/ A watershed-based approach for screening-level assessment of nonpoint source pollution from inactive and abandoned metal mines was developed and illustrated. The methodology was designed to use limited stream discharge and chemical data from synoptic surveys to derive key information required for targeting impaired waterbodies and critical source areas for detailed investigation and remediation. The approach was formulated based on the required attributes of an assessment methodology, information goals for targeting, attributes of data that are typical of basins with inactive mines, and data analysis methods that were useful for the case study. The methodology is presented as steps in a framework including evaluation of existing data/information and identification of data gaps; definition of assessment information goals for targeting and monitoring design; data collection, management, and analysis; and information reporting and use for targeting. Information generated includes the type and extent of and critical conditions for water-quality impairment, concentrations in and loadings to streams, differences between concentrations in and loadings to streams, and risks of exceeding target concentrations and loadings. Data from the Cement Creek Basin, located in the San Juan Mountains of southwestern Colorado, USA, were used to help develop and illustrate application of the methodology. The required information was derived for Cement Creek and used for preliminary targeting of locations for detailed investigation and remediation. Riparian buffers have the potential to improve stream water quality in agricultural landscapes. This potential may vary in response to landscape characteristics such as soils, topography, land use, and human activities, including legacies of historical land management. We built a predictive model to estimate the sediment and phosphorus load reduction that should be achievable following the implementation of riparian buffers; then we estimated load reduction potential for a set of 1598 watersheds (average 54 km2) in Wisconsin. Our results indicate that land cover is generally the most important driver of constituent loads in Wisconsin streams, but its influence varies among pollutants and according to the scale at which it is measured. Physiographic (drainage density) variation also influenced sediment and phosphorus loads. The effect of historical land use on present-day channel erosion and variation in soil texture are the most important sources of phosphorus and sediment that riparian buffers cannot attenuate. However, in most watersheds, a large proportion (approximately 70%) of these pollutants can be eliminated from streams with buffers. Cumulative frequency distributions of load reduction potential indicate that targeting pollution reduction in the highest 10% of Wisconsin watersheds would reduce total phosphorus and sediment loads in the entire state by approximately 20%. These results support our approach of geographically targeting nonpoint source pollution reduction at multiple scales, including the watershed scale.  相似文献

The role of the central government in New Zealand is generally limited to research and policy development, and regional councils are responsible for most monitoring and management of the problem. The role of the federal government in the United States includes research and monitoring, policy development, and regulation. States also have a significant management role. Both countries rely on voluntary approaches for NPS pollution management. Very few national water quality standards exist in New Zealand, whereas standards are widely used in the United States. Loading estimates and modeling are often used in the United States, but not in New Zealand. A wide range of best management practices (BMPs) are used in the United States, including buffer strips and constructed/engineered wetlands. Buffer strips and riparian management have been emphasized and used widely in New Zealand. Many approaches are common to both countries, but management of the problem has only been partly successful. The primary barriers are the inadequacy of the voluntary approach and the lack of scientific tools that are useful to decision-makers. More work needs to be performed on the evaluation of approaches developed in both countries that could be applied in the other countries. In addition, more cooperation and information/technology transfer between the two countries should be encouraged in the future.  相似文献

The model can help in examining the relative sensitivity of water-quality variables to alterations in land use made at varying distances from the stream channel. The model also shows the importance of streamside management zones, which are key to maintenance of stream water quality. The linkage model can be considered a first step in the integration of GIS and ecological models. The model can then be used by local and regional land managers in the formulation of plans for watershed-level management.  相似文献

California’s population increased 25% between 1980 and 1990, resulting in rapid and extensive urbanization. Of a total 123,000 ha urbanized in 42 of the state’s 58 counties between 1984 and 1990, an estimated 13% occurred on irrigated prime farmland, and 48% on wildlands or fallow marginal farmlands. Sixty-six percent of all new irrigated farmland put into production between 1984 and 1990 was of lesser quality than the prime farmland taken out of production by urbanization. Factors dictating the agricultural development of marginal farmlands include the availability and price of water and land, agricultural commodity prices, and technical innovations such as drip irrigation systems that impact the feasibility and costs of production. The increasing amount of marginal farmland being put into production could have significant water quality consequences because marginal lands are generally steeper, have more erodible soils, poorer drainage, and require more fertilizer than prime farmlands. Although no data exist to test our hypothesis, and numerous variables preclude definitive predictions, the evidence suggests that new irrigated marginal lands can increase nonpoint source (NPS) pollution for a given size area by an order of magnitude in some cases.  相似文献

New computing tools and approaches allow tailored development of software to meet the needs of environmental managers. The processes required for such tailoring fit well with adaptive management concepts where, as knowledge and system understanding develop among managers, the software can be developed or replaced to match. This paper reports on development and adoption of a simple nonpoint source pollution modeling tool, including technical aspects of data support for modeling and social aspects of software design. The software, named FILTER, used a unit load model to generate expected pollutant loads from subcatchments of Port Phillip Bay, Australia. Monitoring data were used for calibration to modify the delivery of generated pollutants to receiving waters. Spatial, tabular, and charting software components were used to provide alternative forms of output visualization. FILTER was developed using a process that resulted in manager-stakeholders taking responsibility for setting of model parameter values and operation of the user interface, thereby encouraging uptake. The inclusive development process, tailoring of the software to manager needs and styles of usage, and matching of model complexity to data and knowledge, resulted in a successful application that has become the current agreed system representation among disparate stakeholder organizations.  相似文献

Agricultural nonpoint source pollution remains a persistent environmental problem, despite the large amount of money that has been spent on its abatement. At local scales, agricultural best management practices (BMPs) have been shown to be effective at reducing nutrient and sediment inputs to surface waters. However, these effects have rarely been found to act in concert to produce measurable, broad-scale improvements in water quality. We investigated potential causes for this failure through an effort to develop recommendations for the use of riparian buffers in addressing nonpoint source pollution in Wisconsin. We used frequency distributions of phosphorus pollution at two spatial scales (watershed and field), along with typical stream phosphorus (P) concentration variability, to simulate benefit/cost curves for four approaches to geographically allocating conservation effort. The approaches differ in two ways: (1) whether effort is aggregated within certain watersheds or distributed without regard to watershed boundaries (dispersed), and (2) whether effort is targeted toward the most highly P-polluting fields or is distributed randomly with regard to field-scale P pollution levels. In realistic implementation scenarios, the aggregated and targeted approach most efficiently improves water quality. For example, with effort on only 10% of a model landscape, 26% of the total P load is retained and 25% of watersheds significantly improve. Our results indicate that agricultural conservation can be more efficient if it accounts for the uneven spatial distribution of potential pollution sources and the cumulative aspects of environmental benefits.  相似文献

The Ala Wai Canal Watershed Model (ALAWAT) is a planning-level watershed model for approximating direct runoff, streamflow, sediment loads, and loads for up to five pollutants. ALAWAT uses raster GIS data layers including land use, SCS soil hydrologic groups, annual rainfall, and subwatershed delineations as direct model parameter inputs and can use daily total rainfall from up to ten rain gauges and streamflow from up to ten stream gauges. ALAWAT uses a daily time step and can simulate flows for up to ten-year periods and for up to 50 subwatersheds. Pollutant loads are approximated using a user-defined combination of rating curve relationships, mean event concentrations, and loading/washoff parameters for specific subwatersheds, land uses, and times of year. Using ALAWAT, annual average streamflow and baseflow relationships and urban suspended sediment loads were approximated for the Ala Wai Canal watershed (about 10,400 acres) on the island of Oahu, Hawaii. Annual average urban suspended sediments were approximated using two methods: mean event concentrations and pollutant loading and washoff. Parameters for the pollutant loading and washoff method were then modified to simulate the effect of various street sweeping intervals on sediment loads.  相似文献

The success of buffer installation initiatives and programs to reduce nonpoint source pollution of streams on agricultural lands will depend the ability of local planners to locate and design buffers for specific circumstances with substantial and predictable results. Current predictive capabilities are inadequate, and major sources of uncertainty remain. An assessment of these uncertainties cautions that there is greater risk of overestimating buffer impact than underestimating it. Priorities for future research are proposed that will lead more quickly to major advances in predictive capabilities. Highest priority is given for work on the surface runoff filtration function, which is almost universally important to the amount of pollution reduction expected from buffer installation and for which there remain major sources of uncertainty for predicting level of impact. Foremost uncertainties surround the extent and consequences of runoff flow concentration and pollutant accumulation. Other buffer functions, including filtration of groundwater nitrate and stabilization of channel erosion sources of sediments, may be important in some regions. However, uncertainty surrounds our ability to identify and quantify the extent of site conditions where buffer installation can substantially reduce stream pollution in these ways. Deficiencies in predictive models reflect gaps in experimental information as well as technology to account for spatial heterogeneity of pollutant sources, pathways, and buffer capabilities across watersheds. Since completion of a comprehensive watershed-scale buffer model is probably far off, immediate needs call for simpler techniques to gage the probable impacts of buffer installation at local scales.  相似文献

Several environmental protection policies have been implemented to prevent soil erosion and nonpoint source (NPS) pollutions in China. After severe Yangtze River floods, the “conversion cropland to forest policy” (CCFP) was carried out throughout China, especially in the middle and upper reaches of Yangtze River. The research area of the current study is located in Bazhong City, Sichuan Province in Yangtze River watershed, where soil erosion and NPS pollution are serious concerns. Major NPS pollutants include nitrogen (N) and phosphorus (P). The objective of this study is to evaluate the long-term impact of implementation of the CCFP on stream flow, sediment yields, and the main NPS pollutant loading at watershed level. The Soil and Water Assessment Tool (SWAT) is a watershed environmental model and is applied here to simulate and quantify the impacts. Four scenarios are constructed representing different patterns of conversion from cropland to forest under various conditions set by the CCFP. Scenario A represented the baseline, i.e., the cropland and forest area conditions before the implementation of CCFP. Scenario B represents the condition under which all hillside cropland with slope larger than 25° was converted into forest. In scenario C and D, hillside cropland with slope larger than 15° and 7.5° was substituted by forest, respectively. Under the various scenarios, the NPS pollution reduction due to CCFP implementation from 1996–2005 is estimated by SWAT. The results are presented as percentage change of water flow, sediment, organic N, and organic P at watershed level. Furthermore, a regression analysis is conducted between forest area ratio and ten years’ average NPS load estimations, which confirmed the benefits of implementing CCFP in reducing nonpoint source pollution by increasing forest area in mountainous areas. The reduction of organic N and organic P is significant (decrease 42.1% and 62.7%, respectively) at watershed level. In addition, this study also proves that SWAT modeling approach can be used to estimate NPS pollutants’ impacts of land use conversions in large watershed.  相似文献

/ Land use/land cover classifications for 1973 and 1991, derived from the interpretation of satellite imagery, are quantified on the basis of biophysical land units in a study area in southeastern Australia. Nutrient export potentials are estimated for each land unit based on their composition of land use/land cover classes. Spatial and temporal comparisons are made of the land units based on the calculated pollution hazard indicators to provide an insight into changes in the state of the environment and the regional significance of land use changes. For example, one ecosystem, unique to the study, showed a large increase in pollution hazard over the study period as a manifestation of an 11-fold rise in cleared area and an expansion of cropping activities. ABSTRACT: Aquatic monitoring aims to assess the condition of aquatic habitats and biota. To make statements about condition, the range of human activities and the risks they pose to aquatic ecosystems must be identified. Assessing relative risk and placing sample sites on a human disturbance gradient is necessary for interpreting biological response and distinguishing human disturbance from natural controls in aquatic systems. We describe a process that uses readily available sources, such as topographic maps, aerial photographs, and field information, to identify and prioritize stream reach and watershed stressors for 102 streams in the mid-Appalachian region of the United States. All perceptible human alterations to riparian and upland areas along with their number, type, intensity, and extent of impact were recorded and ranked; a relative risk index was developed to assign scores to the watersheds. The resulting risk index scores were consistent with measures of stream condition based on water chemistry and benthic macroinvertebrates. The risk index gives a cost-effective, regional picture of the relative risk of impairment to aquatic ecosystems in the mid-Appalachian region of the USA and could be modified for other regions or ecosystem types.  相似文献

Conservation planning aims to protect biodiversity by sustainng the natural physical, chemical, and biological processes within representative ecosystems. Often data to measure these components are inadequate or unavailable. The impact of human activities on ecosystem processes complicates integrity assessments and might alter ecosystem organization at multiple spatial scales. Freshwater conservation targets, such as populations and communities, are influenced by both intrinsic aquatic properties and the surrounding landscape, and locally collected data might not accurately reflect potential impacts. We suggest that changes in five major biotic drivers—energy sources, physical habitat, flow regime, water quality, and biotic interactions—might be used as surrogates to inform conservation planners of the ecological integrity of freshwater ecosystems. Threats to freshwater systems might be evaluated based on their impact to these drivers to provide an overview of potential risk to conservation targets. We developed a risk-based protocol, the Ecological Risk Index (ERI), to identify watersheds with least/most risk to conservation targets. Our protocol combines risk-based components, specifically the frequency and severity of human-induced stressors, with biotic drivers and mappable land- and water-use data to provide a summary of relative risk to watersheds. We illustrate application of our protocol with a case study of the upper Tennessee River basin, USA. Differences in risk patterns among the major drainages in the basin reflect dominant land uses, such as mining and agriculture. A principal components analysis showed that localized, moderately severe threats accounted for most of the threat composition differences among our watersheds. We also found that the relative importance of threats is sensitive to the spatial grain of the analysis. Our case study demonstrates that the ERI is useful for evaluating the frequency and severity of ecosystemwide risk, which can inform local and regional conservation planning.  相似文献

Onsite wastewater treatment systems (OWTS) are becoming increasingly important for the treatment and dispersal of effluent in new urbanised developments that are not serviced by centralised wastewater collection and treatment systems. However, the current standards and guidelines adopted by many local authorities for assessing suitable site and soil conditions for OWTS are increasingly coming under scrutiny due to the public health and environmental impacts caused by poorly performing systems, in particular septic tank-soil adsorption systems. In order to achieve sustainable onsite wastewater treatment with minimal impacts on the environment and public health, more appropriate means of assessment are required. This paper highlights an integrated risk based approach for assessing the inherent hazards associated with OWTS in order to manage and mitigate the environmental and public health risks inherent with onsite wastewater treatment. In developing a sound and cohesive integrated risk framework for OWTS, several key issues must be recognised. These include the inclusion of relevant stakeholders throughout framework development, the integration of scientific knowledge, data and analysis with risk assessment and management ideals, and identification of the appropriate performance goals for successful management and mitigation of associated risks. These issues were addressed in the development of the risk framework to provide a generic approach to assessing risk from OWTS. The utilisation of the developed risk framework for achieving more appropriate assessment and management techniques for OWTS is presented in a case study for the Gold Coast region, Queensland State, Australia.  相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets.  相似文献

ABSTRACT: Geographic Information Systems (GIS) were used to assess the relationships between land use patterns and the physical habitat and macroinvertebrate fauna of streams within similar sized watersheds. Eleven second or third order watersheds ranging from highly urbanized to heavily forested were selected along Lake Superior's North Shore. Land use patterns within the watersheds were quantified using readily available digital land use/land cover information, with a minimum mapping resolution of 16 ha. Physical habitat features, describing substrate characteristics and stream morphology, were characterized at sample points within each stream. Principle component and correlation analyses were used to identify relationships between macroinvertebrates and stream physical habitat, and between habitat and land use patterns. Substrate characteristics and presence of coarse woody debris were found to have the strongest correlations with macreinvertebrate assemblage richness and composition. Agricultural and urban land use was correlated with substrate characteristics. Algal abundance, associated with macroinvertebrate compositional differences, was correlated with housing density and non-forest land covers. The use of readily available spatial data, even at this relatively coarse scale, provides a means to detect the primary relationships between land use and stream habitat quality; finer-resolution GIS databases are needed to assess more subtle influences, such as those due to riparian conditions.  相似文献

Conservation buffers have the potential to reduce agricultural nonpoint source pollution and improve terrestrial wildlife habitat, landscape biodiversity, flood control, recreation, and aesthetics. Conservation buffers, streamside areas and riparian wetlands are being used or have been proposed to control agricultural nonpoint source pollution. This paper proposes an innovative strategy for placing conservation buffers based on the variable source area (VSA) hydrology. VSAs are small, variable but predictable portion of a watershed that regularly contributes to runoff generation. The VSA-based strategy involves the following three steps: first, identifying VSAs in landscapes based on natural characteristics such as hydrology, land use/cover, topography and soils; second, targeting areas within VSAs for conservation buffers; third, refining the size and location of conservation buffers based on other factors such as weather, environmental objectives, available funding and other best management practices. Building conservation buffers in VSAs allows agricultural runoff to more uniformly enter buffers and stay there longer, which increases the buffers capacity to remove sediments and nutrients. A field-scale example is presented to demonstrate the effectiveness and cost-effectiveness of the within-VSA conservation buffer scenario relative to a typical edge-of-field buffer scenario. The results enhance the understanding of hydrological processes and interactions between agricultural lands and conservation buffers in agricultural landscapes, and provide practical guidance for land resource managers and conservationists who use conservation buffers to improve water quality and amenity values of agricultural landscape.  相似文献

Mining-contaminated sites and the affected communities at risk are important issues on the agenda of both researchers and policy makers, particularly in the former communist block countries in Eastern Europe. Integrated analyses and expert based assessments concerning mining affected areas are important in providing solid policy guidelines for environmental and social risk management and mitigation. Based on a survey for 103 households conducted in a former mining site in the Certej Catchment of the Apuseni Mountains, western Romania, this study assesses local communities’ perceptions on the quality of water in their living area. Logistic regression was used to examine peoples’ perception on the quality of the main river water and of the drinking water based on several predictors relating to social and economic conditions. The results from the perception analysis were then compared with the measurements of heavy metal contamination of the main river and drinking water undertaken in the same study area. The findings indicate that perception and measurement results for the water quality in the Certej Catchment are convergent, suggesting an obvious risk that mining activities pose on the surface water. However, the perception on drinking water quality was little predicted by the regression model and does not seem to be so much related to mining as to other explanatory factors, such as special mineralogy of rock and soils or improper water treatment infrastructure, facts suggested by the measurements of the contaminants. Discussion about the implications of these joint findings for risk mitigation policies completes this article.  相似文献

Abstract: Unpaved road‐stream crossings increase sediment yields in streams and alter channel morphology and stability. Before restoration and sedimentation reduction strategies can be implemented, a priority listing of unpaved road‐stream crossings must be created. The objectives of this study were to develop a sedimentation risk index (SRI) for unpaved road‐stream crossings and to prioritize 125 sites in the Choctawhatchee watershed (southeastern Alabama) using this model. Field surveys involved qualitative and quantitative observations of 73 metrics related to waterway conditions, crossing structures, road approaches, and roadside soil erosion. The road‐stream crossing risk analyses involved elimination of candidate metrics based on redundancy, skewness, lack of data, professional judgment, lack of nonzero values, unbalanced box plots, and limited ranges of values. A final selection of 12 metrics formed the SRI and weighed factors involving soil erodibility, road sedimentation abatement features, and stream morphology alteration. The SRI was organized into narrative categories (excellent, good, fair, poor, and very poor) based on the distribution of scores. No excellent sites (scores ≥55) were found in this study, 17 (20.7%) were good (low sedimentation risk), 37 (45.1%) were fair (moderate sedimentation risk), 26 (31.7%) were poor (high sedimentation risk), and two (2.5%) were very poor (high sedimentation risk). There was no significant difference in SRI scores among crossing structure type (round culverts, box culverts, and bridges) (H = 4.31, df = 2, p = 0.058). A future study of the Choctawhatchee watershed involving the same study sites could assess the success of restoration plans and activities based on site score improvement or decline.  相似文献
