Cutting the cake: Supporting environmental fund allocation decisions   总被引:1,自引:0,他引:1  
This paper describes a decision support model for allocating financial resources amongst multiple user groups in environmental management problems. The model is based on the multiple criteria analysis (MCA) method of compromise programming. It was used to inform the allocation of Natural Heritage Trust funds across 14 regions in Queensland, Australia. The model targets funding to those regions with greater natural resource management needs. Need is determined by 19 weighted criteria relating to natural resource assets and threats. The model was accepted by the Australian Government, Queensland Government and regional groups as an appropriate means for allocating program funds; first in 2005 and then again, with improvements, in 2007. This paper shows that an MCA model can improve the transparency, auditability and acceptance of allocation decisions which would otherwise be heavily politicised.  相似文献

ABSTRACT: In the arid West, the development and implementation of water policy often results in disputes among water users, resource managers, and policy makers. Although significant attempts have been made to improve public involvement and dispute resolution in water resources planning, the traditional planning process has not historically played this role for a variety of reasons. Water resources planning can become a forum for proactively resolving water policy disputes by employing the principles of environmental dispute resolution. The purpose of this article is to explore the role of collaborative, consensus-building planning processes in resolving water policy disputes. The Montana State Water Plan is evaluated as an example of such a process, and a model state water planning process is outlined.  相似文献

A style of thinking that is variously called technological, technocentric, and technocratic dominates environmental management. However, there is growing criticism of this style of thought, leading some to conclude that, if environmental management is to progress, technological thinking needs to be supplemented by radically different ways of thinking. The intent of this article is to examine the role of technological thinking in environmental management, seeking to establish some of its limitations. It is concluded that, while technological thinking is a satisfactorytactical strategy, it has serious deficiencies when problems requirestrategic thinking.  相似文献

The siting of facilities with undesirable environmental characteristics often leads to public conflict. Efforts to resolve the conflict and make siting decisions frequently exacerbate the problem. Environmental mediation, the process of negotiating an agreeable settlement, is an accepted approach to resolving conflict. This paper explores the use of incentive systems as a means of achieving equity in environmental mediation. Obnoxious and noxious characteristics of facilities are discussed as the basis of conflicts. Four types of incentives—mitigation, compensation, reward, and participation—are discussed. The paper concludes with a discussion of the utility and application of incentives for solving environmental conflicts.  相似文献

The failure to anticipate the public's response to environmental problems can lead to expensive delays, bad public relations, and litigation, as well as environmental decisions that do not represent public values and preferences. This study examines the influence of conflict between management goals, perceived resource scarcity, and information bias on evaluations of the importance of management goals; the perception of conflicts among the goals; and the emotions evoked in an urban forest management problem. Environmental problem scenarios were systematically manipulated as to the level of conflict between development and natural preservation goals, the scarcity of urban nature, and the bias of the presented information. Evaluations of the importance of urban nature and economic development were susceptible to manipulations of scarcity. The importance of urban nature was also higher when information was biased toward pro-preservation issues. Negative emotions were associated with high conflict and scarcity and with the propreservation information bias. Both evaluations of goal importance and conflict among goals appeared to be based on an underlying economics-versus-amenity dimension. These results are similar to previous studies of environmental decision making with regard to nonurban environmental problems. This research offers a beginning in understanding and anticipating the way members of the public may respond to information about environmental problems.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

We are witnessing a growing concern with the global dimension of many environmental issues, reflected in the increase in the number and significance of international environmental organizations. Yet there is no internationally applicable strategy for environmental research which is management oriented. A new type of research policy, which integrates ideas derived from environmental and human ecology, is required in order to deal with cultural and ecological diversity and their interactions as reflected in the ecology of landscapes. The newly defined concept of environmental health is proposed to fill this gap. This concept integrates the latest developments in landscape evolutionary ecology and environmental health, bringing out a conflict between making the environment conducive to human health and increasing the available options for supporting the essential biological and ecological processes of the environment. Lessons derived from the evolution of human environments are used in order to illustrate how health may become un umbrella for developing an environmental research policy, which could also serve as a catalyst for international environmental projects.  相似文献

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献

/ The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. The shellfish aquaculture industry (SAI) has operated in Baynes Sound, British Columbia (BC) since the early 1900s. Recognizing the economic potential of the area, the industry has requested additional farming opportunities. However, Baynes Sound upland residents and many other stakeholders have expressed concerns that SAI activities are having a negative impact on the environment, quality of life, and other nonaquaculture resource uses in the area. In order to address these issues, the Action Plan was initiated by a BC government interagency project team in November 2001. To assist in assessing the strategic aspects of this conflict, the decision support system GMCR II is employed here to apply a new methodology, the graph model for conflict resolution, to systematically analyze the ongoing conflict over shellfish aquaculture development in Baynes Sound within a social, economic, and environmental framework. Valuable insights are procured to guide decision-makers toward sustainability of the shellfish industry.  相似文献

This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature of organizational search theory, crisis stimulation, and technological pressure. Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states. However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting longitudinal studies, and factoring in political, economic, and other policy environment forces.  相似文献

Florida is one of the largest spenders on the environment in the U.S. Employing a database from Florida counties, this study examines two distinct environmental funding areas in government: funding to protect the environment, and funding to develop the environment. These two types of funding serve different purposes, support different activities and operations, and draw from different revenue sources. The results show that environmental funding in government is a response to the environmental pressure generated by economic activities and population growth. Counties with a higher level of manufacturing and farming activity spend more to protect the environment, while counties with higher population densities spend more to develop the environment. Moreover, counties with more funding for public safety and economic development activities spend less on the environment, indicating that environmental funding is influenced by the political processes in public budgeting in which diversified interests compete for resources. These results show that environmental spending in government is the result of combined forces arising from environmental pressure and budgetary politics.  相似文献

Since the presentation of the Leopold Report (Leopold et al. 1963) to the United States Secretary of the Interior, recommendations in the document for managing natural park resources on the ecosystem level have been included in the management policies of the National Park Service. In many instances, however, management programs have continued to focus on individual resource problems, without apparent concern for the ecological consequences on ecosystems. Without knowledge of the interrelationships of ecosystem components, solving one problem may result in other resource problems. Graphic approaches are presented as potential tools to view these complex interrelationships relative to the needs of the resource manager. Environmental scientists are continually discovering new and emerging environmental problems. There have been many studies of how a particular environmental problem has occurred, its costs to society, and its (potential) resolution. However, to date there have been few studies of the rate at which new environmental problems are generated by human technological innovations. In this note, I present a conceptual framework that will help quantify how many now-unknown problems we may expect to occur in a given sector. Two brief case studies illustrate the difficulty of finding appropriate dataset for fitting the full model, however. Policy implications of the conceptual framework are discussed, with different kinds of economic sectors requiring different approaches.  相似文献

The effects of selected environmental control strategies on human dietary and respiratory exposure to environmental cadmium (Cd) have been simulated. For each control strategy, mean Cd dietary and respiratory exposures are presented for a twenty-year simulation period.Human exposures related to cadmium are associated with both process waste disposal and product disposal. Dietary exposure is by far the dominant mechanism for Cd intake. Dietary exposure related to aqueous discharges is primarily a result of municipal sludge landspreading, whereas that associated with emissions to the atmosphere derives mainly from the deposition on cropland of airborne particulates from product incineration. Only relatively small dietary exposure reductions are possible through restrictions on anysingle Cd use. Combinations of waste management and environmental control measures promise greater reductions in dietary and respiratory exposure than those achievable through use restrictions.Work supported by Office of Toxic Substances U.S. Environmental Protection Agency.  相似文献

Faced with society's increasing expectations, the Common Agricultural Policy (CAP) review considers environmental management to be an ever more critical criterion in the allocation of farm subsidies. With the goal of evaluating the environmental friendliness of farm practices, France's agricultural research and extension services have built a range of agricultural/environmental diagnostic tools over recent years. The objective of the present paper is to compare the five tools most frequently used in France: IDEA, DIAGE, DIALECTE, DIALOGUE and INDIGO. All the tools have the same purpose: evaluation of the impact of farm practices on the environment via indicators and monitoring of farm management practices. When tested on a sample of large-scale farms in Picardie, the five tools sometimes produced completely different results: for a given farm, the most supposedly significant environmental impacts depend on the tool used. These results lead to differing environmental management plans and raise the question of the methods' pertinence. An analysis grid of diagnostic tools aimed at specifying their field of validity, limits and relevance was drawn up. The resulting comparative analysis enables to define each tool's domain of validity and allows to suggest lines of thought for developing more relevant tools for (i) evaluating a farm's environmental performance and (ii) helping farmers to develop a plan for improving practices within the framework of an environmental management system.  相似文献

/ We investigated the notion that successful negotiations require that all parties to the dispute must have a desire to bargain. This desire is most likely to be present when the dispute exhibits ripeness and each party believes a bargained solution is the most cost-effective way to resolve differences. Structured interviews of participants in six Federal Energy Regulatory Commission hydropower licensing consultations were conducted to determine the level of need to negotiate for each party. The findings indicate that a need to negotiate is a necessary, but not sufficient, condition for success. Several factors were associated with a need to negotiate: a weak BATNA (best alternative to a negotiated agreement); a salient issue; participants' sense of efficacy; a sense of inevitability; professional roles encouraging negotiation; and disputes about facts as opposed to disputes about values. The Chinese government has introduced the green credit policy to mitigate the environmental impact of industrialization by reining in credit loans to companies and projects with poor environmental performance. This research investigated the implementation of the green credit policy both at the national and provincial levels. Our results show that the green credit policy is not fully implemented. The wide-ranging impact on high-polluting and high energy-consuming industries, vague policy details unclear implementing standards, and lack of environmental information are the main problems in the implementation of the green credit policy in China. On the other hand, the practice at local level (Jiangsu Province) is more practical by integrating green credit policy with the environmental performance rating system. Finally, suggestions are outlined to improve China's green credit policy.  相似文献

Over the course of environmental psychology's brief history, there has been an interest in ecologically oriented approaches to theory and research. Based on this work, this paper identifies a set of six principles of ecological analysis that present theoretical, methodological, and analytic challenges to future research in environmental psychology. These challenges include the theoretical treatment of the multiple contexts within which human experience and behavior occurs, the need for sampling both persons and environments, the modeling of moderating and mediating processes, the issue of self-selection into and out of different settings, the necessity of considering temporal factors in environmental research, reliance on single methods (e.g., verbal report) in data generation, cross-sectional and longitudinal research designs, and the need for greater use of statistical techniques developed for contextual (multi-level) research. These issues are discussed and illustrated using recent developments in environmentally oriented research. The paper concludes with a set of 11 recommendations for the future.  相似文献
