ABSTRACT: Levee sump systems are used by many riverine communities for temporary storage of urban wet weather flows. The hydrologic performance and transport of stormwater pollutants in sump systems, however, have not been systematically studied. The objective of this paper is to present a case study to demonstrate development and application of a procedure for assessing the hydraulic performance of flood control sumps in an urban watershed. Two sumps of highly variable physical and hydraulic characteristics were selected for analysis. A hydrologic modeling package was used to estimate the flow hydrograph for each outfall as part of the flow balance for the sump. To validate these results, a water balance was used to estimate the total runoff using sump operational data. The hydrologic model calculations provide a satisfactory estimate of the total runoff and its time‐distribution to the sump. The model was then used to estimate pollutant loads to the sump and to the river. Although flow of stormwater through a sump system is regulated solely by flood‐control requirements, these sumps may function as sedimentation basins that provide purification of stormwater. A sample calculation of removals of several conventional pollutants in the target sumps using a mass balance approach is presented.  相似文献

ABSTRACT: This paper describes the application of the SHEET2D model to the Florida's Everglades Nutrient Removal (ENR) Project. The ENR Project is a 3815 acre (1545 ha) pilot project, located in Palm Beach County. The operation of the treatment system will be used to demonstrate the performance of larger scale constructed wetland systems for removal of phosphorus from Everglades Agricultural Area (EAA) stormwater runoff. It is currently the largest stormwater wetland treatment system in the world. The SHEET2D model was used to analyze the performance of the ENR Project. SHEET2D is a two-dimensional, depth-averaged hydrodynamic model that is applicable to shallow water flow conditions. Subsequently, results from SHEET2D simulations were used to develop the ENEMOD model. ENRMOD is a lumped parameter box water quality model that can be used to analyze the long term performance of the ENR project with respect to hydrology and phosphorus uptake. Localized short-circuiting in the agricultural ditches within the project area was analyzed by using the RBFVM-2D model, which is a finite volume hydrodynamic model that is also applicable to shallow water flow conditions. The SHEET2D model was employed to simulate the hydraulics of the structures between cells and the hydrodynamics of the sheet-flow moving across the buffer cell and treatment cells. Collection, distribution, and larger discharge canals within the project were simulated by means of the MultiBasin Routing (MBR) model features that are built into the SHEET2D model. Constant inflows (75 to 600 cfs [2.1 to 17 m3/s]) were used in all runs to simulate the discharge of the ENR Project based on the proposed operating schedule for the outflow pump station. The model simulated 30 days to reach steady state conditions. Under steady state conditions, the hydraulic retention times were computed for the project and the split of flow between the two treatment trains of the entire project from the common buffer cell. Additionally, design components such as height of the levees, capacity of the structures, and hydrographs at specified grids were obtained.  相似文献

Abstract: Runoff from urban catchments depends largely on the amount of impervious surface and the connectivity of these surfaces to the storm sewer drainage system. In residential areas, pervious lawns can be used to help manage stormwater runoff by intercepting and infiltrating runoff from impervious surfaces. The goal of this research was to develop and evaluate a simple method for estimating the reduction in stormwater runoff that results when runoff from an impervious surface (e.g., rooftop) is directed onto a pervious surface (e.g., lawn). Fifty‐two stormwater runoff reduction tests were conducted on six residential lawns in Madison, Wisconsin during the summer of 2004. An infiltration‐loss model that requires inputs of steady‐state infiltration rate, abstraction (defined here as surface storage, vegetation interception and cumulative total infiltration minus steady‐state infiltration during the period prior to steady‐state), and inundated area was evaluated using experimental data. The most accurate results were obtained using the observed steady‐state infiltration rates and inundated areas for each test, combined with a constant abstraction for all tests [root mean squared (RMS) difference = 1.0 cm]. A second case utilized lawn‐averaged steady‐state infiltration rates, a regression estimate of inundated area based on flow‐path length, and lawn‐specific abstractions based on infiltration rate (RMS difference = 2.2 cm). In practice, infiltration rates will likely be determined using double‐ring infiltration measurements (RMS difference = 3.1 cm) or soil texture (RMS difference = 5.7 cm). A generalized form of the model is presented and used to estimate annual stormwater runoff volume reductions for Madison. Results indicate the usefulness of urban lawns as a stormwater management practice and could be used to improve urban runoff models that incorporate indirectly connected impervious areas.  相似文献

ABSTRACT: Infiltration trenches are an effective stormwater management alternative for the control of urban runoff from small areas. Perforated pipes buried within the gravel of an infiltration trench are used to distribute the inflowing runoff along the length of the trench. Laboratory tests are described that characterize the hydraulics of the orifices in perforated pipes. The results show that the steady-state exfiltration of water from the pipe into a surrounding gravel trench can be described by the orifice equation.  相似文献

A goal in urban water management is to reduce the volume of stormwater runoff in urban systems and the effect of combined sewer overflows into receiving waters. Effective management of stormwater runoff in urban systems requires an accounting of various components of the urban water balance. To that end, precipitation, evapotranspiration (ET), sewer flow, and groundwater in a 3.40‐hectare sewershed in Detroit, Michigan were monitored to capture the response of the sewershed to stormwater flow prior to implementation of stormwater control measures. Monitoring results indicate that stormflow in sewers was not initiated unless rain depth was 3.6 mm or greater. ET removed more than 40% of the precipitation in the sewershed, whereas pipe flow accounted for 19%–85% of the losses. Flows within the sewer that could not be associated with direct precipitation indicate an unexpected exchange of water between the leaky sewer and the groundwater system, pathways through abandoned or failing residential infrastructure, or a combination of both. Groundwater data indicate that groundwater flows into the leaky combined sewer rather than out. This research demonstrates that urban hydrologic fluxes can modulate the local water cycle in complex ways which affect the efficiency of the wastewater system, effectiveness of stormwater management, and, ultimately, public health.  相似文献

The hydrologic and water quality benefits of an existing engineered stormwater control measures (SCMs) network, along with the alternative stormwater control simulations, were assessed in the rapidly urbanizing Beaverdam Creek watershed located in SE U.S. Piedmont region through the use of distributed Model of Urban Stormwater Improvement Conceptualization stormwater model. When compared with predevelopment conditions, the postdevelopment watershed simulation without SCMs indicated a 2 times increase in total runoff volume, 3 times average increase in peak flow for 1.5‐3.2 cm 6‐h storm events, and 30 times, 12 times, and 3 times higher total suspended solids (TSS), total phosphorous (TP), and total nitrogen (TN) loadings, respectively. The existing SCMs network, in comparison with the postdeveloped watershed without SCMs, reduced the average peak flow rates for 1.5‐3.2 cm 6‐h storm events by 70%, lowered the annual runoff volume by 3%, and lowered TSS, TP, TN annual loads by 57, 51, and 10%, respectively. A backyard rain garden simulation resulted in minimal additional reduction in TSS (1.6%), TP (0.4%), and TN (4%). Model simulations indicate that mandatory 85% TSS and 70% TP annual load reductions in comparison with the predevelopment levels would require the diversion of runoff from at least 70% of the contributing drainage areas runoff into additional offline bioretention basins.  相似文献

ABSTRACT: Control of stormwater runoff from impervious surfaces is an important national goal because of disruptions to downstream ecosystems, water users, and property owners caused by increased flows and degraded quality. One method for reducing stormwater is the use of vegetated (green) roofs, which efficiently detain and retain stormwater when compared to conventional (black) roofs. A paired green roof‐black roof test plot was constructed at the University of Georgia and monitored between November 2003 and November 2004 for the green roof's effectiveness in reducing stormwater flows. Stormwater mitigation performance was monitored for 31 precipitation events, which ranged in depth from 0.28 to 8.43 cm. Green roof precipitation retention decreased with precipitation depth; ranging from just under 90 percent for small storms (< 2.54 cm) to slightly less than 50 percent for larger storms (> 7.62 cm). Runoff from the green roof was delayed; average runoff lag times increased from 17.0 minutes for the black roof to 34.9 minutes for the green roof, an average increase of 17.9 minutes. Precipitation and runoff data were used to estimate the green roof curve number, CN = 86. This information can be used in hydrologic models for developing stormwater mitigation programs.  相似文献

Abstract: This study compared lag time characteristics of low impact residential development with traditional residential development. Also compared were runoff volume, peak discharge, hydrograph kurtosis, runoff coefficient, and runoff threshold. Low impact development (LID) had a significantly greater centroid lag‐to‐peak, centroid lag, lag‐to‐peak, and peak lag‐to‐peak times than traditional development. Traditional development had a significantly greater depth of discharge and runoff coefficient than LID. The peak discharge in runoff from the traditional development was 1,100% greater than from the LID. The runoff threshold of the LID (6.0 mm) was 100% greater than the traditional development (3.0 mm). The hydrograph shape for the LID watershed had a negative value of kurtosis indicating a leptokurtic distribution, while traditional development had a positive value of kurtosis indicating a platykurtic distribution. The lag times of the LID were significantly greater than the traditional watershed for small (<25.4 mm) but not large (≥25.4 mm) storms; short duration (<4 h) but not long duration (≥4 h) storms; and low antecedent moisture condition (AMC; <25.4 mm) storms but not high AMC (≥25.4 mm) storms. This study indicates that LID resulted in lowered peak discharge depth, runoff coefficient, and discharge volume and increased lag times and runoff threshold compared with traditional residential development.  相似文献

ABSTRACT: Maryland officials have identified stormwater utilities as a potential method of financing programs to control nutrients in urban stormwater runoff that are proposed in Maryland's Chesapeake Bay Nutrient Reduction Plan. This paper reviews a number of issues related to the equity, efficiency and acceptability of user charge schemes. Overall, charges are found to be preferable to property taxes from both equity and efficiency perspectives. In addition, evidence suggests that elected officials will support creation of utilities. Although Best Management Practices (BMPs) are used widely as a means for controlling flood runoff events, Low Impact Development (LID) options have been proposed as an alternative approach to better mimic the natural flow regime by using decentralized designs to control stormwater runoff at the source, rather than at a centralized location in the watershed. For highly urbanized areas, LID practices such as rainwater harvesting, green roofs, and permeable pavements can be used to retrofit existing infrastructure and reduce runoff volumes and peak flows. This paper describes a modeling approach to incorporate these LID practices in an existing hydrologic model to estimate the effects of LID choices on streamflow. The modeling approach has been applied to a watershed located on the campus of Texas A&M University in College Station, Texas, to predict the stormwater reductions resulting from retrofitting existing infrastructure with LID technologies. Results demonstrate that use of these LID practices yield significant stormwater control for small events and less control for flood events. A combined BMP-LID approach is tested for runoff control for both flood and frequent rainfall events.  相似文献

ABSTRACT Field investigations were conducted at three sites in the Washington, D.C., area to detect accumulation patterns of the trace metals, cadmium, copper, lead, and zinc in the soils of urban stormwater detention basins. The research results seemed to indicate that the use of detention basins to control urban stormwater runoff had few harmful effects to fine textured soils with respect to the study trace metals. Although the trace metals, especially lead and zinc, were found to accumulate in the surface soils of the basins, little significant downward movement of metals in the soil profiles had occurred. Accumulations of metals in the surface soils appeared to be a function of microtopography and the resultant residence time of standing water. The fractions of trace metals that were present in a leachable form in surface soils and stormwater solids were small, with median values ranging from 7.7 percent of the total concentration for Cd to 0.01 percent for Pb.  相似文献

ABSTRACT: A model for urban stormwater quality was developed in this study. The basis for the model is the process by which pollutants build up on the watershed surface. For the wet climate of the study site, it was assumed that there exists an interval of time over which the pollutant buildup equals the pollutant washoff (no accumulation of pollutant). The buildup model was represented by a linear function of the antecedent dry time. The buildup function was then linked with a pollutant washoff model represented by a power function of the storm runoff volume. Various time intervals for no net accumulation were tested to calibrate the model. The model was calibrated to observed data for two small urban basins in Baton Rouge, Louisiana, and model results were used to analyze the behavior of phosphorus concentrations in storm runoff from these basins over a long period of time.  相似文献

Several factors, such as municipality location and population, are thought to influence trends among stormwater utilities (SWUs); however, no analysis of the relationship between these factors and SWU characteristics has been performed. This article corroborates hypothesized relationships and identifies trends and patterns in the establishment, funding mechanism, and magnitude of SWUs by analyzing location, population density, home value, and year of establishment for a comprehensive national SWU database with data for 1,490 SWUs. The equivalent residential unit (ERU), a SWU that charges based on impervious area, was the most prevalent funding mechanism in all National Oceanic and Atmospheric Administration Climate Regions of the United States except the West and West‐North‐Central. The ERU was also found in larger cities with high population densities, whereas the Flat Fee, a SWU that charges a single rate for all properties, was found in smaller towns. Higher home values were correlated with higher monthly fees for 28% of the municipalities analyzed. The residential equivalence factor, a SWU that charges based on runoff produced, was popular in municipalities with higher home values, whereas the Flat Fee was popular in municipalities with lower home values. The number of SWUs established increased with Phase I municipal separate stormwater and sewer system (MS4) permit and Phase II small MS4 permit deadlines. Summary tables provide guidance to aid municipalities considering a SWU.  相似文献

This study examines the use of bioretention as a strategy to reduce the thermal impact associated with urban stormwater runoff in developing cold water stream watersheds. Temperature and flow data were collected during 10 controlled runs at a bioretention facility located in Blacksburg, Virginia. It was determined that bioretention has the ability to reduce the temperature of thermally charged stormwater runoff received from an asphalt surface. Significant reductions in peak and average temperatures (p < 0.001) were observed. However, this facility was unable to consistently reduce the temperature below the threshold for natural trout waters in Virginia. The ability of bioretention to reduce runoff volume and peak flow rate also serves to reduce the hydrothermal impact. An average thermal pollution reduction of nearly 37 MJ/m3 was calculated using an adopted threshold temperature of 20°C. Based on the results of this study, it was concluded that properly designed bioretention systems have the capability to reduce the thermal impact of urban stormwater runoff on cold water stream ecosystems.  相似文献

The hydrologic response to statistically downscaled general circulation model simulations of daily surface climate and land cover through 2099 was assessed for the Apalachicola‐Chattahoochee‐Flint River Basin located in the southeastern United States. Projections of climate, urbanization, vegetation, and surface‐depression storage capacity were used as inputs to the Precipitation‐Runoff Modeling System to simulate projected impacts on hydrologic response. Surface runoff substantially increased when land cover change was applied. However, once the surface depression storage was added to mitigate the land cover change and increases of surface runoff (due to urbanization), the groundwater flow component then increased. For hydrologic studies that include projections of land cover change (urbanization in particular), any analysis of runoff beyond the change in total runoff should include effects of stormwater management practices as these features affect flow timing and magnitude and may be useful in mitigating land cover change impacts on streamflow. Potential changes in water availability and how biota may respond to changes in flow regime in response to climate and land cover change may prove challenging for managers attempting to balance the needs of future development and the environment. However, these models are still useful for assessing the relative impacts of climate and land cover change and for evaluating tradeoffs when managing to mitigate different stressors.  相似文献

ABSTRACT: A mathematical model is developed to optimally schedule long-term stormwater infrastructure rehabilitation activities. The model is capable of considering multiple rehabilitation projects and is driven by overall cost eensiderations. Rehabilitation activities are scheduled based on perceived reliabilities and future deterioration expected within the specified planning horizon. Future growth within the stormwater drainage basin is incorporated using chance constraints that limit the likelihood that a stormwater discharge exceeds system conveyance capacity. Model structure and development are discussed, and a hypothetical example using a drainage network is presented.  相似文献

Best management practices (BMPs) are widely used to mitigate impacts of increased impervious surfaces on stormwater runoff. However, there is limited detailed and up‐to‐date information available on the cost of designing, constructing, and maintaining BMPs over their lifetime. The objective of this study is to analyze BMPs recently constructed by the Virginia Department of Transportation (VDOT) to quantify their total cost per pound of phosphorus removed annually. A motivating factor for the study is recent changes to regulatory guidelines in Virginia which allow for full or partial substitution of purchased nutrient credits in lieu of constructing onsite BMPs to achieve compliance with stormwater quality regulations. Results of the analysis of nine BMPs found their cost ranged from $20,100 to $74,900, in 2014 dollars, per pound ($44,313‐$165,126 per kg) of phosphorus removed. Based on these results and assuming current credit prices procured by VDOT, purchasing nutrient credits is a cost‐effective option for the agency, especially when factoring in the cost of additional right of way for the BMP. Based on this finding, we expect compliance with stormwater quality regulations through credit purchases to become more widely used in Virginia. Moving forward, we suggest more direct tracking of BMP costs to support comparisons between BMP costs across a range of types and conditions to credit purchases for meeting stormwater regulations.  相似文献

Changes in land use and extreme rainfall trends can lead to increased flood vulnerability in many parts of the world, especially for urbanized watersheds. This study investigates the performance of existing stormwater management strategies for the Upper Yahara watershed in Dane County, WI to determine whether they are adequate to protect urban and suburban development from an extreme rainfall. Using extreme storm transposition, we model the performance of the stormwater infiltration practices required for new development under current county ordinances. We find during extreme rainfall the volume of post‐development runoff from impervious surfaces from a typical site would increase by over 55% over pre‐development conditions. We recommend the ordinance be strengthened to reduce vulnerability to flooding from future urban expansion and the likely increase in the magnitude and frequency of extreme storms.  相似文献

ABSTRACT: This paper looks at the use of off-line detention systems as a means of stormwater management. Conventional detention basins are typically designed and built as in-line systems in which all runoff is directed to the basin. Off-line systems are designed so that only a portion of the runoff is directed to the basin. Several simulation experiments were run to examine the behavior of in-line and off-line systems designed to reduce the peak flow from a developed area to the pre-development level. The results demonstrate that off-line systems require considerably less storage than in-line systems to achieve the same management goal. The results also show that off-line and in-line systems have significantly different flow-duration characteristics with the off-line system generally producing lower flows over longer periods. Unfortunately, off-line systems may exacerbate downstream flooding problems, especially when used in the upper portions of a watershed. Nevertheless, an off-line system can be an alternative to in-line detention in many cases.  相似文献

This article presents an analysis of the projected performance of urban residential rainwater harvesting systems in the United States (U.S.). The objectives are to quantify for 23 cities in seven climatic regions (1) water supply provided from rainwater harvested at a residential parcel and (2) stormwater runoff reduction from a residential drainage catchment. Water‐saving efficiency is determined using a water‐balance approach applied at a daily time step for a range of rainwater cistern sizes. The results show that performance is a function of cistern size and climatic pattern. A single rain barrel (190 l [50 gal]) installed at a residential parcel is able to provide approximately 50% water‐saving efficiency for the nonpotable indoor water demand scenario in cities of the East Coast, Southeast, Midwest, and Pacific Northwest, but <30% water‐saving efficiency in cities of the Mountain West, Southwest, and most of California. Stormwater management benefits are quantified using the U.S. Environmental Protection Agency Storm Water Management Model. The results indicate that rainwater harvesting can reduce stormwater runoff volume up to 20% in semiarid regions, and less in regions receiving greater rainfall amounts for a long‐term simulation. Overall, the results suggest that U.S. cities and individual residents can benefit from implementing rainwater harvesting as a stormwater control measure and as an alternative source of water.  相似文献
