Local inhabitants' perceptions, preferences, and reactions were investigated in Vikos-Aoos National Park, 25 years after its designation. Knowledge of aims of the park and source of information about them, necessity for infrastructure, reactions to certain policies, and effectiveness of administration and management scheme were studied by means of a questionnaire survey. Personal interviews were performed by systematic sampling, which resulted in 203 cases for analysis. Most respondents said that they had knowledge of the aims of the national park, and this was positively associated with education; protection of flora and fauna was identified by most as the main aim, and the management authority (the Forest Service) ranked first in order as source of information. Tourism development of the area was seen as a positive change, and recreation facilities and improvement in accessibility were considered of high priority for development. The investigation into peoples' reactions to several possible alternative management policies revealed willingness to accept certain restrictions on their agricultural use of the land. A policy of nonintensive agriculture with compensation for loss of income, if the ecosystems of the park were in danger, seems the most acceptable. Long-term leasing of farms by the Forest Service was another policy with a high degree of acceptance, especially for certain occupational groups; those working in the secondary and tertiary sectors of economy would accept such a policy more easily than those working in the primary sector. Finally, a very large majority of the respondents expressed a preference for a new administration and management scheme with the participation of local communities in the decision-making process.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

Management of air quality by local government in the United Kingdom (England, Scotland, Wales and Northern Ireland) requires a process of local decision-making, involving collaboration between local politicians, authority officers and interest-groups. Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs.  相似文献

A new approach was needed to preserve the biodiversity of the Djoudj Park within a context marked by many constraints: drought, regulation of its hydrologic system, and anthropogenic pressure. The local management plan developed in this paper aims at the responsible management and fair distribution of the available water resources in the Djoudj Park to provide a balanced response to conservation issues and the growing needs of the local communities. The opposition between an administration determined to exercise its power and the confidence of local people weary of being stripped of their rights and cultural assets required the setting up of a consensual management plan. This plan would provide a means to determine the timing and the number of sluice gates to operate, based on an efficient command of the needs for water for each activity in the park and its surroundings. This tool will allow the park authority to take full cognizance of the needs and opinions of all interest groups but also their limits while keeping the essential functions of this wetland. It is also suggested that institutional and administrative reform be carried out to associate local populations in the definition and implementation of criteria for an integrated management of the Djoudj resources.  相似文献

Local peoples' knowledge, aptitude, and perceptions of planning and management issues were investigated in Nanda Devi Biosphere Reserve (NDBR) in Uttaranchal State of India. Conflicts ensued between local inhabitants and the management authority due to lack of community participation. Although most respondents seem to claim the knowledge of the objectives of Nanda Devi Biosphere Reserve, the source of information indicates their interaction with the management authority is not frequent. While local population seem to agree on reduced intensity of agriculture with compensation equal to loss of net income, there is a perceptible difference in responses among different age groups. While the younger generation seems to agree to move away to other areas with suitable compensation packages, the older generation prefer those options that require some adjustments in use and access to natural resources. The option of ecotourism as a source of income is acceptable to most respondents, but young and old respondents disagreed about impact of such activity on social behavior of local inhabitants. Among those groups studied, only the “self-employed group” seem to be more interested in ecotourism in comparison to other occupation classes. Gender differences in perceptions are prominent with reference to development options. While the men preferred economic opportunities, the women preferred improved living conditions. An evaluation mechanism similar to the one described in this paper will be helpful to the management authority to assess and modify their management plans to mitigate conflicts with local people.  相似文献

This paper analyzes five major causes of park-people conflicts that have occurred in Nepal's Royal Chitwan National Park. The causes include illegal transactions of forest products from the park, livestock grazing in the park, illegal hunting and fishing, crop damage, and threats to human and animal life caused by wild animals from the park. The conflicts indicate a reciprocal relationship between the park and local people. They reflect the attitudes of local people and representatives of the park authority whose priorities and objectives largely diverge. The results show that people settled adjacent to the park are heavily dependent on its resources. Even in places where some, albeit few alternative sources exist, local people continue to trespass the park boundary as these sources are inadequate to ensure the fulfillment of local people's resource needs. Illegal transactions of resources continue throughout the year; however, they are less intense during summer due to flooding caused by the Rapti River, which forms the park boundary towards the northern section where this study is conducted. The frequency of local people's visits to the park is mainly determined by their age, distance between homesteads and park, and volume of crop loss caused by wild animals. Crop damage is the function of size of landholding, distance, and frequency of crop raid. Local people claim that they have no intention of letting their livestock graze in the park; however, the dense vegetation of the park attracts livestock grazing on riverbanks just outside the open park boundary. Many head of livestock are killed by carnivores of the park. Human casualties are mainly caused by sloth bear (Melursus ursinus), tiger (Panthera tigris), wild pig (Sug scrofa), and rhinoceros (Rhinoceros unicornis). There had been some earlier attempts to reconcile the conflicts by offering local people different kinds of compensations; however, these were unsuccessful measures. An integrated approach is essential if efforts to resolve the park-people conflicts are to succeed. The government is in the process of launching a project that aims to resolve the inherent problems with such an approach. Suggestions are made to incorporate some key elements, such as maintaining effective communication between various parties and the potential for wildlife conservation among local people.  相似文献

The efforts in sustainable natural resource management have given rise to decentralization of forest governance in the developing world with hopes for better solutions and effective implementation. In this paper, we examine how spatially sensitive participation is realized from policy to practice in the process of establishing participatory forest management in Zanzibar, Tanzania. Our policy–practice analysis shows that the policies in Zanzibar strongly support decentralization and local level participation has in practice been realized. However, the policy does not emphasize participatory process design nor address the possibilities of using spatial information and technologies to ensure wider participation. Thus, the practices fall short in innovativeness of using site-sensitive information with available technologies. Reflecting the Zanzibari Community Forest Management Agreements (CoFMA) context with examples of participatory use of spatial information and technologies in other parts of the world, we discuss ways to improve the Zanzibari CoFMA process towards increased participation, communication, local sense of ownership and more sustainable land management decisions, and argue for the future implementation of CoFMA as a spatially sensitive participatory process.  相似文献

Myanmar's protected area (PA) system began nearly 150 years ago under royal patronage. Park policies and practices, embodied in 19 pieces of legislation developed sporadically during and after the colonial period. As a result of the FAO-UNDP's Nature Conservation and National Parks Project (1981-1985) the government established the Nature & Wildlife Conservation Division and placed it within the Forest Department as the agency responsible for PA management. As a consequence the number of parks increased from 14 to 33. Myanmar's median park size is less than 50 km(2), but only five parks (15%) are larger than 1000 km(2). Most parks conserve terrestrial habitats; parks encompassing inland wetlands, mangrove, and marine habitats are limited in number and size. Existing PAs unequally represent Myanmar's ecosystems; the Malay Transition, Burmese coast, Burmese Transition and Cardamom Mountains bio-units are under-represented within the system. The effective total PA size (i.e., area of all parks less the area of 13 paper parks) is currently about 2.1%. Budgetary support for parks increased 11% since 1996, but is insufficient to address park needs, particularly in remote parks that are understaffed. Limited education and training of PA staff is a major factor limiting effective park management. Fifty-eight percent of park wardens are educated as foresters, and 42% have university degrees. The average posting in a park is 4 years, which is less than ideal for management continuity. Recommended actions to secure Myanmar's PAs include evaluation and reformulation of policies, increasing representation of Myanmar's habitats within the PA system, management planning, and standardizing protocols for anti-poaching patrols and other forms of law enforcement. Improved leadership training for wardens and range forest officers can also improve park management. Funding for community relations and more integrated management of parks and people can reduce conflicts, while environmental education and outreach activities can provide some needed services. Finally, new ways and means are needed to support these activities. Myanmar's PAs need creative and sustainable means of support, including partnerships with non-government organizations to supplement traditional means of support.  相似文献

Local knowledge of the history and ecology of wetland ecosystems can be a valuable resource in wetland rehabilitation projects. This is especially the case when other historical ecological information is unavailable. As well as providing a source of historical information, time spent acquiring local knowledge can enhance public participation in environmental management and facilitate early conflict resolution between stakeholders and the community. This paper investigates the use of oral history as a tool to collate a history of the flooding, ecology and management of Kanyapella Basin, a 2581 ha wetland on the floodplain of the Murray and Goulburn Rivers, Australia. Interviews were held with nine local residents and 11 natural resource managers. Oral history proved an effective way to obtain information about changes in the frequency and distribution of flood events over the last 60 years. Observations of rare and threatened fauna, and comments regarding the success of past management were also recorded. Results from the oral history have been used to direct ecological research and develop alternative management options at Kanyapella Basin. In addition to its use in gathering ecological information, oral history also proved effective in enabling the values and concerns of local community and stakeholders to be articulated, increasing managers' understanding of the social context of the particular locality, which is fundamental to sound environmental decision-making.  相似文献

Summary An increased role for citizen participation in natural resource decision-making has been advocated by, amongst others, the United Nations (Brundtland Commission) as a means of initiating fundamental changes in the way we exploit natural resources. However, attempts at meaningful participation by the public are met with resistance, commonly by the dominant elites who control environmental and economic policies. Citizen groups press for involvement, only to be dismissed by local establishments as ill-informed amateurs. The resulting conflicts seldom lead to innovations in policy or to constructive cooperation in the face of new environmental problems. This leads the author to feelings of pessimism about prospects for genuine public participation in the absence of political change. In arguing in support of such change, a case study is offered which illustrates the unfortunate consequences that ensue when participation is sought and rejected. The paper closes with recommendations for the way in which citizen groups could contribute in a meaningful way to natural resource decision-making, were they to be given the opportunity.Dr Alan Miller is currently Professor of Psychology at the University of New Brunswick. This article presents the findings of the first major visitor survey conducted at the Central Rhodope Mountain Complex, situated in northern Greece. The study area is one of a number of sites planned to become National Parks under a recent initiative of the Greek government. We used a logistic regression method to define significant predictors of visitors’ awareness and attitude toward park designation, as well as their willingness to pay a conditional entrance fee. Study findings demonstrated that the probability of being aware of the park designation initiative is higher for visitors who obtained information from travel agencies or media to make their destination choice, compared to visitors who resorted to word-of-mouth recommendations. Knowledge and attitudes toward animals living in the study area revealed a limited influence on visitors’ dispositions toward park designation. The results of this study call for action to implement education programs for National Park users. These programs should aim at rendering the environmental characteristics of the Central Rhodope Mountain Complex to be significant predictors of visitors’ dispositions toward the study area. This would favor its uniqueness as a destination, as well as contribute to its long-term economic sustainability.  相似文献

/ During the last decade, a major initiative for community involvement in the management of state forest lands was started in India in the form of Joint Forest Management (JFM) programs. Despite the progress and positive impacts, the JFM program is still in the experimental phase. Latent conflicts related to caste, class, and gender issues are threatening JFM institutions at the village level. The Forest Department is also facing a number of internal conflicts as it tries to adjust to its new role under JFM. Some thoughtful and creative attempts have been made to resolve these conflicts. However, a much more concerted effort is required along with creation of suitable mechanisms at local, state, and national levels to discuss and resolve present and future conflicts.  相似文献

This paper examines local people's knowledge, attitudes and perceptions towards Wolong Biosphere Reserve (WBR) and its management policies. Pertinent data were collected through a questionnaire survey and group discussions. This study revealed that local people's perceptions were affected by many factors, including education, gender, residence location, household size and acreage of land owned. Although most respondents had limited knowledge about WBR because of their absence in WBR management, they held a positive attitude towards WBR. An in-depth analysis of their attitudes and perceptions showed that two potential conflicts might affect biodiversity conservation and protected area management. One of them was the imbalance between the limited cropland holding and the oversupply of the labor force, and the other one was the increase in electricity price versus the decrease in economic incentives for the Natural Forest Protection Project. The study also revealed that relocation was considered unacceptable to most respondents. However, those residing far from the main road were willing to relocate more than those near the main road. Based on our studies, some recommendations are given for improvement of WBR management.  相似文献

Cooperation between the United States Department of Agriculture (USDA) Forest Service and the United States Department of Interior (USDI) National Park Service is most often advocated to protect biological diversity on national forests and parks, but the agencies, so far, have done little to implement the biodiversity mandates of such laws as the Endangered Species Act and the National Forest Management Act. The ideological and political history of the Forest Service and Park Service is explored to determine the roots of interagency conflicts. Several recent models of cooperative reform are also critiqued and found to be insufficient to stimulate better working relationships. To protect biodiversity, cooperation must be framed within conservation biology and must place primary emphasis on ecosystem patterns and processes as well as on individual species. Increased education of agency managers, ecosystem-level research, local and regional public participation, scientific oversight committees, new legislation, and enlightened leadership also play important roles. Ultimately, management policies must be reframed within a context of ecocentric values.  相似文献

Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park.  相似文献

Although collaboration and multi-stakeholder partnerships have become a common feature in natural resource management throughout the world, various problems are associated with attempts to up-scale community-based natural resource management from the local to the regional level. To analyze the reasons behind these problems, this article reports on two examples of collaboratives in Australia: local Landcare groups, and regional natural resource management (NRM) bodies. Recent government-induced changes have shifted the focus from local Landcare group action to strategic planning and implementation by regional NRM bodies. Two typologies of collaboratives are applied to analyze the characteristics of both these groups. The study uses data from 52 qualitative interviews with key informants at the local and regional level in Victoria and Tasmania, participant observation, as well as literature and document analysis. The article illustrates how the groups’ distinct characteristics can cause conflicts when the different types of collaboratives operate in parallel. In addition, the article reports how stakeholders perceive the level of community participation in decision-making processes. The key message is that the benefits of community participation and collaboration that arise at the local level can be lost when these approaches are up-scaled to the regional level unless there is an intermediary or ‘mediating structure’ to facilitate communication and create the link between different types of collaboratives.  相似文献

The natural resource management literature stresses the need for public participation and community involvement in resource management and planning. Recently, some of this literature turned to the theory on deliberative democracy and demonstrated that a deliberative perspective on participation can help to challenge established practices and contribute with new ideas about how to conduct participation. The purpose of this paper is to consider the latest developments in deliberative democracy and outline the implications arising from these insights for a "deliberative turn" in resource management. A bottom-up protected area establishment, the Gori?ko Landscape Park, is examined. The empirical case is discussed from a discursive perspective, which relied on John Dryzek's approach to discourse analysis here used to explore the construction of discourses on the use of local natural resources. Two discourses are identified and the way these interfaced with the participatory park establishment process is considered. Findings indicate that advocates of the two discourses engaged differently with the participatory tools used and this had important implications for the park establishment. The case study suggests that, in contexts where participation has been recently introduced, knowledge of discourses on the use of local natural resources and of mobilization strategies actors may pursue could usefully assist in the design and implementation of participatory processes.  相似文献

Implementing children's perspectives into playground management could be a way of improving play possibilities for children in the local public space and supporting sustainable development, but it requires adults' understanding. Children's perspectives on playground use were studied through group interviews in two Swedish towns and were also compared with the understanding among the local park workers. Children described their playground use through challenges, manipulation and place-making, something which was partly recognised by the park workers. The results indicate that children's perspectives on playground use, particularly manipulation, should be implemented more fully into management work. Children's participation in on-site management activities is discussed as a way of making playgrounds more adapted to children's use and perspectives.  相似文献
