人类社会是在对自然灾害的不断斗争中得到发展。近代由于全球人口的迅速增长和城市化程度的提高,自然灾害的损失也在急剧增加。防灾减灾是减轻灾害损失、保障社会可持续发展的系统工程。当前灾害监测技术、灾害的形成和发展规律、灾情评估方法、灾害管理及灾害对社会经济的影响等方面的基础研究及应用研究已有了不小的进展。本文概括地介绍了这些进展,并指出了防灾减灾工作中存在的一些问题及对策  相似文献

基于灾害应对能力现有理论基础,构建基于"认知-响应-备灾"的KRP模型,采用熵值法评估区域居民灾害应对能力;采用二分法,将受访者分为高、低水平灾害应对能力组,运用对比分析法和回归分析法,结合居民个体特征探讨灾害应对能力影响机制。结果发现:(1)区域居民的灾害应对能力处于中低水平,日常备灾能力是影响居民灾害应对能力的关键因素;(2)居民灾害应对能力呈现个体差异性,学历、年龄等因素对个体差异性影响较大,其它个体特征因素影响较小;(3)高、低水平组居民的灾害应对能力整体水平及其构成要素存在显著的群体差异特征,其能力差距的主要影响因素是日常备灾能力,其中住宅防灾和应急物资准备情况为关键影响因子。最后基于以上分析结果,为我国宏观防灾规划管理和居民灾害教育提供政策建议,有助于区域居民灾害应对能力及综合防灾减灾能力的提升。  相似文献

Bangladesh is one of the most disaster-prone countries in the world, affected by cyclones and floods, as well as chronic hazards such as arsenic poisoning. NGOs have played a major role in bringing concerns related to risk management on to the national agenda and promoting a shift of focus from mere relief response to disaster mitigation and preparedness. The government has, after earlier scepticism, now accepted NGOs as major partners in these tasks. Innovative approaches, such as the use of microfinance, have been applied; many of which are related to preserving the gains of development efforts as part of rehabilitation. NGOs have pressured for better coordination with government. Improved structures are now approved, but it is still too early to judge their impact. Despite progress, neither NGOs nor governmental agencies have clearly defined roles in the effort to link disaster management priorities. This will ensure that longer-term development efforts build on local capacities and reduce vulnerabilities.  相似文献

A disaster such as floods can have a drastic impact on interdependent infrastructure and economic sectors. The resilience or the ability of the critical sector to recover quickly from the disruption can also reduce the consequences of the disaster. In this paper, through resilience and recovery time Dynamic Inoperability Input-Output model (DIIM) is applied. Thus, Input-Output (I-O) table is constructed for Pakistan's economic system and a case study is performed on the flooding in Pakistan 2011–12. The purpose of this study is to provide a ballpark estimate of the system-wide impact and ripple effect on the sectors that lasted for several days after the disruption. Furthermore, to analyze the inoperability and economic loss in the sectors caused by the disaster in a developing country. The findings of the research show that most of the critical sectors are associated with agriculture and service sector in terms of inoperability and economic loss respectively. The outcome of the study will be essential for the policy makers, disaster management authorities and health departments to respond accordingly.  相似文献

Abstract

This paper explores the failure of historians to properly engage the study of natural hazards. It argues that by focusing mainly on individual calamities, historians have overlooked the larger social and economic forces that have shaped the response to natural disaster over the last century. Two important trends, real estate capitalism and the entry of the state into the political economy of hazards after World War II, are singled out as crucial for understanding US society's response to natural disaster. As a result of these historical forces, risk became a commodity, with harmful environmental consequences.  相似文献

灾后地形变化复杂,基于单一线性模型的测量测绘方法,测量灾区坡度陡、高差大等复杂地形时,无法有效拟合复杂地形趋势、获取高程点精度差,导致测量精确度较低。设计一种用于灾后复杂地形区域的测量测绘模型,在外部DEM辅助下精化灾区地形DEM,对灾区遥感InSAR影像进行干涉定标,实现干涉影像与外部DEM的精准对应;将多模型的线性回归策略与灾后复杂地形趋势相拟合,对解缠干涉影像图中全部影像快,通过多模型的线性回归,逐个像素精确的去除相位解缠中多余相位,过滤无价值高程点,得到有效灾区地形高程图,从中采集精确地灾后复杂地形区域高程点。实验结果表明,该模型可提高灾后复杂地形区域绘图精确度,对总体灾区地形InSAR影像测量效率高,测量的平均高程误差为±6.2cm,比单一线性模型低±3.77cm。  相似文献

This paper reviews key findings and raises issues that are not fully addressed by the predominant disaster recovery literature. Achievement of equity, mitigation and sustainable development, particularly through local participation in redevelopment planning and institutional cooperation, is the central issue of the review. Previous research and past assumptions about the process by which communities rebuild after a disaster are reviewed. A conceptual model for understanding local disaster recovery efforts is then presented. The conceptual and practical significance of this model is then demonstrated by presenting case studies of local recovery experiences. Finally, conclusions on the current understanding of disaster redevelopment planning, as well as implications for public policy and future research are offered.  相似文献

A number of recent studies on disaster reconstruction have focused on the concept of community resilience and its importance in the recovery of communities from collective trauma. This article reviews the contributions the anthropological literature and the ethnographic case studies of two post‐Hurricane Mitch housing reconstruction sites make to the theorising of community and resilience in post‐disaster reconstruction. Specifically, the article demonstrates that communities are not static or neatly bounded entities that remain constant before, during and after a disaster; rather, communities take on shape and qualities depending on the relationships in which they engage with government agencies and aid organisations before and after disasters. Consequently, the article argues that definitions of community resilience and disaster mitigation programmes must take the emergent and relational nature of communities into account in order to address the long‐term causes and impacts of disasters.  相似文献

This study performed a comparative analysis of changes in the operating status of initial surviving disaster‐stricken businesses and non‐disaster‐stricken businesses in Lushan County, China, after a devastating earthquake on 20 April 2013. It used a logistic regression model to explore the key factors associated with ‘post‐disaster continued business operation’ in the long term. Field data were collected from 1,078 businesses and questionnaire data from 263 small businesses between 2013 and 2017. The results indicate that a higher proportion of initial surviving disaster‐stricken businesses than non‐disaster‐stricken businesses managed to remain operational in each observation period. The continued operation of disaster‐stricken businesses after the earthquake was positively associated with the owner's age, previous disaster experience, pre‐disaster financial conditions, closure duration, and borrowing money from family or friends. A negative association was found with the size of the business. The findings serve as a vital reference for strategies to promote post‐disaster continued business operation.  相似文献

A number of studies have examined emotional and belief responses following a disaster, yet there has been limited comparative analysis of responses to disasters in different places. This paper reviews the results of 366 questionnaires that evaluated key emotional and belief concepts in Haiti after the earthquake on 12 January 2010 (n=212) and in Indonesia after the earthquake in Yogyakarta on 27 May 2006 (n=154). The results indicate significant differences between the responses in the two settings, particularly in relation to feelings of impunity, self‐blame for the disaster, regret about pre‐earthquake behaviour, and a sense of justice in the world. Furthermore, the impacts of age, education, and gender on responses also were different in the two case study sites. Overall, the results suggest that understanding the cultural, religious, and social contexts of different disaster locales is important in comprehending the emotions and beliefs that manifest themselves in the wake of a major disaster.  相似文献

Disasters have the potential to act as focusing events, which can increase the amount of attention on disaster‐related problems and encourage policy action. Understanding of the political characteristics of disaster policymaking is underdeveloped, yet it is known that these features may be dissimilar to those of non‐disaster policy areas, especially concerning the coalitions of policy actors engaged in the disaster policy process. Coalitions in the realm of disaster policy processes may be less likely to form, may look very different, and may have different goals than those in non‐disaster domains. Knowledge of the emergence, composition, and purpose of coalitions in disaster policy is lacking. This paper draws on prior theory and case observations to define and describe the characteristics of a disaster policy subsystem and to build a typology of coalitions that may appear within such a subsystem, providing a foundation upon which scholars can work to study coalition dynamics in disaster policy subsystems.  相似文献

How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

This paper focuses on changing patterns of substance use among low income, African American drug users evacuated from New Orleans, Louisiana, during Hurricane Katrina of August 2005. It examines the relationship between increases and decreases in alcohol and tobacco (AT) use and illicit drug (ID) use after Katrina and pre‐disaster and within‐disaster factors. Data from structured interviews with 200 Katrina evacuees currently living in Houston were collected 8–14 months after the disaster. Multivariate analysis revealed that rises in AT use were positively associated with education. Females and younger evacuees were more likely to have increased AT use. ID use increase was positively associated with resource loss and leaving the city before Katrina. Decreases in AT and ID use were found to be associated with disaster‐related exposure. The paper discusses the specific consequences of disasters on disadvantaged minority substance users and the importance of developing public health disaster policies that target this population.  相似文献

The massive destruction caused by Hurricanes Katrina and Rita in 2005 provided an opportunity for many volunteers to be involved with disaster relief work. Exposure to devastation and personal trauma can have long‐lasting and sometimes detrimental effects on people providing help. This qualitative study explored the experience of volunteer relief workers who provided disaster relief services after the hurricanes. Three major themes emerged: emotional reactions that included feelings of shock, fatigue, anger and grief as well as sleep disturbances; frustration with leadership; and life‐changing personal transformation. Stress reactions were noted but appeared to be mitigated by feelings of compassion for the victims and personal satisfaction in being able to provide assistance. 本文在考察减轻自然灾害历史的基础上,指出我国减灾工作经历的经验性减灾阶段长达几千年,至本世纪60至70年代.才逐步发展到了今天的半经验半理论减灾阶段.今后的发展是向系统工程理论指导下的综合减灾过渡.适应这种发展,需要把二、三十年前形成的“以预防为主,防、抗、救相结合”的减灾方针,适时调整为“以预防为主、防救结合、综合减灾”的新方针.在肯定我国四十多年来逐步形成和发展的纵向分散(部门型)减灾管理体制,主要依靠社会主义制度的优越性和党的领导取得巨大减灾成就的同时,提出必须改革现有减灾管理体制.制定国家综合减灾大法,以适应社会主义经济及社会发展对减灾工作的需求.  相似文献

为了对西南地区气候变暖前后四省市相对灾情指数变化、暴雨洪涝相对灾情概率分布和暴雨洪涝灾害致灾因子危险性风险进行评价,采用西南地区四省市83个气象站点的逐日降水和气温资料、以及灾情数据等,首先利用突变检验确定气候变化突变年,然后借助灰色关联法、信息分配法以及熵权法等进行分析。结果表明:西南地区四省市年平均气温于1998年发生突变,总体以0.26℃/10年的速率呈显著性上升趋势;四个省市1978-2018年间的相对灾情指数主要集中在0.65~0.85之间,其中以小灾、中灾居多,变暖后较变暖前大灾发生频次增加显著;暴雨洪涝致灾因子危险性评估中指数变化主要呈西南-东北走向,两边为危险性增加区域、中间地区增幅较少或有所减小,川渝地区在变暖前后暴雨洪涝灾害危险性均高于云贵地区。  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献
