The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. Various methodological issues will also be discussed, while the paper will conclude with some perspectives on policy issues. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

Agenda 21 has come to be the most significant outcome of the Rio Summit for local government in the UK and Local Agenda 21 is emerging as the main driver for the development of local policies and programmes for sustainable development. In general, the work is being undertaken by those charged with the development of environmental policy in local authorities. Sustainability is seen as a natural extension of environmental policy work, and survey results presented confirm a gradual emergence of LA21 work from an environmental focus to a strategic approach to issues of environment, economic development, social welfare and accessibility. The level of awareness of LA21 and commitment to it in general terms appear high, but survey results suggest that the full implications of the agenda, particularly those relating to new approaches to partnership, participation and democracy, have not yet been addressed by all authorities. The author suggests that problems of corporatisation of LA21 and its relationship with traditional democratic structures remain to be tackled. The potential for the consensual approach in tackling issues of 'hard sustainability' is also discussed.  相似文献

Sustainability has come to play a dominant discursive role in the UK planning system, particularly relating to urban regeneration. The purpose of this paper is to evaluate the role that sustainability plays in a major regeneration programme, known as Eastside, currently underway in Birmingham, the UK. That this £6 billion redevelopment is now widely talked about by such key players as Birmingham City Council and the Regional Development Agency, Advantage West Midlands, as having a central sustainability agenda points to the growing importance of the ideal of sustainability in planning and regeneration agendas. In this paper, we investigate in detail how and why sustainability has become part of the planning discourse for Eastside and critically evaluate what impact, if any, this is having on public policy decision-making.  相似文献

Sustainability requires the integration of social, environmental and economic concerns in international, national and local policy-making. One of the most powerful forces for sustainable development in practice was the Earth Summit of 1992, with its Agenda 21 and Local Agenda 21 (LA21). This latter agenda—the set of policies that aims to create the means to facilitate local sustainability—is particularly important for communities. Community development programmes that also include aspects of sustainable development would seem to embody the spirit of LA21. There are many such diverse schemes and what has emerged is a range of local initiatives that demonstrate parts of the sustainability concept but not a clear picture of sustainable development which covers all of its aspects.

In order to examine this proposition further, an analysis of the community garden movement in the UK was carried out. Community gardens are open spaces managed and operated by members of the local community for a variety of purposes. In the UK many of these are to be found in inner city areas such as in Bradford, Leeds, Bristol and Sandwell. Their growth is marked by their own association—the Federation of City Farms and Community Gardens. The gardens have a variety of purposes: in conjunction with vegetation growing (either as landscape or for consumption), some schemes are experimental permaculture plots, others use organic methods and yet others are concerned with health, education and training issues. All appear to be based in a sense of community, with participation and involvement being particularly strong features.

This sense of community participation and empowerment is what links examples of community gardening. The research reported here collates information gathered from the respondents of a questionnaire and from in-depth interviews, and draws out some of the similarities and themes that community gardens exhibit. From the results, it is suggested that the community garden movement could act as a model for the implementation of social, economic and environmental policies at the local level.  相似文献

Decision making in urban water management is exemplified by the case of Austria: Although researchers define a comprehensible concept of sustainability, practitioners emphasize feasibility and accept limitations in sustainability. Could the specification of particular methods, chosen from some decision support methodology, remedy this situation? While an integrative assessment of sustainability should not be based on prescribed or standardized criteria, or even a certain assessment method, it should force the decision makers to make their chosen premise more visible. To this end a change of the decision making process is proposed, which will allow the decision makers to adapt the decision making process to the circumstances of a specific project in a way that is accepted by the stakeholders.  相似文献

Community-based monitoring (CBM) activities in Canada are increasing. A conceptual framework developed for and used to guide a pilot CBM project in 31 Canadian communities is evaluated. The framework provided the strategic direction necessary for successful implementation of the pilot and proved useful in the training of community coordinators hired for the project. Limitations of the framework include its inadequate attention to community diversity, its linearity, and insufficient expression of the adaptive and synergistic nature of its components. In order to support local sustainability, CBM appears to require an approach that is context-specific, iterative, and adaptive. Given these emergent characteristics, an enhanced conceptual framework for CBM in Canada is developed based on four dynamic themes: community mapping, participation assessment, capacity building, and information delivery.  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

This paper steps into the minefield that is urban sustainability studies. It defends a rigorous definition of sustainable development called Environmental Space. This approach starts from the assumption that (1) there are limits to the biophysical capacity of the ecosystem and (2) that — within these limits — each individual has equal access rights to natural capital. On this basis, per capita sustainable consumption targets are calculated which can be (and are being) used as policy objectives. The paper explores how environmental space has influenced local sustainability politics in Edinburgh, Scotland. By doing so, it finds that environmental space targets are still far from being achieved. Reasons for this failure are investigated and Edinburgh's continued commitment to the material growth of her economy is identified as one key barrier. This point is illustrated through the investigation of recent policy decisions in Edinburgh which were justified as being necessary for growth, but which clearly contradict the aims of sustainable development.  相似文献

This research is concerned with effects and actions at the local level, where it is argued that local governing processes are key to developing sustainable communities. The roles of the citizen and of formal government are changing such that the implementation of sustainability praxis at the local level requires that citizens and governments reconsider both the meaning and techniques of governance. Indeed, how we are governed, participate in governing processes and internalise and accept the need for change will affect how local communities make constant and lasting a dynamic praxis of sustainability. Actors in local governments and communities may be crucial in this task—especially as facilitators, enablers, leaders and partners. In this paper we focus on the Huon Valley Council and some members of one of its communities. We examine how they are experimenting with partnerships as a form of governance to unify, control, mobilise and regulate the conduct of various actors, and how such partnerships may foster sustainability praxis in the Valley's diverse communities of place and interest.  相似文献

The paper shows how sustainability questions relate to the local space. The local place is not a static entity, but a dynamic one, undergoing constant changes, and it is the rapid social and material processes within the given local situation that is a challenge for the Chinese villages and their integrity. The following article considers the cohesion between the dwellers' emotional co-ownership of their local space and the sustainability process as a driving force in social, economic and ecological development. We bring together the classification of the seven fields of encounter, which were developed out of the empirical data of the Chinese case study villages, and sustainability oriented management considerations for all levels of this concept. We do not pretend to know the solutions, but describe a set of interrelated fields that can be anchor points for placing the solutions and show in which fields action and intervention is possible. In our concept of sustainability, every spatial field has its special meaning, needs special measures and policies and has different connotations to concepts like responsibility, family values or communication systems. We see the social sustainability process as a support for the empowerment of the local dwellers, and the SUCCESS research has encouraged the villages to find suitable sustainability oriented solutions for their natural and societal situation. Before entering the discussion about the chances and potential of a sustainability approach for the Chinese villages, it is first necessary to accept the fact that rural villages play a primordial role in Chinese society and that their potential can strengthen future pathways for China.  相似文献

This article presents the findings of a survey of farmers' markets customers in the Niagara region of Ontario, Canada. The recent growth of farmers' markets in North America and the association of these markets with local food systems development provoke examination to gain insights into consumer motivations for patronizing these markets, and to then reflect on their potential role within locally oriented and sustainable food production systems. The survey carried out on customers of three Niagara region farmers' markets corroborates previous studies that noted that socioeconomic and cultural factors such as the importance of food freshness, support of local farmers and the local farm economy, and social interaction—embeddedness—are key expressions of people's support and interest in farmers' markets. This work serves to heighten our understanding of consumer attitudes toward direct marketing via farmers' markets, yields useful speculation about these markets and their roles in sustainable local food systems progress, and also raises critical questions about such customer patronage and associated farmers' markets potential in local food system development.  相似文献

The rural economic situation in China-with a living standard mostly at subsistence level-lags far behind the prosperous development in the cities and coastal areas. To balance this disequilibrium, comprehensive concepts and endeavors are necessary keeping in view all-not just economic-interests and needs that contribute to lively rural identities. In this context the role of agriculture, where still 50% of the Chinese population are working, will be newly defined, and sustainability concepts can help to find a readjusted position within the Chinese economy focusing on environmental health and food safety as main targets of political and other supporting measures. Within the SUCCESS project, a Concept of Sustainable Agriculture was developed and it drafts one conceivable relation between the exposure to natural resources and economy and tries to find new answers to the broad range of rural challenges in China. It is a qualitative model and, therefore, not always fully applicable, but in the concrete situation of villages, it shows possible directions of sustainability-oriented development by considering the typical local potentials. In the Chinese context that means identifying the different functions of agriculture-the well-known and the hidden-to make them explicit for the Chinese public and therewith to give them new significance. The article is based on a 3-years study within the EU-China Project SUCCESS with field research in four Chinese rural communities. It analyzes the agricultural sustainability potential of these selected villages against the background of massive structural changes within the next 20 years in rural China. Starting from the current agricultural reality, based on a qualitative analysis of the actual situation, local potentials and needs towards sustainable production and marketing are identified, and possible functions of the Chinese agriculture are formulated for the future.  相似文献

This paper introduces an integrated assessment (IA) approach for a Canada-China joint research project that linked forest carbon sequestration, forest resource management, and local sustainability enhancement. The purpose of the IA was to improve the measurement of carbon in different land uses and vegetation covers, as well as to direct decision makers to those land uses or options as an CO2 emission reduction strategy while supporting rural sustainable development. In this connection, three questions are addressed in this paper:

This paper applies an integrated approach to assessing urban sustainability in Dammam City, Saudi Arabia. The approach, based on geographic information systems (GIS), involves the evaluation of the planning process, the master plan and the land use activities resulting from planning. It concludes that some aspects of sustainability are not addressed by the planning process and the plan document. The planning process and the plan document addressed economic sustainability issues more than social and environmental issues. The result of the GIS-based sustainability assessment of the study area produces similar findings. The paper develops a sustainable planning guidance and makes some recommendations based on the findings.  相似文献

Mining often brings certain irreversible changes to the surrounding environment. Different types of natural resources mostly surround the mines. Degradation of natural resources around the active mining zone may adversely affect the local economy. After cessation of mining operations local people may no longer be able to sustain their livelihood from the surrounding degraded natural resource; there are chances that the economy of the region will be shattered. The paper deals with this problem of local level sustainability of iron ore mining in eastern India. This problem is examined in the light of different theories of sustainability and national policies. By using household survey data, sustainability of iron ore mining in this region is tested. Substitution of depleting natural capital with other forms of capital can promote long-term sustainability of the local economy. This necessitates certain policy interventions to induce the mine operators to reinvest some part of their resource rent in the natural capital of the region.  相似文献

SUCCESS was a scientific, multi-disciplinary case study of seven selected villages in China, coordinated by the Viennese research institute Oikodrom in which I have been a team member for 6 years. We assembled an international team of researchers to work together with local team leaders with the aim of involving village dwellers in a sustainability negotiation process. The project had a strong bottom-up approach, combined with top-down elements. Using participatory research methods, village teams discussed and developed ideas for concrete sustainability-oriented projects in their villages. By the end of the 3-year study of SUCCESS, equipped with the seeds of a multiple-scenario building process and the appropriate funding, each of the seven case study villages had generated ideas for local sustainability-oriented projects and put them into practice. The outcome of this participatory process is manifold. One major impact of the implementation of local projects was their visibility which was crucial for the village dwellers' confidence and their motivation to become engaged in a decision making process. The experience of their successful participation in a decision making process empowered them for self-organisation processes or a civil society process. The small projects offered interesting theoretical insights into how local contexts impact upon village dweller's decision on appropriate sustainability interventions. How they are as well in line with characteristics of different types of villages that were carried out within the study will be shown in this article.  相似文献

Numerous drivers are providing stimulus for increased water cycle localisation within urban neighbourhoods. This paper uses predominantly Australasian case studies to highlight trends, successes and challenges in the transition to neighbourhood centred water-based services using 'Low Impact' and 'Water Sensitive' design and development techniques. Major steps towards urban sustainability are demonstrated, for example, up to 70% reduction in the demand for potable water (Aurora, Melbourne), removal of contaminated stormwater and sewage effluent discharge to natural waterways vulnerable to nutrient or toxin accumulation, and up to 55% of the area of the greenfield site planted in indigenous species (Regis Park, New Zealand). Reduced demand for potable water would enable continued undiluted use of 'pure' water sources from limited bush catchments (Waitakere Ranges, New Zealand), and less dependence on rivers stressed by low flows. Reductions and dispersion of sewage effluent discharges protects receiving waters, such as Port Phillip Bay, Melbourne, from eutrophication. Reduced stormwater discharge favours retention of the natural hydrological regime of rivers and minimises bioaccumulation of toxins in aquatic ecosystems.  相似文献
