Abstract: Customary management systems (i.e., management systems that limit the use of marine resources), such as rotational fisheries closures, can limit harvest of resources. Nevertheless, the explicit goals of customary management are often to influence fish behavior (in particular flight distance, i.e., distance at which an organism begins to flee an approaching threat), rather than fish abundance. We explored whether the flight distance of reef fishes targeted by local artisanal fishers differed between a customary closure and fished reefs. We also examined whether flight distance of these species affected fishing success and accuracy of underwater visual census (UVC) between customary closed areas and areas open to fishing. Several species demonstrated significant differences in flight distance between areas, indicating that fishing activity may increase flight distance. These relatively long flight distances mean that in fished areas most target species may stay out of the range of spear fishers. In addition, mean flight distances for all species both inside and outside the customary‐closure area were substantially smaller than the observation distance of an observer conducting a belt‐transect UVC (mean [SE]= 8.8 m [0.48]). For targeted species that showed little ability to evade spear fishers, customary closures may be a vital management technique. Our results show that customary closures can have a substantial, positive effect on resource availability and that conventional UVC techniques may be insensitive to changes in flight behavior of fishes associated with fishing. We argue that short, periodic openings of customary closures may allow the health of the fish community to be maintained and local fishers to effectively harvest fishes.  相似文献

There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit‐based (i.e., policies that ban exploitation entirely without a species‐specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target‐based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. Our results show there is an ongoing debate in shark conservation and management circles relative to environmental policy on target‐based natural resources management tools versus limit‐based conservation tools. They also suggest that closer communication between the scientific and environmental NGO communities may be needed to recognize and reconcile differing values and objectives between these groups.  相似文献

Abstract:  Fishing activities worldwide have dramatically affected marine fish stocks and ecosystems. Marine protected areas (MPAs) with no-take zones may enhance fisheries, but empirical evidence of this is scant. We conducted a 4-year survey of fish catches around and within an MPA that was previously fully closed to fishing and then partially reopened under regulated comanaged fishing. In collaboration with the fishers and the MPA authority, we set the fishing effort and selected the gear to limit fishing impact on key fish predators, juvenile fish stage, and benthic communities and habitats. Within an adaptive comanagement framework, fishers agreed to reduce fishing effort if symptoms of overfishing were detected. We analyzed the temporal trends of catch per unit of effort (CPUE) of the whole species assemblages and CPUE of the four most valuable and frequent species observed inside the opened buffer zone and outside the MPA investigated. After the comanaged opening, CPUE first declined and then stabilized at levels more than twice that of catches obtained outside the MPA. Our results suggest that working closely with fishers can result in greater fisheries catches. Partial protection of coastal areas together with adaptive comanagement involving fishers, scientists, and managers can effectively achieve conservation and fishery management goals and benefit fishing communities and alleviate overfishing.  相似文献

Abstract: Increasing migration into urbanized centers in the Solomon Islands poses a great threat to adjacent coral reef fisheries because of negative effects on the fisheries and because it further erodes customary management systems. Parrotfish fisheries are of particular importance because the feeding habits of parrotfish (scrape and excavate coral) are thought to be critical to the resilience of coral reefs and to maintaining coral reef health within marine protected areas. We investigated the ecological impact of localized subsistence and artisanal fishing pressure on parrotfish fisheries in Gizo Town, Western Solomon Islands, by analyzing the density and size distribution of parrotfish with an underwater visual census (UVC), recall diary (i.e., interviews with fishers), and creel surveys to independently assess changes in abundance and catch‐per‐unit‐effort (CPUE) over 2 years. We then compared parrotfish data from Gizo Town with equivalent data from sites open to and closed to fishing in Kida and Nusa Hope villages, which have different customary management regimes. Results indicated a gradient of customary management effectiveness. Parrotfish abundance was greater in customary management areas closed to fishing, especially with regard to larger fish sizes, than in areas open to fishing. The decline in parrotfish abundance from 2004 to 2005 in Gizo was roughly the same magnitude as the difference in abundance decline between inside and outside customary management marine reserves. Our results highlight how weak forms of customary management can result in the rapid decline of vulnerable fisheries around urbanized regions, and we present examples in which working customary management systems (Kinda and Nusa Hope) can positively affect the conservation of parrotfish—and reef fisheries in general—in the highly biodiverse Coral Triangle region.  相似文献

Understanding human attitudes toward wildlife management is critical to implementing effective conservation action and policy. Understanding the factors that shape public attitudes toward different wildlife management actions is limited, however, which can result in unpredictable public responses to interventions. We drew on comparisons between residents of 2 countries on separate continents to explore differences in attitudes toward wildlife management and determine factors important in shaping these attitudes. We surveyed representative publics via market research panels in Australia (n = 881 respondents) and the United States (n = 1287). We applied a social-identity approach and demography to identify factors that explained variance between responses about wildlife management. We compared responses between countries overall and within subgroups of respondents who strongly identified as environmentalists, animal rights activists, wildlife conservation advocates, and farmers. We created aggregate scores for the management-related response items per respondent and used regression analyses to identify the relative importance of country, identity, age, and gender in explaining variance between responses. These factors accounted for 15.3% of variance among responses. Australians overall were generally more accepting of lethal wildlife management actions than U.S. respondents. Differences in national attitudes reflected differences between United States and Australian wildlife management and policy, highlighting the importance of understanding social attitudes in shaping conservation policy. Identifying as a farmer followed by identifying as an animal rights activist most shaped attitudes toward wildlife management. Identity-related conflicts could be initiated or exacerbated by conservation interventions that fail to consider identity-related processes.  相似文献

The effects of fisheries on marine ecosystems, and their capacity to drive shifts in ecosystem states, have been widely documented. Less well appreciated is that some commercially valuable species respond positively to fishing‐induced ecosystem change and can become important fisheries resources in modified ecosystems. Thus, the ecological effects of one fishery can unintentionally increase the abundance and productivity of other fished species (i.e., cultivate). We reviewed examples of this effect in the peer‐reviewed literature. We found 2 underlying ecosystem drivers of the effect: trophic release of prey species when predators are overfished and habitat change. Key ecological, social, and economic conditions required for one fishery to unintentionally cultivate another include strong top–down control of prey by predators, the value of the new fishery, and the capacity of fishers to adapt to a new fishery. These unintended cultivation effects imply strong trade‐offs between short‐term fishery success and conservation efforts to restore ecosystems toward baseline conditions because goals for fisheries and conservation may be incompatible. Conflicts are likely to be exacerbated if fisheries baselines shift relative to conservation baselines and there is investment in the new fishery. However, in the long‐term, restoration toward ecosystem baselines may often benefit both fishery and conservation goals. Unintended cultivation can be identified and predicted using a combination of time‐series data, dietary studies, models of food webs, and socioeconomic data. Identifying unintended cultivation is necessary for management to set compatible goals for fisheries and conservation. To combine the rational use of marine benthic resources and economic development of small-scale fishers, Chile passed legislation in 1991 establishing a comanagement policy that grants exclusive territorial user rights for fisheries (TURFs) to artisanal fisher organizations in well-defined inshore coastal areas, known as Management and Exploitation Areas for Benthic Resources (MEABRs). In general the policy has been proclaimed a management and economic success because benthic resource abundances have increased inside MEABRs in comparison with open-access areas. However, there is a lack of studies assessing the impact of this management policy on nontargeted subtidal species and community assemblages and the policy's implications for biodiversity and conservation. This study starts to fill this gap and links the allocation of TURFs for benthic resources with add-on conservation benefits for species that are not directly linked with the fishery policy. Comparative subtidal surveys inside vs. outside MEABRs were used to assess the effects of three MEABRs on managed targeted benthic species, biodiversity (species richness), and community assemblages in central Chile. Surveys focused exclusively on subtidal kelp forest habitats dominated by Lessonia trabeculata, spanning 4-12 m in depth and with similar levels of habitat complexity. The study comprised: (1) quantification of kelp forest complexity, (2) understory survey of sessile species, (3) quantification of conspicuous benthic macroinvertebrates, including those under management, and (4) quantification of reef-fish species inside the kelp habitat. Results showed population enhancement of target-managed invertebrates inside MEABRs. Moreover, reef-fish species were significantly more diverse and abundant inside MEABRs, and community assemblages of nontarget benthic invertebrates and reef fish were significantly different inside vs. outside MEABRs. The comanagement of inshore benthic resources in Chile, through MEABRs aims for the sustainability of invertebrate and algae stocks. However, our study shows that this management tool, which in practice restricts access to the entire management area, provides important conservation add-on effects for species that are not the focus of the management policies. Therefore, in Chile, the hundreds of already established MEABRs could represent an important ancillary network, which complements the biodiversity objectives of fully protected areas such as no-take marine protected areas or others.  相似文献

Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Governance regimes that assign exclusive access to support collective action are increasingly promoted to manage common-pool resources under the premise that they foster environmental stewardship. However, experimental evidence linked to existing policies that support this premise is lacking. Overlapping access policies in small-scale fisheries provide a unique opportunity to test the effects of access regimes on users’ stewardship behaviors. We performed a lab-in-the-field experiment to assess how fishers’ previous experience with access regimes relates to compliance and peer enforcement (n = 120). Fishers’ compliance and peer-enforcement decisions were compared in a common-pool-resource game. Treatments differed in framing to represent exclusive access and pseudo-open access regimes, both of which fishers face in real life. To contrast behavior in the game with real-life observations, we compared fishers’ associations that have shown relatively high and low management performance under exclusive access policies. Compliance and peer enforcement were higher under the exclusive access treatment than under the pseudo-open access treatment only for fishers’ associations with high management performance in real life. Behaviors in the game reflected differences between associations in real life. Our results support previous research on ocean governance by experimentally assessing the role of access regimes in determining users’ stewardship and suggest potential mechanisms for stewardship internalization.  相似文献

Alternative occupations are frequently promoted as a means to reduce the number of people exploiting declining fisheries. However, there is little evidence that alternative occupations reduce fisher numbers. Seaweed farming is frequently promoted as a lucrative alternative occupation for artisanal fishers in Southeast Asia. We examined how the introduction of seaweed farming has affected village-level changes in the number of fishers on Danajon Bank, central Philippines, where unsustainable fishing has led to declining fishery yields. To determine how fisher numbers had changed since seaweed farming started, we interviewed the heads of household from 300 households in 10 villages to examine their perceptions of how fisher numbers had changed in their village and the reasons they associated with these changes. We then asked key informants (people with detailed knowledge of village members) to estimate fisher numbers in these villages before seaweed farming began and at the time of the survey. We compared the results of how fisher numbers had changed in each village with the wealth, education, seaweed farm sizes, and other attributes of households in these villages, which we collected through interviews, and with village-level factors such as distance to markets. We also asked people why they either continued to engage in or ceased fishing. In four villages, respondents thought seaweed farming and low fish catches had reduced fisher numbers, at least temporarily. In one of these villages, there was a recent return to fishing due to declines in the price of seaweed and increased theft of seaweed. In another four villages, fisher numbers increased as human population increased, despite the widespread uptake of seaweed farming. Seaweed farming failed for technical reasons in two other villages. Our results suggest seaweed farming has reduced fisher numbers in some villages, a result that may be correlated with socioeconomic status, but the heterogeneity of outcomes is consistent with suggestions that alternative occupations are not a substitute for more direct forms of resource management.  相似文献

Large marine protected areas (MPAs) of unprecedented size have recently been established across the global oceans, yet their ability to meet conservation objectives is debated. Key areas of debate include uncertainty over nations’ abilities to enforce fishing bans across vast, remote regions and the intensity of human impacts before and after MPA implementation. We used a recently developed vessel tracking data set (produced using Automatic Identification System detections) to quantify the response of industrial fishing fleets to 5 of the largest MPAs established in the Pacific Ocean since 2013. After their implementation, all 5 MPAs successfully kept industrial fishing effort exceptionally low. Detected fishing effort was already low in 4 of the 5 large MPAs prior to MPA implementation, particularly relative to nearby regions that did not receive formal protection. Our results suggest that these large MPAs may present major conservation opportunities in relatively intact ecosystems with low immediate impact to industrial fisheries, but the large MPAs we considered often did not significantly reduce fishing effort because baseline fishing was typically low. It is yet to be determined how large MPAs may shape global ocean conservation in the future if the footprint of human influence continues to expand. Continued improvement in understanding of how large MPAs interact with industrial fisheries is a crucial step toward defining their role in global ocean management.  相似文献

Marine-protected areas (MPAs) are vital to marine conservation, but their coverage and distribution is insufficient to address declines in global biodiversity and fisheries. In response, many countries have committed through the Aichi Target 11 of the Convention on Biological Diversity to conserve 10% of the marine environment through ecologically representative and equitably managed MPAs by 2020. The rush to fulfill this commitment has raised concerns on how increasing MPA coverage will affect other elements of Target 11, including representation and equity. We examined a Philippines case study to assess and compare 3 MPA planning approaches for biodiversity representation and equitable distribution of costs to small-scale fishers. In the opportunistic approach, MPAs were identified and supported by coastal communities. The donor-assisted approach used local knowledge to select MPAs through a national-scale and donor-assisted conservation project. The systematic conservation planning approach identified MPA locations with the spatial prioritization software Marxan with Zones to achieve biodiversity objectives with minimal costs to fishers. We collected spatial data on biodiversity and fisheries features and performed a gap analysis to evaluate MPAs derived from different approaches. We assessed representation based on the proportion of biodiversity features conserved in MPAs and distribution equity by the distribution of opportunity costs (fishing areas lost in MPAs) among fisher stakeholder groups. The opportunistic approach did not ineffectively represent biodiversity and resulted in inequitable costs to fishers. The donor-assisted approach affected fishers disproportionately but provided near-optimal regional representation. Only the systematic approach achieved all representation targets with minimal and equitable costs to fishers. Our results demonstrate the utility of systematic conservation planning to address key elements of Target 11 and highlight opportunities (e.g., integration of local and scientific knowledge can address representation and equity concerns) and pitfalls (e.g., insufficient stakeholder considerations can exacerbate social inequalities) for planning MPAs in similar contexts.  相似文献

Abstract:  The emerging world crisis created by declining fish stocks poses a challenge to resource users and managers. The problem is particularly acute in poor nations, such as those in East Africa, where fishing is an important subsistence activity but high fishing intensity and use of destructive gear have resulted in declining catches. In this context developing effective management strategies requires an understanding of how fishers may respond to declines in catch. We examined the readiness of 141 Kenyan fishers to stop fishing under hypothetical scenarios of declines in catch and how socioeconomic conditions influenced their decisions. As expected, the proportion of fishers that would exit the fishery increased with magnitude of decline in catch. Fishers were more likely to say they would stop fishing if they were from households that had a higher material style of life and a greater number of occupations. Variables such as capital investment in the fishery and the proportion of catch sold had weak, nonsignificant relationships. Our finding that fishers from poorer households would be less likely to exit a severely declining fishery is consistent with the literature on poverty traps, which suggests the poor are unable to mobilize the necessary resources to overcome either shocks or chronic low-income situations and consequently may remain in poverty. This finding supports the proposition that wealth generation and employment opportunities directed at the poorest fishers may help reduce fishing effort on overexploited fisheries, but successful interventions such as these will require an understanding of the socioeconomic context in which fishers operate.  相似文献

Although marine protected areas can simultaneously contribute to biodiversity conservation and fisheries management, the global network is biased toward particular ecosystem types because they have been established primarily in an ad hoc fashion. The optimization of trade‐offs between biodiversity benefits and socioeconomic values increases success of protected areas and minimizes enforcement costs in the long run, but it is often neglected in marine spatial planning (MSP). Although the acquisition of spatially explicit socioeconomic data is perceived as a costly or secondary step in MSP, it is critical to account for lost opportunities by people whose activities will be restricted, especially fishers. We developed an easily reproduced habitat‐based approach to estimate the spatial distribution of opportunity cost to fishers in data‐poor regions. We assumed the most accessible areas have higher economic and conservation values than less accessible areas and their designation as no‐take zones represents a loss of fishing opportunities. We estimated potential distribution of fishing resources from bathymetric ranges and benthic habitat distribution and the relative importance of the different resources for each port of total catches, revenues, and stakeholder perception. In our model, we combined different cost layers to produce a comprehensive cost layer so that we could evaluate of trade‐offs. Our approach directly supports conservation planning, can be applied generally, and is expected to facilitate stakeholder input and community acceptance of conservation.  相似文献

Abstract:  The Marine Stewardship Council (MSC) regulates the ecolabeling of products from fisheries with the aim of promoting sustainable fishery practices. To date 11 fisheries have attained full certification and a further 7 are under review. Together these fisheries offer 220 ecolabeled marine products to consumers. Despite great potential to encourage sustainable fisheries, and thereby bring conservation benefits to marine systems, a range of issues may limit the wider uptake of MSC ecolabeled products. These include a general lack of consumer concern for marine fishes and sustainable fisheries, an absence of guaranteed continued financial benefits to participating fishers, and difficulties of quality assurance that are related to complexities of monitoring compliance of marine fisheries. In addition, it is apparent that property rights over the fishery seem to be an essential prerequisite for engagement in MSC, and this is one major impediment to wider uptake of the scheme in current marine fisheries, which tend to be open access. Some modifications to the current scheme may be needed if wider participation of marine fishers is to be achieved. These may include a tiered approach to certification, certification of fishers rather than fisheries, governmental facilitation to assist the latter, and greater engagement with retailers and buyers rather than individual consumers. None of these changes will occur without constructive engagement of government, retailers, and the fishing industry.  相似文献

Abstract: Freshwater biodiversity conservation is generally perceived to conflict with human use and extraction (e.g., fisheries). Overexploited fisheries upset the balance between local economic needs and endangered species’ conservation. We investigated resource competition between fisheries and Ganges river dolphins (Platanista gangetica gangetica) in a human‐dominated river system in India to assess the potential for their coexistence. We surveyed a 65‐km stretch of the lower Ganga River to assess habitat use by dolphins (encounter rates) and fishing activity (habitat preferences of fishers, intensity of net and boat use). Dolphin abundance in the main channel increased from 179 (SE 7) (mid dry season) to 270 (SE 8) (peak dry season), probably as a result of immigration from upstream tributaries. Dolphins preferred river channels with muddy, rocky substrates, and deep midchannel waters. These areas overlapped considerably with fishing areas. Sites with 2–6 boats/km (moderately fished) were more preferred by dolphins than sites with 8–55 boats/km (heavily fished). Estimated spatial (85%) and prey–resource overlap (75%) between fisheries and dolphins (chiefly predators of small fish) suggests a high level of competition between the two groups. A decrease in abundance of larger fish, indicated by the fact that small fish comprised 74% of the total caught, may have intensified the present competition. Dolphins seem resilient to changes in fish community structure and may persist in overfished rivers. Regulated fishing in dolphin hotspots and maintenance of adequate dry season flows can sustain dolphins in tributaries and reduce competition in the main river. Fish‐stock restoration and management, effective monitoring, curbing destructive fishing practices, secure tenure rights, and provision of alternative livelihoods for fishers may help reconcile conservation and local needs in overexploited river systems.  相似文献

The designation of no‐take marine reserves involves social and economic concerns due to the resulting displacement of fishing effort, when fishing rights are removed from those who traditionally fished within an area. Displacement can influence the functioning of the fishery and success of the reserve, yet levels of displacement are seldom quantified after reserve implementation and very rarely before that. We devised a simple analytical framework based on set theory to facilitate reserve placement. Implementation of the framework requires maps of fishing grounds, fishing effort, or catch per unit effort for at least 2 years. The framework quantifies the level of conflict that a reserve designation might cause in the fishing sector due to displacement and the opportunities to offset the conflict through fisher spatial mobility (i.e., ability of fishers to fish elsewhere). We also considered how the outputs of the framework can be used to identify targeted management interventions for each fishery. We applied the method in Honduras, where the largest marine protected area in Central America is being placed, for which spatial data on fishing effort were available for 6 fisheries over 3 years. The proposed closure had a greater negative impact on the shrimp and lobster scuba fisheries, which concentrated respectively 28% and 18% of their effort inside the reserve. These fisheries could not accommodate the displacement within existing fishing grounds. Both would be forced to stretch into new fishing grounds, which are available but are of unknown quality. These stakeholders will likely require compensation to offset costly exploratory fishing or to travel to fishing grounds farther away from port.  相似文献

Developing-world shark fisheries are typically not assessed or actively managed for sustainability; one fundamental obstacle is the lack of species and size-composition catch data. We tested and implemented a new and potentially widely applicable approach for collecting these data: mandatory submission of low-value secondary fins (anal fins) from landed sharks by fishers and use of the fins to reconstruct catch species and size. Visual and low-cost genetic identification were used to determine species composition, and linear regression was applied to total length and anal fin base length for catch-size reconstruction. We tested the feasibility of this approach in Belize, first in a local proof-of-concept study and then scaling it up to the national level for the 2017–2018 shark-fishing season (1,786 fins analyzed). Sixteen species occurred in this fishery. The most common were the Caribbean reef (Carcharhinus perezi), blacktip (C. limbatus), sharpnose (Atlantic [Rhizoprionodon terraenovae] and Caribbean [R. porosus] considered as a group), and bonnethead (Sphyrna cf. tiburo). Sharpnose and bonnethead sharks were landed primarily above size at maturity, whereas Caribbean reef and blacktip sharks were primarily landed below size at maturity. Our approach proved effective in obtaining critical data for managing the shark fishery, and we suggest the tools developed as part of this program could be exported to other nations in this region and applied almost immediately if there were means to communicate with fishers and incentivize them to provide anal fins. Outside the tropical Western Atlantic, we recommend further investigation of the feasibility of sampling of secondary fins, including considerations of time, effort, and cost of species identification from these fins, what secondary fin type to use, and the means with which to communicate with fishers and incentivize participation. Abstract: The Galápagos Islands harbor some of the least impacted marine ecosystems in the tropics, but there are indications that local artisanal fishing is affecting exploited marine communities. To quantify these effects, I sampled communities of fishes and sea urchins at a number of heavily fished and lightly fished sites throughout the central islands of the archipelago. Sites were selected based on information collected as part of a local fisheries monitoring study and standardized across a number of abiotic factors. Abundance and biomass of the primary target species were significantly lower in the heavily fished sites than in the lightly fished sites. Community structure also differed between heavily and lightly fished sites. Cluster analyses of the full community of fishes and a subset of nontarget fishes revealed that sites within a treatment were more similar to one another than sites between treatments. Herbivorous fishes tended to be lower in abundance and sea urchins tended to be higher in abundance in heavily fished sites, but these differences were not significant. My results are encouraging in that the direct effects of artisanal fishing are limited to the primary target species, which probably results from a high specificity of fishing gear. The differences in community structure, however, suggest that artisanal fishing also has cascading effects on noncommercial species throughout the community. An improved understanding of important ecological interactions, increased ecological and fishery monitoring, and effective precautionary management are needed to ensure that human effects in these waters remain minimal.  相似文献
