i) to apply and test deductive/inductive text analysis methods for constructing a conceptual model of water quality decision-making in SEQ, (ii) to understand the role of information in the decision-making process, and (iii) to understand how to improve adaptive management in SEQ. Our methodology provided the means to quickly and objectively explore interview data and also reduce potential subjective bias normally associated with deductive text analysis methods. At a more practical level, our methodology indicates potential intervention points if one is to influence the decision-making process in the region. Results indicate that relevant information is often ignored in SEQ, with significant consequences for adaptive management. Contextual factors (political, social, and environmental) together with effective communication or lobbying strategies often prevent evidence-based decisions. We propose that in addition to generating information to support decisions, adaptive management also requires an appraisal of the true character of the decision-making process, which includes how stakeholders interact, what information is relevant and salient to management, and how the available information should be communicated to stakeholders and decision-making bodies.

The spatial and seasonal distribution and concentrations of polycyclic aromatic hydrocarbons (PAHs) were investigated in core sediments of Ubeji, Ifie, and Egbokodo creeks in the Niger Delta, Nigeria. A total of 222 core sediment samples were collected during the wet season (August 2010) and the dry season (January 2011). The samples were dried, Soxhlet extracted, fractionated, and injected into a gas chromatograph with flame ionization detector (GC-FID). The concentrations of PAHs ranged from not detected to 2,654 μg/kg (wet season) and not detected to 3,513 μg/kg (dry season). In general, the concentrations of PAHs for a number of stations in this study are comparable to sites with high anthropogenic activities in the Niger Delta. The toxicity risk assessment based on the total BaP equivalent quotient of the seven carcinogenic PAHs (BaA, Chry, BbF, BkF, BaP, DBA, and Iper) was 97.416 μg/kg and did not exceed the method B cleanup level for benzo(a)pyrene (137 μg/kg), according to toxic equivalency factors, which implied that PAHs in sediments of the present study currently have minimal adverse effects. This study provided information on the concentrations and profiles of PAHs sediment cores, which is useful for source diagnosis, environmental quality management, contamination history, and environmental forensic studies.  相似文献

Environmental remediation decisions are driven by the need to minimize human health and ecological risks posed by environmental releases. The Risk Assessment Guidance for Superfund Sites enunciates the principles of exposure and risk assessment that are to be used for reaching remediation decisions for sites under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Experience with remediation management under CERCLA has led to recognition of some crucial infirmities in the processes for managing remediation: cleanup management policies are ad hoc in character, mandates and practices are strongly conservative, and contaminant risk management occurs in an artificially narrow context. The purpose of this case study is to show how a policy of risk-based decision-making was used to avoid customary pitfalls in site remediation. This case study describes the risk-based decision-making process in a remedial action program at a former manufactured gas plant site that successfully achieved timely and effective cleanup. The remediation process operated outside the confines of the CERCLA process under an administrative consent order between the utility and the New Jersey Department of Environmental Protection. A residential use end state was negotiated as part of this agreement. The attendant uncertainties, complications, and unexpected contingencies were overcome by using the likely exposures associated with the desired end state to structure all of the remediation management decisions and by collecting site-specific information from the very outset to obtain a detailed and realistic characterization of human health risks that needed to be mitigated. The lessons from this case study are generalizable to more complicated remediation cases, when supported by correspondingly sophisticated technical approaches.  相似文献

The Niger Delta area in Nigeria has major oil producing and refining centers that characterized enormous industrial activities, especially in the petroleum sector. These industrial processes release different kinds of atmospheric pollutants, of which there is paucity of information on their levels and health implications. The objective of this study was to determine the ambient levels of polycyclic aromatic hydrocarbons (PAHs) in communities of a local government area (Eleme) where oil wells, petrochemical installations, a refinery, and a fertilizer complex are located. Respirable particulate matter (PM) in air were collected using Anderson high-volume sampler with PM with aerodynamic diameter > 10 microm (PM10) inlet for collecting filterable, particle-bound PAHs according to standard methods. PAHs were analyzed following standard methods for the 16 World Health Organization (WHO) prioritized components. The results were compared against the levels in another local government area (Ahoada East) with low industrial presence. The average total PAH concentration in Eleme of 9.2 microg/m3 was among the highest in the world; by contrast, the average concentration in Ahoada East was only 0.17 ng/m3. The most prominent PAHs at Eleme were those known to be carcinogenic and included benzo(a)pyrene (1.6 x 10(4) ng/m3 at bubu), benzo(k)fluoranthene (2.4 x 10(4) ng/m3 at Akpajo where a petrochemical is located), pyrene (3.1 x 10(3) ng/m3 at Ogale), and indeno(1,2,3-cd)pyrene (9.1 x 10(3) ng/m3 at Akpajo). Data from this study emphasize the need for a comprehensive source apportionment study and an assessment of the health effects of oil production on local communities of Nigeria where no such information currently exists.  相似文献
