Climate change is one of the main challenges faced by mankind in this century. Although developing countries have little historical responsibility for climate change, they are likely to be most affected by it since they lack resources to cope with or to adapt to its effects. Studies show that the semi-arid northeast region of Brazil – where the country's poorest populations are concentrated – is one of the most vulnerable to climate change and thus likely to suffer its impacts more severely. The present paper addresses these problems by presenting a concrete initiative for strengthening adaptive capacity in the rural community of Pintadas as a first step in the development of a comprehensive methodology to help smallholder farmers in the region adapt to climate change. Based on the project results this paper highlights the integration of development, adaptive capacity and adaptation strategies. Furthermore, the necessity of vulnerability studies and concrete local experiences is highlighted in order to develop adaptation strategies that can alleviate poverty and minimize climate change impacts for the poor.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

Water is scarce in Mediterranean countries: cities are crowded with increasing demand; food is produced with large amounts of water; ecosystems demand more water that is often available; drought affects all. As climate change impacts become more noticeable and costlier, some current water management strategies will not be useful. According to the findings of CIRCE, the areas with limited water resources will increase in the coming decades with major consequences for the way we produce food and we protect ecosystems. Based on these projections this paper discusses water policy priorities for climate change adaptation in the Mediterranean. We first summarise the main challenges to water resources in Mediterranean countries and outline the risks and opportunities for water under climate change based on previous studies. Recognising the difficulty to go from precipitation to water policy, we then present a framework to evaluate water availability in response to natural and management conditions, with an example of application in the Ebro basin that exemplifies other Mediterranean areas. Then we evaluate adaptive capacity to understand the ability of Mediterranean countries to face, respond and recover from climate change impacts on water resources. Social and economic factors are key drivers of inequality in the adaptive capacity across the region. Based on the assessment of impacts and adaptive capacity we suggest thresholds for water policy to respond to climate change and link water scarcity indicators to relevant potential adaptation strategies. Our results suggest the need to further prioritise socially and economically sensitive policies.  相似文献

Mitigation and adaptation are the two main strategies to address climate change. Mitigation and adaptation have been considered separately in the global negotiations as well as literature. There is a realization on the need to explore and promote synergy between mitigation and adaptation while addressing climate change. In this paper, an attempt is made to explore the synergy between mitigation and adaptation by considering forest sector, which on the one hand is projected to be adversely impacted under the projected climate change scenarios and on the other provide opportunities to mitigate climate change. Thus, the potential and need for incorporating adaptation strategies and practices in mitigation projects is presented with a few examples. Firstly, there is a need to ensure that mitigation programs or projects do not increase the vulnerability of forest ecosystems and plantations. Secondly, several adaptation practices could be incorporated into mitigation projects to reduce vulnerability. Further, many of the mitigation projects indeed reduce vulnerability and promote adaptation, for example; forest and biodiversity conservation, protected area management and sustainable forestry. Also, many adaptation options such as urban forestry, soil and water conservation and drought resistant varieties also contribute to mitigation of climate change. Thus, there is need for research and field demonstration of synergy between mitigation and adaptation, so that the cost of addressing climate change impacts can be reduced and co-benefits increased.  相似文献

Individuals, businesses, and policymakers face the problem of selecting a preferred strategy for adapting a managed ecosystem to future climate change when there is risk and/or uncertainty about future climate change and its ecosystem impacts, and the conditional outcomes of adaptive strategies (i.e., performance of an adaptive strategy given a particular future climate change scenario occurs). Evaluation methods for this purpose are described for two cases; one in which the decision-maker can (climate risk case) and cannot (climate uncertainty case) assign probabilities to future climate change scenarios. Fuzzy sets are used to characterize uncertainty regarding both future climate change, and the conditional outcomes of adaptive strategies. The preferred conditional adaptive strategy for a future climate change scenario is determined by ordering the adaptive strategies for that scenario using a fuzzy set operation. Two methods are described for determining the adaptive strategy that is preferred across all climate change scenarios. The preferred overall adaptive strategy for the climate risk case is determined by maximizing a performance index for strategies. The preferred overall adaptive strategy for the climate uncertainty case is determined using the minimax regret criterion, which selects the strategy that minimizes the maximum loss in performance that can occur across all strategies and climate change scenarios. Recent extreme weather events worldwide have highlighted the vulnerability of many urban settlements to future climatic change. These events are expected to increase in frequency and intensity under climate change scenarios. Although the climatic change may be unavoidable, effective planning and response can reduce its impacts. Drawing on empirical data from a 3-year multi-sectoral study of climate change adaptation for human settlements in the South East Queensland region, Australia, this paper draws on multi-sectoral perspectives to propose enablers for maximising synergies between disaster risk reduction and climate change adaptation to achieve improved planning outcomes. Multi-sectoral perspectives are discussed under four groups of identified enablers: spatial planning; cross-sectoral planning; social/community planning; and strategic/long term planning. Based on the findings, a framework is proposed to guide planning systems to maximise synergies between the fields of disaster risk reduction and climate change adaptation to minimise the vulnerability of communities to extreme weather events in highly urbanised areas.  相似文献

气候变化与人类活动对水循环及水资源安全的影响是近代水科学面临的主要科学问题。以西辽河支流老哈河流域为研究区,探索了一种水文模型耦合方法(SWAT-WEAP),以水短缺量为指标,同等考虑水资源供给端与需求端,对气候变化与不同人类利用情景下水资源系统脆弱性进行定量分析,结果表明:①暖干化气候情景比暖湿化气候情景明显加剧了老哈河流域水资源系统的脆弱性,降水减少10%导致的水短缺量比降水导致10%所缓解的短缺量要多31.17%;②气候变化对流域农业灌溉用水影响最大,对城乡生活用水和工业用水影响相对很小;③老哈河流域水资源系统脆弱性的主要驱动力之一源自农业不合理灌溉,发展畜牧业、 改变种植结构与高效节水灌溉是缓解水短缺、 降低水资源系统脆弱性最为有效的措施,也是应对气候变化最为有效的方式;④基于供水端的措施(如水库)在暖干化气候时由于水资源供给来源受限,其缓解作用有所减弱。  相似文献

This paper describes a comparative study of four different cases on vulnerability, hazards and adaptive capacity to climate threats in coastal areas and communities in four developing countries: Bangladesh, Brazil, Cameroon and Uruguay. Coastal areas are vulnerable to sea-level rise (SLR), storm surges and flooding due to their (i) exposure, (ii) concentration of settlements, many of which occupied by less advantaged groups and (iii) the concentration of assets and services seen in these areas. The objective of the paper is twofold: (i) to evaluate current evidence of coastal vulnerability and adaptive capacity and (ii) to compare adaptation strategies being implemented in a sample of developing countries, focusing on successful ones. The followed approach for the case evaluation is based on (i) documenting observed threats and damages, (ii) using indicators of physical and socioeconomic vulnerability and adaptive capacity status and (iii) selecting examples of successful responses. Major conclusions based on cross-case comparison are (a) the studied countries show different vulnerability, adaptive capacity and implementation of responses, (b) innovative community-based (CBA) and ecosystem-based adaptation (EbA) and (c) early warning systems are key approaches and tools to foster climate resilience. A recommendation to foster the resilience of coastal communities and services is that efforts in innovative adaptation strategies to sea-level rise should be intensified and integrated with climate risk management within the national adaption plans (NAPAs) in order to reduce the impacts of hazards.  相似文献

Climate scenarios for the Amazon region (Brazil) indicate an increase in temperature and a precipitation decrease, affecting society and economic activities, particularly small-scale rural communities. The research aims to identify, describe and evaluate factors present in sustainable development projects for small rural communities (Type- A Demonstration Projects - PDA and Alternatives to Deforestation and Burnt Projects - PADEQ), already implemented, for recognizing its potential use as strategies for adaptation to climate change for small rural communities in the Amazon region. The researches, concerning fifteen projects in Rondonia, Para and Mato Grosso States, were developed through document analysis, technical visits, and interviews with stakeholders of three projects about the community perception, vulnerability and adaptation capacity. The analysis of documents regarding the potential success of the projects highlights their short history, important in the local context, prospects for continuity, and community participation in decision making. Few activities developed in projects could be associated with climate change adaptation practices. Two strategies and practices are the most important: the social organization and the process of awareness and training of the community, and the diversification of the types and forms of agricultural production. The interviews indicate that adaptation is implemented in projects, but without considering the pressures of climate variability and change. While these projects were not planned in the context of climate change, the greatest role of the projects relates to the strengthening of the already existing adaptation capacity, creating good conditions for incorporation of new strategies and adaptation measures, now clearly associated to the objective to reduce the vulnerability to climate change and variability impacts.  相似文献

Within modern society, business organizations have a co-evolutionary relationship with society and ecosystems. Business organizations face highly diverse risks which they have to recognize, reflect on and handle. Climate change and its impacts clarify the need for managing overall system risk. Research has shown that climate vulnerability of business organizations in the German food industry is characterized by impacts that, in particular, affect business organizations indirectly. Indirect climate change caused impacts are complex, uncertain and characterized by a high degree of unpredictability. They focus on the derived social, ecological, economic and cultural consequences of the direct physical impacts from a worldwide perspective. This paper shows that introducing resilience thinking helps to identify strategic risks and opportunities coping with climate change caused impacts in sense of corporate climate adaptation strategies. Furthermore, it is shown from a strategic management perspective that mitigation is a profound element of long term adaptation strategies.  相似文献

Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) – all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries.  相似文献

Research on the agricultural impacts of global change frequently emphasizesthe physical and socioeconomic impacts of climate change, yet globalchanges associated with the internationalization of economic activity mayalso have significant impacts on food systems. Together, climate change andglobalization are exposing farmers to new and unfamiliar conditions.Although some farmers may be in a position to take advantage of thesechanges, many more are facing increased vulnerability, particularly in thedeveloping world. This paper considers the dynamics of agriculturalvulnerability to global change through the example of southern Africa. Wedemonstrate that the combination of global and national economic changesis altering the context under which southern African farmers cope withclimate variability and adapt to long-term change. We find that farmers whoformerly had difficulty adapting to climatic variability may become lessvulnerable to drought-related food shortages as the result of tradeliberalization. At the same time, however, removal of national credit andsubsidies may constrain or limit adaptation strategies of other farmers,leaving them more vulnerable to climate variability and change.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

India being a developing economy dependent on climate-sensitive sector like agriculture is highly vulnerable to impacts of global climate change. Vulnerability to climate change, however, differs spatially within the country owing to regional differences in exposure, sensitivity, and adaptive capacity. The study uses the Hadley Centre Global Environment Model version 2-Earth System (HadGEM-ES) climate projections to assess the dynamics in vulnerability across four climate change exposure scenarios developed using Representative Concentration Pathways (RCPs). The analysis was carried out at subnational (district) level; the results were interpreted and reported for their corresponding agro-ecological zones. Vulnerability of each district was quantified using indicators capturing climatic variability, ecological and demographic sensitivity, and socio-economic capacity. Our analysis further assigns probabilities to vulnerability classes of all the 579 districts falling under different agro-ecological zones. The results of the vulnerability profile show that Western plains, Northern plains, and central highlands of the arid and semi-arid agro-ecological zones are the most vulnerable regions in the current scenario (1950–2000). In the future scenario (2050), it extends along districts falling within Deccan plateau and Central (Malwa) highlands, lying in the arid and semi-arid zones, along with regions vulnerable in the current scenario, recording the highest vulnerability score across all exposure scenarios. These regions exhibit highest degree of variation in climatic parameters, ecological fragility, socio-economic marginality, and limited accessibility to resources, generating conditions of high vulnerability. The study emphasizes on the priority to take up adaptive management actions in the identified vulnerable districts to not only reduce risks of climate change, but also enhance their inherent capacity to withstand any future changes in climate. It provides a systematic approach to explicitly identify vulnerable regions, where regional planners and policy makers can build on existing adaptation decision-making by utilizing an interdisciplinary approach in the context of global change scenario.  相似文献

论文首先分析了在现状年(1993年)供水能力和需水条件下,1960~1993年的气候波动对莱州湾地区水资源供需平衡和脆弱性的影响。然后根据未来气候情景分析了在2000规划年和2020规划年供水能力和需水要求下,未来气候变化(2000~2042年)对水资源供需平衡及脆弱性的影响。在农业需水保证率50%时,2000~2019年水资源供需基本平衡,但2020~2042年水资源短缺20~57亿m3。若考虑未来气温的上升,则水资源短缺进一步加大。因此,2020年以后需在调入56亿m3客水资源基础上,从区外调入更多稳定的水量以保证该地区社会经济的可持续发展。  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献

In recent years climate variability has threatened the sustainability of inland fisheries and dependent fishers in India. Systematic methodology to assess the vulnerability of the fisheries sector to climate variability is currently not available. Towards this end, the present work deals with the assessment of inland fisheries vulnerability to climate variations in 13 districts of West Bengal state in India. For this purpose, a composite vulnerability index (0.0–1.0) has been developed on the basis of functional relationships amongst sensitivity, exposure and adaptive capacity using 19 indicators related to inland fisheries. The data obtained reflected different spatial combinations of climate exposure, sensitivity and adaptive capacity among the districts. Five districts were highly vulnerable which was attributable to low adaptive capacity of the fishers which played an important role in altering the spatial pattern of vulnerability among the districts. Thus our research will provided an important basis for policy makers to develop appropriate adaptation strategies to minimize the risk of fisheries sector to climate variability.  相似文献

While there is a growing body of knowledge on potential impacts of climate change on water availability, there has been much less empirical research on exploring the viability of particular adaptation options. The participation of stakeholders in defining appropriate adaptation strategies is increasingly recognized as a critical element in the translation of climate change impact research into effective actions to reduce future vulnerability, yet the process by which stakeholders are included in such initiatives is not well-defined. This article presents the results of a pilot project in which a participatory approach was employed to identify and evaluate adaptation options to climate change scenarios for Sonora’s capital city, Hermosillo. In an iterative process, stakeholders representing different water users and managers in the city met to discuss climate change scenarios, identify specific adaptation options, and evaluate a subset of options for possible future implementation. This process enabled the focus of the investigation on those adaptations that addressed not only concerns with the potential future impacts of climate change but also the immediate and pressing concerns about development patterns and water use in the city. Two of the adaptations to climate change identified by stakeholders would also reduce energy demand. The simplicity of the approach makes it a feasible model for adaptation initiatives in other regions of Mexico and in other countries in Latin America.

We make an assessment of the impact of projected climate change on forest ecosystems in India. This assessment is based on climate projections of the Regional Climate Model of the Hadley Centre (HadRM3) and the dynamic global vegetation model IBIS for A2 and B2 scenarios. According to the model projections, 39% of forest grids are likely to undergo vegetation type change under the A2 scenario and 34% under the B2 scenario by the end of this century. However, in many forest dominant states such as Chattisgarh, Karnataka and Andhra Pradesh up to 73%, 67% and 62% of forested grids are projected to undergo change. Net Primary Productivity (NPP) is projected to increase by 68.8% and 51.2% under the A2 and B2 scenarios, respectively, and soil organic carbon (SOC) by 37.5% for A2 and 30.2% for B2 scenario. Based on the dynamic global vegetation modeling, we present a forest vulnerability index for India which is based on the observed datasets of forest density, forest biodiversity as well as model predicted vegetation type shift estimates for forested grids. The vulnerability index suggests that upper Himalayas, northern and central parts of Western Ghats and parts of central India are most vulnerable to projected impacts of climate change, while Northeastern forests are more resilient. Thus our study points to the need for developing and implementing adaptation strategies to reduce vulnerability of forests to projected climate change.  相似文献

To propose specific adaptation strategies in the agricultural sector based on vulnerability to climate variability and climate change at the local level, we built a vulnerability index using an indicator tool at a fine spatial scale. This index was applied as a case study in the municipality of Guasave, Sinaloa, Mexico, at the basic census area (BCA) level. We used a total of 37 variables organized into three groups with equal weighting: exposure (13), sensitivity (13), and adaptive capacity (11). From the 20 rural BCAs located in the study area, eight were categorized as having very low vulnerability; five had low vulnerability; two had medium vulnerability because of the lack of basic services (sewers, water, and electricity) and a high rural population density; three had high vulnerability due to a high frequency of days with temperatures below 5 °C and the lack of basic services; and two had very high vulnerability, characterized by a high percentage of production units (PUs) with losses due to climate factors, a high rural population density, and a high frequency of days with temperatures below 5 °C. Approximately 50 % of the municipal rural population lives in BCAs vulnerable to climate change. This methodology allowed us to identify the most susceptible agricultural areas at the local level and the variables that require more attention so that we can propose adaptation strategies and minimize vulnerability due to climate change.  相似文献
