The extent to which aggrieved applicants appeal against planning refusals varies between types of development, between regions and over time. So, too, though in lesser degree, does the extent to which appeals are successful. The paper seeks to explain these variations. It does so by arguing that the appeal rate varies with the support that central government ministers and their inspectors (the Central Planning Authority, CPA) give to the local planning authorities (LPAs), with appeal costs and with applicant and LPA willingness to renegotiate over refused applications. The appeal success rate is seen to be largely independent of the appeal rate and varies with potential appellants’ awareness of CPA policy and with their rationality.

It is concluded that appeal rate differences are best explained in terms of the CPA's support for the LPAs whether consideration is given to applications submitted nationally for different development types, to applications submitted in the eight English regions or to applications submitted in England and Wales over the period since 1974. Thus, CPA support for the LPAs is high in relation to change of use and householder developments but low in relation to development of the other major type; the CPA is less supportive of LPA policy in Yorkshire and Humberside and in East Anglia than in the other English regions, at least in the mid 1980s; and the CPA markedly reduced its support for the LPAs in England and Wales in the early 1980s.

It is also concluded that the low appeal success rate for minor residential development is the result of low appellant rationality, potential appellants being particularly determined to press their proposals against the odds. Appellant awareness of CPA policy and rationality may be comparable for the remaining development types since the appeal success rate shows little variation. Similarly, appellant awareness and rationality may be comparable in the eight English regions. In contrast, the appeal success rate in England and Wales as a whole has increased since 1974 perhaps because potential appellants are now more aware of CPA policy.  相似文献

Fire management planning for wildlands traditionally uses fire behavior estimated on the basis of worst-case weather at a specific site, but more realistic estimates can be obtained by considering the entire distribution of possible sites and weather conditions. Probability distributions of four widely used fire behavior variables were derived for four test cases in the Northern Rockies and Northern Intermountain Zone. The variables were rate of spread, fireline intensity, fire perimeter length-to-width ratio, and scorch height. Results were depicted in simple line graphs, three-dimensional pin graphs, and tables; they ranged from the cumulative probability of one variable to joint probabilities of four variables. Increasing the number of variables depicted increased the amount and scope of information available. Examples of interpreting the graphs and tables show how these techniques can be used in long-term fire program planning, fire suppression, management of various resources affected by fire, and interdisciplinary resource planning.  相似文献

In the Netherlands various fields of policy planning and decision making are related to the environment, of which physical land use planning and environmental planning are the most important. In the last 20 years the environmental effects of production, mobility and consumption in this densely populated country have increased. The location and land use of economic activities have therefore become a main concern for environmental policy which has as its aim the improvement and conservation of the quality of the natural and human environment. The prospects for a better co‐ordination and integration of the two policy ‘tracks’ have become a matter of political, scientific and public concern. In some regions the government has started experiments with more integrated environmental policy and management. This paper discusses some of the possibilities and limitations of this regionally oriented policy against the background of a more effective environmental policy, especially in two cases—a rural area in the province of Gelderland and the region of Schiphol Airport.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. The British Ecological Society has suggested that computer‐based techniques could be used in the coordination of policies across different land uses in upland planning. This paper looks briefly at one such technique — a linear programming model — and describes its use at a regional scale for the Sedburgh area in north‐west England. This study analysed the importance of physical forces on land-use change, on the planning framework in a Portuguese periurban area. A temporal matrix showing the trajectories of land transformation was obtained. A multivariate redundancy analysis explored the importance of physical parameters on temporal and spatial land-use change. A content analysis on urban or municipal master plans was made framing the importance of physical parameters on the planning process. The results highlighted a consistent trajectory of profound land-use changes with distinctive trajectories, with increasingly complex patterns with a limited dependence on physical variables. The trajectories were more related to the planning framework, where political actors and planning managers seemed to be most important. A theoretical model balancing three main components – physical forces, actors, and land transformation (DFA-C model) is proposed, reflecting the informal relationships between physical parameters and actors during the planning process.  相似文献

The high-voltage distribution and transmission of electricity are associated with a range of environmental effects that are increasingly contentious and are leading to difficult land-use planning issues. In the UK, local planning authorities have been taking an anticipatory approach to such efforts by the formation of policy in statutory land-use plans; this seeks to set constraints on the location and form of high-voltage installations and nearby development. This emerging body of policy reveals a number of consistently occurring themes that focus explicitly on the protection of local environmental conditions. This is indicative of broader trends apparent throughout plan-making in the last decade, in which environmental emphases have become more central, but the policy area also indicates that local authorities are responding to structural changes in the electricity industry and to changing patterns of energy generation.
