Cities are both significant emitters of carbon dioxide and centres of innovations that may contribute to de-carbonizing our societies. More voices claim therefore that local authorities should be included in efforts to mitigate climate change. However, few studies have analysed how local authorities manage carbon and climate in urban areas in middle- and low-income countries. Yet, the institutional settings and governance structures of such cities are different from those prevailing in cities of wealthy countries. This paper aims to fill this gap by exploring: (a) whether and—if so—how local authorities in Mexico City actually 'manage' carbon emissions; (b) how the city's evolving governance structures function and whether they 'fit' with the problem they address; and (c) how institutional capacity constrains authorities' management efforts. The paper suggests that policy networks and research groups have been critical in launching a climate agenda. Nevertheless, this has not been enough to push effective policies. Policymaking has been constrained by two sets of institutional factors: the problem of fit and a lack of institutional capacity.  相似文献

Community action has an increasingly prominent role in the debates surrounding transitions to sustainability. Initiatives such as community energy projects, community gardens, local food networks and car sharing clubs provide new spaces for sustainable consumption, and combinations of technological and social innovations. These initiatives, which are often driven by social good rather than by pure monetary motives, have been conceptualised as grassroots innovations. Previous research in grassroots innovations has largely focused on conceptualising such initiatives and analysing their potential for replication and diffusion; there has been less research in the politics involved in these initiatives. We examine grassroots innovations as forms of political engagement that is different from the 1970s’ alternative technology movements. Through an analysis of community-run Energy Cafés in the United Kingdom, we argue that while present-day grassroots innovations appear less explicitly political than their predecessors, they can still represent a form of political participation. Through the analytical lens of material politics, we investigate how Energy Cafés engage in diverse – explicit and implicit, more or less conscious – forms of political engagement. In particular, their work to “demystify” clients’ energy bills can unravel into various forms of advocacy and engagement with energy technologies and practices in the home. Some Energy Café practices also make space for a needs-driven approach that acknowledges the embeddedness of energy in the household and wider society.  相似文献

In recent writing on sociotechnical transitions theory communities are mostly conceived of as being local and place-based (“grassroots”). In this paper the implications for sociotechnical transitions theory of having multiple communities operating at different geographical scales, and with different objectives, are examined through a case study of low-carbon innovation in forests. The focus of analysis is the communities promoting sociotechnical innovations in the measurement of forest carbon. Innovation is being driven by the international United Nations climate policy initiative “Reducing Emissions from Deforestation and forest Degradation” (REDD+). The rise of REDD+ policy has prompted a flurry of activity in related scientific research, especially in the field of remote sensing. But other types of community are also actively positioning themselves as experts in forest carbon measurement: there are multiple communities at work, each with varying claims to innovation and expertise, from local (place-based) forest communities to international communities of foresters and forest ecologists. Recognition of the multiple communities operating within sociotechnical systems usefully draws our attention to the politics of innovation.  相似文献

This article presents lessons from experience pertinent to implementing small-scale natural resource and related investment projects in developing countries. It outlines ideas for intervention and innovation to foster such investments. Particular emphasis is placed on private-sector participation in these investments. Following a brief presentation of the economic development and other arguments that support intervention and innovation in support of such small-scale natural resource investments, the article discusses many of the lessons learned from experience. These lessons reinforce those touched upon in the investment-specific discussions in the previous articles. The experience and associated lessons that are examined include experiences in both developing and developed countries and encompass not just lessons from natural resource investments, but also small-scale investments in other sectors. Financing and other innovations which facilitate meeting the challenges are drawn from relevant experience where barriers to investment have been surmounted. Options for programme and project interventions to increase market penetration of small-scale investments and achieve the associated development linkages and synergies are suggested. These suggestions are aimed especially at governments and bilateral and multilateral development finance and development assistance entities. It is those players who might support such interventions in collaboration with local financial institutions and other market players.  相似文献

Cities are crucial to mitigating climate change and can serve as sites for innovations, providing examples of ways to conduct effective politics in transport, energy and land-use. What does it take to become a model for climate politics? This article argues that a few innovative measures will not suffice. A common vision based on broad legitimacy is crucial to achieving this position. Using a theoretical framework on input and output legitimacy with the City of Freiburg as the case, this article explores the political dimensions of the climate innovative city. The study shows that a specific kind of “green conservative” politics and a consensual view on climate issues across parties have been very important to creating political legitimacy. This has been supported by extraordinary and extensive citizen engagement in combination with the actual output, i.e. what environmental policies have delivered. The legitimacy for the Green City model also means that Freiburg is viewed as a highly livable city, in turn, creating self-enforcing dynamics that challenge its innovative potential.  相似文献

This study focuses on the potential role of technical and institutional innovations for improving water management in a multi-user context in Burkina Faso. We focus on a system centered on three reservoirs that capture the waters of the Upper Comoé River Basin and servicing a diversity of users, including a sugar manufacturing company, a urban water supply utility, a farmer cooperative, and other downstream users. Due to variable and declining rainfall and expanding users’ needs, drastic fluctuations in water supply and demand occur during each dry season. A decision support tool was developed through participatory research to enable users to assess the impact of alternative release and diversion schedules on deficits faced by each user. The tool is meant to be applied in the context of consultative planning by a local user committee that has been created by a new national integrated water management policy. We contend that both solid science and good governance are instrumental in realizing efficient and equitable water management and adaptation to climate variability and change. But, while modeling tools and negotiation platforms may assist users in managing climate risk, they also introduce additional uncertainties into the deliberative process. It is therefore imperative to understand how these technological and institutional innovations frame water use issues and decisions to ensure that such framing is consistent with the goals of integrated water resource management.  相似文献

Sustainability requires the integration of social, environmental and economic concerns in international, national and local policy-making. One of the most powerful forces for sustainable development in practice was the Earth Summit of 1992, with its Agenda 21 and Local Agenda 21 (LA21). This latter agenda—the set of policies that aims to create the means to facilitate local sustainability—is particularly important for communities. Community development programmes that also include aspects of sustainable development would seem to embody the spirit of LA21. There are many such diverse schemes and what has emerged is a range of local initiatives that demonstrate parts of the sustainability concept but not a clear picture of sustainable development which covers all of its aspects.

In order to examine this proposition further, an analysis of the community garden movement in the UK was carried out. Community gardens are open spaces managed and operated by members of the local community for a variety of purposes. In the UK many of these are to be found in inner city areas such as in Bradford, Leeds, Bristol and Sandwell. Their growth is marked by their own association—the Federation of City Farms and Community Gardens. The gardens have a variety of purposes: in conjunction with vegetation growing (either as landscape or for consumption), some schemes are experimental permaculture plots, others use organic methods and yet others are concerned with health, education and training issues. All appear to be based in a sense of community, with participation and involvement being particularly strong features.

This sense of community participation and empowerment is what links examples of community gardening. The research reported here collates information gathered from the respondents of a questionnaire and from in-depth interviews, and draws out some of the similarities and themes that community gardens exhibit. From the results, it is suggested that the community garden movement could act as a model for the implementation of social, economic and environmental policies at the local level.  相似文献

Unauthorized mines are not uncommon in mineral-rich regions of poorer countries, and India is no exception. Whether they constitute merely a law and order problem including safety issues, or there are important social and economic questions involved has yet to be thrashed out. The mining industry, at regional, national and international levels, is ambivalent towards such mining, tending to draw attention away from their informal nature to the size factor.
This article looks into the problem of such informal mining in the light of empirical surveys in eastern Indian collieries. These are called peoples' mines and they serve a significant purpose in local economies. The article's thesis is that peasant communities are trying to claim back a portion of the local resources lost to them through appropriation by mining companies thus re-asserting their traditional rights to local mineral resources. In conclusion, the need for a new moral economy for mining regions is stressed: an economy in which local communities will play a powerful role.  相似文献

The Environmental Management System (EMS) is commonly implemented in private firms. However, on the basis of a strengths, weaknesses, opportunities and threats (SWOT) analysis, our work analyzes the consequences of implementing an EMS within the context of local public administrations, particularly regarding the City Council of Ohanes in Almería (Spain). This is the first European corporation to implement an EMS according to the ISO 14001 Standard, certified by the Spanish Association of Normalization and Certification. Its analysis would be equivalent to the Shumpeterian "market innovator study", so that public administration "followers" can take advantage of the derived benefits and of minimizing the negative effects of such an experience. On the other hand, we show that the economic and environmental advantages derived from the EMS go beyond the activities that the City Council is in charge of. They have spillover effects that extend them to all economic activities in the municipality and these effects are expected to be increased in the medium and long-term perspective. In this paper, we compare the costs and benefits that the municipality obtains in two cases: the City Council implements the EMS or it does not implement it. The main objective of this article is to show the economic and environmental advantages obtained by a municipality when it is only the City Council who is implementing an EMS. It is logical to suppose that this case study can stimulate other municipalities to use this instrument, even if the economic and environmental characteristics of the municipality are different.  相似文献

In Australia, local communities often enact Community-Based Initiatives (CBIs) to respond to climate change through Climate Change Adaptation (CCA). CBIs can also be integrated into the Disaster Risk Reduction (DRR) agenda. The paper explores the extent to which CBIs promote the mainstreaming of CCA into DRR. Primary data were obtained from interviews with representatives of CBIs and supporting organisations in three local governments of the Hunter Valley (New South Wales, Australia). Findings show that CBIs recognise the potential contribution of climate change in modifying the local hazard profile. CBIs mainstream CCA into DRR by following four approaches: environmental and social justice; sustainability and transition; ecosystem-based approach; and adaptive planning. Partnerships were identified both among CBIs and between CBIs and City Councils; however, conflicts between CBIs, City Councils and business actors emerged, and a lack of commitment by multi-level governments in responding to climate change was revealed. The findings show that CBIs consider CCA and DRR within a broad everyday context related to vulnerability and local development. But we argue that assigning responsibility for climate change issues to CBIs is not a panacea and should not be the only local climate change response. Instead, CBIs need to be included in a larger and long-term commitment by actors that possess access to resources, such as higher levels of government. The paper provides a local Australian perspective on the effectiveness of mainstreaming CCA into DRR and furthers the conversation for the benefit of other communities facing similar challenges.  相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK.  相似文献

This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur.  相似文献

In this article, we argue that people’s adjustments to multiple shocks and changes, such as conflict and drought, are intrinsically political processes that have uneven outcomes. Strengthening local adaptive capacity is a critical component of adapting to climate change. Based on fieldwork in two areas in Kenya, we investigate how people seek to access livelihood adjustment options and promote particular adaptation interests through forming social relations and political alliances to influence collective decision-making. First, we find that, in the face of drought and conflict, relations are formed among individuals, politicians, customary institutions, and government administration aimed at retaining or strengthening power bases in addition to securing material means of survival. Second, national economic and political structures and processes affect local adaptive capacity in fundamental ways, such as through the unequal allocation of resources across regions, development policy biased against pastoralism, and competition for elected political positions. Third, conflict is part and parcel of the adaptation process, not just an external factor inhibiting local adaptation strategies. Fourth, there are relative winners and losers of adaptation, but whether or not local adjustments to drought and conflict compound existing inequalities depends on power relations at multiple geographic scales that shape how conflicting interests are negotiated locally. Climate change adaptation policies are unlikely to be successful or minimize inequity unless the political dimensions of local adaptation are considered; however, existing power structures and conflicts of interests represent political obstacles to developing such policies.  相似文献

黄土高原能源富集区是我国重要的能源基地和粮食主产区,其水资源匮乏使区域水—能源—粮食纽带系统可持续发展面临严峻挑战。为研究黄土高原能源富集区能源、粮食与水资源之间协调发展状况,本研究以水—能源—粮食纽带系统安全为核心,通过构建水—能源—粮食纽带系统安全评价指标体系,采用TOPSIS模型和耦合协调度模型,分析了典型案例地榆林市及榆阳区水—能源—粮食纽带系统安全水平及其耦合协调关联特征。结果表明:从水—能源—粮食纽带系统耦合协调关系来看,榆林市各区县水—能源—粮食纽带系统耦合度整体较高且近年来呈现缓慢下降趋势,耦合协调度呈现“北高南低”格局且近年来表现出轻微下降趋势。从榆阳区层面来看,榆阳区水—能源—粮食纽带系统耦合度较高,耦合协调度呈现由中度协调向优质协调发展态势,水资源系统制约水—能源—粮食纽带系统安全发展,能源子系统波动性较强。为协调能源富集区水—能源—粮食纽带系统可持续发展,政府应健全跨部门协调机制,因地制宜、合理规划产业布局,同时构建节约高效的资源管理体系,提升资源使用效率。  相似文献

The increasing popularity of local food consumption can be attributed to the heightened awareness of food safety concerns, carbon emissions produced from food transportation, and an understanding of how large corporations’ obtain their food supplies. Although there is increasing discussion on both the local and organic food movement independently, there is not a wide availability of literature examining the motivations and perceptions of consumers with regard to farmers’ markets. Issues such as perceptions about what type of food consumers are purchasing at markets, nor the main motivations for frequenting such establishments are discussed. Therefore the purpose of this study was to determine consumer motivations, benefits, and perceptions of farmers’ markets. Using the case study location of Toronto, Canada, this study surveyed 300 participants during the fall of 2011. Findings indicated that the main purpose for visiting famers’ markets is not solely to fulfill grocery needs. Quality of products offered and the ability to support the local community were the primary motivators to visit the markets.  相似文献

为了揭示石油资源型城市大气环境质量变化的影响因素,本文以大庆市为例,以SPSS17.0为分析工具,对影响大气环境质量的工业排放、经济发展、能源消耗、污染防治和气象等众多因素进行主成分分析、相关分析和回归分析,结果证明:大庆市大气环境质量的影响因素主要包括3个因子:污染排放和工业生产影响因子、对大气环境质量有利的(在特定时期内)GDP增长及气象影响因子和对大气环境质量改善有益的环境生产影响因子;并通过回归分析建立了大气环境质量影响因素的回归方程模型,经显著性检验,建立的回归方程具有一定程度的适用性和可信性。本文的研究对促进大庆市大气环境改善和大气环境相关研究具有一定参考价值,对其他城市大气环境的相关研究有一定的促进作用。  相似文献

There has been little research on the differential aspects of the local/global dichotomy, yet there is every suggestion that such a distinction could be crucially important in terms of understanding the public's perceptions and attitudes towards environmental problems as well as understanding their subsequent behaviour. This research sought to address three questions. First, are people only able to relate to environmental issues if they are concrete, immediate and local? Second, do people consider environmental problems to be more serious at a global or a local level? Third, what is the effect of the public's perceptions of the seriousness of environmental problems on their sense of responsibility for taking action?Three studies were undertaken in Australia, England, Ireland and Slovakia. The results of each study consistently demonstrate that respondents are not only able to conceptualize problems at a global level, but an inverse distance effect is found such that environmental problems are perceived to be more serious the farther away they are from the perceiver. An inverse relationship was also found between a sense of responsibility for environmental problems and spatial scale resulting in feelings of powerlessness at a global level. The paper concludes with a discussion of various psychological theories and perspectives which informs our analysis and understanding of what might be seen as environmental hyperopia.  相似文献

With its recently published 12th Five-Year Plan (FYP, 2011–2015) China's leaders have set ambitious national environmental targets and goals for developing a more sustainable economy and society. Past records, however, show that ambitious goals and regulations too often fail due to shortcomings in local implementation and civil society participation. At the sub-national level, economic, political, and social interests continue to dictate the political agenda and the participation of non-state actors remains limited. This article analyses these implementation and participation gaps and reviews recent innovations and experiments to address these gaps in local environmental politics in China. Although many ongoing experiments and new institutional arrangements can be identified, these projects and initiatives remain limited in scope and geographical spread. Further advances in policy enforcement and in opening up policy design to citizens and other non-state actors at the local level are needed in order to turn the article ambitions of the 12th FYP into reality.  相似文献
