This study attempts to understand the public evaluation towards elements that exist within the temporal dynamics of the cities. In particular the study explores the extent to which street vendors in Jakarta are evaluated as ‘out of place’ elements at day time and night time. The findings suggest that the users' evaluation of street vendors as ‘out of place’ change from day time to night time. The change of users' evaluation also varies across different urban places. In particular the study suggests that the presence of street vendors seems to be less unacceptable (out of place) at night time. Such knowledge regarding the dynamic of ‘out of place’ evaluation becomes important in making the decision about temporary urban elements in the city.  相似文献

This study, informed by phenomenology and ethnography, explores urban children’s relationship with their urban environment: In what ways do urban children exhibit “insideness” in their sense of place? This study proposes “insideness” as a conceptual construct to understand urban children’s sense of place in its ecological and dynamic nature. Employing qualitative research methods, the study explores place stories of urban children who live in low-income, immigrant neighborhoods in New York City. The study finds that as children cultivate their sense of place, they construct “insideness” in their sense of place including 1) environmental understanding (i.e., contextualized, comprehensive, and critical understanding of a place), 2) environmental competence (i.e., knowing how to navigate and engage in a place), and 3) diverse, strong affective relationships with a place. Using “insideness” as a conceptual tool, this study discusses children’s emplaced understanding and active and dialogical positionality in the development of their sense of place.  相似文献

Over the past two decades the global mining industry has witnessed the necessity and emergence of community relations and development (CRD) functions, essentially under the rubric of sustainable development and corporate social responsibility (CSR). These functions provide companies with mechanisms through which to engage and manage their relationships with key stakeholder groups, share development benefits and protect business interests. Despite widespread claims by the industry that companies have adopted CSR as a ‘core competence’, we argue that the industry has yet to incorporate the CRD function as part of ‘core business’ at the level of practice. This article characterises a CRD function and related processes within the context of a large-scale mining operation in West Africa. Findings reflect a more universal trend relating to the function and organisational positioning of CRD practice in the resources sector. The authors argue that functional equity needs to be established if the sustainable development agenda is to have a genuine future within the mining industry.  相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore.  相似文献

In recent years, the so-called ‘resource curse’ syndrome has gained increasing currency. Growing evidence suggests that many African countries with significant natural wealth have actually reaped limited rewards, instead experiencing underdevelopment, corruption, political instability, and in some cases, violent conflict. In the small West African state of Sierra Leone, it has been suggested that diamonds played a key role in fuelling a brutal civil war during the 1990s, an issue that has given rise to a burgeoning literature on ‘blood diamonds’. However, as Sierra Leone emerges from a decade of destruction, other research suggests that diamonds could actually provide the impetus for post-war reconstruction. This paper explores the role of alluvial diamond mining in post-conflict Sierra Leone, focusing on two communities in the Eastern Province that were badly affected by the war. Drawing on field-based research conducted between 2002 and 2007, the paper considers the diamond mining situation in the context of broader development strategies in post-conflict reconstruction. It is argued that sustainable development can only be achieved if future policies are based on a detailed understanding of relationships between diamond mining and rural development at local, regional and national levels.  相似文献

This paper critically reflects on the challenges of engaging, proactively, in Corporate Social Responsibility (CSR) in oil-rich sub-Saharan Africa. Most of the region's oil production takes place in enclave-type environments offshore and in countries ruled by autocratic governments which generally exert minimal pressure on companies to embrace CSR. With companies having little sense of who to target in their local economic development policies and programs, there is always a possibility of ‘offshore CSR’ – recognized here as potentially-effective ideas for improving social welfare that linger within the enclave and never fully materialize – surfacing. The aim is to conceptualize and broaden understanding of the challenge of developing CSR programs in these settings, where there are no clear linkages to communities or local economies more generally.  相似文献

Among policy-makers and governments, there is a broad consensus that artisanal and small-scale mining (ASM) needs to be ‘formalized’ – embodied in a standardized legal framework that is registered in and governed by a central state system-, the basic condition being that artisanal miners are given formal property rights. This article aims to contribute to this discussion, drawing on a case study from the Eastern Democratic Republic of Congo (DRC), where it is estimated that up to 90 percent of mineral production and export is ‘informal’. After having pointed out some of the theoretical assumptions behind the formalization canon, we study the challenges of formalizing the mining sector in the DRC. Next, we provide an in-depth analysis of one concrete policy measure of the Congolese government, the temporary ban on all artisanal activities. We argue that the mining ban was not only a radical example of a top-down formalization policy, but also an illustration of a bureaucratic and technical measure that compounds but does not address different problems associated with ASM: conflict, informality, poverty, illegality, state control. Looking at the empirical evidence from the DRC, we argue that these kinds of technical solutions can never address the broader socio-economic and political issues at stake.  相似文献

This paper presents an in-depth analysis of a multi-stakeholder process, the Banff Bow Valley Round Table (BBVRT) convened by a federally appointed task force in 1995 to provide public input and participation in the Banff Bow Valley Study (BBVS). The purpose of this initiative was to address environmental concerns and conflict over governance, development and growth in Banff National Park, Canada. A key finding from the analysis discussed in this paper is how various participants struggled for legitimation at the negotiation table, and how the discourses of science and instrumental reason served to empower certain interests and agendas in the process. While the discursive appropriation of ecological science enabled some interests to dominate and to legitimize their concerns, this strategy may have intangible and costly consequences for consensus-based processes and for society overall. Analysis of these discursive struggles demonstrates the challenge of bringing ecology and the general public to the same negotiating table in a meaningful way. It shows the conflicting roles and identities of environmental groups who aspire to re-present nature (as a stakeholder) at the negotiating table. Recommendations for multi-stakeholder processes in planning and governance of national parks are presented, along with social implications in the context of historic human-environment dualism and conflict.  相似文献

Communities around the world have increasingly come to demand more involvement in decision making for local mining projects, a greater share of benefits from them if they are to proceed, and assurances that mineral development will be conducted safely and responsibly. At the same time, Bridge (2004) notes full legal compliance with state environmental regulations has become an increasingly insufficient means of satisfying society's expectations with regards to mining issues. There is now a recognised need for mineral developers to gain an additional ‘social licence to operate’ (SLO) in order to avoid potentially costly conflict and exposure to business risks. However, there is a correspondingly limited amount of scholarship specifically focused on SLO. More particularly, there is a need for research that uncovers those factors that lead to the issuance (or non-issuance) of a SLO in the complex and changeable environments that often characterise mineral development. In an effort to identify key determinants of SLO outcomes in the mining industry, this paper presents a comparative case study analysis of four international mining operations: Red Dog Mine in Alaska, USA; Minto Mine in Yukon, Canada; the proposed Tambogrande Mine in Peru; and the Ok Tedi Mine in Papua New Guinea. The analysis that is presented also makes use of insights from supplementary key informant interviews conducted by the author and the emerging literature on mining and communities. Five lessons for earning a SLO emerged from this analysis: (1) context is key; (2) a social licence to operate is built on relationships; (3) sustainability is a dominant concern for communities; (4) local benefits provision and public participation play a crucial role; and (5) adaptability is needed to confront complexity.  相似文献

Coastal-zone sustainability policies are socially constructed. It follows that their effective implementation depends on the sustainable voluntary co-operation of stakeholders with competing interests and priorities. No form of integrated coastal-zone management can nurture such co-operation as long as the objective is to determine ‘best’ policies, derived by expert-based rational analysis, instead of seeking to identify ‘correct’ policies, ones that can draw the maximum possible stakeholder support. The latter task requires a co-operative coastal-zone management that incorporates the relevant public discourse into the policy formation process in a direct, proactive and conflict minimizing manner. Towards this end, four major challenges are examined for maximizing the stakeholders' motivation for voluntary co-operation: (1) optimism about the level of optimism; (2) agenda setting; (3) value discourse; and (4) information and empowerment.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

In the mining sector, local communities have emerged as particularly important governance actors. Conventional approaches to mineral development no longer suffice for these communities, which have demanded a greater share of benefits and increased involvement in decision making. These trends have been spurred by the growth of the sustainable development paradigm and governance shifts that have increasingly transferred governing authority towards non-state actors. Accordingly, there is now widespread recognition that mineral developers need to gain a ‘social license to operate’ (SLO) from local communities in order to avoid potentially costly conflict and exposure to social risks. A social license can be considered to exist when a mining project is seen as having the ongoing approval and broad acceptance of society to conduct its activities. Due to the concept's relatively recent emergence, however, only a limited body of scholarship has developed around SLO. Drawing on examples from northern Canada, this paper uses governance and sustainability theories to conceptualize the origins of SLO in the mining sector and describe some of the associated implications. Further research is needed to determine governance arrangements which help facilitate establishment of SLO in different mineral development contexts.  相似文献

Summary The purpose of this paper is to examine subjects to show the nature and limit of interdisciplinary communication in existing environmental programmes in US graduate schools. Ultimately, this analysis may provide more effective communication with the general public. Following comparative historical reviews of both the sciences and the human activity for environmental protection, and a content analysis of empirical documents used by the public, a mushroom computer model has been produced. This model is based on organizational behaviour theory and contains the following 15 subjects which were originally introduced before the lack of communication resulting from curriculum failure in the 19th century: philosophy, politics, economics, architecture, sociology, biology, medicine, agriculture, ecology, public health, mathematics, physics, chemistry, geology, statistics. The subjects should foster effective communication with the general public, leading to more effective environmental protection.Dr Hong S. A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献

The human rights related controversies surrounding Anglo Platinum's Mogalakwena mine in South Africa's Limpopo Province hit the world stage in 2008, attracting public scrutiny and instigating much debate in the realm of international business and human rights discussions. We provide an in-depth analysis of the controversies at Mogalakwena, and Anglo Platinum's responses. This case study contributes to ongoing debates on mining company-community relations in the context of the emerging business and human rights agenda, specifically with respect to the notion of human rights ‘due diligence’. We argue that the Mogalakwena case study illustrates the risks of companies adhering to and emphasizing the technical and logistical facets of due diligence, without sufficient attention to the relational, communicative and emergent aspects, which are closely tied to corporate culture. We highlight the complexities of company-community relationships, with particular reference to the issues of legitimate community representation and participatory decision-making, and discuss the role that organizational culture plays in exacerbating or mitigating corporate-community conflict. The case study demonstrates how legal challenges often exacerbate rather than resolve the conflicts that arise due to a clash between corporate and community cultures. We suggest the need for corporate leaders to become more conscious of this cultural dimension of effective social management, particularly when interacting with communities whose cultures are markedly different from those of business corporations.  相似文献

In a context of increasing urban sprawl and water scarcity common to other Mediterranean cities, this article focuses on the urban parks in the Region of Barcelona (Catalonia, Spain) to examine how these parks are distributed in this region and to assess whether their design and management follow criteria adapted to Mediterranean environmental conditions, especially in what concerns water use. In order to evaluate the environmental performance of these parks, we selected four factors possibly influencing the adoption of park management practices at the local scale: urban density, population size of the municipality, municipal income per capita, and political orientation of the city council. After determining the location and area of urban parks in the region, we correlated these four explanatory factors with several management tasks extracted from two different samples of parks (one of 315 parks and another of 125 parks) and a survey of 86 city councils. Results show that, in general, urban parks were more frequent in large, dense, and left/green municipalities but that environmentally sound practices were more common in small and low-density municipalities. We conclude that changes in certain practices (especially the substitution of high water demanding species) could improve significantly the environmental performance of public spaces in large urban areas with Mediterranean climates. Our observations may be pertinent for other cities interested in the provision of environmental public goods such as parks that necessitate water for irrigation.  相似文献

The immediate cost of shallow regolith landslides in New Zealand has been estimated to exceed US$33M annually. Since the majority of these landslides occur during prolonged wet conditions, or intense rainstorms, moisture conditions are a critical control. The nature, dynamics, and character of soil moisture conditions, and the piezometric response to rainfall, have been recorded within an ‘incipient’ landslide for more than 5 years. The study site, on pastoral hill country within the Lake Tutira catchment in northern Hawkes Bay, is typical of large areas of New Zealand episodically affected by extensive landsliding. Detailed continuous measurements show that both the soil moisture and piezometric response within the regolith are highly storm- and site-specific. The development of positive pore pressures is infrequent; they form only during intense rainstorms, and persist for a short time. The hydraulic response of the soil is primarily a function of storm characteristics, but this response can be modified by antecedent moisture conditions, topographic position, and heterogeneity of soil properties.  相似文献

In ten years, more than half the world's population will be living in cities. The United Nations (UN) has stated that this will threaten cities with social conflict, environmental degradation and the collapse of basic services. The economic, social, and environmental planning practices of societies embodying urban sustainability have been proposed as antidotes to these negative urban trends. Urban sustainability is a doctrine with diverse origins. The author believes that the alternative models of cultural development in Curitiba, Brazil, Kerala, India, and Nayarit, Mexico embody the integration and interlinkage of economic, social, and environmental sustainability. Curitiba has become a more livable city by building an efficient intra-urban bus system, expanding urban green space, and meeting the basic needs of the urban poor. Kerala has attained social harmony by emphasizing equitable resource distribution rather than consumption, by restraining reproduction, and by attacking divisions of race, caste, religion, and gender. Nayarit has sought to balance development with the environment by framing a nature-friendly development plan that protects natural systems from urban development and that involves the public in the development process. A detailed examination of these alternative cultural development models reveals a myriad of possible means by which economic, social, and environmental sustainability might be advanced in practice. The author concludes that while these examples from the developing world cannot be directly translated to cities in the developed world, they do indicate in a general sense the imaginative policies that any society must foster if it is to achieve urban sustainability.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

Conservation discourses in the last decade have witnessed a radical shift in the conceptualisation of nature. The imagery of a pristine nature has been replaced by a growing recognition of culture and place-based attachments as emerging frontiers of conservation. Yet, the complexities of place and culture call for a greater reflection on cultural approaches to natural resource management. In this paper, I argue that the cultural discourses in conservation policies are largely global in nature and conflict with a community's understanding of a local cultural tradition. The notion of the global closely relates to a global framing of an environmental problem that glosses over cultural specificities. On the other hand, local is defined here in materially specific terms that highlight the role of history in shaping environmental traditions. I examine these contradictory framings through a narrative of conservation, displacement, and cultural loss in a US rural community known as Land Between the Rivers.  相似文献
