Can environmental provisions in preferential trade agreements (PTAs) foster an environmental race to the top? The ways in which different enforcement mechanisms in North–South PTAs affect the implementation of environmental standards in developing countries are examined. It is argued that environmental provisions in European Union (EU) and United States (US) PTAs will be effective in instigating policy change in partner countries, although the timing of the effect will vary significantly. Fines and sanctions in US PTAs incentivize partner countries to reform during the negotiation process. Reform in EU PTA partners is predicted to occur during agreement implementation as a result of the EU’s policy dialogue approach. Illustrative evidence is provided and the hypotheses are tested using statistical estimations of EU and US PTAs with environmental provisions on developing countries’ environmental policy reform.  相似文献

The fossil fuel divestment movement has been a vibrant novel development in climate change politics in recent years, particularly in North America. Here, the character of the discourse used to promote divestment as a strategy is explored. The divestment discourse is shown to rest on four overlapping narratives, those of war and enemies, morality, economics and justice. All four are clearly discernible in statements from movement activists, in coverage of divestment campaigns by major news sources and in the movement’s aims, objectives and strategies covered in alternative media. The war narrative, with the formulation of fossil fuel companies as enemies to be overcome to ensure survival, is the dominant narrative. By polarising climate action and identifying an antagonist against which to mobilise, divestment discourse has articulated climate change as an explicitly political phenomenon, in contrast to the primarily consensus and collaboration-based approaches that have predominated in climate politics.  相似文献

There is a strong political divide on climate change in the US general public, with Liberals and Democrats expressing greater belief in and concern about climate change than Conservatives and Republicans. Recent studies find a similar though less pronounced divide in other countries. Its leadership in international climate policy making warrants extending this line of research to the European Union (EU). The extent of a left–right ideological divide on climate change views is examined via Eurobarometer survey data on the publics of 25 EU countries before the 2008 global financial crisis, the 2009 ‘climategate’ controversy and COP-15 in Copenhagen, and an increase in organized climate change denial campaigns. Citizens on the left consistently reported stronger belief in climate change and support for action to mitigate it than did citizens on the right in 14 Western European countries. There was no such ideological divide in 11 former Communist countries, likely due to the low political salience of climate change and the differing meaning of left–right identification in these countries.  相似文献

Which organisations saw their positions on two contentious issues reflected in the Irish climate law of 2015, and what role did advocacy coalitions play in the policy process? These questions are answered drawing theoretically from the Advocacy Coalition Framework (ACF) and by conducting a network analysis of survey data collected from the organisations involved in the national climate policy process. The study finds that several institutionally important or economically powerful organisations, particularly those involved in the agricultural sector, as well as the government parties saw their preferences reflected in the law. This resulted in legislation that excluded binding emission reductions targets, differentiating it from similar laws introduced in other European countries. Organisations in favour of stronger regulation formed a coalition to advocate for their positions, but they largely failed to get their way.  相似文献

Distributive justice is a crucial aspect of disputes over locally unwanted land uses. This study examines the rise and fall in influence of a particular idea of distributive justice that originated in the 23 wards of Tokyo in the early 1970s – namely, that each of the wards should be required to dispose of its own waste within the ward. This idea – in-ward waste disposal (IWWD) – was adopted as a significant principle in waste facility siting plans, but its influence rose and fell over time until the idea was finally abandoned in 2003. Critically reviewing ideational approaches in political studies, the causes and mechanisms behind the changes in IWWD’s influence are elucidated. The result shows the importance of considering multiple, different types of variables and examining the interaction between them to explain the prominence of an idea and its change over time.  相似文献

The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.  相似文献

ABSTRACT

Policy evaluation has grown significantly in the EU environmental sector since the 1990s. In identifying and exploring the putative drivers behind its rise – a desire to learn, a quest for greater accountability, and a wish to manipulate political opportunity structures – new ground is broken by examining how and why the existing literatures on these drivers have largely studied them in isolation. The complementarities and potential tensions between the three drivers are then addressed in order to advance existing research, drawing on emerging empirical examples in climate policy, a very dynamic area of evaluation activity in the EU. The conclusions suggest that future studies should explore the interactions between the three drivers to open up new and exciting research opportunities in order to comprehend contemporary environmental policy and politics in the EU.  相似文献

Scholars have proposed the analytical concept of the environmental state, a state where government actively addresses negative environmental externalities of economic activities. The mapping of environmental regulatory expansion in Western countries has been central in recent attempts to identify the environmental state empirically. Surprisingly little is known, however, when it comes to the environmental regulatory expansions in non-Western countries. Are there similar trends towards the emergence of environmental states in the non-West as well? From analysing data covering 25 policies in 37 countries, it appears that regulatory expansion has also occurred in the non-Western world, and the distinction between the West and the non-West has been reduced over time. There are non-Western countries among environmental pioneers, and there is some evidence for the trend of global convergence. Future research on environmental states should take into account emerging environmental states in the non-West.  相似文献

Reporting on the origins and directions of social movement strategy on climate and energy issues in the last decade, the shifts in ‘climate movement’ practice are discussed using a neo-Polanyian account of the political economy of climate change combined with sociological analysis of the strategic decisions campaigners reported making. Since the mid-2000s, Australia’s climate movement has been engaged in three concurrent arenas of political contestation. The longest-standing arena of movement activity has been negotiations over climate policy. More recently, activists and communities are engaged in a struggle over the expansion of fossil fuels. A third contest has been waged over the present and future position of renewable energy technologies in Australia’s electricity market. In the wake of climate policy failure, energy campaigns have been deepened, and it seems that a broader energy justice agenda is being forged. New strategic dilemmas are visible in the field.  相似文献

The concept of sustainability transitions has become increasingly prominent in academic and policy discourses during recent decades, but the importance of the link between knowledge-producing epistemic practices and urban governance has been underappreciated in this discourse. Based on a case study of cycling in Copenhagen between 1900 and 2015, and drawing upon a governmentality-inspired analytical framework, this research demonstrates that transformative governance may be initiated by epistemic practices that render urban systems visible in other ways. Urban cycling has been reconstructed over time in Copenhagen as a traffic safety ‘problem’, a component of the experiential and liveable city, and a health-producing (and hence economically valuable) regional transport mode. The research findings emphasise that epistemic practices can provide a powerful stimulus for creating changes in urban governance. The results also provide support for initiatives to broaden the terms of academic debate on sustainability transitions.  相似文献

ABSTRACT

The large share of carbon emitted by energy-intensive industries in the extraction and processing of basic materials must be limited to decarbonise society and the economy. Ways in which the state can govern industrial decarbonisation and contributes to green state theory are explored by addressing a largely ignored issue: the green state’s industrial relations and its role in industrial governance. With insights from a Swedish case study, the tension between the state’s economic imperative and ecological concerns in greening industry are shown to persist. However, as the energy-intensive industry’s previously privileged position in the economy is weakening, industry is opened to decarbonisation strategies. While the case exposes a number of governance challenges, it also suggests potential areas where the state can pursue decarbonisation in energy-intensive industry and points the way to an active role of the green state in governing industrial decarbonisation and greening industry.  相似文献

Why did the identification of ash dieback (Chalara Fraxinea) in 2012 in the UK catch the national media, public, and political zeitgeist, and lead to policy changes, in a way that no other contemporary tree pest or pathogen outbreak has? The identification of ash dieback in the UK is conceptualised as a successful ‘focusing event’, and the ways in which it was socially constructed by the media, stakeholders, and the government are analysed. National newspaper coverage contributed to the way that the disease was understood and was significant in driving the political response. Ash dieback’s focal power derived from the perceived scale and nature of its impact, the initial attribution of blame on government, the war-like response from the government, and Ash’s status as a threatened native tree. The ash dieback focusing event has increased the salience of plant health issues amongst policymakers, the public, and conservation organisations in the UK.  相似文献

The impact of dominant trends in public administration, such as decentralisation and privatisation on complex collective challenges is insufficiently understood. This is relevant in settings where climate change impacts become manifest at local level, and where financing power resides at national level but decisions are made more locally in a fragmented institutional setting. This study assists in overcoming this gap by analysing how the institutional context (i.e. a decentralised, privatised, fragmented setting) influences the capacity to address climate change challenges in a vulnerable area (the South Devon coast in the UK). There has been little action to address expected climate change impacts in this vulnerable stretch of coast. A lack of clarity around responsibility for addressing climate impacts and a lack of a deliberative structure between various actors involved, within a context of austerity, hamper climate change adaptation. The findings question whether decentralised decision making is sufficient for addressing climate adaptation challenges.  相似文献

The development of renewable energy is one manifestation of current transformations in the organisation of European energy production and markets. To illuminate the changes triggered by renewable energy policy, the evolution of solar photovoltaic policy in France is analysed with a focus on its central instrument, feed-in tariffs (FITs). FITs for photovoltaics raised difficulties in many countries, but their effects were particularly dramatic in France. Market sociology and science and technology studies are employed to describe FITs as agencements organising the markets and politics of electricity production. FITs are considered as inherently unpredictable insofar as they encourage innovation and the emergence of new actors. The ways in which three successive agencements of FITs for photovoltaics framed the politics and economy of photovoltaics in France, and how they addressed unanticipated effects, are discussed. This is suggestive of transformations and tensions in the construction of French energy policy.  相似文献

The environmental nation state is not a formal category but a substantive one. The current set of national environmental state institutions originated in the late 1960s/1970s but has since changed in character. Many scholars note that since the new millennium, the environmental nation state in OECD countries is losing power and authority and is thus in decline, in line with wider concerns about the positions of states versus markets under conditions of (neo-liberal) globalisation. Assessing the decline of environmental nation state authority, three conclusions are drawn. States do not lose power in all sectors vis-à-vis markets. Hence, environmental nation state decline does not follow a general tendency. Second, the decline of environmental nation state powers cannot be equated with less effective or lower levels of environmental protection, as other environmental authorities have stepped in, and the jury is still out on their environmental effectiveness. Third, declining powers of environmental nation state institutions increasingly become a self-fulfilling prophecy of environmental policymakers, but non-state environmental authorities cannot take over all environmental state functions.  相似文献

How can public engagement assist in the development of just processes and outcomes in adaptation discourse and policymaking? A concern with justice is at the center of thinking about adaptation that is not only resilient, but also public, engaging, and transformative. Theoretically, the intersection of adaptation, transformation, and environmental and climate justice is examined, before exploring the specific concerns and normative foundations for adaptation policy articulated by local governments, environmental groups, and local residents engaged in adaptation planning in Australia. Despite a discursive disconnect between governmental focus on a risk or resilience-based approach and a community concern with the vulnerability of basic needs and capabilities of everyday life, deliberative engagement in adaptation planning can both address issues of justice and represent a transformative practice.  相似文献

As local governments have moved toward adopting sustainability policies, there have been some cases where local Tea Parties have emerged as aggressive and strident opponents of such changes. Looking broadly at the Tea Party movement across the United States and systematically measuring its influence in urban America, we assess each Tea Party chapter’s capacity – its ability to convert resources into meaningful political advocacy. Data is derived from surveys of political elites in 50 cities as well as from determining the level of sustainability programming in each of these same cities. Evidence demonstrates that the Tea Party has not had a significant impact on city policymaking in the area of sustainability. Rather, the typical Tea Party chapter appears to be at best a modest presence in local politics.  相似文献

Economic metaphors – including natural capital, natural assets, ecosystem services, and ecological debt – are becoming commonplace in environmental policy discourse. Proponents consider such terms provide a clearer idea of the ‘value’ of nature, and are useful for ensuring the environment is given due attention in decision making. Critical discourse analysis highlights the ideological work language does; the way in which we think, write, and talk about the environment has important implications for how it is governed. Consequently, the widespread use of economic metaphors is politically significant. This article discusses how metaphors have been analysed in environmental policy research, surveys the use of prominent economic metaphors in environmental policy, and considers the politics associated with such terms. The uptake of various economic metaphors represents a form of reverse discourse, varies in politically significant ways, and narrows the terms of environmental debate.  相似文献

Climate targets call for novel policy measures to facilitate widespread adoption of low-carbon solutions and innovations. The literature on socio-technical systems argues that experimentation has a prominent role in enabling sustainability transition. Experiments represent ways of testing new ideas and methods across a wide range of policy fields. Governance experiments in particular can support accelerated diffusion of new solutions, because they integrate policy with innovations. Here, types of success factors in the implementation of governance experiments to mitigate climate change are examined. Statistical analysis of sustainability innovations in the 28 European Union countries indicates that the types of success factors in governance experiments differ from those of product and social experiments. Governance experimentation is more positioned within socio-technical regimes than in strategic niches. These results suggest that governance experiments may indeed provide new transition opportunities towards low-carbon societies.  相似文献

Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice.  相似文献
